(FROM THE EDITORIAL: No federal agency generates as much rancor as the Internal Revenue Service, part of that duo of inevitability, taxes and death. Despite its reputation for toughness, the I.R.S. relies on voluntary compliance, as in Americans’ sense of duty, to collect the money that powers our government. That’s more true than ever, because as it prepares to implement the most sweeping tax overhaul in 30 years, the I.R.S. is perhaps weaker than it has ever been. In 1986, the last time Congress passed major changes in the tax code, it included a budget increase for the agency, allowing it to hire 2,100 more employees to carry out the changes. Earlier this year, as the agency struggled to do its job with a decimated staff, a shrinking budget and decrepit computers, its commissioner pleaded with Congress to at least give it time to prepare for the big tax overhaul Republicans wanted. That didn’t happen. Instead, Republicans rushed hastily written legislation larded with amendments through both chambers. (FROM THE ARTICLE: And now, in these frigid waning days of December, come the tax bill’s first visible losers: wealthy blue-state property owners (and the governments their taxes support). In the four days since Christmas, homeowners have lined up at city halls across the Northeast, doing something whose unnatural aspect reveals the scale of damage the tax bill will wreak in the Northeast: voluntarily handing over thousands of dollars in taxes months and months in advance. Hundreds of people waited on lines at city halls and county seats from Fairfax County, Virginia, to the suburbs of Baltimore, New York, and Boston, trying to pay their property taxes while they remain fully deductible on federal returns. Starting next year, the IRS will impose a limit of $10,000 on all state and local tax deductions. Of course, the bracket here is pretty limited to a certain privileged class: homeowners who not only have enormous property tax bills but also the money and the wherewithal to pay them in advance. It is overwhelmingly a wealthy group, and one concentrated in a handful of Democratic states and counties. Real estate taxes make up only about a third of SALT deductions, but they are easy to pay in advance. And if filing now means taking $10,000 off your 2018 tax return, a little dead-week trip to the Finance Department could save you thousands on next year’s taxes. So it’s not surprising that early payers are dedicating a few hours to fixing cash-flow issues in cities, suburbs, and counties up and down the Northeast Corridor, and in Illinois, Texas, and California as well. On the one hand, it’s hard to drum up much sympathy for the winners of a home price run that has sent the collective value of real estate in the Los Angeles metropolitan area, to take one example, higher than the GDP of the United Kingdom.)

Americans 45 to 54 years old see all of this, sure. But they also have economic war stories to mull. In their adult lives they’ve experienced a remarkable mix of boom and bust, pleasure and pain. Yes, their income and net worth have grown, but this group also has endured several recessions and stock market crashes, plus the upheaval of globalization and the arrival of the internet. Now they’re in prime earning years, with retirement on the horizon, unhappy with their economic state of being. They are grumpy, in fact. “Let’s call them the Grumpy Middle,” data analysis reporter Robert Gebeloff writes in The New York Times. “They are unhappier than previous generations. And they’ve been this way for years.” This rings true. We know some fine people in their 50s still shaking off the effects of the 2007-09 Great Recession. The value of their homes declined, their retirement accounts went backward and they took pay cuts or missed out on better raises. Reick has filed a bill in Springfield that would make it harder for residents to decide the size and scope of their local government. Reick’s proposal, House Bill 4190, would require township trustees to pay an independent contractor for a cost study before they could ask voters about whether to eliminate township road districts. Reick apparently thinks that an independent contractor needs to give the OK before residents can have a voice in shaping their government. That’s nonsense. According to security company SafeHome, Wheaton is the safest city in the state. The ranking cites the city’s dramatic decrease in violent crime, which is down 17.8 percent in 2017, and their strong citizen-to-police officer ratio as the factors that pushed it to the top of the list. Narrowly finishing behind Wheaton is Palatine, which also saw drops in both violent crime and property crime. Hoffman Estates, Arlington Heights, and Mount Prospect rounded out the top five, according to the company. Naperville, recently ranked the second-best city in America to live by Niche, finished in seventh place among the safest cities in America. Bruce Rauner said Wednesday that federal tax code changes limiting how much in state and local taxes Illinoisans can deduct could give a boost to his call for freezing property taxes and rolling back a state income tax hike. Under the measure sent to Trump, federal income taxpayers will see a larger standard deduction. But taxpayers used to itemizing their deductions will see a $10,000 limit on the deductibility of state income taxes and local property taxes. Previously, there were no limits on state and local tax deductibility. Supporters of capping the tax deduction contended it amounted to a federal subsidy for high-tax states. I have always been true to those.” David Yepsen, the former director of the Paul Simon Public Policy Institute at Southern Illinois University at Carbondale, said he doubts Rauner’s latest explanation will satisfy social conservatives — particularly Downstate. “I don’t think this is going to wash with pro-life Republicans. Rauner’s just coming off as being all over the map on this, trying to have it both ways and it’s already earned him a primary. He needs to come up with a better answer,” Yepsen said. To be sure, Rauner, a wealthy former private equity investor, has a history of giving to Republican candidates who oppose abortion rights, including Mitt Romney, Jon Huntsman and Tim Pawlenty in the 2012 battle for the GOP presidential nomination. But Rauner also has given money to GOP candidates who support abortion rights, including Carl DeMaio of San Deigo, a gay Republican who unsuccessfully ran for Congress, and, closer to home, former U.S. Sen. Mark Kirk and former North Shore congressman Robert Dold. Previously, Rauner contributed to Democratic candidates and causes backing abortion rights, including the Democratic National Committee in 2000 and the Democratic Congressional Campaign Committee in 2003. In 2001, Rauner gave to U.S. Sen. Dick Durbin, Mayor Rahm Emanuel’s congressional fund, and then-Montana Sen. Max Baucus. The governor and wife Diana Rauner also were listed as $50,000 sponsors of a Planned Parenthood Illinois fundraiser in April. At the time, Gov. Rauner had vowed to veto the abortion-expansion legislation. State Rep. David McSweeney, a frequent critic of Rauner who has endorsed Ives for governor, said that in the southern Illinois interview, it sounded to an uninformed listener that Rauner was opposed to abortion rights. “He happened to be on a very popular southern Illinois radio station and of course down there he told everybody he’s pro-life. That’s what you would actually think if you didn’t know the real story,” said McSweeney, a Barrington Hills Republican. “It’s another example of him going into different places and saying different things. Do you think he would ever say that to a Planned Parenthood meeting?” McSweeney asked. The lawmaker also said it’s another sign that for Rauner, “the issue is that it’s all about the money again.” Rauner pumped millions of dollars into GOP legislative campaigns last year, in part earning the allegiance of rank-and-file Republican lawmakers until earlier this year. Veteran Springfield journalist and Capitol Fax Publisher Rich Miller brought down the house at a City Club of Chicago downtown where he was asked by an audience member how Rauner can win re-election in 2018. “In a wave like this, he’s not going to win by touting his accomplishments,” Miller said to widespread laughter in a packed room of business and civic leaders that it’s fair to say tilted heavily Democratic. “He has to run the most negative campaign anyone in this room has ever seen, period.
