My and my wife’s 2016 federal income tax return shows that we had $30,890 in itemized deductions. We paid $21,433 in medical and dental expenses and we were able to deduct $13,859 of that, we paid $12,835 in real estate taxes, we paid $1,468 in state income taxes, and we made $2,728 in 501(c)(3) contributions. From what I see, outrageously, the proposed “tax reform” is designed to a) punish those who have high medical and dental expenses, b) discourage homeownership, and c) discourage taking job-related graduate courses. Government should encourage homeownership. The deductibility of mortgage interest and real estate taxes a) encouraged me to buy a new town home in 1972 when I was 24 years old, a studio condo in 1974, and a one bedroom condo in 1976 and b) encouraged my wife and I to buy a home in 1978 and to have one built in 1984. Further, government should encourage getting job-related education. The deductibility of job-related education encouraged me to take job-related graduate courses 1972-1983 and 1992-1997.)

(FROM THE ARTICLE: The Capitol Hill Standing Committee of Correspondents has voted to table Breitbart News’ credential process and declined to extend the organization’s temporary credentials to cover Congress, which expire at the end of May. The committee, which permits media access to the U.S. Capitol only to outlets it considers legitimate news organizations, not political advocacy or other groups, expressed frustration over Breitbart’s inconsistent answers to questions about its masthead and office space, among other problems. Breitbart CEO Larry Solov, in correspondence with the committee since its most recent meeting, asserted that Republican megadonor Rebekah Mercer had no editorial input, that a managing editor who also had a role in an advocacy group was no longer on the masthead, and that the site was having trouble finding office space in part because of security issues. The committee said Breitbart could reapply for credentials if it addresses the concerns. Otherwise, three staff members who currently have temporary credentials (which the site has had for more than two years) will no longer have access after May 31. Breitbart reporters could still attend events on Capitol Hill that are open to the public without the credentials, but the lack of credentials would limit their access in the complex and hamper their ability to get other credentials, such as permanent White House passes. “Breitbart News is unequivocally entitled to permanent Senate Press Gallery credentials and is determined to secure them,” Chad Wilkinson, a Breitbart spokesperson, said in a statement Tuesday. Among the issues raised by the Capitol Hill committee were concerns that members of Breitbart’s masthead, provided last month by Solov, were also employed by the Mercer-funded Government Accountability Institute, which was co-founded by now-White House chief strategist (and former Breitbart chairman) Steve Bannon. The GAI and the work and advocacy it does would not be in line with the committee’s guidelines for credentialing. In a letter to the committee, Solov said that although Managing Editor Wynton Hall was listed on the masthead as of last month, he actually resigned in February and the position “has remained vacant since then.” “We have fully and fairly cooperated with your inquiries in good faith and believe that we have met and responded to the concerns you have raised,” Solov wrote. Breitbart “is an editorially independent news organization and is entitled to and deserves issuance of its permanent Senate Press Gallery credentials.” The committee also noted that Bannon’s Office of Government Ethics financial disclosure had a different date for his separation from Breitbart than what Solov had indicated in their last meeting. Solov has asserted that Breitbart is completely editorially independent, without influence from Bannon or Mercer. But the committee expressed some doubts. “I don’t know how we get Breitbart to prove that Bannon isn’t picking up the phone and talking to them,” said standing committee chairman Billy House, a reporter with Bloomberg News. Last month, the committee, composed of five journalists, also expressed frustration that Breitbart may have misled them on where the site’s offices are located. A Capitol Hill townhouse, known as the “Breitbart Embassy,” had been provided as the address of the company’s Washington office, and the committee was told that Breitbart was leasing the space as a “mixed use” place for both corporate housing (often where Bannon stayed), events and office space. But the committee last month noted that the townhouse is not technically zoned for commercial use and that the owner of the house filed taxes as the sole occupant, meaning that a commercial lease would not even be legally possible. (Most Breitbart writers work remotely.) Solov told the committee that Breitbart has yet to find a new office space and likely would not for some time, partly because of security issues. “I still want to give them the benefit of doubt on these things, that it’s misunderstandings or confusion [instead of] something more nefarious, but we still have these office space issues,” said committee secretary Joseph Morton, who works for the Omaha World-Herald. “The whole thing suggests to me that they’re just not ready for a credential.” In another letter to the committee, sent two days ago, Solov argued that individual members of Breitbart would and should qualify for credentials. But the committee said it doesn’t credential individuals but instead looks at the entire organization and leadership. Solov also insinuated in the letter that there are other organizations that deserve the same scrutiny Breitbart is getting. “Without limitation, is it the Standing Committee’s position that a news organization cannot be credentialed if it employs any editor and/or reporter who is also employed by or affiliated with any advocacy group or non-profit?” he asked. “Of course, we respectfully assert that any such rules, standards and/or criteria must be reasonable and realistic, and transparent — and applied equally and fairly to all news organizations.” During the meeting on Tuesday, the committee said it would happily look into any credentialed reporter and potentially revoke their access if they were found to also be employed or affiliated with an advocacy or nonprofit group. “This is not content driven, we aren’t singling out Breitbart either for extra scrutiny or special treatment,” House said. “This is our job as a board, and these rules have been in place long before any of us came to the board. Our job is to do the best we can and see whether the information they’ve provided meshes with the requirements.”)

On Friday, the New York Times revealed how Tillerson’s State Department is pushing out scores of career diplomats from the agency, offering them buyouts and early retirement in the hopes of getting them out the door. “Among those fired or sidelined were most of the top African-American and Latino diplomats, as well as many women, difficult losses in a department that has long struggled with diversity,” reported the Times. The drastic reduction in senior staff is part of Tillerson’s plan to slash the State Department’s expenses by 31 percent. Former officials warn that Tillerson is worsening America’s image abroad and compromising the country’s foreign policy agenda. “These people either do not believe the U.S. should be a world leader or they’re utterly incompetent,” former ambassador to Qatar Dana Shell Smith, who retired from the service in June, told the Times. Tillerson has put a stop to most hiring at the State Department and hopes to push out some 2,000 career diplomats by this time next year, according to the Times. Tillerson plans on doing so by arbitrarily denying posts and assignments to certain diplomats, as well as offering $25,000 contract buyouts for many of the agency’s senior staff. His aides have also simply fired many diplomats whose vision does not align with that of the Secretary of State. Senior non-male and non-white diplomats have been among those targeted by Tillerson. The State Department’s level of diversity has historically been low: In 2016, 5.4 percent of career diplomats were black, 6.9 percent were Asian, and 5.6 percent Hispanic, according to Foreign Policy. The Obama administration made an effort to increase the number of diplomats of color in order to create a Foreign Service that “looked more like America.” But Tillerson’s plans are much different. Both bills would increase the deficit and could trigger cuts to Medicare if Congress doesn’t waive sequestration rules for federal spending. The AARP is also concerned that many seniors would see their taxes go up under the bills. There are also provisions unique to the House and Senate bills that the group opposes. The AARP opposes the House’s push to repeal the deduction for medical expenses and the Senate’s push to repeal the ObamaCare individual mandate. Housing industry Key groups in the housing industry took issue with the tax bills even before they were released, warning that they reduce incentives for homeownership. Both bills would substantially increase the size of the standard deduction taxpayers can take. This would reduce the number of people who take the mortgage interest deduction and concentrate those who do claim the preference at the upper end of the income scale. The House bill would cap the mortgage interest deduction for new mortgages at the first $500,000, down from $1 million under current law, and would eliminate the deduction for second homes. It also would eliminate the deduction for state and local income and sales taxes and would cap the deduction for state and local property taxes at $10,000. The Senate bill does not curb the mortgage deduction, but it would completely eliminate the property-tax deduction. . .Charities Nonprofits have several concerns with the GOP’s legislation. The increase in the standard deduction in the House and Senate bills would reduce the number of people who would claim the itemized deduction for charitable contributions. Charities are concerned that this change could lead to a decline in charitable giving. Additionally, the House bill would scale back the “Johnson amendment” that prevents churches and other organizations with 501(c)(3) tax-exempt status from endorsing or opposing political candidates. Under the House bill, nonprofits would be allowed to engage in political speech from 2019 to 2023 as long as the speech is in the ordinary course of business and expenses related to the speech is minimal. Nonprofits generally oppose curbing the Johnson amendment because they think doing so would inject partisan politics into charities.)

I’d have more faith in this scheme if Congress made the individual rates permanent and corporate rates temporary. But then the big corporate donors who fuel the GOP wouldn’t buy it. Neither should you. Then there’s the disappearing exemption for state and local taxes, which the House wants to limit to $10,000 for home property taxes and the Senate would totally abolish. However you peddle it, this is a big diversion of resources from relatively high-tax states such as Illinois to lower-tax areas such as Texas (home to the chairman of the House Ways & Means Committee), which wants billions of our tax dollars to rebuild after yet another hurricane. Republicans used to oppose double taxation. But under these bills, money that’s already been snarfed up by local governments would be fully subject to federal income taxes. More: Interest payments on the kids’ college loans would no longer be deductible under the House bill. Many homeowners would lose out on deductions for interest on home mortgages. And to boot, to pay for corporate cuts, individual tax brackets would be adjusted for inflation differently with the effect that over the next decade, at least 20 percent of any tax cut would disappear for everyone earning under $200,000 a year, according to the Wall Street Journal.)

I suggest Republicans cancel their proposed Child Tax Credit expansion and instead offer a fully refundable Canine Tax Credit worth at least $500 a dog. Congress is preparing to maybe even double the Child Tax Credit. But what about couples who opted for dogs instead of children? Or those who are preparing for parenthood by taking on a cuddly critter for a couple of years? It’s as if the Child Tax Credit’s biggest boosters are stuck in 1997, when Congress first approved the handout. I hate millennials as much as any op-ed writer, but conservatives need their support to keep tax reform viable. And millennials love pets. Forty-four percent see Fluffy as practice for real offspring. Why privilege Child Moms over Dog Moms? No one is dumb enough to believe that small subsidies for having children encourage more births. Imagine telling your other half, “Sweetheart, I’m ready for another child. Let’s just wait until we can deduct an extra $600.” While some finance-conscious Wall Street Journal readers might not find that absurd, America’s declining birth rate suggests few outside our rarefied readership agree. The Child Tax Credit instead exists to transfer wealth to a preferred group (human families) from an undesirable one (childless superconsumers). No doubt a child’s life is infinitely more precious than a dog’s, but a puppy’s owner deserves economic security as much as a human parent. Maybe subsidizing only families with small humans made sense 20 years ago, but preferences change. Republicans must ask themselves: What do we really have to offer a farmer in Fargo with four French Spaniels? Expanding the Child Tax Credit might excite a few Senate staffers or think-tank fundraisers. But today there are about 90 million dogs in the U.S., spread over some 60 million households, according to the American Pet Products Association. Millions more languish in shelters, as economically insecure Americans hesitate to adopt. Two-thirds of pet owners consider their animals “part of the family,” data from Mintel shows. That’s probably why Americans, who spent nearly $67 billion on their pets in 2016, want relief. The Canine Tax Credit would do more than pad the bank accounts of dog owners. The Centers for Disease Control and Prevention says having a pet can help decrease blood pressure, cholesterol and feelings of loneliness.
