I should write a book about my decision in 1980 when I was 31 years old to suffer a $21,863 (21%) pay cut in today’s dollars, that is, a downgrade from GS-12 Step 5 (currently $104,583/year) to GS-9 Step 10 (currently $82,720/year), to transfer from IRS to GAO. My Democrat IRS superiors were making it ever-increasingly clear that they would never promote me to GS-13, currently $109,732/year. GAO claimed to be nonpartisan. The GAO Chicago Office Staff manager (Bill) who arranged for my transfer assured me that under him, GAO would a) quickly promote me to GS-11 Step 10 (currently $100,084/year), b) quickly promote me back to GS-12 Step 5, and c) quickly promote me to GS 13. But immediately after I transferred, the Democrats who ran GAO’s Chicago Office replaced Bill with a Democrat Staff Manager (Dave) who was extremely anti-Republican, if not a Republican-hater. To delay my promotions, that is, to get me, Dave used Affirmative Action and up-or-out a) to give me bad job assignments, b) to give me unfair performance expectations and appraisals, c) to assign me to supervise the office’s most problematic employees, d) to turn all my superiors, supervisors, coworkers, and subordinates against me, and e) to kept me off audits of IRS. But then, in 1986, because Dave had gone on extended sick leave, Bill was finally able to get me assigned to audits of IRS and to promote me to GS-13. But then, in 1987, Dave came back and a) threatened me to never apply for a promotion again and forced Bill to retire. Dave then a) threw me off audits of IRS at the end of 1988, b) gave me an extremely bad job assignment at the start of 1989, c) got my supervisor to give me extremely unfair performance expectations and appraisals, d) turned my four subordinates against me, and e) ranked me at the bottom of my coworkers for pay-for-performance (PFP) purposes. That forced me to seek help from my Republican Congressman Henry Hyde. Thanks to Hyde, Dave reduced his efforts to get rid of me somewhat. But Dave still succeed in a) keeping me off audits of IRS for the rest of my GAO career, b) always ranking me in the bottom half of my coworkers for PFP purposes, and c) forcing me to take GAO’s early retirement “offer” in 1997 when I was 49 years old.
