(FROM THE ARTICLE: Gov. Bruce Rauner’s administration is awarding one-time bonuses worth a total of between $3 million and $4 million to non-union workers whose bosses say are doing exceptional work. About 1,100 merit-compensation employees are in line to each receive a $3,016 bonus under the plan. “In an effort to recognize the hard work and dedication that non-bargaining unit employees demonstrate on a daily basis, coupled with the lack of systematic increases over the past several years, the state has authorized bonus payments for eligible non-bargaining unit employees,” Michael Hoffman, acting director of the Department of Central Management Services said in a memo to agency directors and others. “These bonuses do not make up for this unfair lack of wage increases for non-bargaining unit employees during previous administrations,” he said. “However, they do represent a commitment that, going forward, all employees will be treated equally, regardless of bargaining unit status.” Hoffman said the last across-the-board salary increase for non-bargaining unit employees was in 2005. The last merit pay program for them was in 2009. The memo says the bonuses are available to non-bargaining unit employees whose base salary as of July 1 was less than $100,000. Those earning more were not eligible. A number of other merit-comp employees were also excluded. Members of Rauner’s executive office were not eligible, nor were employees subject to Senate confirmation, those who left state employment before Sept. 16 and those who worked less than three months during the fiscal year that ended June 30. Rauner’s office said that left a potential pool of about 2,000 employees eligible for the bonus. In order to qualify, an employee had to receive an “exceptional” rating on his or her evaluation. Rauner’s office said about 1,100 employees got that rating. The size of the bonus was determined by adding all of the salaries of all non-bargaining unit employees making less than $100,000 a year, computing 2 percent of that and then dividing that amount by the number who actually qualified to receive it. That came to $3,016 for each of the workers who qualified. The administration has argued that a bonus system is cheaper than raises for the state in the long run because the payments are one-time and not built into a person’s base salary, and because they are not pensionable. The bonuses already have been issued to many, but not all, of the workers who qualify for them. The administration said it depends on how quickly individual agencies process them. Although the state is delaying payments to many organizations and vendors because of the traditional fall slowdown in tax collections, the bonus payments are being made. Rich Carter, spokesman for Comptroller Leslie Munger, said the bonus payments can’t be differentiated from regular payroll when agencies submit payroll information to the office for payment. “There’s nothing that says bonus on it,” he said. “They send us the payroll and we process the checks. As you know, we are required by court order right now to pay payroll on schedule.” In his memo, Hoffman said the bonus system is similar to one implemented in contract agreements the state has reached with 18 bargaining units representing state employees. Most of those workers belong to one of several Teamsters locals or trade unions. In those agreements, 2 percent of payroll was set aside to award performance bonuses. The administration and the American Federation of State, County and Municipal Employees, which represents about 38,000 state workers, still have not agreed on a new contract. The administration wants the union to accept a four-year wage freeze while also imposing a performance bonus plan. Bargaining stopped in January when state negotiators said they believed the talks were at an impasse. The Illinois Labor Relations Board is expected to rule on the issue next month. An administrative law judge who held hearings on the issue said she believed the two sides had reached impasse on some issues, but should continue bargaining over wages and benefits. ASFCME had no comment Friday on the administrations bonus payments to non-union workers.)

(FROM THE ARTICLE: Public service employment include those who serve in the military and government jobs, but what if the newest class of job candidates doesn’t want anything to do with it? “Bring back this sense of civic idealism that you can make a difference,” says Steven Olikara. Millennials are shying away from public service. At least that appears to be the trend according to Olikara, a millennial and founding president of the Millennial Action Project. The organization’s goal is to bring American politics into a more inclusive and bipartisan age by using the talents of younger generations. “There’s this larger narrative that we have to combat which is that you can’t make a difference in public service,” says Olikara. “The levels of distrust continue to be high levels. Something like 80 percent of millennials don’t trust the government to do the right thing.” Olikara says recruitment and compensation are two huge issues when it comes to incentivizing young people. “There is a systemic problem, we need cultural change and I think the biggest thing I hear all the time is we need to be rewarding talent and rewarding results.” Lawmakers who are not millennials are well aware of this issue, so Oklahoma Sen. James Lankford and North Dakota Sen. Heidi Heitkamp held a hearing to examine just that. “We think some of the best missions in the country are in public service, we just need to figure out how we’re going to communicate that to millennials,” says Sen. Heitkamp. She says 31 percent of the federal government is eligible for retirement in 2019. She and Lankford agree that a new wave has to come in and soon. Lankford says with long hiring processes, nothing is fast these days. “Now, almost 100 days to be able to hire one federal employee. That’s a major problem. Most people aren’t going to sit around and wait if they apply for a job even if they want to be able to serve their fellow citizen.” “Hopefully, we can spark some larger public debate around how we can encourage and incentivize,” says Olikara. An October 13, 2016 poll conducted by Illinois Public Opinion Strategies (IPOS) of 664 likely Illinois voters finds that Clinton has a 50.0%-31.5% statewide edge over Trump. Libertarian Gary Johnson is taking 5.8% of the vote and Green Jill Stein is eking out 1.1%. 11.6% are undecided. In 2012, when President Barack Obama defeated Mitt Romney 57.6%-40.7% in Illinois, Johnson, running on the Libertarian ticket then too, snagged only 1.1% and Stein, 0.6%. The new automated poll compares to a July 26 IPOS statewide survey of 824 likely voters that found that Clinton led Trump 49.2%-35.6%. Johnson took 4.3% and Stein had 1.6%. 9.3% were undecided. The survey had a +/- 3.5% margin of error. Clinton has merely solidified her lead statewide. But the former first lady has also established a firm advantage over Trump in the solidly Republican-held House district of appointed State Rep. David Olsen (R-Downers Grove), who earlier in the summer succeeded ex-State Rep. Ron Sandack (R-Downers Grove), taking an eight-point lead in this DuPage County battleground. An October 12 IPOS poll of 378 likely voters found Clinton edging Trump 44%-36%. In 2014, Bruce Rauner beat Governor Pat Quinn in this district 60.3% to 37.4%. Olsen faces Democrat and Downers Grove Village Commissioner Greg Hose on November 8. While Trump is getting thumped statewide by Clinton and in Olsen’s GOP district, Trump’s cratering candidacy has – so far – avoided crushing Republican comptroller Leslie Munger’s bid to win a full, four-year term against Democratic challenger and Chicago City Clerk Susana Mendoza. The October 13 survey shows that Munger is outperforming Trump statewide and leading Mendoza 41%-39%. Libertarian Claire Ball is taking only 2.2% and Green Tim Curtin, 2.0%. 15.6% of voters are undecided. Munger, who was appointed to her job in 2015 by Governor Bruce Rauner after incumbent Judy Baar Topinka died, is also outperforming Trump in Olsen’s House district. In the October 12 poll, Munger is decisively beating Mendoza – like a Republican should in a Republican district – 50.4% to 28.9%. Johnson is taking 6.8% and Stein, 1.6%. While Trump may be getting his clock cleaned and reassembled by Clinton statewide and in Olsen’s suburban DuPage district, he is having little discernible, negative impact on Munger’s down ballot comptroller contest. This polling phenomenon is also being played out around the country regarding down ticket fights. However, if Trump has a demoralizing impact on GOP voters and turnout sours, then the bottom could indeed fall out for Munger and all sorts of down ballot GOP candidates here – and everywhere. With roughly 70 million people getting the extra check, the total cost to the treasury would be about $40 billion. Duckworth’s action came in a joint statement with Sen. Elizabeth Warren, D-Mass., one of the Senate’s leading progressives, a day after officials announced that the annual Social Security cost-of-living adjustment will be a near-invisible 0.3 percent for 2017 after zero this year. The Social Security Administration says the modest hike is all that’s warranted, given inflation. But Duckworth termed it “another disappointment” and “inadequate.” Warren and Duckworth said 3.9 percent amounts to the average percentage raise that top corporate CEOs received in the last year. And to pay for the Social Security bonus, the two would eliminate business’ tax deductibility for bonus payments on top of salary that some companies make to their chiefs. (FROM THE ARTICLE: Annuity benefits to retired federal employees will increase by 0.3 percent in January, the government announced Tuesday, a cost-of-living adjustment that translates into a monthly boost averaging around $10. The adjustment, or COLA, to federal retirement benefits mirrors that for Social Security and is based on the change in an inflation index from the third calendar quarter of one year to the next. Tuesday’s announcement follows the release of the inflation figure for September, the last month of that count. As of Oct. 1, 2015, there were about 2,054,000 federal retirees plus about another 545,000 survivor beneficiaries, according to the Office of Personnel Management. There are about 44,500 retirees or survivor beneficiaries in the District, about 163,200 in Maryland and about 144,500 in Virginia. California has the most, 215,500. Seventy percent of federal retirees draw their benefits from the Civil Service Retirement System (CSRS), which generally applies to those first hired before 1984; by contrast, more than 90 percent of current federal employees are under the Federal Employees Retirement System (FERS), which generally applies to those first hired in 1984 or after. The average monthly annuity of a CSRS retiree as of October 2015 was $3,529, while the average for those retired under FERS was $1,355. Average monthly benefits for survivor beneficiaries of deceased retirees were $1,560 and $544, respectively. There was no cost-of-living increase under either federal retirement program or under Social Security in January of this year, because the inflation count for the measuring period toward that adjustment ended in negative territory. In that situation — which has happened two other times in recent years — benefits are not cut. The two federal retirement programs differ in that FERS employees pay into Social Security as well as into the federal retirement fund and become eligible for a benefit from that program. Social Security is not part of the CSRS system, although some under CSRS become eligible for a Social Security benefit through other work or through a spouse’s employment; in those cases, offsets commonly reduce or even eliminate that benefit. The average monthly Social Security benefit nationwide is $1,355. FERS employees also get employer contributions, of up to 5 percent of salary, toward the Thrift Savings Plan, the 401(k)-style retirement saving program for federal workers, while CSRS employees don’t. But while all CSRS retirees receive a full COLA regardless of age, those retired under FERS don’t receive COLAs until age 62 unless they fall under certain exceptions. Also, a FERS COLA is reduced if the inflation count exceeds 2 percent, a provision that hasn’t applied since the 2012 boost. A COLA applies only to retirees, not to active employees, most of whom are in line for a raise averaging 1.6 percent in January. Increases for the two groups are set through different processes, and the amounts don’t necessarily track each other. Federal retirees commonly use increases in their health insurance costs as a comparator to the COLA. In the Federal Employees Health Benefits Program (FEHBP) — for which most federal retirees are eligible — the enrollee share of premiums will increase by 6.2 percent on average in January. That translates into about $11 a month more on average for self-only coverage, about $22 more for self-plus-one coverage and about $28 more for family coverage. However, enrollees have the choice of many plans in an upcoming open season — 31 in the Washington area — and some insurers are holding premiums about steady or even decreasing them slightly. . .National Active and Retired Federal Employees Association President Richard G. Thissen said the developments show that the COLA increase should be determined by a separate inflation measure that specifically tracks spending patterns of retirees. “Given the large increase in health care and insurance costs, it is crystal clear that the current formula does not accurately reflect how seniors spend their limited annuities,” he said in a statement. Many federal retirees also are enrolled in Medicare, which acts as the first payer for those who also have FEHBP coverage. About half of those retired under the CSRS, along with certain other Medicare enrollees, could face much higher premiums for their Part B (physicians and related services) coverage in 2017 than others will pay. That’s due to a “hold harmless” provision protecting most enrollees from Medicare hikes that exceed the increase in their Social Security benefits — effectively passing the entire Medicare premium cost increase to those not protected. Next year’s Medicare premium rates are to be announced in November. Last year, Congress provided partial relief for the 2016 plan year for those affected, and a coalition including federal employee and retiree groups recently wrote to Congress seeking an extension. “Congress must act now to prevent a massive increase in Medicare Part B premiums for this group of retirees,” American Federation of Government Employees President J. David Cox Sr. said in a statement. “Although most seniors would be protected, this group will have to pay more solely because of the uniqueness of their pension system.”)

(FROM THE ARTICLE: Plans for a proposed 15-resident group care home for developmentally disabled individuals just northeast of downtown Wheaton cleared another hurdle, as the city’s Group Care Home Commission voted 3-1 to grant the project a necessary group care home license. The Wheaton-based nonprofit STARS Family Services, which operates another four-person group care home called Washington House on Wheaton’s north side, wants to construct a new group care home on vacant land at the southeast corner of Cross Street and Union Avenue. The project would be constructed on land currently owned by St. John Lutheran Church, zoned for single-family residential use and used for two parking lots. Plans call for two structures that would be linked by a common courtyard. Each would have six private bedrooms, a great room, a shared kitchen and shared baths for each pair of bedrooms. The project also will include housing for a couple who would live in the home and oversee the evening and the overnight. A volunteer or staff person also will be present in the home during the day. The project has drawn opposition from some neighbors, who criticize the scale of the proposal. In addition, they have questioned STARS’ financial strength and how the home would be used were STARS to no longer be economically viable. “None of the neighbors oppose a group care home,” said neighbor Kathy Langlois. “We embrace it, we applaud it and we welcome it. And it’s absolutely not a case of ‘Not in my back yard.’ It’s a question of scale.” Langlois also said she and her neighbors would welcome the construction of one single-family home on the site. “What happens if STARS runs out of money?” she asked. “This will be a group care home. It can’t go back to being a single-family home.” STARS president Ray Chase noted that the organization has taken great pains to ensure its financial viability. STARS plans to pay cash for the land and has vowed never to open a group care home until it has 150 percent of that home’s projected first year’s operating expenses. In addition, STARS’ College Avenue resale shop generates more than 40 percent of the group’s annual need, he said. “I think we’re pretty stable,” he said. “I think we’ve taken a very conservative approach financially.” Chase also said the group is continuing to try to work with neighbors. “We’ve also done some things to make sure the home looks like it would fit in a neighborhood and isn’t overwhelming in size,” Chase said. “There even are architectural variations between the two homes so they look like different homes.” Wheaton’s Planning and Zoning Board unanimously voted in June to recommend that the City Council approve the project. Last week, three-fourths of the Group Care Home Commission’s members signed off on the project as well. Group Care Home Commission board member Chris Ellerman praised STARS for proposing two linked structures rather than one larger one. He also lauded the group’s model, which involves a married couple living with the developmentally disabled adults, with the adults’ aging parents or relatives being involved on a weekly basis and typically coming by to visit over the dinner hour. “In terms of a home for disabled adults in the community they have grown up in, absolutely,” Ellerman said. “This is their town. I live two blocks away, and I’d be ashamed if I didn’t want to welcome them in my community..” Group Care Home Commission board member Matthew McNear was the lone vote against the license. In an interview on Friday, he noted his concerns about the “scope” of the proposed home and some of the other issues that neighbors had raised. “I think STARS is a great organization and they do a lot of good there, but I think this probably could use some more discussion or some more review,” he said. (FROM THE ARTICLE: During the first eight months of the year, gamblers dropped $18.9 million into video poker machines in the city of Kankakee. Daily Journal senior reporter Lee Provost recently reported on video poker totals in his weekly business column. The numbers were sobering — and staggering. In Kankakee, $4.3 million was “lost” in the machines. Ask yourself this. Who can afford to lose $4.3 million? The totals wagered from Kankakee add up to roughly all the totals from Aroma Park, $811,751; Bradley, $8.5 million; Bourbonnais, $1.8 million; Manteno, $6.3 million; and Momence, $2 million — combined. Here’s what this tells you. A disproportionate number of the terminals, or the wagers, or both, are coming from middle class and lower middle class areas. Does it make sense that Kankakee’s wagers are 10 times those of Bourbonnais? When video gambling was legalized, the initial thought seemed to be to help out small restaurants and taverns. Instead, what has happened is the creation of mini-professional storefronts that have rows of machines. A discussion of Aroma Park’s experience indicated that is where the money is flowing now. One mainstream Aroma Park restaurant no longer operates its machines. In addition, one local mayor quoted indicated that she had not seen many cars in front of one wagering establishment. Translation: It might be that a small number of people are losing a lot of money. Moreover, the amounts wagered are escalating rapidly — up by a third or more in half a dozen communities. Now, we would not want to be Carry Nation with the ax, crusading against demon rum. It would be impossible to go back to no gambling. But a wide range of studies estimates that somewhere from 1 to 2 percent of the population can be classified as being “problem gamblers.” These are people who don’t know when to stop, and show up to follow a bad day with another long session to get even. So, in the pile of proceeds being raked in by the state, we ask a question: Is enough money being set aside to help those who will need help? Much like cigarette taxes, the government seems to need and relish the money. Unlike tobacco, are we warning people enough?)

It isn’t a trivial question. Given the Republican presidential nominee’s vulgar boasts about sexually assaulting women and trying to coerce a woman to commit adultery with him — among other things — it is hard to believe he could get past the human resources department of a Fortune 500 company. Over the last decade, much of corporate America has put in place strict policies to deal with sexual harassment and other offensive behavior, trying to make amends for an abhorrent history of letting such conduct go unchecked (remember “Mad Men”?). Hiring procedures at large companies, particularly for senior positions, include extensive background checks, which typically include interviewing former colleagues and combing through articles, court records and, yes, social media. Thousands of employees have been fired or pushed out for using far less repugnant language than Mr. Trump’s words about how he gropes women. Walmart, the nation’s largest employer, with some 2.2 million employees, has explicit policies, for example, that prohibit “sexually explicit language, off-color jokes, remarks about a person’s body” as well as “using slurs or negative stereotyping,” “verbal kidding, teasing or joking” and “intimidating acts, such as bullying or threatening.” By those definitions, it is not clear if Mr. Trump would qualify to be hired as a janitor, let alone a senior executive. A spokesman for Walmart, asked whether Mr. Trump’s comments would disqualify him from employment there, said: “We’ve got a policy of not entertaining hypotheticals.” Mr. Trump has apologized for his language, which he described as “locker room talk.” But he used the language while on the job; he was recorded on a live microphone while working to promote “The Apprentice,” his popular reality show.)

(FROM THE ARTICLE: A long-vacant office building in a prominent Wheaton location could be repurposed as a group home for new and expectant single mothers. Built in 1987 as the Wheaton Inn bed-and-breakfast, the 19,813-square-foot, three-story brick building at 301 W. Roosevelt Road, later was used as the offices for Invesco PowerShares, an exchange-traded fund firm. The company relocated to offices in the former Sara Lee building in Downers Grove in July 2012, and since then, the building has been vacant and listed for sale. Now, the Clarendon Hills-based nonprofit group Love from Above has a contract to purchase the building and is proposing to place up to 12 expectant mothers in the house. The group’s founder and CEO, Yvonne Florczak-Seeman, said Love from Above intends to buy the building from Invesco PowerShares subsidiary PCM Properties LLC and use it for a two-year transitional housing program. The building will be known as the Butterfly Garden, she said. “This is for women in college who get pregnant who want to continue their education but don’t want to have an abortion. For them, their choices are parenting or abortion,” Florczak-Seeman said. For Florczak-Seeman, 52, the issue of support during an unplanned pregnancy is a powerful — and personal — one. As a teenager, she experienced an unplanned pregnancy and made the decision to have an abortion — a decision she says she regrets. “Pregnancy is not a terminal illness or a disease,” she said. “It’s a nine month process. We need to empower these girls. Motherhood won’t destroy them; it will mature them. Motherhood or adoption is a beautiful decision. I have been feeling that this kind of program is much needed. There is not one organization that empowers young ladies.” The building will serve as the home for women ages 18 to 26 for two years each, Florczak-Seeman said. The building would have a nursery to care for babies whose mothers want to attend classes. The group also would offer on-site culinary and fashion design programs for mothers, she said. The group, which also would place all of its offices on the first floor of the building, relies on private donors, Florczak-Seeman said. “We are very excited,” she said. Wheaton officials said that while they have received an application from the group, they haven’t yet determined what kind of zoning change, if any, the group’s proposed use would require. (FROM THE ARTICLE: Every week, the Illinois Valley Times reaches mailboxes in La Salle County, with stories promoting the candidacies of Republican state representative candidates Jerry Long and David Welter. One of its owners, Dan Proft, is largely mum about the local paper, which is among a string of conservative publications popping up around the state this year. The local paper, which started in July, has no advertising, other than for a nonprofit conservative group to which Proft belongs. The chain was started in the winter by the Chicago-based Liberty Principles PAC, which receives much of its money from Republican Gov. Bruce Rauner. Over the summer, a private corporation, Local Government Information Services Inc., took possession of the papers, Proft said. The company filed its corporate paperwork with the state in mid-August, a few weeks into its management of the papers. The Times asked Proft how the company makes money with its newspapers. “I’m certain you don’t understand how newspapers or businesses make money,” Proft said in an email to a reporter. “In addition to ads, have you ever heard of the concept of subscriptions as a revenue source for newspapers, for example? Are you familiar with the concept of seed capital used to launch and grow a business? I didn’t think so.” Proft said the reporter could not be fair in reporting about his company’s newspapers, suggesting the reporter favors Long’s opponent, Rep. Andy Skoog, D-La Salle. “That makes you an advocate not a journalist. So please make sure Andy Skoog reports your ‘stories’ as in-kind contributions (in his campaign reports),” Proft said in an email. The registered agent for the company is an accountant, which often is the case in corporate filings. The company’s information listed no president, though Proft has confirmed before he is one of the owners. Proft, a former Republican candidate for governor and radio show host, declined to answer whether any seed money for the company came from Liberty Principles PAC. By law, political action committees must report expenditures and donations. He also wouldn’t say whether the papers would stop circulating after the Tuesday, Nov. 8, election. The paper regularly runs stories favorable to Long, of Streator, and Rep. David Welter, R-Morris, who is facing Democrat Martha Shugart, of Morris. The most recent editions contained headlines such as “Long supports Illinois farming” and “Welter seeks district input.” ‘Justifiable grounds’ In March, the state Board of Elections ruled complaints against Liberty Principles and its papers were filed on “justifiable grounds.” The complaints alleged Liberty Principles failed to include proper attribution of its papers’ funding source and coordinated with candidates. In its ruling, the elections board said Liberty Principles was “admonished” to ensure all its political literature and communications identify the PAC as its funder. Specifically, it must include “paid for by” language. At some point afterward, Local Government Information Services took control of the papers. In July and August, the Illinois Valley Times included no ownership information. Now it lists its corporate owner, but still includes no phone number. Skoog tied to Mautino Liberty Principles, which Proft heads, still involves itself in La Salle County. This week, the group distributed a mailer linking Skoog to his predecessor, Frank Mautino, D-Spring Valley, whose campaign spending is under federal investigation. “Will Andy Skoog be any different than Frank Mautino?” the flier asks. Their status, argues Nicholas Eberstadt in “Men Without Work,” is a “quiet catastrophe.” Until relatively recently, choosing not to work was a luxury only the wealthy could afford. Everyone else had to keep the wolf from the door (though the temptation to try to live off others has always been with us — see John Smith above). In the 1950s, 98 percent of prime-age males were working or looking for work (i.e., in the labor force). Today it is 88 percent. Recessions have affected labor-force participation, but the downward trend line has been consistent for decades. Only 15 percent of non-working men cite inability to find work as the reason for their idleness. Eberstadt examines the usual explanations. The retirement of baby boomers? It doesn’t account for the decline in work by those aged 25-54 (traditionally, the group most likely to be employed). The participation of prime-age men in the labor force fell from 94.1 percent in 1948 to 84.3 percent in 2015. Aren’t more men in college? If the work patterns of 1965 were obtained today, even accounting for the extra students enrolled in education programs, an additional 10 percent of America’s young men would be employed. “The overwhelming majority of adult male job trainees,” Eberstadt writes, “appear to be job holders already. … Most men enrolled in formal schooling are also in the workforce.”)

(FROM THE ARTICLE: “It could all come down to Colorado.” That’s the latest conventional wisdom from presidential poll watchers. But it may not be legal American citizens in my adopted home state who choose the next commander in chief. Instead, it could very well be foreign noncitizens voting illegally in the Rocky Mountains — and in other crucial swing states — who seal our country’s fate. Former Colorado Secretary of State Scott Gessler identified nearly 5,000 noncitizens in Colorado who voted in the 2010 general election. Gessler’s office uncovered upwards of 12,000 noncitizens registered to vote. Liberal groups who oppose stronger election system protections attacked him for trying to verify citizenship status — because God forbid public officials sworn to uphold the rule of law actually do anything to enhance the integrity of our election system! Compounding the problem: The militant immigration expansionist group Mi Familia Vota, connected with the Service Employees International Union, has ramped up its efforts in swing states to facilitate naturalization and registration of Latino voters who will promote the open-borders agenda at the polls. Another rare defender of American sovereignty, Kansas Secretary of State Kris Kobach, fought in court for his state’s right to require citizenship documents from people who register to vote at motor vehicle offices. Last month, a federal appeals court struck down the Kansas law despite the U.S. Constitution’s conferral of responsibility for determining who may vote to states. In a scene straight out of “Alice in Wonderland,” Kobach faced a contempt hearing for battling against those who hold contempt for truly free and fair elections. He was forced to sign an agreement with the ACLU allowing more than 18,000 motor-voter registrants to cast ballots this November while litigation continues. Last year, undercover investigative journalist James O’Keefe and his Project Veritas team blew the whistle on North Carolina political operatives who encouraged people to vote even if they were noncitizens. Like Kobach, O’Keefe endures attacks on his efforts to ensure clean elections by grievance-mongers screaming about phony voter “disenfranchisement.” Never mind that a nonpartisan study in 2014 from Old Dominion University concluded “that 6.4 percent of noncitizens voted in 2008 and 2.2 percent of noncitizens voted in 2010.” Put on your shocked faces: These illegal noncitizen voters overwhelmingly supported Democrats. And their votes were enough to tilt the presidential election results in North Carolina to President Obama, along with handing over “Democratic victories in congressional races including a critical 2008 Senate race (Al Franken’s victory in Minnesota) that delivered for Democrats a 60-vote filibuster-proof majority in the Senate.” The ACLU and other left-wing groups sabotaging voter integrity laws see no voter fraud, hear no voter fraud and speak no voter fraud. Thanks to their efforts, voter ID laws have been tossed in Texas, Wisconsin and North Carolina. Committed to flooding the voting rolls with every last potential Democrat constituent, their operational motto is: No unqualified voter left behind. But J. Christian Adams, a former Justice Department election lawyer in the Voting Rights Section, has exposed the systemic assault on the election process at every level by activist groups funded by liberal billionaire George Soros, including: –Blocking citizenship verification. –Automatic voter registration of welfare recipients without local verification checks. –Massive foreign language ballot expansion. –Obstruction of efforts to include state qualification instructions on voter registration forms. This past week, the Public Interest Law Foundation uncovered thousands of foreign aliens registered to vote in swing states Virginia and Pennsylvania thanks to the federal Motor Voter law. It’s the tip of the iceberg because the studies include just a small sample of counties. Oh, Virginia voters, you’ll be thrilled to know that your top election officials are now trying to cover up the true extent of the scandal. PILF noted that the commissioner of the Virginia Department of Elections issued a written guidance to local election officials instructing them “not to respond to our requests for records pertaining to non-citizen voters.” In Pennsylvania, election officials are so apathetic and incompetent that even when aliens begged to get off the voter rolls because they had never registered to vote in the first place, they were ignored. Catherine Engelbrecht of election integrity activist group True the Vote is right: “Just voting isn’t enough.” Keeping this republic depends on the vigilance of citizens committed to an almost impossible task these days: Making American elections American again.)
