(FROM THE ARTICLE: Amid increased public calls for Illinois elected officials to more strongly push back against the Trump administration’s sometimes-violent crackdown on immigrants in the Chicago region, the Illinois General Assembly early Friday passed a bill to formally ban federal agents from arresting people near courthouses and allowing lawsuits if individuals’ rights have been violated in civil immigration arrests. The legislation came in response to what one of the bill’s sponsors, Democratic state Sen. Celina Villanueva of Chicago, described as “the reality of the pain and the cruelty and the inhumanity that’s being inflicted on my community, on my district, on the communities in this state — that are also American — for the simple fact of looking the way that I do.” “I’m going to fight back,” she said on the Senate floor late Thursday, shortly before the bill passed 40-18. The Illinois House passed the legislation 75-32 a little more than an hour later. While supporters applauded the bill’s passage, even its key sponsor, Senate President Don Harmon, called it “imperfect.” But he said Democratic lawmakers in Springfield felt the need to act, as state and local officials have often felt hamstrung in countering the federal government’s often-aggressive tactics. “I’m prepared for this law to be challenged, but I think we still have an obligation to try to do something,” Harmon, of Oak Park, told a committee hearing in Springfield Thursday. “There is no need for the same people who are charged with protecting our constitutional rights to violate our constitutional rights in the process.” Under the bill, individuals could sue officers for knowingly violating the state or U.S. Constitution during civil immigration enforcement. The bill would also codify a 1,000-foot “safe zone” around courthouses, free from civil arrests, in an attempt to limit potential disruptions to court activities. U.S. Immigration and Customs Enforcement and Border Patrol activities in Chicago and the surrounding areas have come under increased scrutiny and criticism. In what the federal government has described as an initiative to deport the “worst of the worst” individuals who lack legal status, agents have repeatedly detained people first and sought information about them later, without immediate regard for citizenship or legal status. The bill came together in collaboration with House lawmakers, the state attorney general’s office and the governor’s office, Harmon said on the Senate floor. While the governor and lawmakers have used their bully pulpits to push back, and some legislators have at times taken an activist role themselves in opposition to the federal actions, the statehouse has little formal role in immigration policy. In a sign of lawmakers’ frustration with the federal agents’ tactics, damages under the lawsuit provision could go up due to various factors. They include whether the defendant wore a mask; used crowd control equipment like tear gas; failed to identify themselves as a law enforcement officer; used a vehicle without an Illinois license plate; or failed to turn on a necessary body camera — all behaviors advocates and Democratic lawmakers have accused immigration agents of since the start of “Operation Midway Blitz” under the administration of President Donald Trump. It doesn’t impede ICE from “doing its job lawfully,” Harmon told his colleagues on the Senate floor. But in the floor debate Thursday, Senate GOP Leader John Curran of Downers Grove called those aggravating factors for damages a form of overreach. “You are … teeing this up for the Supreme Court to set this aside. You’re actually making it easy on them,” Curran said. Violators who arrest individuals improperly at or near a courthouse would face civil damages for false imprisonment and $10,000 in statutory damages, according to the bill. A judge can also issue an order preventing arrest under the provision, according to the bill. “When witnesses or parties don’t come to court, it doesn’t just affect them. In addition to the provisions on courts and private actions, the bill also asks hospitals, day care centers and higher education institutions to put policies on the books about how they would respond to the presence of federal immigration agents, following incidents of ICE activity at or near some of those locations across the Chicago area. It would also largely prohibit hospitals, day care centers and higher education institutions from disclosing the immigration status of patients, clients and students. Hospitals would be fined $500 per day for noncompliance if they fail to meet the deadlines for developing their policies during the first quarter of next year. The higher education provisions on immigration status could be enforced through private lawsuits. And violations of the day care policy requirement would result in a licensing violation, according to the bill. Democratic state Sen. Omar Aquino, of Chicago, 2nd District, sponsored the day care provisions after his child’s day care center went into lockdown because of nearby immigration enforcement activity, he said. “Our kids were fine, but families were in fear because they didn’t know what to do,” Aquino said. “Here in the state, we must do something to make sure that no family feels that way. The package put forward this week doesn’t include a ban on masks for federal officers, as California enacted, or any expansions of Illinois’ existing law that generally bans local law enforcement from cooperating on civil immigration actions. At a subject matter hearing on the legislation Thursday, representatives from local law enforcement pushed back on parts of the legislation, including the private right of action for constitutional violations, over concerns that local officers could get swept up. “There’s going to be frivolous litigation that will be filed against state and local law enforcement officers,” even if it’s eventually thrown out, said Jim Kaitschuk, executive director of the Illinois Sheriffs’ Association. Pritzker, for his part, on Thursday in his ceremonial Springfield office, called on top federal immigration officials, including Border Patrol boss Greg Bovino, to pause their activities for the Halloween weekend. “Mr. Bovino, your operation has sown fear and division and chaos among law-abiding residents in our communities,” Pritzker said. “No child in America should have to go trick-or-treating in fear that they might be confronted with armed federal agents and have to inhale tear gas.” At a news conference in Gary, U.S. Homeland Security Secretary Kristi Noem dismissed Pritzker’s call for the Halloween pause. “The fact that Gov. Pritzker is asking for that is shameful and I think unfortunate that he doesn’t recognize how important the work is that we do to make sure we’re bringing criminals to justice and getting them off our streets — especially when we’re going to send all of our kiddos out on the streets and going to events and enjoying the holiday season. JB Pritzker’s warnings about an increasingly aggressive federal campaign targeting Chicago-area communities. The 12:40 a.m. vote capped a busy last day of the General Assembly session in which lawmakers also passed bills to expand clean-energy projects and lower costs for consumers, and fund public transit systems across the Chicago region — “The transformation bill,” as state Rep. Kam Buckner called it. That vote came just before the House wrapped at 2:35 a.m. The Senate wrapped up even later. About the immigration enforcement bill: It designates “safe zones” around schools, hospitals and courthouses, and allows Illinois residents to sue immigration agents who violate their constitutional rights, including for false imprisonment or unlawful detention. “This bill is a statement on behalf of the legislature to say that what ICE is doing is unacceptable,” said Democratic Sen. Celina Villanueva, one of the bill’s sponsors. Senate President Don Harmon delivered an emotional speech before the final vote. “I am distraught and frightened,” he said. “I never thought I’d live in a world where masked federal employees, brandishing military-style weapons, would jump out of unmarked vans to kidnap and disappear people — U.S. citizens. And today, those people are targeting residents who look like Senator (Omar) Aquino, Senator (Celina) Villanueva, Senator (Karina) Villa, Senator (Cristina) Castro, Senator Javier Cervantes and Senator (Graciela) Guzman.” The bill allows for punitive damages against immigration agents who conceal their identities, fail to wear body cameras, or use unmarked or out-of-state vehicles. (FROM THE ARTICLE: Democratic Chicago Mayor Brandon Johnson erupted at a reporter on Friday after they used the term “illegal aliens” during a press briefing, slamming the phrase as “racist” and “nasty.” In a video posted Saturday to the official Instagram account of the Chicago mayor, a reporter asked Johnson about a report on city spending related to “illegal aliens” in Chicago that he was allegedly required to file with the White House. Johnson immediately pushed back on the language. “We don’t have illegal aliens,” Johnson said to the reporter. “I don’t know if that’s from some sort of sci-fi message that you wish you’ve had… Well listen, the legal term for my people were slaves. You want me to use that term too? So, look, let’s just get the language right. We’re talking about undocumented individuals that are human beings.” Johnson added that he would not “accept that type of racist, nasty language to describe human beings.” The blue city’s mayor then shifted to discuss his administration’s spending priorities, touting his $16.7 billion budget that he said invests in education, transportation, housing, environmental justice, youth employment and community safety. “And we are going to challenge the ultra-wealthy to pay their fair share,” Johnson said. (FROM THE ARTICLE: The devolution of Illinois’ Republican Party continued Tuesday as a candidate for governor refused to denounce two political operatives tied to a right-wing fake newspaper website that published a story containing an internet link detailing salacious allegations against a rival, while a new candidate emerged with a controversial background as a gambling mogul. At a brief news conference, GOP governor candidate Ted Dabrowski refused to discuss the public disclosure of a years-old draft harassment complaint involving rival Darren Bailey and his 2022 campaign. The allegations, stemming from Bailey’s failed 2022 bid for governor, were never formally filed in court and have not been verified, but were linked to a politically motivated news article shared online. Dabrowski, former president of the conservative research and advocacy group Wirepoints, also would not answer questions about Jeanne Ives and right-wing radio talk show host Dan Proft, both of whom supported Bailey in 2022 but are now backing Dabrowski. Ives is an acolyte of Proft, and Proft has been a business partner of Brian Timpone, who oversees one of many so-called “pink-slime” publications — fake newspapers used as a political tool — that included a link to the unverified claims. Ives, who has lost previous bids for governor and Congress, also posted the article with the link on her Facebook page. “Ordinary Illinoisans, Chicagoans, Illinoisans, don’t care about political infighting between campaigns. And I’m not going to get into that,” Dabrowski said during the news conference, which lasted less than 10 minutes. The GOP race for governor in the March 17 primary and the right to take on billionaire second-term Democrat JB Pritzker began spiraling late last week when a Timpone-run publication posted the link to a 37-page confidential draft lawsuit within an online article about a political action committee called the Save Illinois PAC. That PAC, which spent over $39,500 to help launch Bailey’s second bid for the Republican nomination for governor, is run by Brett Corrigan, a former political worker for Bailey who made the allegations during Bailey’s first run for governor in 2022, when he was 17 years old. The Tribune is not detailing the allegations contained in the draft lawsuit because it was never filed in court and not verified, and the legal dispute apparently ended in a closed-door resolution between Corrigan and Bailey. The Chicago Tribune first reported on the dispute between Corrigan and the Bailey campaign days before the November 2022 general election. At the time of the 2022 campaign, Proft was supportive of Bailey and used his People Who Play By The Rules PAC to back the Republican former state lawmaker from downstate. Proft, of Naples, Florida, also has been the conduit of tens of millions of dollars in contributions to Illinois candidates from conservative megadonor Richard Uihlein of Lake Forest, who founded the Uline office supply distribution firm. Uihlein, in 2022, overwhelmingly funded the People Who Play By The Rules PAC, but this year has given $250,000 to Dabrowski’s campaign. In 2022, Proft sought to inject himself into the potential litigation between Corrigan and Bailey. By law, the PAC was not supposed to coordinate its spending activities with Bailey’s campaign but text messages show efforts by Proft to try to intercede in the legal matter, raising questions over whether Proft was closer to the campaign than previously acknowledged. After Corrigan retained Orland Park attorney Scott Kaspar to pursue a proposed confidential settlement agreement, Proft weighed in, apparently in an effort to quash the filing of a possible lawsuit that could become public ahead of the 2022 general election. Pritzker ended up defeating Bailey by about 13 percentage points. The Democratic Party of Illinois filed a complaint with the Illinois State Board of Elections the day after the Tribune story was published, alleging Proft and Bailey’s campaign illegally coordinated their efforts to oppose Pritzker’s reelection bid. But the board rejected the complaint last year, in part, because Illinois law does not specifically define what activities constitute “coordination” that would render the actions of an independent expenditure PAC and the candidate it supports illegal. “While Darren Bailey and (his lieutenant governor running mate) Aaron Del Mar are focused on defeating Democrats and fixing Illinois, it’s unfortunate that Jeanne Ives is once again reprising her role as the Democrats’ favorite ‘Republican,’” Bailey campaign spokesman Jose Durbin said in a statement. “Jeanne Ives is a sore loser who’s been bitter ever since she couldn’t even beat (former one-term GOP Gov.) Bruce Rauner in a Republican primary. She’s made a career out of attacking fellow conservatives instead of fighting Democrats. At this point, she’s nothing more than a political grifter looking for attention.” Besides sharing the faux-news article and link on her Facebook page, Ives also commented on it by writing, “The Bailey Clown Show and Grift.” Appearing at Dabrowski’s news conference Tuesday, she denied being the source of the draft complaint. “I have no idea who leaked it. Zero idea,” Ives said. “I was concerned about the ‘Save Illinois PAC.’ They raise monies for reasons that they never told the donors at all. And then they gave $40,000 to the Bailey campaign. I mean, that was the bigger concern for me.” Despite hosting a Bailey kickoff event earlier this year in Oak Brook, Corrigan has now left Bailey’s 2026 campaign, signing up as chair for a new contender, Rick Heidner of Barrington Hills, a real estate developer and founder of Gold Rush Gaming. Heidner filed campaign finance paperwork Tuesday to run for the GOP governor nomination with Homer Glen Mayor Christina Neitzke-Troike as his running mate. He also disclosed that he had seeded his campaign with $1 million. In October 2019, a Chicago Tribune investigation revealed that for nearly two decades, Heidner owned numerous commercial properties via shell companies in several states with Rocco Suspenzi, the longtime chairman and part owner of Parkway Bank and Trust in Harwood Heights. In 2003, the Illinois Gaming Board and the FBI exposed Suspenzi and son Jeffrey for concealing their own ownership stake, as well as that of a reputed mob figure, in the infamous Emerald casino project. Suspenzi and his son invoked their Fifth Amendment rights against self-incrimination in 2005 when the Gaming Board sought to question them about their role in concealing the ownership stakes of reputed Outfit-linked investors Vito Salamone and Nick Boscarino. At the same time, Heidner had a similar real estate partnership with convicted bookmaker Dominic Buttitta. Together, they owned a building in Elgin that was leased to a bar licensed for video gambling that used Heidner’s Gold Rush machines. In 2012, Buttitta pleaded guilty to federal charges of running an illegal sportsbook from the South Elgin strip club he controlled. The revelations led in part to Pritzker’s decision to cancel the sale of the former Tinley Park Mental Health Center property, which Heidner had sought to purchase for a horse racing and casino facility. In April 2021, Heidner and state gaming regulators reached a settlement after the state withdrew allegations that he had offered an illegal $5 million inducement to purchase a rival video gambling chain. Heidner has been a frequent political donor, in February giving $25,000 to the conservative Republican group McHenry GOPAC and in 2022 he gave $25,000 to Richard Irvin, the former mayor of Aurora, who unsuccessfully sought the Republican nomination for governor that year. But Heidner has also contributed to Democratic candidates, including $25,000 to Chicago Mayor Brandon Johnson and $5,000 to Cook County Board President Toni Preckwinkle in 2023, as well as $5,000 to Don Harmon, now the president of the Illinois Senate, in 2017. Corrigan confirmed that he’s supporting Heidner, stating that he and Heidner have been good friends for a long time. But Corrigan said he still considers Bailey a friend, though there are people who could take their previous falling out “to make a mess of politics.” “It seems like Republicans attack each other harder than the opposition does,” Corrigan said. Kaspar echoed that sentiment, saying the infighting is “a sad testament of the state of the Illinois Republican Party.” “It’s a very fractured party,” said Kaspar, the general counsel for the Illinois Review, a conservative website that published an article about the draft complaint saga this week.)

Imagine a two-year-old on the school board. Meetings might begin with finger painting and end in tears, but at least they would be authentic. Lunch breaks would feature an assortment of animal crackers and pouches of applesauce. Committee debates would be passionate and loud, though perhaps less hypocritical than those of some adults. When discussions stall, one member could dramatically throw their sippy cup to the floor, signaling that it is time for a recess, a literal one. The irony, of course, is that this absurd scenario perfectly illustrates the flaw in the ideology of enforced representational equity. When equal outcomes become the standard of justice, logic ceases to matter. There is no limit to the number of categories one can divide humanity into, nor to the demands that each be represented proportionally in every institution. But representation alone does not create justice or competence. A government made up of every possible demographic box in perfect statistical alignment would still fail if it lacked wisdom, discipline, and moral integrity. The best ideas are not born of diversity quotas; they are born of reason, virtue, and experience, things toddlers, despite their charm, have not yet developed. Equality of opportunity means that anyone, regardless of background, has the chance to pursue a role if they earn it. Equality of outcome means everyone must end up in the same place, regardless of effort or capability. The former encourages excellence, while the latter destroys it. It replaces earned achievement with administrative engineering, a moral sleight of hand that values appearance over substance. Equity, as often practiced, treats disparities as evidence of discrimination rather than as a reflection of natural variation in interest, skill, or choice. Not every imbalance is an injustice. There are more male mechanics and more female nurses not because of oppression, but because of differing inclinations and strengths. Demanding identical results in every field requires denying human diversity itself, the very diversity DEI claims to celebrate. When every outcome must be equal, merit becomes secondary. The question shifts from “Who is most capable of leading?” to “Who checks which box?” And when identity takes precedence over ability, the system inevitably drifts toward incompetence masked as virtue. That is how institutions that once prized excellence become bureaucracies obsessed with optics. In that light, appointing toddlers to school boards is not as far-fetched as it sounds. It is simply the logical endpoint of representation without restraint. If lived experience is the highest credential, who could possibly understand the kindergarten experience better than a preschooler? If empathy and visibility are the keys to justice, should not those directly affected by nap policies have a seat at the table? Of course, we all know why that is ridiculous. Children are not developmentally ready to make such decisions. Yet this simple truth, that some people are not yet equipped for certain responsibilities, applies beyond age. Competence matters. Readiness matters. Pretending otherwise in the name of representation undermines the very institutions that keep society functional. The goal of a just system should not be to guarantee identical results, but to ensure open doors and the freedom to walk through them when one is ready. Anything beyond that, no matter how well-intentioned, veers into moral absurdity. Governance should prioritize wisdom, expertise, and the pursuit of the common good, not a demographic checklist. And if that means the toddlers must wait a few years before joining the school board, I suspect the republic will survive.)
