(FROM THE ARTICLE: Chris Cleveland, chairman of the Chicago GOP and a conservative leader in the party, wrote to the IL GOP’s State Central Committee this week, expressing the frustrations the conservative base is having with the party’s direction and Governor Rauner’s bullying tactics within the party ranks. “State Central Committee member, I’m writing to alert you to a problem with the Rauner campaign’s use of state party resources, and to problems within the state party generally. A few days ago, a Chicago GOP staffer was informed that he could no longer use a desk within state party headquarters. We had put him there a few days a week so we could coordinate our activities with the state party. In the past, the city GOP has frequently supplied volunteers for state party-backed candidates. The reason they offered was a press report that I was under consideration as Rep. Jeanne Ives running mate. (Jeanne and I have talked, but as of this moment she has not yet made a final decision, and she has a number of very good candidates to choose from.) Subsequently, the state party cut off our GOPDataCenter access. Consider what has happened here: the Rauner campaign has ordered the state party to cut off an elected, regular Republican organization, based purely on the rumor that the head of the organization *might* be working with a candidate in a primary against him. To the best of my knowledge, the state central committee has neither endorsed nor slated Bruce Rauner. And given the widespread doubt within the Republican Party over his policy choices and his ability to execute, it seems to me that some dissent is warranted. But whether you love him or hate him, this behavior is abusive, and the state central committee should not stand for it. Our difficulties with the state party go beyond this recent behavior. It has long been the position of senior staffers in the state party that the Chicago GOP should not be running candidates in the city. The theory is that this just “activates” the other side and reminds them that there is an election. We in the Chicago GOP have rejected this position, and believe that a vigorous attack in the belly of the beast has many benefits. While the Chicago GOP is a small organization, and Chicago is often derided as a Democratic bastion, the number of Republican voters here is not small. We cover 7.5% of the Republican voters in the state, more than any county except Cook and DuPage, with 20,000 more voters than the next largest county, Lake. You ignore this constituency at your peril. Four years ago, we ran candidates across the city for the purpose of generating enthusiasm and volunteers for phone calls and door knocks. In close coordination with the Rauner campaign, we flooded their offices with volunteers and executed 363,000 voter contacts, 263,000 of which were door knocks. We were able to raise Rauner’s vote in Chicago to 20.63%, just a hair above the magic 20% threshold. And he won. If Rauner is on the ballot this fall, this won’t happen. Not because we wouldn’t want to; we’re loyal Republicans and Rauner over Pritzker would be an easy choice. It won’t happen because the state party has consistently undermined our efforts to recruit here, and because there is zero enthusiasm for this governor. Even prior to HB 40, we couldn’t get people to sign his petition. It’s past time for the state central committee to step in and right the ship. First, I ask that you prevail upon Bruce Rauner to stop the petty retribution. This is the Republican Party, not the mob, and it’s time for them to grow up. Second, I ask that you consider separating the state party apparatus from the Rauner campaign. They are acting as one and the same, but our party is bigger than Bruce, and we have broader concerns than his personal well-being. Notably, we need to take back the House, and we have two very viable candidates for state rep in Chicago, both of whom *might actually win*. A party must support such activities. It was also seen as a strange comment as the governor continues to try to gain back the support of Republican lawmakers after many criticized him for signing a bill to expand taxpayer-funding of abortions. The override was one of nearly a dozen the Illinois House delivered to the governor this week. He did score a major victory, however, in the failed override of a bill that would have prohibited local municipalities from enacting “right-to-work” zones. State Rep. Allen Skillicorn, R-East Dundee, said he was happy to co-sponsor the debt transparency legislation and asked Republican colleagues to unanimously support the override. “It was the right thing to do. #thatsleadership,” Skillicorn tweeted. Others had stronger words for the governor’s backlash. “This is another example of failed Governor Rauner’s alternate reality,” State Rep. David McSweeney, R-Barrington Hills, said. “The governor lost 112-0 on the override — no Republicans voted against the override.” McSweeney said the measure will allow lawmakers and the public to know just how much the state owes, including $2.8 billion in unappropriated bills, which was detailed in a bond offering submitted by the governor’s office and the state’s budget office. “The real question is what did the governor know about the hidden bills and when did he know it?” McSweeney said. Mendoza’s office said the unanimous vote shows the measure represented good policy. “That vote — 112-0 — every single Republican voting with every single Democrat, that ends the discussion over whether this is good policy or politics,” Mendoza spokesman Abdon Pallasch said. “Madigan did not hypnotize [Republicans] David McSweeney and Jeanne Ives to vote for the bill? No. it’s just good policy and the legislators could see which side was telling the truth on this one.” The governor, though, said he is a “strong advocate for transparency” while bringing up a months old feud with Mendoza about IT upgrades.)

(FROM THE ARTICLE: U.S. Rep. Peter Roskam, R-Ill., is rethinking his support for Gov. Bruce Rauner given the governor’s recent signature on a bill that expands the public funding of abortion, the congressman told POLITICO. Roskam, the Ways & Means Tax Policy chairman who is taking a lead role in an effort to overhaul the U.S. tax code, is the highest-ranking elected official in Illinois to potentially pull back from Rauner after the governor signed HB40. The new abortion law — which Rauner had promised to veto — has so infuriated conservatives, they are now talking about drafting a potential primary opponent to challenge Rauner. Roskam said Rauner’s move to sign the bill was “fundamentally out of step” with his congressional district. “I’ve got to reevaluate that and I’ll reevaluate that in the right time,” Roskam said Thursday when asked if he still supported Rauner. “Signing HB40 was a huge mistake on the policy and it was a huge mistake on the politics. The policy, this is the home of Henry Hyde, the author of the Hyde Amendment and I am his successor.” Roskam himself is facing a reelection challenge and Democrats are lining up to oppose him next year after Hillary Clinton won Roskam’s district in 2016 even as Roskam was reelected. “People have a wide range of views on the question of abortion, and right to life and so forth. But there’s a lot of agreement on this notion that taxpayers ought not to be compelled — and particularly in this environment — to pay for this,” Roskam said. “The politics are very challenging, I think. A big part of the coalition that elects Republicans is a pro-life constituency at a core and I think politics and policy make this error more and more glaring over time … It is a position fundamentally out of step with my constituency.” Is it a sign of a more sizable pulling away from Rauner? While Illinois’ Republican delegation jointly sent out a statement condemning Rauner’s action at the time of the bill signing, so far only Roskam has raised the possibility of withholding support. U.S. Rep. Rodney Davis, R-Ill., said Thursday Rauner still had his backing. From a Davis spokesperson: “Congressman Davis is pro-life so he was obviously disappointed in Governor Rauner’s decision to sign HB 40 but he has worked with the governor on many issues beneficial to the 13th district and will continue to do so. Politics will play out but Congressman Davis will continue to work to improve the state of Illinois.” Other Republicans from the delegation — Darin LaHood and John Shimkus — did not respond to inquiries about whether they still stand behind Rauner. The proposed legislation is not an attempt to repeal the full HB40 abortion bill that Gov. Bruce Rauner signed into law, setting off a firestorm within his own party. This legislation, according to Breen, would focus on the taxpayer funding portion of the HB40 and not the trigger law. Breen described the legislation as modeled off the federal Hyde Amendment. “This bill really is a fresh start. That was always the real problem with HB40, was the taxpayer funding of abortion.” Whether the potential legislation has hope of surviving in a Democratic-dominated General Assembly is another question, however. Legal challenge — Breen, an attorney for the Thomas More Society, said there’s movement to contest HB40 in court, arguing that the effective date in the bill is in error. Instead of Jan. 1, it should be June 1st, Breen argues, since the bill wasn’t released until well past May 31. Democrats used a parliamentary move to delay sending HB40 — and other bills — to the governor for months. Breen said a lawsuit could work to put on trial that practice, which he argues goes against the spirit of the law. “That is worth filing a lawsuit. The Democrats have been playing games with this on multiple bills. Holding bills over until after May 31 is not in the constitution. That is something we are very actively pursuing,” Breen said. “At the very least what our argument would be, is it can’t be effective until June 1st.” That five months means the state wouldn’t pick up the cost of potentially thousands of publicly-funded abortions, he said. (FROM THE ARTICLE:  About three years ago to this day, I was asked by a supporter to meet with Bruce Rauner in the final stages of his campaign for Illinois governor. I agreed to the meeting, which took place at the Union League Club in Chicago. Family-Pac had not supported Rauner in the Primary, and Rauner had refused to clarify his positions on a host of issues important to all of us. He continued to say that he had no “social agenda.” My friend David Smith of the Illinois Family Institute (IFI) asked that I try to persuade Rauner to complete the IFI candidate questionnaire so that Christian voters across Illinois would be informed of his positions. At our meeting, Rauner said he would not fill out the questionnaire because his “consultants” told him he “had to get every question right to get the “endorsement.” I explained that IFI was a 501(c) (3) organization that did not “endorse” candidates and that no one was looking for “perfection” but only his honest attempt to state his views. Rauner said that he was not filling out any questionnaires (the position also stated by his campaign lieutenants) and that he wanted to keep Personal-Pac “neutralized.” I told him that Personal-Pac and Terry Cosgrove would be running TV spots against him. He seemed surprised. (Shortly thereafter, Personal-Pac TV ads against Rauner began.) This meeting exemplifies the series of lies by Bruce Rauner to Illinois pro-family voters and leaders. First, Rauner said to me that he was not completing any candidate questionnaires—yet this May, after Rauner stated his intention to veto HB 40 (taxpayer-funded abortion), Personal-Pac released a copy of Rauner’s “perfect” questionnaires in which he had pledged to sign taxpayer-funded abortion. In May, after promising Cardinal Cupich that he would veto HB 40, Rauner signed this dastardly bill, which will result in the deaths more than 12,000 innocent victims a year according to reliable estimates. In 50 years, I have never seen a politician as consistently dishonest on family issues as Bruce Rauner. Rauner has become a “cancer” on the Republican Party leadership, who should disassociate from him and declare the 2018 March Primary “open,” but they won’t…because they don’t have the courage to stand up for their “professed” beliefs and are indentured to his money. — Tennessee GOP Tightens Rules for Who Can Run as Republican – AP (DIERSEN: In my opinion, rules for who can run as a Republican in Illinois should be made much tighter. Ever-increasingly, voters in my precinct who cast Republican primary ballots make it clear to me that they vote for Democrats in general elections. Ever-increasingly, candidates who have cast Republican primary ballots make it clear to everyone that they are really RINOs, Democrats, Libertarians, or Greens. Most commonly they reject the traditional family, right to life, immigration, illegal drugs, and equal opportunity (no race or gender based preference giving) planks in the Republican Party platform and the Illinois Republican Party platform. Most commonly, they reject the Milton Township Republican Central Committee (MTRCC) resolution against video gambling.  Most commonly, they focus on getting rid of Republicans like me who support the aforesaid planks and resolution. They stress that I am no longer a TAPROOT Republicans of Illinois chairman, Wheaton Chamber of Commerce Government Affairs Committee member, MTRCC webmaster, Illinois Center Right Coalition Steering Committee member, American Association of Political Consultants Midwest Chapter board member, GAO employee, etc.)

(FROM THE ARTICLE: In the little-noticed change to party bylaws approved this summer, candidates must now have voted in three out of the last four GOP state or federal level primaries to be considered bona fide Republican candidates. For candidates seeking to appear on next year’s ballot that will mean voting histories can be scrutinized going back to the August 2012 primary. The previous standard was for candidates to have voted in two of the last four GOP primaries. Exceptions in the new rules will be made for candidates not old enough to have voted in the last four primaries, moved from another state or had an illness or military service that prevented them from voting. A letter from established Republicans to vouch for GOP newcomers could override the primary voting requirement, at the chairman’s discretion. Challenging a candidate’s bona fide status requires a complaint from two Republican voters. But in another change, those complaints must be made from the same district the candidate is running in to avoid activists from trying to interfere with races outside their home areas. Golden, who will have the final say over all challenges, said he expects successful efforts to oust candidates to be rare.)
