(FROM THE ARTICLE: A long-vacant office building in a prominent Wheaton location could be repurposed as a group home for new and expectant single mothers. Built in 1987 as the Wheaton Inn bed-and-breakfast, the 19,813-square-foot, three-story brick building at 301 W. Roosevelt Road, later was used as the offices for Invesco PowerShares, an exchange-traded fund firm. The company relocated to offices in the former Sara Lee building in Downers Grove in July 2012, and since then, the building has been vacant and listed for sale. Now, the Clarendon Hills-based nonprofit group Love from Above has a contract to purchase the building and is proposing to place up to 12 expectant mothers in the house. The group’s founder and CEO, Yvonne Florczak-Seeman, said Love from Above intends to buy the building from Invesco PowerShares subsidiary PCM Properties LLC and use it for a two-year transitional housing program. The building will be known as the Butterfly Garden, she said. “This is for women in college who get pregnant who want to continue their education but don’t want to have an abortion. For them, their choices are parenting or abortion,” Florczak-Seeman said. For Florczak-Seeman, 52, the issue of support during an unplanned pregnancy is a powerful — and personal — one. As a teenager, she experienced an unplanned pregnancy and made the decision to have an abortion — a decision she says she regrets. “Pregnancy is not a terminal illness or a disease,” she said. “It’s a nine month process. We need to empower these girls. Motherhood won’t destroy them; it will mature them. Motherhood or adoption is a beautiful decision. I have been feeling that this kind of program is much needed. There is not one organization that empowers young ladies.” The building will serve as the home for women ages 18 to 26 for two years each, Florczak-Seeman said. The building would have a nursery to care for babies whose mothers want to attend classes. The group also would offer on-site culinary and fashion design programs for mothers, she said. The group, which also would place all of its offices on the first floor of the building, relies on private donors, Florczak-Seeman said. “We are very excited,” she said. Wheaton officials said that while they have received an application from the group, they haven’t yet determined what kind of zoning change, if any, the group’s proposed use would require. PCM Properties LLC bought the building for $2.625 million in 2005 from Kathryn Harbison, who had run the Wheaton Inn bed-and-breakfast.)

(FROM THE ARTICLE: Every week, the Illinois Valley Times reaches mailboxes in La Salle County, with stories promoting the candidacies of Republican state representative candidates Jerry Long and David Welter. One of its owners, Dan Proft, is largely mum about the local paper, which is among a string of conservative publications popping up around the state this year. The local paper, which started in July, has no advertising, other than for a nonprofit conservative group to which Proft belongs. The chain was started in the winter by the Chicago-based Liberty Principles PAC, which receives much of its money from Republican Gov. Bruce Rauner. Over the summer, a private corporation, Local Government Information Services Inc., took possession of the papers, Proft said. The company filed its corporate paperwork with the state in mid-August, a few weeks into its management of the papers. The Times asked Proft how the company makes money with its newspapers. “I’m certain you don’t understand how newspapers or businesses make money,” Proft said in an email to a reporter. “In addition to ads, have you ever heard of the concept of subscriptions as a revenue source for newspapers, for example? Are you familiar with the concept of seed capital used to launch and grow a business? I didn’t think so.” Proft said the reporter could not be fair in reporting about his company’s newspapers, suggesting the reporter favors Long’s opponent, Rep. Andy Skoog, D-La Salle. “That makes you an advocate not a journalist. So please make sure Andy Skoog reports your ‘stories’ as in-kind contributions (in his campaign reports),” Proft said in an email. The registered agent for the company is an accountant, which often is the case in corporate filings. The company’s information listed no president, though Proft has confirmed before he is one of the owners. Proft, a former Republican candidate for governor and radio show host, declined to answer whether any seed money for the company came from Liberty Principles PAC. By law, political action committees must report expenditures and donations. He also wouldn’t say whether the papers would stop circulating after the Tuesday, Nov. 8, election. The paper regularly runs stories favorable to Long, of Streator, and Rep. David Welter, R-Morris, who is facing Democrat Martha Shugart, of Morris. The most recent editions contained headlines such as “Long supports Illinois farming” and “Welter seeks district input.” ‘Justifiable grounds’  In March, the state Board of Elections ruled complaints against Liberty Principles and its papers were filed on “justifiable grounds.” The complaints alleged Liberty Principles failed to include proper attribution of its papers’ funding source and coordinated with candidates. In its ruling, the elections board said Liberty Principles was “admonished” to ensure all its political literature and communications identify the PAC as its funder. Specifically, it must include “paid for by” language. At some point afterward, Local Government Information Services took control of the papers. In July and August, the Illinois Valley Times included no ownership information. Now it lists its corporate owner, but still includes no phone number. Skoog tied to Mautino  Liberty Principles, which Proft heads, still involves itself in La Salle County. This week, the group distributed a mailer linking Skoog to his predecessor, Frank Mautino, D-Spring Valley, whose campaign spending is under federal investigation. “Will Andy Skoog be any different than Frank Mautino?” the flier asks. Earlier this year, Skoog publicly asked Mautino to answer questions about his spending. But, like Gov. Rauner, Skoog declined to join calls for Mautino’s resignation as state auditor general, saying he wants investigations completed first.”)

They are just skating by on a combination of girlfriends, wives, mothers and government benefits. Their status, argues Nicholas Eberstadt in “Men Without Work,” is a “quiet catastrophe.” Until relatively recently, choosing not to work was a luxury only the wealthy could afford. Everyone else had to keep the wolf from the door (though the temptation to try to live off others has always been with us — see John Smith above). In the 1950s, 98 percent of prime-age males were working or looking for work (i.e., in the labor force). Today it is 88 percent. Recessions have affected labor-force participation, but the downward trend line has been consistent for decades. Only 15 percent of non-working men cite inability to find work as the reason for their idleness. Eberstadt examines the usual explanations. The retirement of baby boomers? It doesn’t account for the decline in work by those aged 25-54 (traditionally, the group most likely to be employed). The participation of prime-age men in the labor force fell from 94.1 percent in 1948 to 84.3 percent in 2015. Aren’t more men in college? If the work patterns of 1965 were obtained today, even accounting for the extra students enrolled in education programs, an additional 10 percent of America’s young men would be employed. “The overwhelming majority of adult male job trainees,” Eberstadt writes, “appear to be job holders already. … Most men enrolled in formal schooling are also in the workforce.”)

But it may not be legal American citizens in my adopted home state who choose the next commander in chief. Instead, it could very well be foreign noncitizens voting illegally in the Rocky Mountains — and in other crucial swing states — who seal our country’s fate. Former Colorado Secretary of State Scott Gessler identified nearly 5,000 noncitizens in Colorado who voted in the 2010 general election. Gessler’s office uncovered upwards of 12,000 noncitizens registered to vote. Liberal groups who oppose stronger election system protections attacked him for trying to verify citizenship status — because God forbid public officials sworn to uphold the rule of law actually do anything to enhance the integrity of our election system! Compounding the problem: The militant immigration expansionist group Mi Familia Vota, connected with the Service Employees International Union, has ramped up its efforts in swing states to facilitate naturalization and registration of Latino voters who will promote the open-borders agenda at the polls. Another rare defender of American sovereignty, Kansas Secretary of State Kris Kobach, fought in court for his state’s right to require citizenship documents from people who register to vote at motor vehicle offices. Last month, a federal appeals court struck down the Kansas law despite the U.S. Constitution’s conferral of responsibility for determining who may vote to states. In a scene straight out of “Alice in Wonderland,” Kobach faced a contempt hearing for battling against those who hold contempt for truly free and fair elections. He was forced to sign an agreement with the ACLU allowing more than 18,000 motor-voter registrants to cast ballots this November while litigation continues. Last year, undercover investigative journalist James O’Keefe and his Project Veritas team blew the whistle on North Carolina political operatives who encouraged people to vote even if they were noncitizens. Like Kobach, O’Keefe endures attacks on his efforts to ensure clean elections by grievance-mongers screaming about phony voter “disenfranchisement.” Never mind that a nonpartisan study in 2014 from Old Dominion University concluded “that 6.4 percent of noncitizens voted in 2008 and 2.2 percent of noncitizens voted in 2010.” Put on your shocked faces: These illegal noncitizen voters overwhelmingly supported Democrats. And their votes were enough to tilt the presidential election results in North Carolina to President Obama, along with handing over “Democratic victories in congressional races including a critical 2008 Senate race (Al Franken’s victory in Minnesota) that delivered for Democrats a 60-vote filibuster-proof majority in the Senate.” The ACLU and other left-wing groups sabotaging voter integrity laws see no voter fraud, hear no voter fraud and speak no voter fraud. Thanks to their efforts, voter ID laws have been tossed in Texas, Wisconsin and North Carolina. Committed to flooding the voting rolls with every last potential Democrat constituent, their operational motto is: No unqualified voter left behind. But J. Christian Adams, a former Justice Department election lawyer in the Voting Rights Section, has exposed the systemic assault on the election process at every level by activist groups funded by liberal billionaire George Soros, including: –Blocking citizenship verification. –Automatic voter registration of welfare recipients without local verification checks. –Massive foreign language ballot expansion. –Obstruction of efforts to include state qualification instructions on voter registration forms. This past week, the Public Interest Law Foundation uncovered thousands of foreign aliens registered to vote in swing states Virginia and Pennsylvania thanks to the federal Motor Voter law. It’s the tip of the iceberg because the studies include just a small sample of counties. Oh, Virginia voters, you’ll be thrilled to know that your top election officials are now trying to cover up the true extent of the scandal. PILF noted that the commissioner of the Virginia Department of Elections issued a written guidance to local election officials instructing them “not to respond to our requests for records pertaining to non-citizen voters.” In Pennsylvania, election officials are so apathetic and incompetent that even when aliens begged to get off the voter rolls because they had never registered to vote in the first place, they were ignored. Catherine Engelbrecht of election integrity activist group True the Vote is right: “Just voting isn’t enough.” Keeping this republic depends on the vigilance of citizens committed to an almost impossible task these days: Making American elections American again.)

But her hardships are not the result of slavery from years past – as her professors and peers like to insist – but instead from the current political persecution she says she faces for being a conservative on a liberal college campus. “I have been told since day one that I would not succeed without the demeaning benefits of affirmative action,” says Richer, 18. “One of my professors actually told me that it’s offensive to say that everyone can achieve the American dream.” Statements like these are common among the liberal academia, who teach that “systemic oppression” and “institutionalized racism” are the most significant factors of whether or not one will achieve success in life. But because Richer doesn’t but into it, she’s mocked and ridiculed and blackballed. “One of my classes is entirely structured around the so-called belief in ‘white privilege,’” she told The College Fix, referring to a humanities elective. “Professors shame white students from speaking up against it, and whenever I do they look at me like I’m a traitor.” According to Richer, a political science major, such classes victimize women of color and force other students to justify their current “oppression.” In an attempt to balance the political climate of her campus, Richer took a position as the secretary of a proposed chapter of the conservative Young Americans for Freedom group. But late last month, student government leaders refused to allow the club to officially be recognized on campus, accusing it of being too similar to the College Republicans. “I was disgusted by the hostility I felt for daring to give a voice to conservatives on campus,” she says. “College is advertised as a place for your mind to grow, but I didn’t realize how much of a lie it was until I saw firsthand how these ‘student leaders’ attempt to dictate how students think on campus.”)

The Naperville Township Republican Organization decided to hold a primary next year instead of a caucus to choose candidates for positions before the April 4 election. Seats included in the primary are for supervisor, clerk, assessor, highway commissioner and four township trustees. Carl Schultz, Naperville Township Republican chairman, said the group chose to buck its recent trend of slating candidates through a caucus because a primary will allow all interested voters to get involved. “I think it’s a very positive move,” Naperville Township Supervisor Rachel Ossyra said. “It shows the organization’s commitment to transparency, accountability and ensuring all the voters have access.” With a caucus, state-mandated to take place during a gathering on a certain night, Schultz said “there’s a lot of people that are excluded — not maliciously, but by fact.” Military members or college students or anyone who happens to be out of town on caucus night wouldn’t be able to participate, Schultz said. Neither would anyone in the hospital or unable to access the caucus site. (FROM THE ARTICLE: Illinois sent a Republican to the US Senate in 2010. Mark Kirk won in an otherwise solidly Democratic state by positioning himself as a unique brand of Republican. Voters saw him as a courageously pragmatic voice, a counterbalance to the extremism sweeping the GOP elsewhere in the country. Senator Kirk has been a bitter disappointment, slipping into the timid habits of the party’s other moderates. Now Illinois voters are about to bring him home. Sending Mark Kirk to the Senate has accomplished nothing for Illinois other than to empower outrageous characters like Ted Cruz and Jim Inhofe. When Senator Ted Cruz held the entire country hostage to his filibuster of a budget compromise, how did Kirk protect his constituents? By sitting in the background, waiting for a green light from Senate Republican leadership to end the filibuster. Kirk did nothing to mobilize opposition to Cruz’s goals or tactics and never opposed him publicly. Like other reasonable Republicans in Washington, he kept his head down, missing every opportunity to rally sane, pragmatic Republicans into a relevant power bloc. When Senator Rand Paul organized a bizarre, paranoia-laden rant of a filibuster to halt the appointment of the CIA Director, Illinois voters might have expected their Senator speak up for their interests against the “whacko bird” caucus. Instead, Kirk brought Senator Paul a snack. Contrary to popular belief, the Republican Party still retains a core of solid citizens with the country’s best interests at heart. Many of those Republicans, like Senators Susan Collins, Lisa Murkowski and Rob Portman, occupy positions from which they could affect change in the party. Unfortunately, sensible Republicans have consistently been spineless in the face of opposition from the party’s fringes. Elect a reasonable figure like Mark Kirk and he will meekly place every ounce of his (your) power and influence in the service of the carnival barkers at the party’s extremes. Speaking to audiences in Illinois, Kirk has been proud to support immigration reform. In Washington, silence. In Illinois, Kirk has claimed to embrace scientists’ positions on climate change. In Washington when he could have taken a stand that mattered, he blinked. Facing friendly audiences in Illinois Kirk admits to being pro-choice. When he gets to Washington his pro-choice credentials are hidden in some obscure Senate closet, only taken out be used on votes with no consequence. Kirk has refused to support Donald Trump, but like almost every other prominent Republican he has done so quietly and ineffectively, in a manner calculated to deliver the weakest impact. On issue after issue, Kirk lines up with Illinois voters until he leaves the state. In the face of opposition from other Republicans in Washington, Kirk takes the safe route. Blind to the irony, Kirk has made “courage” the signature of his campaign for re-election. His remarkable recovery from a stroke, which features at the center of his campaign message, makes his Senate record all the more awkward. Kirk struggled back to health in the face of  paralysis, eventually scaling several flights of stairs in the Willis Tower in a remarkable demonstration of grit and determination. Clearly the man possesses a powerful well of courage. Where was that steely force when Illinois voters needed it? Kirk will claim that he’s been courageous in taking a stand with Democratic Senator Menendez to impose sanctions on Iran. What courage does that take exactly? What powerful, well-funded lobby supports Iran in Washington? In Washington, “taking on Iran” is about as courageous as taunting an asthmatic kid on the playground. It would take actual courage for a Republican Senator to champion a rational response to climate change or gun violence. That is the force Illinois voters thought Kirk would bring to bear on their behalf in the Senate. Instead, Kirk has trained his courage on a politically impotent force, one of the least popular countries on the planet. Kirk has reserved his courage for political targets that won’t fight back. In private, sensible Republicans who occupy influential positions in Washington will claim that they are doing all they can. They will claim that they are carefully picking their battles. Climate change, immigration reform, and restructuring the tax code are issues they would like to push forward, but the party at the national level is not ready for sound solutions. These timid moderates are right about the party’s serious problems. Their complicity is making the party’s sickness more severe. Sensible figures like Susan Collins and Mark Kirk have come to play a toxic, enabling role in the GOP’s descent into madness. Their placid party loyalty lends credibility to outlandish characters like Louie Gohmert, Ted Cruz, Steve King and Donald Trump. Republican leaders like Kirk cannot continue to evade responsibility for the extremism they legitimize. Until someone in the Republican Party is willing to take a visible, courageous stand for sanity in the style of John McCain circa 2000, there is no reason to keep electing them. Any vote for a supposedly “sane” or “reasonable” Republican unwilling to confront the party’s extremes is a vote for those extremes. Electing Mark Kirk is a mistake Illinois voters are unlikely to repeat.)

Mr. Trump talks about raising revenue by collecting unpaid taxes, and according to the I.R.S., the “tax gap” of unpaid but owed taxes is some $400 billion. If only 20 percent of that could be collected, it would yield substantial funds. But we need agents to collect these owed taxes and to perform audits. Historically, I.R.S. employees have returned many times the dollar amount invested in their salaries and benefits. The audit rate is now at a record low, however, and the I.R.S. relies increasingly on a tradition of voluntary taxpayer compliance, which is waning. (We can only imagine what a President Trump, who seems to boast about not paying taxes, would do to that tradition.) Moreover, another of Mr. Trump’s proposed revenue sources, stopping improper payments, would also be aided by more I.R.S. agents. The Government Accountability Office has shown that billions of dollars are paid to those who hack into taxpayers’ accounts and divert refunds. Existing staff members simply can’t keep up with these technologically sophisticated perpetrators of fraud. More professionals, schooled in cybersecurity, are called for. There is a common misconception that our bureaucracy has grown out of control. The federal civilian work force (excepting Postal Service employees) is about two million, roughly the same size it was during the Kennedy administration. In effect, the Civil Service has drastically shrunk since then, for the gross domestic product has multiplied five times, and numerous new agencies (like the Environmental Protection Agency and the Department of Homeland Security) have added significant and complicated missions to the federal agenda. Because of a shortage of federal positions, the only way these agencies could be staffed was by adding contractors, who, according to one estimate, now exceed the number of federal workers by a factor of four. These contractors, who are often more costly than a government counterpart would be, operate under increasingly thin federal management and scrutiny. The political scientist John J. DiIulio Jr. calls this “leviathan by proxy.” There are not only constitutional concerns but also management problems with contractors performing what are deemed by statute and regulations to be “inherent government functions.” These are functions that should not be outsourced. But when they are, it leads to further inefficiencies.)
