The controversy centers on accusations from 17 township residents who say the Republican caucus held virtually Dec. 1 via the internet-based platform Zoom was neither fair nor honest, which is why they held their own caucus instead. Republican organization Chairman Jim Ruhl said the decision to host the caucus via Zoom was made so that anyone, including older people and those who fearful of going out in public because of the coronavirus pandemic, could participate. To provide more flexibility, Republicans who are not internet savvy had the option of calling in by phone, he said. “We did not want to disenfranchise any voter,” Ruhl said. “We chose Zoom for the health and well-being of everyone.” At a meeting a month before the caucus, the organization agreed to slate candidates for the two township positions held by Republicans now: the seats of Assessor Warren Dixon III and Trustee Paul Santucci, he said. Dixon plans to step down and asked Matthew Rasche to run as his replacement; Santucci is seeking reelection. Both candidates were approved during the organization’s virtual caucus Dec. 1. The other set of candidates was selected the same night in the parking lot outside the Naperville Township offices on Water Street in Naperville. They include Lynda Segneri for supervisor, Barbara Lukoff for clerk, Gary Vician for assessor, and Thomas Laz, Gabby Serna and Bill Breyne for the three open trustee seats. That slate was not certified by the township clerk nor forwarded to the county clerk so the candidates filed a lawsuit to have their names listed on the ballot. Attorney Keri-Lyn Krafthefer, who represents the plaintiffs, said 17 Republican voters showed up at the Naperville Township offices Dec. 1 for the caucus. When they were denied in-person access to the meeting, they caucused outside in the parking lot, Krafthefer said. Their lawsuit contends there is no provision in state law that permits a caucus election to be conducted electronically. Vician said a caucus is essentially a primary election, and elections are held in person, not virtually. Caucusing in person allows everyone to have a voice and speak freely, he said. “You really can’t do that on a Zoom call,” Vician said. “In a Zoom meeting, you can be silenced (through muting or ignoring someone who raises their hand).” Rather than decide which slate of candidates should be on the April 6 ballot, DuPage Judge James McCluskey ruled everyone would be listed for the consolidated election. In a written ruling explanation issued Friday, McCluskey said the Zoom caucus was “not properly conducted in a fair and honest manner.” The judge said he agreed with the plaintiffs’ argument that the Zoom caucus was held “in blatant contravention to the Township Code and the Governor’s Executive Order 2020-73 which exempts Township Caucuses from electronic means.” Gov. J.B. Pritzker’s Nov. 18 coronavirus mitigation order to which the judge referred was interpreted differently by the two sides. Krafthefer said the governor’s executive order “does not apply to the December 2020 township caucuses,” which means caucuses can be held in person as required by state law. But Ruhl said the Republican organization was following the governor’s directive. The same order a few sentences later says, “Nothing in this Executive Order prohibits caucuses from being held virtually, and caucus organizers are encouraged to facilitate virtual attendance, to convene outdoors, and must adhere to all Social Distancing Requirements.” Ruhl said he’s not sure when the appellate court will rule, though he expects a decision will be made before April 6 when votes are counted.)

(FROM THE LETTER: HB0038 is currently in committee of the Illinois House of Representatives. This bill should concern Illinoisans who aspire for a community so beautifully described by Dr. Martin Luther King Jr. as one where people “will not be judged by the color of their skin but by the content of their character.” In a departure from Dr. King’s aspirations, HB0038 calls for consideration of race in the hiring process of public-school teachers. This would seem to violate several federal and state civil rights laws. Specifically, the Illinois Civil Rights Act of 2003 which explains that a unit of the state cannot “subject a person to discrimination under any program or activity on the grounds of that person’s race, color, national origin, or gender,” as well as the language of the Illinois Human Rights Act which prohibits race-based discrimination in employment. While one component of HB0038 undermines Dr. King’s message through employment considerations, another does so through mandates of curriculum and instruction at the local level. Starting as early as elementary school, HB0038 would require students to learn curriculum based in a discipline of academia that places race as an essential and defining part of human interaction. In this model, one’s status as oppressor or oppressed is heavily determined by skin color. In one application of this curriculum, groups of third-grade students analyzed their racial and sexual identities according to “power and privilege” and then wrote reflections on their status as being either privileged or oppressed. One parent described the activities as “basically teaching racism.” Humbly, I submit, a society that places race as an essentially defining element of most human interaction is not one so admirably envisioned by Dr. King. With that in mind, Illinoisans should oppose HB0038.)

If I had had drinking problems like Kinzinger had, I would not have gotten jobs washing dishes 1964-1966; cleaning golf shoes, chipping slag, and pumping gasoline in 1966; delivering mail 1966-1969; working on an automobile assembly line and as a security guard in 1970; selling tires, automotive services, and major appliances 1970-1971; pumping gasoline 1971-1972; collecting delinquent taxes 1971-1980; or auditing federal agencies 1980-1997. IRS would not have promoted me in 1972, 1973, or 1974 and GAO would not have promoted me in 1986. If I had had drinking problems like Kinzinger had, Loyola might not have accepted me in 1972, DePaul might not have accepted me in 1976, and IIT might not have accepted me in 1992. If I had had drinking problems like Kinzinger had, I doubt that I would have passed CPA examination on my first attempt in 1979 or passed the Certified Internal Auditor examination on my first attempt in 1981. (FROM THE ARTICLE: The 61-mile Illinois Prairie Path (aka IPP) is one of the nation’s oldest rail-trails, dating to 1967. Following the right of way of the former Chicago Aurora and Elgin Railroad, the IPP consists of three main branches, each making for a delightful day trip from Chicago. (Wheaton, the central trailhead for all three, is just 30 miles from the Windy City.) Along the more urban Main Branch, Villa Park is worth a stop. Its Historical Museum housed in a reclaimed train depot displays several old train signals outside. Other remnants of the route’s railroad past are found in Wheaton’s Volunteer Park, where a contemporary sculpture was created from spikes, bolts and part of the Roarin’ Elgin’s original third rail. The 13-mile Aurora Branch is especially leafy, owing to the necklace of forest preserves along the way, including the St. James Farm. This former equestrian estate displays many horse-related bronzes and reliefs that will enthrall art enthusiasts. It also makes for serene picnicking beside a parcel of prairie gardens and a cattail pond. Not far from Wheaton, the 14-mile-long Elgin Branch slips into the verdant Lincoln Marsh Natural Area, where a network of nature trails with observation points — including a floating boardwalk — offer birders the opportunity to spot great egrets, green herons and other species.)

(FROM THE ARTICLE: Written in quill pen (not literally; it was 1965), my master’s thesis was about “Leaderless Politics: The Illinois Republican Party.” Not much has changed. That was an era when party organization mattered. My thesis was that when Republicans lost control of the governorship, the party became leaderless. Not much has changed. Back then, political patronage provided party leaders with influence over elections. My research showed that under GOP Gov. Bill Stratton (1953-60), 83 of the state’s 102 Republican county chairmen held state jobs. Guess who ran the party? Without a governor and jobs, the party was rudderless. First, TV in the 1960s and now billionaire self-funders and donors have replaced political party organizations as the primary conduits to the voters. Patronage is mostly gone, by Supreme Court dictum. Political parties have traditionally had three basic functions: Set forth a platform of values and policies for voters to consider; Recruit attractive candidates, and Work to nominate the candidates in the primary and then get them elected, so they can implement the platform inside government. The Illinois Republican Party does little of this anymore. The role of party platforms has been underappreciated. Party leaders used to wrestle over platform planks at their conventions. The platforms, by a kind of osmosis and over time, provided helpful cues for voters. That is, the GOP favors small business, while the Dems are for the working stiffs. Most of that is gone today, and voters are adrift, captivated yet confused by a Tower of Babel issuing relentlessly from the internet. The Illinois state GOP is a paper tiger. It has no money nor clout over county parties. The county parties are mostly toothless as well. There are exceptions. For example, county GOP chairs Jan Weber in Henry and Aren Hansen in Grundy have in recent years almost singlehandedly turned local offices from Dem to GOP. Mary Brookhart in McDonough County also has a strong county party; her team knows how to get out the vote. The Illinois GOP is at present recruiting a new statewide party chair. Different from a number of states that have large, professional staff and paid chairs, the Illinois party has but one staffer (very sharp Derek Murphy) and a volunteer chair. With megabucks ex-Governor Bruce Rauner gone, the state party has barely two nickels to rub together. The struggle for party control, as if it mattered, is apparently between a Trump-thumping faction versus an “establishment” faction, neither with a clear platform. The old adage that “all politics is local” is no longer true. Successful local candidates in small town and rural Illinois tend to feel they must pay more than lip service to the Trump brand of nativist populism. This effectively leaves lifestyle tolerant, pro-choice, balanced budget, free market, business-friendly folks like me outside the party, or so I feel. What does the future hold for the Illinois GOP? I expect to see Trump 2024 signs soon replacing the thousands of the 2020 versions on lawns and farmyards across mid-America; however, insiders I talk with predict the Trump brand will fade rather quickly, as he likely becomes ensnarled in nasty tax and legal problems. Over the past half century, Republican leaders have also seen their base slip away, literally. Since about 1970, two million or so whites have departed the state in net terms, replaced largely by Latinos and, to a lesser extent, Asian-Americans. When I was a state legislator in 1970, 12% of Illinois residents were of a minority group; today, it is 36%. From 1977 to 2003, the Illinois GOP enjoyed a 26-year, unbroken string of Republican governors. In contrast, this year Joe Biden clobbered Trump in Illinois 57-40 percent, in what pundits call a firmly Blue state. The big prize in 2022 will be the governor’s mansion, not that anyone lives there anymore. Gov. JB Pritzker is considered vulnerable, following his botched, disastrous campaign for increased taxes on high earners, and because of the unenviable role he has in trying to corral COVID-19. In a district on the edges of metropolitan Chicago, GOP Congressman Adam Kinzinger has been critical of Trump while supportive of his policies. He appears to be positioning himself for a run for higher office – governor, close observers report. I also find state Senators Jason Barickman of Bloomington and Sue Rezin of Morris attractive. Both are smart and capable, and might have some appeal in the suburbs. But they and other aspirants from the political ranks must nowadays almost expect outsider megabucks sorts to crash into the GOP’s party. The race will be wide open, and the leaderless state GOP will be but a bystander.)
