And it comes as Rauner prepares for a re-election campaign in which he needs to win back his conservative base after his approval of controversial abortion and immigration legislation left many of them angry. Much of the major legislation Rauner signed this year — an overhaul of the state’s education funding system and a boost in spending on schools; a bill protecting immigrants from federal deportation efforts; an expansion of taxpayer-funded abortions; and a new law allowing automatic voter registration — are measures that Democrats first pushed. Left undone is his promise to get the state’s financial house in order, which hinged in part on cutting the cost of Illinois’ unionized government workforce. Speaking to a gathering of business leaders in late September, Rauner said he was turning to Washington for help with one part of that effort — getting control of Illinois’ massive pension debt, which stands at about $130 billion and ranks among the worst in the nation. “We need the help. We need the help because the system’s rigged. Can’t change it, can’t fix it,” Rauner said. As a candidate and as governor, Rauner had proposed cutting pension costs by transitioning workers to less generous benefit packages or 401(k)-style retirement plans. But past attempts to cut retirement costs have run up against legal problems. The Illinois Constitution stipulates that benefits cannot be “diminished or impaired” once they are bestowed to workers, and the state Supreme Court has stood by those words. The governor thinks Congress can release the state from that restriction by passing a law that would give states permission to come up with cost-saving changes to their pension programs. The option would be available to states only after they had established that spending money on workers’ retirement plans is hampering other essential services.)

Even as millennials become the biggest cohort in the labor force, the median age of all U.S. employees has crept up from 30 to 42 over the past 30 years. But when it comes to getting older, a POLITICO analysis finds, the private sector has nothing on the U.S. government. The U.S. just elected the oldest new president in history, and Congress, too, has been getting consistently older, with its average age now up around 60. But the vast majority of the government consists of the 2 million-strong federal civilian workforce. And thanks to slow-moving hiring practices and a huge cohort of baby boomers who haven’t retired at the predicted rates, it has grown significantly older than the American workforce overall. Today, just 17 percent of federal workers are under 35 years old. (In the private sector, almost 40 percent are.) And more than a quarter of federal employees are now older than 55. In some agencies, the upward age shift is even starker. Sixty nine percent of NASA’s workforce is over 45 years old. At the Department of Housing and Urban Development, it’s 70 percent. At the tiny Government Publishing Office, it’s even more extreme—80 percent. In principle, there’s nothing wrong with older workers: They have more experience than younger ones and employers often report that they are more attentive at work. Age discrimination is not just illegal, but strips companies of experience and judgment; it’s fair to say that plenty of Silicon Valley companies might benefit from the perspective of a more experienced cohort of employees. But workplaces that shift too far in any direction can suffer. There is evidence that offices with more older workers are less productive and, due to their workers’ age, more expensive; health care costs are especially high, and a wave of retirements would leave the government on the hook for a major increase in pension spending. And broadly speaking, if the government is supposed to reflect America accurately—making small and large policy decisions that affect every aspect of the country—it’s only reasonable to expect that the federal workforce should reflect the generational makeup of the country. Given the stereotypes about government employees, it’s easy to assume that federal worker protections have led to a vast army of aging-in-place bureaucrats who simply can’t be removed. But organizational experts and former federal human resource managers say the problem is more complicated than that, and more troubling for good governance. They see an ineffective hiring system that is decades out of date. They have spent years warning policymakers that rules and laws were inhibiting their ability to hire and train new employees. After giving their full support to the election and reelection of President Obama, white-collar feds —with the backing of most Republican politicians — were hit with a three-year pay raise freeze. Many got semi-automatic time-in-grade raises, but the January pay raises didn’t happen. Regular annual special cash awards and recognition to outstanding career senior executives were skipped or downplayed by the Obama administration. (FROM THE ARTICLE: I think Jeanne Ives, or any of another five or six party luminaries, defeats Rauner in the primary on announcement.  His money will not matter. His flannel shirts will not attract. His commercials will persuade no one. He may attack Jeanne, the way he did Aaron and Dan. But for what? Goodness knows. Regardless, it will reduce his vote, not hers. Attacking a Wheaton mom who was among the first female West Point grads, a decorated logistics officer in the U.S. Army, who has earned her spurs in Springfield, worked with Democrats to pass important bills for all of us, and who has never strayed from her stated political beliefs in conservatism and rooting out Illinois corruption? The only campaign person who might recommend such a course probably led Mark Kirk’s re-elect effort. I know, Rauner bought the party. I do not think it matters. I know the State Central Committee is urged to hold the line. But, for what? For this? The party of Reagan? To this we have sunk? What have we delivered to the people – all of the people, from the South Side to Southern Illinois, from Western Illinois University to Northwestern – what have those folks gotten from Rauner and us that is worthy of us holding anything for him? Does any one of us believe that Rauner will get to the re-apportionment table? Or, if one thinks he will, on what basis might one think Rauner would deliver the best map possible for Illinoisans under those circumstances? Instead, for this all-encompassing task, Rauner’s petty personalization against Madigan has shown him uniquely unqualified. I thought Bruce Rauner was a fresh breeze. I thought he was technocrat who would save our finances. I did not expect a conservative, per se, but after his pitch to Jack Roeser, I was promised Bruce would never be a liberal. I got a whopping tax hike, Sanctuary State, Transgender Birth Certificates and taxpayer-funded abortion on demand through nine-months of pregnancy. What is so horrid about Rauner’s incumbency, and what is fatal to his cause, is that his screw-ups repel the reasonable voters, neither stridently “D,” nor “R,” who simply do not want to give everything to the Democrats in November 2018. These folks are the key to 2018. They are not partisans. They are our only path to the reapportionment conversation. I believe Rauner has irrevocably lost them for his serial incompetence. Rauner cannot be our future because of his past 32 months. Will Jeanne Ives, or Dan Cronin, or Peter Roskam, or David McSweeney, or Peter Breen or someone else get those voters? At this moment, I think each would beat Bruce on announcement, and each would qualify as a safe harbor for November voters who have had enough one-party domination. Maybe that is the slogan: “End One-Party Domination, Defeat Rauner.” Count me in. Now, who is the candidate?)
