Rauner’s base — As it happens, a group of Illinois conservatives met on Saturday to hash out the primary options and to solidify their unity — in turning their backs on Rauner — in both the primary and, if necessary, the general election. On Friday, we reported that U.S. Rep. Peter Roskam was rethinking his support for Rauner after the governor’s decision on HB40. WLS’ “Big John Howell” asked Rauner about that. “Reasonable people can reasonably disagree,” Rauner said. “As Ronald Reagan said, we are a big tent. As Ronald Reagan said, we don’t speak ill of our fellow Republicans.” In an interview with POLITICO Sunday, Family PAC’s Paul Caprio countered that it’s Rauner who has failed to embrace his fellow Republican — in the White House. “The governor did not endorse the Republican president of the United States. He’s never even said anything positive — every time I see Rauner and Trump in the same breath — he either punts or he criticizes,” Caprio told POLITICO. He noted that Rauner shouldn’t count on conservatives to support him even if it’s between him and a Democrat. “The party loyalty argument and the lesser of two evils?” Caprio said. “That’s dead.”)

(FROM THE ARTICLE: Last week, Rauner (along with deputy governor Leslie Munger) made a surprise appearance at a New Trier Republican dinner. He created another surprise by making a couple of declarations, according to people in attendance: one, he singled out National Republican Committeeman Richard Porter for his role in a federal effort to allow the restructuring of public pensions. The state has the worst-in-the-nation pension liability, estimated now at an eye-popping $130 billion. “The governor tells us we should all thank Richard Porter and congratulate him on the work he’s doing — that he’s trying to get federal legislation passed affecting public pensions which would supersede the Illinois constitution and allow us to restructure our pension system,” one of the attendees told us. Porter, an attorney at Kirkland & Ellis, is not a registered lobbyist, so it isn’t clear what role he is playing in advocating for Rauner in Congress. Our efforts to reach Porter since last week by phone and email were unsuccessful. A GOP spokesman who followed up referred us to the Rauner campaign, which did not have a comment. Rauner also told the crowd he was working to reverse a tax increase (something he reiterates today in his reelection rollout). Timing: Rauner’s talk about revamping pension debt and a lower tax rate comes just as the state is in the midst of a massive, $6 billion bond issue — attempting to borrow money at as low a rate as possible to pay down a bill backlog that’s reaching $16 billion. When Illinois made its offer letter to potential investors, it was under certain assumptions — including that the state now had a “permanent” revenue stream under a recently approved 5 percent income tax rate and 7 percent corporate income tax. Politically, however, it’s a tall order to advance a federal law to circumvent state constitutions. And any agreement would need 60 votes in the U.S. Senate, which Republicans don’t have. At an event last month before the U.S. Chamber of Commerce, Rauner talked about his efforts. “We’ve got a bill now, we’re working with Congress. (If) Congress passed a law, we’re lobbying right now, allow states to restructure their pensions, supersede the restrictions that the special interest groups have put on the state,” Rauner said at the Sept. 28 event. (Audio) “And I’m hoping to get it done with the tax overhaul that we’re doing. If we can get this bill passed — transformative for Illinois government and taxpayers.” Roskam, the Ways & Means Tax Policy chairman, who is taking a lead role in the tax overhaul effort, said there isn’t a separate bill but added: “I’ve heard the concept discussed, I’ve not seen the language. Not pension funds — but there’s some theory about the capacity of federal courts to get the jurisdiction to allow some level of bankruptcy,” Roskam said in an interview. “There is some discussion … there is no language that I’m aware of. I think it’s conceptual.”)

As he talked to one group of business leaders last week, Roskam heard concerns from business owners who said major decisions, including the sale of business real estate, hinged on the tax hit they anticipated. Why he has hope for tax success — Roskam said unlike the health care debate, everyone agrees the Internal Revenue Code needs fixing. He also noted that there are numerous ways to negotiate aspects of an overhaul by dialing down or up percentages rather than declaring an item in our out of the plan. Asked if Republicans can keep their majority in Congress if they can’t come up with tax relief: “There’s an expectation that this gets done. I think we have to deliver on it. The policy on it is significant. The politics are less significant, but they matter as well. I think it becomes very important for a Republican majority,” Roskam said. As a candidate and as governor, Rauner had proposed cutting pension costs by transitioning workers to less generous benefit packages or 401(k)-style retirement plans. But past attempts to cut retirement costs have run up against legal problems. The Illinois Constitution stipulates that benefits cannot be “diminished or impaired” once they are bestowed to workers, and the state Supreme Court has stood by those words. The governor thinks Congress can release the state from that restriction by passing a law that would give states permission to come up with cost-saving changes to their pension programs. The option would be available to states only after they had established that spending money on workers’ retirement plans is hampering other essential services.)

In a column for the Washington Post, Mickey Kaus described it as public-relations-style “hooey.” Here’s why. Many of the DACA “kids” were not brought here as young children. They entered the U.S. illegally as teenagers. A large number of DACA applicants weren’t “brought” here at all. They crossed the border themselves. Over 2,000 individuals approved for DACA had their status terminated for criminal activity ranging from alien smuggling to sexual assault. That number is still growing. Fewer than 900 DACA recipients – or slightly more than one-tenth of one percent of the total DACA population – joined the military. New data released by U.S. Citizenship and Immigration Services (USCIS) definitively establishes that most of the DACA narrative is false. Particularly overblown are claims that deported DACA recipients would inevitably be strangers in a strange land. USCIS lists 149 countries of origin for DACA applicants. But when it comes to getting older, a POLITICO analysis finds, the private sector has nothing on the U.S. government. The U.S. just elected the oldest new president in history, and Congress, too, has been getting consistently older, with its average age now up around 60. But the vast majority of the government consists of the 2 million-strong federal civilian workforce. And thanks to slow-moving hiring practices and a huge cohort of baby boomers who haven’t retired at the predicted rates, it has grown significantly older than the American workforce overall. Today, just 17 percent of federal workers are under 35 years old. (In the private sector, almost 40 percent are.) And more than a quarter of federal employees are now older than 55. In some agencies, the upward age shift is even starker. Sixty nine percent of NASA’s workforce is over 45 years old. At the Department of Housing and Urban Development, it’s 70 percent. At the tiny Government Publishing Office, it’s even more extreme—80 percent. In principle, there’s nothing wrong with older workers: They have more experience than younger ones and employers often report that they are more attentive at work. Age discrimination is not just illegal, but strips companies of experience and judgment; it’s fair to say that plenty of Silicon Valley companies might benefit from the perspective of a more experienced cohort of employees. But workplaces that shift too far in any direction can suffer. There is evidence that offices with more older workers are less productive and, due to their workers’ age, more expensive; health care costs are especially high, and a wave of retirements would leave the government on the hook for a major increase in pension spending. And broadly speaking, if the government is supposed to reflect America accurately—making small and large policy decisions that affect every aspect of the country—it’s only reasonable to expect that the federal workforce should reflect the generational makeup of the country. Given the stereotypes about government employees, it’s easy to assume that federal worker protections have led to a vast army of aging-in-place bureaucrats who simply can’t be removed. But organizational experts and former federal human resource managers say the problem is more complicated than that, and more troubling for good governance. They see an ineffective hiring system that is decades out of date. They have spent years warning policymakers that rules and laws were inhibiting their ability to hire and train new employees. The aging of the federal workforce, they say, is a symptom of Washington’s inability to keep up with modern-day management practices and to plan for the future—as well as a system hamstrung by rigid federal employment directives, some of which, ironically, were aimed at freshening up the workforce.)

After giving their full support to the election and reelection of President Obama, white-collar feds —with the backing of most Republican politicians — were hit with a three-year pay raise freeze. Many got semi-automatic time-in-grade raises, but the January pay raises didn’t happen. Regular annual special cash awards and recognition to outstanding career senior executives were skipped or downplayed by the Obama administration. Some feds feel like the Democrats take them for granted and Republicans take it for granted that most government workers are Democrats. . .So if Republicans want to drain the swamp because they believe it is infested with highly partisan bureaucrats and if Democrats take feds for granted, has anybody got a Plan B?)

(FROM THE ARTICLE:  About three years ago to this day, I was asked by a supporter to meet with Bruce Rauner in the final stages of his campaign for Illinois governor. I agreed to the meeting, which took place at the Union League Club in Chicago. Family-Pac had not supported Rauner in the Primary, and Rauner had refused to clarify his positions on a host of issues important to all of us. He continued to say that he had no “social agenda.” My friend David Smith of the Illinois Family Institute (IFI) asked that I try to persuade Rauner to complete the IFI candidate questionnaire so that Christian voters across Illinois would be informed of his positions. At our meeting, Rauner said he would not fill out the questionnaire because his “consultants” told him he “had to get every question right to get the “endorsement.” I explained that IFI was a 501(c) (3) organization that did not “endorse” candidates and that no one was looking for “perfection” but only his honest attempt to state his views. Rauner said that he was not filling out any questionnaires (the position also stated by his campaign lieutenants) and that he wanted to keep Personal-Pac “neutralized.” I told him that Personal-Pac and Terry Cosgrove would be running TV spots against him. He seemed surprised. (Shortly thereafter, Personal-Pac TV ads against Rauner began.) This meeting exemplifies the series of lies by Bruce Rauner to Illinois pro-family voters and leaders. First, Rauner said to me that he was not completing any candidate questionnaires—yet this May, after Rauner stated his intention to veto HB 40 (taxpayer-funded abortion), Personal-Pac released a copy of Rauner’s “perfect” questionnaires in which he had pledged to sign taxpayer-funded abortion. In May, after promising Cardinal Cupich that he would veto HB 40, Rauner signed this dastardly bill, which will result in the deaths more than 12,000 innocent victims a year according to reliable estimates. In 50 years, I have never seen a politician as consistently dishonest on family issues as Bruce Rauner. Rauner has become a “cancer” on the Republican Party leadership, who should disassociate from him and declare the 2018 March Primary “open,” but they won’t…because they don’t have the courage to stand up for their “professed” beliefs and are indentured to his money.
