(FROM THE ARTICLE: The National Police Association (NPA) has opened a Freedom of Information Act (FOIA) public-records investigation into the origins of the Illinois Bivens Act and the Illinois Court Access, Safety, and Participation Act, laws designed to put the men and women enforcing federal immigration law personally in the crosshairs of lawsuits, punitive damages, and political retribution. The NPA’s FOIA requests are seeking drafts, redlines, legal memoranda, meeting records, emails, text messages, and other communications from the offices of Gov. J.B. Pritzker, State Attorney General Kwame Raoul, and the Illinois Senate. The records sought cover the conception, drafting, promotion, and planned enforcement of the laws, including any and all coordination with immigration organizations, civil-rights groups, legal-aid organizations, outside lawyers, lobbyists, and anti-police organizations. The laws create the authority for illegal aliens and others to sue federal immigration enforcement officers, turning Illinois courts into a venue for illegal aliens and their attorneys to extract money from federal agents. And Illinois lawmakers went further. An officer’s facial covering, identification practices, body-camera use, vehicle license plates, and even crowd-control equipment can become factors in determining punitive damages. Another provision restricts arrests in and around state courthouses and exposes federal officers to an additional $10,000 in statutory damages. The public has the right to know whether politicians in Springfield worked hand-in-glove with anti-law enforcement organizations to build this litigation scheme and whether those organizations expect to profit from the lawsuits the new laws authorize. “It is unacceptable for a state government to declare open season on federal officers because political leaders despise the federal laws those officers were sworn to enforce,” said Eddie Hutchison, President of the National Police Association. “Illinois politicians could not repeal federal immigration law, and they could not abolish ICE, so they appear to have chosen to make the enforcement of federal law as personally financially ruinous as possible,” Hutchison added. If that was the plan, then open the files and name the names: who conceived it, who wrote it, who helped arm it, and who intends to cash in as Illinois turns its courthouses into weapons against federal officers for doing their jobs enforcing America’s immigration laws. There is no shortage of issues Illinois republicans could pounce on; but other than fanning the flames on social media and issuing press releases, they’ve been fairly quiet. Republican candidate for governor Darren Bailey hasn’t held a press conference in more than a month in the Chicago region. His team posted a picture of a meet-and-greet at a Pilsen restaurant last week that featured 12 people in the frame. We’re a little more than three months before the election. “I do think people are making these points; but they’re making them in the silos,” said Richard Porter, a former Republican National Committeeman from Illinois. “I think there’s a mistake people make. We’re online so much. You’re connecting with people all over the state and it’s really cool; but I think the thing we need to realize is the algorithm drives us to meet the people that think the way we think. “They’re not introducing us to people who are undecided or unaware of what our issues are.” The stealth approach to campaigning is also surprising given that Bailey’s opponent — billionaire incumbent Gov. JB Pritzker — has a campaign war chest of more than $25 million compared to Bailey’s less than $1 million raised. Traditionally, candidates who are low on money clamor for the publicity of photo ops and interviews with local media. Bailey’s campaign said the farmer-turned-politician is currently focusing on energizing supporters downstate and will spend ample time in the Chicago region soon. The campaign contends voters aren’t yet paying attention to the November race. Bailey lost to Pritzker by nearly 13 points in 2022. Analysts said his past strategy of focusing on downstate voters and appealing to Trump supporters, put simply, couldn’t overcome the democratic vote in Northeast Illinois. They suggested that he needs to win over swing suburban voters. Previously, Bailey said he got the message this time around. He made it known that he and his wife were renting a condo in Chicago. He showed up to make an appeal to city voters during the public comments section of a City Council meeting in May, where he apologized for previously referring to Chicago as a “hellhole.” Bailey has also downplayed his previous support of Trump and acknowledged his pro-life beliefs won’t change state abortion laws. His running mate, Aaron Del Mar, is from Cook County and frequently makes media appearances. Bailey has said he would work to repeal the SAFE-T Act if elected governor. However, it’s unclear how he would do that, given Democrats hold super-majorities in both chambers of the legislature. He’s also repeatedly criticized Democrats — and judges — for being too lenient on people accused of committing crimes. But Bailey hasn’t driven that message home — and distinguished GOP and democratic strategies — with news conferences and photo ops at crime scenes. Porter sees that as a missed opportunity: “There is, on the left, there is sometimes an excusing for this violence that we on the right reject,” Porter told WGN-TV. “The people who are the subject of the violence, they don’t want to — they share the view — they’re available to us [as voters] to understand crime has to stop. The House Oversight Committee is questioning IRS enforcement efforts. The IRS can garnish wages and pensions for unpaid taxes. More than 571,000 current and retired federal employees owe $6.3 billion in taxes, a delinquency rate that has been increasing steadily despite threatening letters from the IRS. The House Oversight and Government Reform Committee wants to know why the IRS and other federal agencies haven’t cracked down harder on tax scofflaws within their ranks or moved to seize their wages and pensions through an existing enforcement program. In a letter sent Thursday to IRS Chief Executive Officer Frank J. Bisignano, the GOP-led panel asked the agency to turn over data showing the IRS’s efforts to recover unpaid taxes, whether they’ve used wage and pension garnishment, and if they were successful at bringing any of the money into the Treasury. A recent report by the Treasury Inspector General for Tax Administration (TIGTA) paints a bleak picture of enforcement when it comes to federal workers. It found the number of federal employees delinquent on their taxes had increased by a staggering 43% since 2021 and that 215,000 U.S. government workers — 6.9% of the total workforce — were delinquent on their federal taxes in 2024 alone. The report also found 50,000 federal employees and retirees failed to file any tax returns at all, among them 14,000 repeat non-filers who earned federal salaries of $100,000 or more. At least 122 federal workers did not file a tax return for eight or more years, the inspector general found. A third of all non-filers were U.S. Postal Service workers. Oversight Committee Chairman James Comer, Kentucky Republican, plans to crack down on the federal government’s apparent lack of enforcement. “With TIGTA’s report showing continuous increases in tax noncompliance among current and former federal employees, the Committee is concerned that this trend will continue unless IRS, the Executive Branch and Congress act now to proactively curb noncompliance with federal tax laws,” he wrote to Mr. Bisignano. Failure to file a tax return is a federal crime, but the IRS’s efforts to enforce the law among federal workers have largely failed. Last summer, the IRS mailed 427,000 delinquency notification letters to federal employees and retirees that, according to Mr. Comer, encouraged the scofflaws to voluntarily resolve their outstanding tax bills. Within a month of the notifications, only 59,000 people who received the letters made a payment, and just 4,700 paid all of the taxes they owed. In total, the IRS recovered only $58 million in delinquent tax payments from the federal workforce, which is less than 1% of the total owed by all federal workers and retirees. “This data demonstrates that the majority of noncompliant federal employees ignored the IRS letters and failed to resolve their tax liabilities in a timely manner or at all,” Mr. Comer wrote. The federal government has additional enforcement avenues for these scofflaws beyond sending friendly letters encouraging compliance. The Federal Payment Levy Program authorizes the IRS to garnish up to 15% of federal employee salaries and retiree pensions to recover unpaid taxes. Mr. Comer asked the IRS to turn over the number of non-filers referred to the Federal Payment Levy Program and the amount of tax money recovered, the number of wage garnishment requests for unpaid taxes made to the Bureau of Fiscal Service, the number of employees and pensioners “who had federal payments or salaries levied” and the amount of money recovered. Mr. Comer asked the IRS to turn over the data by July 9 and to agree to a staff-level briefing on IRS enforcement of federal workers’ tax compliance. Under the law, the Treasury Department can hold its own employees accountable for tax delinquencies. The audit said that was probably a factor in the department having a relatively low delinquency rate of just 2.4%. The law, however, prohibits the IRS from sharing tax information outside the Treasury, so other departments struggle to crack down on workers who duck paying their federal taxes. The loophole leads to weak enforcement, Mr. Comer said. “It seems unlikely that employees who are already failing to pay or to file taxes for years in violation of federal laws would voluntarily identify themselves to their employing agencies,” Mr. Comer said.)

— What do your critics/opponents want you to do? Political parties exist to help elect candidates who can and will defend and advance their platform. The Republican Party platform is conservative. Past and present anti-conservative leaders of the Illinois Republican Party, DuPage County Republican Central Committee, and Milton Township Republican Organization want me to stop sending out GOPUSA ILLINOIS newsletters because I emphasize the following conservative planks in the Republican Party platform: personal responsibility, traditional marriage and family, right to life, immigration, anti-vice, Second Amendment, and equal opportunity (no race or gender based preference giving). Failing that, they want to stop everyone from reading my newsletters. Failing that, they want to stop me from emphasizing those planks. – Dave Diersen

I did that because my Democrat IRS superiors made it clear that they would never promote me to GS-13. I finally made GS-13 at GAO when I was 38. But I would not have been able to do that if I had not a) earned an MBA when I was 27, b) passed the CPA examination on my first attempt when I was 30, c) earned a master’s degree in accounting when I was 31, d) passed the Certified Internal Auditor examination on my first attempt and became a licensed CPA when I was 32, and e) if the GAO manager who had arranged my transfer from IRS had not finally gotten back into power and promoted me when I was 38.
