Straub is being backed by the political operation of talk show host and failed 2010 GOP governor primary candidate Dan Proft. Proft also is backing state Rep. Jeanne Ives, who is positioning herself as a challenger to Rauner in the Republican primary for governor. Ives has been no fan of unions. A union official, who was not authorized to speak publicly, said Local 150’s support of Straub does not include backing Ives.)

(FROM THE ARTICLE: The data compiled by Open the Books show Emanuel has failed to close the gender pay gap on his own payroll, where just 12 of the top 100 salaries for city employees in 2016 were for women. “In Rahm Emanuel’s City of Chicago, just 12 females made the list of the top 100 most highly compensated employees last year,” explains Adam Andrzejewski, who runs Open the Books out of Chicago. Andrzejewski was critical of Emanuel’s decision to issue mayoral proclamations such as the one from April before he rectifies the disparities he himself controls. “Mayor Emanuel has serious gender gap issues in budgets he manages yet he supported rallies on Equal Pay Day and sent out mayoral proclamations lamenting, ‘women continue to suffer the consequences of unequal pay,’” Andrzejewski said. “Perhaps he should rectify the disparities in his own payroll first.” Open the Books’s analysis of Chicago was done during a larger study that compiled salary figures from the 25 largest federal agencies, congressional offices, and the White House. It also analyzed the five most populous states—California, Texas, Florida, New York, and Illinois. The highest salary in Chicago went to aviation commissioner Ginger Evans, a woman who brought in $400,000 in 2016. But the next 14 best-compensated employees were all men. The amount of money brought in by the highest paid men dwarfed the amount paid to women. “The 88 top-earning males made $17.5 million while the females earned $2.5 million,” Andrzejewski found. Andrzejewski’s study found that gender pay disparities were common at all levels of government and in the offices of politicians from both sides of the aisle. He suggests that politicians should stop directing criticism at the private sector and address the inequality that exists in their own show. “More than 50 years after American women began entering the workforce in droves during the feminist movement of the 1960s, allegations of gender inequality in the workplace still make the news,” Andrzejewski said. “Typically, the story stars a politician castigating the private sector. “Our study shows that government is one of the worst offenders when it comes to the gender gap. Perhaps it’s time an army of ‘fearless girls’ stormed government and demanded results, not rhetoric, from our politicians.”)

Illinois lost $13.6 billion. During that period, Florida with no income tax gained $39.3 billion in AGI. (See the nearby table.) . . . The prospect of future tax hikes appears to have propelled an exodus of high earners from Illinois, which has a relatively low and flat 4.99% income tax. Democrats raised the rate from 3% in 2010, but the tax hike lapsed in 2015 after Bruce Rauner became Governor. House Speaker Michael Madigan finally this summer secured GOP legislative support to override the Governor’s veto and reinstate the higher rate. But the tax increase won’t raise enough money to finance the state’s $250 billion unfunded pension liability, and the long-time goal of unions has been to enact a graduated income tax. The affluent know they’ll get soaked eventually and are seeking shelter. Top earners made up 47% of Illinois’s income flight in 2015 compared to 33% four years earlier. Income taxes from the 306 Cook County denizens who decamped to Palm Beach in 2015 with $258 million of income could have paid 200 teacher salaries. Alas. This millionaires’ diaspora has harmed income and economic growth. Real GDP between 2011 and 2016 grew annually at a paltry 0.2% in Connecticut, 1% in Illinois and 1.2% in New Jersey, according to the Bureau of Economic Analysis. These states were the slowest growing in their respective geographic regions, though other high tax states in the Northeast didn’t fare much better. As a result, revenues have repeatedly fallen short of projections in New Jersey, Illinois and Connecticut while budget deficits have ballooned. Democratic lawmakers have cut public services and funds to local governments, which have responded by raising property taxes. The Tax Foundation says New Jersey, Connecticut, Vermont, New York and Illinois have the highest property taxes in the country. Over the last two years, the average Chicago homeowner’s property taxes have risen by roughly $1,000. Higher property taxes hit middle-class earners especially hard and are another incentive to leave a state.)

Illinois has allowed medical marijuana since 2014, and legislation is pending in the General Assembly to permit the general use and sale of up to one ounce for people 21 and older. “We finally made so much headway with reducing fatal alcohol-related car crashes, and now this comes along and blows it out of the water,” Carol Stream Deputy Police Chief John Jungers said at the Oak Brook conference. “My concern is about putting a law in place without being prepared for the repercussions.” AAA has studied the impact of legalization in Washington state and found marijuana use and fatal crashes are increasing. The portion of drivers in fatal crashes who recently used marijuana spiked to 17 percent from 8 percent from 2013 to 2014, the motorist advocacy group reported. “Illinois is not ready for this,” Illinois Traffic Safety Resource Prosecutor Jennifer Cifaldi said, adding her greatest fear was “an increase in traffic fatalities.” Advocates for legalization say changing the law would take marijuana out of the hands of drug dealers, reduce related crimes and allow people to buy a legitimate product from regulated and licensed businesses. A majority of Democratic gubernatorial candidates either support legalization or want a referendum on the issue. It’s been estimated the move could generate $350 million to $700 million to boost Illinois’ budget. Authorities at the conference said it’s difficult to get convictions for driving under the influence of cannabis because the state’s crime lab does not conduct that test. Illinois law now prohibits driving with 5 or more nanograms of tetrahydrocannabinol or THC in a person’s system. THC is the active ingredient in marijuana that can affect a person’s brain and behavior. Colorado Traffic Safety Resource Prosecutor Jennifer Knudsen said many marijuana products, including gummy bears, drinks and cookies, have become available since that state legalized cannabis. Normalizing marijuana makes it difficult for Colorado police to make judgments on whether a person is impaired during traffic stops. And in court, “when we get our juries, many of them voted for it (legalization),” she said. Alcohol use has been studied for decades, Jungers said, but the effect of marijuana on drivers is relatively unknown. “It affects people differently. … There’s not enough science to write a law,” he said. “It’s something that we’re hoping the legislature takes a really close look at,” AAA spokeswoman Beth Mosher said. “There are other issues than whether or not this is good financially for Illinois.” Cifaldi thinks legalization isn’t a matter of if but of when. “It’s going to happen,” she said.)

(FROM THE LETTER: An Oct. 28 letter to the Daily Herald advocated greater access to marijuana for people suffering chronic pain, citing a study in the Journal of the American Medical Association (JAMA). But if you visit the JAMA website and enter the search word “marijuana,” you’ll also see dozens of articles showing that marijuana can kill more than just pain: it can negatively impact things like cognitive function, moral clarity and the general health and well-being of users and their children and grandchildren. Another recent letter in the Herald, this one in Carolyn Hax’s advice column, highlighted marijuana as a killer of ambition. Hax’s correspondent told about her 20-something boyfriend, a daily user of marijuana who, among other things, hadn’t driven his own car in two years simply because he had lost his car keys! A question, dear reader: when you were 20-somelthing — maybe you still are — would you have given up driving your car even for two days, let along two years, just because you couldn’t find your keys? I’m writing this letter on the day before Halloween and can’t help but wonder, as our nation rushes headlong toward allowing greater access to marijuana, are we in danger of producing endless generations of ambitionless, leisure-loving, mentally challenged zombies?
