(FROM THE ARTICLE: Fortunately, the Comptroller General of the United States, who serves as the CEO of the GAO and the nation’s top accountability professional, can only be removed by impeachment or joint resolution of Congress signed by the president. In addition, removal can only be achieved for specified reasons. This is fully appropriate, since the comptroller general and the GAO must be independent from the executive branch in both form and substance. There have only been eight comptroller generals since the GAO’s creation in 1921, and I served in the position from 1998 to 2008. The comptroller general must be highly qualified in terms of credentials and experience. He or she must be able to act in a manner that is professional, objective, fact-based, nonpartisan, nonideological, nonpersonal, fair and balanced. This is critical for both the comptroller general and the GAO to be effective and respected. It is also important that the comptroller general receive strong bipartisan support. The last three comptroller generals were confirmed by the Senate via unanimous consent. Hopefully, the next comptroller general will be as well. The current comptroller general is Gene Dodaro, whose term is set to end on Dec. 22, 2025. Gene is very capable — I appointed him as acting comptroller general, but it took over two-and-a-half years for him to be nominated and confirmed. Congress needs to act much faster in filling the position this time. Given the importance of the position, the comptroller general appointment process may be the most complex in the federal government. It starts with a 10-member bipartisan and bicameral commission in Congress that must recommend at least three candidates. The president then nominates a candidate who must be confirmed by the Senate. Any nominee could be filibustered if he or she is not deemed to be a proper fit for the position. The statutory commission is not formally established until the comptroller general position is vacant, but a significant amount of planning and preparation should happen before the official vacancy occurs. This includes conducting outreach efforts to appropriate professional and government organizations to identify potential candidates and preparing screening questionnaires and interview questions. Importantly, since the comptroller general is a legislative branch officer who must be independent, Congress needs to consider eliminating the president from the process. Congress should also consider reducing the appointment term to 10 years. These changes would require legislation. While DOGE has achieved a modest amount of savings and a reduction in the size of the federal workforce, it also caused also considerable disruption, and much work remains to be done. The GAO and inspectors general need to be on the front lines of this effort. These accountability organizations cannot be fully effective without confirmed leaders. Congress and the president need to take steps to fill these important accountability leadership positions in a timely manner. This should be a good government and bipartisan effort.)

(FROM THE ARTICLE: U.S. President Donald Trump is reportedly putting “America First” even within his own administration. As the president continues to slash the federal workforce, he and his team have reportedly unveiled a new plan to ensure that any new hires are “patriotic Americans” who vow to advance the president’s policy priorities. The White House, in coordination with the Office of Personnel Management, released the directives for the departments to use when recruiting employees in a memo on Thursday. The directives represent a dramatic shift in hiring procedures at the federal level. POLITICO reported that prospective federal employees will now be required to write a short essay about how they plan to advance Trump’s priorities when applying for a job. The new procedure comes after Trump and many of his allies have railed against civil servants and accused them of trying to undermine Trump’s plans. It was also reported that those federal job vacancy announcements starting at a GS-5 pay grade or above will now have to complete the short essay responses to questions about their commitment to the Constitution, how they plan to improve government efficiency, how they plan to advance Trump’s executive orders and policy priorities, and about their work ethic. . .According to the Trump plan, federal employee hiring has focused too much on “elite universities and credentials.” The memo dictates that the government will target recruits from “state and land-grant universities, religious colleges and universities, community colleges, high schools, trade and technical schools, homeschooling groups, faith-based groups, American Legion, 4-H youth programs, and the military, veterans, and law enforcement communities.” The memo also states that agency heads are to “cease using statistics on race, sex, ethnicity or national origin, or the broader concept of ‘underrepresentation’ of certain groups” when deciding hiring or promotions. It also orders agencies to stop disseminating information about the composition of agencies’ workers based on their race, sex, color, religion, or national origin. Trump’s hiring plan also allegedly aims to expedite the hiring process in response to the order directing government-wide hiring to be completed within 80 days. Additionally, on Thursday, the administration issued a memo outlining new guidelines for hiring and talent development plans for leaders within the federal government’s career employee ranks, known as the Senior Executive Service (SES). During his first days back in the Oval Office, Trump issued a memo saying that because those officials “wield significant governmental authority, they must serve at the pleasure of the President.” The most recent memo now criticizes SES hiring as a “broken, insular” process that has “resulted in the hiring of executives who engage in unauthorized disclosure of Executive Branch deliberations, violate the constitutional rights of Americans, refuse to implement policy priorities, or perform their duties inefficiently or negligently.” Prior to the memo, it was claimed the qualifications for SES hiring “included unlawful ‘diversity, equity and inclusion’ (DEI) criteria for hiring Federal executives.” Trump’s memo stated that they were eliminating DEI factors in the hiring process and would instead focus on candidates’ efficiency, merit, competence, ability to lead, and ability to achieve results. (FROM THE ARTICLE: Dodge is pulling the plug, so to speak, on its base model electric Charger Daytona, the R/T, as it deals with slow sales, but don’t expect what appears to be a limited-edition run of vehicles to turn into collector’s items, according to a key industry watcher. “Rarity does not make a collectible. You need to have demand for it,” said Sam Fiorani, vice president of global vehicle forecasting for AutoForecast Solutions. “You can’t presume that this will be a Charger Daytona of 1970. They couldn’t sell those originally and years later, they were collectible.” Fiorani said it’s risky to bet on a car of today becoming something that brings big dollars in the years to come, even when the numbers of those made and sold are relatively small. Still, Dodge will continue to offer the more powerful and expensive electric Charger Daytona Scat Pack for the upcoming model year, even as it prepares to launch several gas-powered versions. While it’s not clear how many Dodge Charger Daytonas will be produced this year, so far, the sales picture is showing a fairly light impact. Electric Charger sales – the company did not distinguish between versions – for the first three months of this year were at 1,947. Granted, they were just beginning to arrive in showrooms in January after months of delays. However, the automaker likely had higher hopes. Fiorani noted that he’d recently driven by a Dodge dealership and saw a row of Chargers waiting to be sold. In a statement, Dodge CEO Matt McAlear said, “Production of the Dodge Charger Daytona R/T is postponed for the 2026 model year as we continue to assess the effects of U.S. tariff policies. The Charger’s flexible, multi-energy STLA Large platform allows us to focus on the Charger Daytona Scat Pack’s performance as the world’s quickest and most powerful muscle car, add the new four-door model to the Charger mix for the 2026 model year and lean into the new Charger SIXPACK models that will launch in the second half of the year.” Sixpack refers to the engine, the inline-six Hurricane, which will come in 550-horsepower or 420-horsepower variants. The electric Scat Pack promises a peak power base of 630 horsepower with a limited push-button burst to 670 horsepower called the Power Shot. The Dodge website lists the Scat Pack all-wheel drive with a starting price of $73,985, excluding destination charge. Adding gas-powered versions to the lineup is not a surprise, as Dodge had previously said that was the plan. However, the decision, reported earlier by MoparInsiders.com, to end the electric R/T’s run so soon does highlight how the market has changed, both in terms of the slower adoption of electric vehicles and President Donald Trump’s embrace of tariffs. The Charger Daytona is assembled at the Windsor Assembly Plant in Ontario, but the batteries initially were to come from South Korea. Fiorani offered some perspective on the potential tariff impact, however. “Everybody is leaning on tariffs for every change in production or sales, whether real or not,” he said. Market realities are, however, what they are. “The idea that an internal combustion engine version would hit the market better at the moment is a strong one,” according to Fiorani. “Buyers haven’t warmed up to EVs as a performance vehicle yet, especially since every EV is a performance model now.” Fiorani also noted that the company’s planned shift in production volume toward the gas-powered Charger would also take the focus off the less expensive EV version – the R/T was listed with a starting price of $59,595, not counting destination. “(They) kind of want to focus on the vehicle that will make money versus the entry-level models that will sell on price,” Fiorani said.)

(FROM THE ARTICLE: The Trump administration’s Department of Government Efficiency, or DOGE, has attempted to embed itself in another agency. This time, it’s the Government Accountability Office. The office has refused, but as NPR’s Chris Arnold reports, many experts say, rather than try to elbow its way in the door, DOGE should have been asking GAO for help all along. CHRIS ARNOLD, BYLINE: For months, DOGE has been strong-arming its way into government agencies, gaining access to sensitive data and helping to fire workers. Doing that at the Government Accountability Office, that would be way over the line, says David Walker. He used to run the GAO. DAVID WALKER: The DOGE team needs to read the Constitution again. There are three separate and equal branches of government. ARNOLD: GAO operates under the legislative branch – in other words, Congress – not the White House. WALKER: DOGE has zero authority to review GAO’s operations. ARNOLD: Walker’s been nominated to positions by both Republican and Democratic presidents, and he says GAO and DOGE supposedly have a very similar mission – to root out waste, fraud and abuse, except, he says, that GAO has been doing that for decades, has a staff of several thousand people and it’s really good at it. WALKER: GAO’s like a longstanding professional football team, and DOGE has some very bright people, but it’s more like a much smaller pickup football team from MIT. It’s like intramurals, OK? ARNOLD: Over the past 15 years, GAO says its recommendations have resulted in $725 billion in savings and revenue increases. It just came up with an updated list of proposals. It says that could save another hundred billion or more. Just one example – it’s been studying a space-based laser communication system that the Defense Department’s designing. GAO says it’s found a tweak to the program that could save hundreds of millions of dollars. The White House didn’t respond to NPR’s request for comment but has defended DOGE for finding waste, fraud and abuse. And the current head of the GAO recently said that DOGE lately has been engaging more with GAO about some of its recommendations. Still, David Walker says poor planning and inadequate coordination with Congress have hamstrung DOGE. WALKER: DOGE way overpromised on savings, originally promising 2 trillion. They now claim that they’ve saved about 170 billion. But in reality, I think the real savings is maybe one-tenth to one-fifth of what they claim because only Congress can cut spending. ARNOLD: Walker says, so far, DOGE has mostly been targeting programs that the Trump administration just doesn’t like and indiscriminately firing people. Linda Bilmes is a government efficiency expert at the Harvard Kennedy School. She says that DOGE could have learned a lot from GAO. LINDA BILMES: One of the real tragedies of the whole DOGE effort is that they just ignored this kind of expertise and they didn’t tap into the knowledge base of the people already working in government. ARNOLD: She says the chance to work alongside Elon Musk to help reform government lured in a lot of very talented young people. Some of them were students of hers at Harvard. BILMES: I know firsthand some of the individuals who work for Elon Musk, but they were not leveraged in terms of their own talents. They were put in charge of a website that they had no idea what it was and asked to fire people, and they really were put into positions in which they were entirely unsuited for. ARNOLD: Meanwhile, as far as DOGE trying to embed itself in GAO, there’s another thorny issue there. GAO currently has dozens of investigations underway into whether the Trump administration improperly froze funding that was already allocated by Congress. David Walker again. WALKER: There clearly is a conflict of interest there. DOGE shouldn’t be anywhere close to looking at what GAO’s doing in connection with those activities. (FROM THE ARTICLE: A little-known candidate seeking the Republican nomination for Richard Durbin’s U.S. Senate seat says the GOP needs to adopt a “big tent” mentality that encourages bipartisan cooperation and prioritizes substantive solutions over partisan rhetoric. Pamela “Denise” Long, 52, a longtime contributor to Newsweek and Real Clear Politics, is leveraging her experience as a journalist, political analyst and adjunct professor at Southern Illinois University Edwardsville to carve out a space in the crowded field to replace Durbin. Durbin, 80, a Springfield Democrat, is retiring from Congress after five terms in the Senate and seven in the House. Long says she built her experience by dissecting complex policy issues in a bipartisan manner, particularly those affecting Black voters, immigration, economic mobility and environmental protections. She has challenged both major parties to reconsider their outreach strategies. On her side, she’s ascribing to so-called Big Tent Republicanism, which says that certain conservative positions, such as abortion bans or transgender issues, while important to Republicans, push away moderates and liberals open to cooperation on issues that affect nearly every resident, such as property taxes, gerrymandering and budgeting. Long said she wants her candidacy to reflect a focus on those widespread national issues while offering bipartisan criticism and praise when it is called for. “For me, I champion President Donald Trump when he takes actions that align with the principles of conservatism and constitutionality,” she said. “When he deviates from that, as with (former President Joe) Biden and any other candidate, I call those things out. So, I’m not partisan in that way. My focus is on the best interest of the nation.” Long said one example bringing conservative and liberal issues together is her support for increasing environmental protection in the U.S., but implementing it in issues that bring attention to conservative interests. “Being able to take something like environmental policy and be able to apply it to these modern-day issues like immigration is one method to increase environmental protections without incurring too much animosity from any one side,” Long said. Long said she wants to see more investment in urban infrastructure that has been abandoned, rather than support Trump’s plans to allow development and commercial usage of federally protected lands, including national parks. “One thing which unnerves me is how much of our urban infrastructure has degraded and has just been left rotting in many cities, and I would like to see more development,” said Long. “Development of the dilapidated infrastructure that already exists rather than developing our national parks and green space, I think that could bring more jobs to urban residents.” As a Black woman, Long sees the persistent issues facing African American communities and agrees with the conservative sentiment against handouts or excessive support. But she argues that giving job opportunities, career advancements and a general ability to move out of poverty is a large part of that attitude as well. “I think it is important for Black Americans to hear that our federal government is looking for ways to pull them into the workforce,” said Long. “It’s not handholding as much as it is recruitment and making sure that folks realize that they’re pointing to avenues leading to jobs. We must look at recruitment, retention, development and promotion. At what point do we start thinking about the current and potential future state of our economy and what it’s going to look like? Do we somehow work to offer apprenticeships to students in middle school, shadowing perhaps in high school?” Long says her time as an occupational therapist has shifted her view of prisoners and felons to be viewed as people first, criminals second. She supports the idea of low-level and nonviolent criminals having the ability to either work off their crimes or build themselves up in prison to better support their rehabilitation outside of confinement. While she did clarify violent criminals and felons like murderers and rapists require more nuance based on the case, the goal is to produce a rehabilitated member of society. Helping former convicts get their lives together after their due punishment is the way to do that. “Sequestering a human being from society is a solid punishment by itself; you shouldn’t have to be faced with rape, beatings or dehumanizing treatment,” said Long. “You should be sequestered, rehabilitated, strengthened and developed so that you can be moved forward into society and hit the ground running to be productive. I also think that they should maintain their right to vote. They need to be engaged with the society that they’re going to be coming back into. People who are engaged with society and see a path forward and find a vision for themselves, sometimes for the first time, are less likely to offend.”)
