(FROM THE ARTICLE: ON ENDANGERED BUILDINGS WATCHLIST  Constructed in 1897, the red brick mansion on the site is now attached to a chapel and the dormitory, both of which were built by the nuns’ order after they took ownership of the property in 1946. The mansion was one of 12 built by original members of Chicago Golf, the Wheaton club that in 1894 built what is now the oldest 18-hole golf course in North America. Illinois Steel president Jay C. Morse built the house for his daughter, Carolyn Morse Ely, and her husband, Arthur Ely, at about the time their marriage was breaking up. It was one of several mansions architect Jarvis Hunt designed for Chicago Golf members. Hunt also designed the course’s clubhouse, which faces the old Ely house across about a half-mile of lawn. Jarvis Hunt’s other buildings included one at the 1893 World’s Columbian Exposition in Jackson Park, and railroad stations in several cities. For Kansas City, Hunt designed the 900-room Union Station. Wheaton has no landmarks ordinances that prevent demolition of the convent’s building, said Michael Dzugan, the city manager. “The developer at this point is not interested in restoring the historic structure,” Dzugan said, “so that’s where we’re at with it.” A few weeks ago, Pulte announced it would give the building to anyone wiling to move it, “but nobody has spoken up, as far as I know,” Dzugan said. Wheaton resident Jean Follett said the lack of ordinances protecting the house is “an excuse. People in Wheaton have known the building was threatened since 2009, and have been saying they want it preserved” she said. In 2009, Landmarks Illinois, the historic-buildings advocacy group, included the historical Chicago Golf houses, including the convent, on its Watch List of endangered buildings. “The city could have done something about it any time since 2009,” said Follett, a former Landmarks Illinois board member. Landmarks has sent two letters in recent months to Wheaton officials, urging the city to require Pulte to reuse the mansion. It could house several condos, a park district recreation center, or both, both Follett and the Casas said.)

(FROM THE ARTICLE: Part of the problem is former President Barack Obama changed civil service rules to make it easier to hire federal employees. Trump has solved that by initiating his hiring freeze. But federal rules also make it extremely difficult to fire civil servants. It is a process that can take up to two years, even when there is cause. That said, problem employees who, say, don’t show up for work should be dealt with through this process immediately. But to do more requires Congress to step in, which can assist this process three-fold: 1) By incentivizing early retirement via the appropriations process with limited-time-only buy-outs; 2) cutting the personnel budgets of non-defense civilian departments and agencies, reducing the enacted full-time equivalent number for each department, agency and office by 10 to 20 percent in the workforce on a last-one-in, first-one-out basis; and 3) defunding existing preferences under federal rules being given to those laid off being later rehired on a first-in-line basis. That would eliminate politicized Obama administration holdovers, and prevent them from being rehired should it become necessary to fill in some gaps. Other ideas include eliminating automatic dues deduction for federal employees unions and getting rid of any full-time official time union personnel.)

Many people are swayed by signs and advertising but don’t really know the quality and abilities of the candidates. The Naperville Township Low Tax Team has excellent incumbent and new candidates on the slate. Rachel Ossyra is the township supervisor and has done an excellent job of keeping taxes down and services at an optimal level. She has been an international business executive, and develops and maintains budgets, manages the township with professionalism, and has earned the support of the people of Naperville Township. She is an excellent public official and deserves to be re-elected. The team of trustees is also a good mix of incumbents and new people who will represent the township with solid backgrounds in business and public service. (FROM THE EDITORIAL: Someone apparently needs to check the state of Illinois’ email system, because the 38,000 members of the American Federation of State, Callous, Me-First Employees failed to get the three messages from Illinois Gov. Bruce Rauner that this state is so broke that we are in a crisis and cannot afford another $3 billion a year in raises. The state’s largest employee union authorized a strike rather than take the same deal 20 other state unions already accepted. They were the nation’s highest-paid state workers at $63,660 in 2015, which is double your private sector average Illinois salary of $32,206. Not to mention, they only work 37.5 hours a week, pay about one-fourth of their platinum health care coverage while taxpayers put in $15,000 a year and their early retirements at age 50 and their premium pensions are the main reasons Illinois taxpayers face a $130 billion liability. It would be interesting to see them strike and watch what happens next. The folks manning the prisons and responsible for law enforcement can’t walk off, so public safety would be OK. Illinois can legally replace striking workers, and Rauner’s office said there are already 18,000 applicants, including 2,000 veterans. The unholy alliance between the state’s Democratic majority and the state employees financing their campaigns is what put us in the $130 billion pension hole and with $12.4 billion in unpaid state bills. We are fools if we make the tax burden even worse in Illinois, which already has the nation’s highest state and local taxes. Jobs and workers are already fleeing Illinois. Missouri gains 20 people a day from Illinois, so which area with the largest population concentration outside Chicagoland stands to suffer the most? Illinois property taxes last year averaged more than double Missouri’s. Missouri just became a right to work state. That rumble you hear is the sound of even more moving vans starting. The thud that follows would be state AFSCME workers refusing to get out of the way.)

(FROM THE ARTICLE: A pending bill in the Illinois House that would create sanctuary zones for undocumented immigrants drew demonstrators from both sides of the issue to downtown Springfield Saturday. Rosanna Pulido of Springfield, founder of The Illinois Minuteman Project, organized a noon rally at the Abraham Lincoln statue at Second Street and Capitol Avenue. The rally was in opposition to HB 426, which would allow schools, medical treatment and health care facilities and places of worship deny access to state and local law enforcement officers who are enforcing immigration laws, unless the officers have a court-issued warrant. “It’s absolutely ridiculous,” Pulido said. “I think the biggest question we have for Governor Rauner and any legislator who would want to pass this bill is: Does making it easier for illegal aliens to stay in Illinois improve the lives of Illinois residents?” About five minutes into Pulido’s rally, which drew about 50 people, a group of about 30 people marched down Capitol Avenue chanting “No hate, no fear, immigrants are welcome here.” The counter-protestors set up shop on the northeast corner of Second and Capitol near the Martin Luther King Jr. statue. The counter-protest was organized by the same people who did the Nov. 19 Springfield Stands United rally, and other local groups, said Valerie Liesenfelt of Springfield. The Springfield Stands United rally started out as a demonstration against then-President-Elect Donald Trump, but morphed into an anti-hate rally. Speaking Saturday, Liesenfelt said they don’t want to see children ripped away from their parents. “We aren’t going to tolerate people who want to close our borders from people who are trying to just seek a better life. That’s what America was founded on,” Liesenfelt said. Hot-button issue  The bill that got the two groups out in the 33-degree weather was introduced by state Rep. Emanuel Chris Welch, D-Hillside. His district includes west suburban Cook County. Welch wasn’t at the rallies but spoke about the legislation during a Friday telephone interview. “I think this is an important piece of legislation that sends a signal to the rest of the state and the rest of the country that Illinois is a safe place to live and we are a welcoming state,” Welch said. Welch said HB 426 is not a sanctuary city bill but was specifically written to create safe spaces. Those places are state-funded schools, nursing homes, health clinics, hospitals and churches. “People shouldn’t live in fear of deportation,” he said. “They should be able to go to school and receive an education without feeling like federal law enforcement officials are going to bust in and raid their classroom. They shouldn’t fear going to the hospital. That’s a place of treatment and recovery.” Welch said that after the November presidential election he got calls from school officials who said they had a lot of scared children in their classrooms. “The day after the election, teaching and learning did not go on in school,” Welch said. “Teachers spent the entire day counseling very distraught children who were crying and worried about being deported themselves and worried about whether or not they would go home and their parents wouldn’t be there.” State Rep. Allen Skillicorn, R-East Dundee, was at Pulido’s rally, which was billed as an “Illinois America First Rally.” His district is also in the Chicago area, and includes the communities of Crystal Lake and Elgin. Skillicorn has proposed a bill, HB 2942, to counter Welch’s. He disagreed with the assertion that children need to be protected from immigration officials while in school. “I haven’t heard of any children or school children having a risk of being deported or seized by (federal agents),” Skillicorn said. “People who are criminals or felons who don’t have legal status, those are the people committing the DUIs, who are committing the crimes. Those are the people we should really worry about.” Fiscal concerns A synopsis of HB 426 posted on the Illinois General Assembly’s website includes a fiscal note that the estimated cost of the bill is $5 million. Welch said the estimate is a one-time cost, and he believes the number is inflated. Skillicorn is opposed to spending state money on HB 426 and added he’s concerned about the potential loss of federal funds if state and local law enforcement do not cooperate with federal authorities. “Realistically, Illinois is broke,” Skillicorn said. “We need to save money everywhere we can. The idea of spending millions, if not billions of our federal matching dollars, is just something we can’t afford right now.” Pulido shares his concerns about the state’s fiscal condition. “We’re broke. We have the disabled not getting funds, we have schools getting their funding cut, seniors getting their funding cut, and now we’re going to talk about $5 million to help the illegal aliens to stay in Illinois. No,” Pulido said. The people in favor of sanctuary for undocumented immigrants chanted throughout Pulido’s rally. At one point, they chanted, “No ban, no wall, sanctuary for all.” Several of the people on Pulido’s side of the street, the ones opposed to sanctuary, waved American flags and occasionally chanted “USA, USA, USA.” Some of their signs said, “Illegals welcome is fake news” and “No sanctuary. Help our vets.” The two sides stayed on their respective sides of the street. There were no physical altercations between the two groups. Pulido’s rally wrapped up after about an hour, which is how long she expected the event to last. “I knew they would be here,” Pulido said of the counter-rally. “That’s fine. That’s what freedom is all about.”)

The President will address the annual meeting of the conservative movement at the Gaylord National Resort and Convention Center in Maryland, at 10:00 AM. CPAC is a gathering of conservative activists from all across the country who meet to learn from each other, receive training in activism and campaign management, and hear from prominent conservative leaders. The conference began in 1974, when then-Governor Ronald Reagan described his vision of America as a “city upon a hill” for the first time. To date, three Presidents have addressed CPAC. The TV station handed Giangreco a “multi-week suspension” without pay, according to media blogger Robert Feder. “Mark Giangreco’s Twitter comments are not in line with ABC 7 Chicago’s non-partisan editorial standards. Giangreco appeared on the station’s 5 p.m. newscast on Thursday, after word of his suspension was reported. (FROM THE ARTICLE: Citing his First Amendment rights and religious protections under the Civil Rights Act, a Social Security Administration judge in Texas who refused to watch an LGBT diversity training video is suing his superiors to avoid being fired, saying he was subject to a “religiously hostile work environment.”  Judge Gary Suttles said in a complaint filed Thursday in federal court in Texas that the Social Security Administration, or SSA, should be barred from taking any disciplinary action against him at least until his religious discrimination claims are heard by a federal employment panel. “The agency has wholly failed to work in good faith to reasonably accommodate Judge Suttles’ sincerely held religious belief against watching” the video, the complaint says. The agency violated his rights, the complaint says, “by discriminating against him on the basis of his religion, creating a religiously hostile work environment,” and by “retaliating against him for his protected activity of seeking a religious accommodation.” A representative from the SSA was not immediately available for comment on Tuesday. Suttles’s case comes amid a sweeping expansion of LGBT rights, during which courts have ruled against bakers, florists and others who say anti-discrimination measures clash with their religious liberties. Social conservatives and some Christians argue that the government should not be able to force them to offer their services to same-sex couples, and they have sought religious freedom exemptions as recourse. Some of the most high-profile cases have played out in the business world, including a lawsuit against a Christian baker who refused to make a wedding cake for a same-sex couple. But government officials have drawn attention for their defiance, too, among them Kim Davis, the county clerk in Kentucky who refused to issue same-sex marriage licenses in violation of a Supreme Court ruling. Suttles was hired as an administrative law judge in the Houston District office of the SSA in 2005. In the time since, he has never received a reprimand or warning, his complaint says. In May, one of the office’s directors sent an email ordering employees to watch a video called “Lesbian, Gay, Bisexual and Transgender (LGBT) Community.” The 17-minute video included a message from the agency commissioner and “a brief session on tips for increasing cultural awareness in a diverse and inclusive environment,” according to the complaint. The email said the SSA was responding to a 2011 executive order from President Obama that instructed federal agencies to develop new workplace diversity and inclusion plans. Suttles wasted no time telling the office director he would not watch the video. “I am already fully aware to treat all persons with respect and dignity and have done so my entire life,” he said in an email the next day, according to the complaint. “Furthermore, this type of government indoctrination training does not comport with my religious views and I object on that basis as well. Monica Anderson, the hearing office’s chief administrative law judge, responded with a sharply-worded message giving Suttles a “direct order” to watch the training video. “Failure to follow this directive may lead to disciplinary action,” the chief judge said, according to the complaint. Anderson also denied Suttles’s request for a religious accommodation, saying the agency needed to ensure “all employees know about and comply with this.” The back and forth carried on for a few months. Suttles suggested that the agency give him a pass by allowing him to take a professional ethics course or “alternative diversity” course that “did not deal with such a specific community of people.” Anderson declined, proposing instead that Suttles read a transcript of the video. Suttles again refused. “Judge Suttles continued to refuse to watch the mandatory,” the complaint says, “because it is the substantive content of which, not the medium by which the content was delivered that violates his faith.” By the fall, Suttles’s case had made its way to the regional chief administrative law judge, who issued an official reprimand and warned Suttles that “future acts of misconduct” could result in more serious punishment, including removal from the job. (Administrative law judges, unlike federal court judges under Article III of the Constitution do not have life tenure.) The reprimand barred Suttles from working from home or requesting a job transfer for one year, according to the complaint. Suttles claims the action was retaliatory. He reported the episode to an Equal Employment Opportunity counselor, alleging the agency violated his First Amendment right to free exercise of religion, as well as his rights under Title VII of the Civil Rights Act, which prohibits discrimination based on several factors, including religion. According to the complaint, the Equal Employment Opportunity Commission will not finish its initial review of his case until mid-March. In the meantime, the deadline for Suttles to watch the video has lapsed. The judge said the agency “has made it quite evident that it does not intend to wait” to discipline him. Suttles says he will suffer “irreparable harm” unless the court prevents the agency from disciplining him or forcing him to watch the video. Though his complaint describes a “sterling work record,” Suttles was criticized and investigated by the SSA in 2015 after he scoffed at a Gulf War veteran’s post-traumatic stress disorder during a disability benefits hearing. Suttles questioned whether the veteran, a 44-year-old who served as a fueler on an aircraft carrier, had experienced true trauma during the war. “I mean, hey, you were in the Navy. You weren’t even fighting on the ground,” Suttles told him, according to the Austin American-Statesman. “To me it would have been exciting. What do you mean stressful?” The remarks were condemned by veterans groups at the time. The SSA ultimately rejected calls to temporarily remove Suttles from his job.)

Several of the political appointees in the Trump administration are hostile to the missions of the departments and agencies they now lead. On top of that, the president’s hiring freeze will create imbalances in the federal workforce, requiring current employees to fill in random gaps. Many civil servants will simply quit in disgust. I hope they don’t. When Ronald Reagan became president in 1981, I was an attorney in the Seattle office of the U.S. Commission on Civil Rights. In his first year in office, President Ronald Reagan proceeded to remake our small agency, bringing in new leadership that openly disdained the civil-rights community and its agenda. Some of us joked bitterly that we were becoming the U.S. Commission against Civil Rights. Funding for the commission was drastically reduced. Discouraged, much of the staff, myself included, found employment elsewhere. Abandoning ship in such circumstances is understandable, but in retrospect I think a mistake. When those civil servants with the strongest commitment to their agency’s mission leave, who remains? Answer: Those less committed and less likely to confront their political masters. Sure, the most earnest among those who quit the government will carry on their cause from the outside. Consider the seminar day that New Trier High School, in Winnetka, Ill., on Chicago’s affluent North Shore, is planning for Feb. 28. The title for the all-school seminar is “Understanding Today’s Struggle for Racial Civil Rights.” That very term, “racial civil rights,” is misleading, since civil rights protect Americans’ freedoms regardless of their race. Judging from the roster of scheduled events, the seminar might be more accurately titled “Inculcating a Progressive View of Social Justice.” Here are a few of the offerings scheduled for presentation to New Trier’s roughly 4,000 students: “SPENT: A Simulation to See How Long You Can Survive on Minimum Wage”—which touches on race at best tangentially. “Developing a Positive, Accountable White Activism for Racial Civil Rights”—which promotes a divisive view of race as a primordial fact, the essence of identity, a bright line between oppressed and oppressor. “One Person One Vote: Can the Voting Rights Act Be Saved?”—which absurdly suggests that the Voting Rights Act is at risk of being repealed. There are plenty of sessions on the connections that music, art and culture have with civil rights. Very little programming, however, is devoted to actually explaining to students what civil rights are and what their place is in this country’s political tradition. Yet the continuing quest to fulfill America’s founding promise is unintelligible without a grasp of how civil rights are grounded in the Declaration of Independence and the Constitution. Or without an understanding of the often-heroic struggle for civil rights over the course of American history—the abolition movement, the Civil War, the great Reconstruction constitutional amendments, the grievous setback of Jim Crow, the modern civil-rights movement, the landmark Supreme Court cases like Brown v. Board of Education. Instead of teaching, the school’s aim seems to be hammering home to students that racism plagues America and will persist until white people admit their unjust privilege, renounce their unearned power, and make amends for the entrenched oppression from which they continue to profit handsomely. This despite the school board’s written policy to provide a “balanced view” on “controversial issues,” and the seminar’s stated purpose “not to promote the philosophy of one political party or another.” On Monday a group of concerned New Trier parents will make a final attempt to persuade the school board to alter the seminar’s programming to include a diversity of views about race and rights in America. The parents have proposed, for example, inviting black conservative intellectuals—such as my Hoover Institution colleague Shelby Steele and this newspaper’s Jason Riley—or people like Pastor Corey Brooks, the director of Project Hood, which seeks to end violence and build communities on Chicago’s South Side. So far, these efforts have been met with stonewalling and vitriol. On Feb. 6, a group of recent New Trier graduates—some of whom helped plan the seminar day—published an open letter to explain why the parents’ proposals are unreasonable and immoral. The letter opens with a long quotation from Martin Luther King Jr.’s 1963 masterpiece, “Letter From a Birmingham Jail.” The implicit message is that the New Trier parents are comparable to the “white moderate” King reproaches for preferring order to justice. King’s admonition to the comfortable—to imagine themselves in the place of the persecuted and downtrodden—is a timeless message, but inapt for the situation. New Trier failed to teach the letter writers the distinction between political activism and education. The seminar day presupposes that the pervasiveness and potency of racism in America are facts beyond dispute, rather than hypotheses to be critically examined. That’s why the letter writers dismiss the parents’ desire for a multiplicity of views as an effort “to distract the conversation.” Let’s hope that the concerned New Trier parents succeed Monday in teaching the New Trier school board about education’s proper purpose. If not, maybe the best thing might be for more families to follow the parent group’s advice: “Excuse your child for the day, and encourage him or her to volunteer”—perhaps with Corey Brooks and Project Hood.)
