(FROM THE EDITORIAL: When it comes to internet shenanigans at election time, the Russians don’t have the market cornered. A few members of the U.S. Congress — Democrats and Republicans — have set up “fake news” websites designed to sway voters in their direction so they can win re-election. Not cool. Tim Johnson of the McClatchy News Service reported that three sitting senators who are in the midst of tough re-election campaigns and one House member have created sites that look like internet news pages, but their aim is to put positive spin on the candidates. For example, Nevada Republican Sen. Deal Heller’s website, NevadaSenateUpdates.com, even has weather and calendar widgets on the top of its page, just like those of a conventional newspaper website. The “paid for by Heller for Senate” is in dim gray type on a black bar at the bottom, Johnson reported. On the other side of the aisle is a the faux internet news site put up by the Missouri Democratic Party — The Missouri Download — to promote the re-election chances of Sen. Claire McCaskill. Johnson reports that its declaimer is almost impossible to read. According to election watchdog groups, these are not isolated incidents, but a troubling trend. “These websites are designed with one thing in mind: to trick the reader into thinking they’re a legitimate news source. And anyone who says otherwise is being disingenuous. A label tucked at the bottom of a web page isn’t enough,” said Aaron Sharockman, executive director of PolitiFact, a fact-checking website. Brendan Fischer, of the Campaign Legal Center, a nonpartisan group on campaign finance and democracy issues, agreed. “You’d have to scroll all the way to the bottom and read the fine print to learn that these sites are actually generated by partisan political actors who are trying to win an election,” Fischer said, adding that structure of the websites indicates that “there is a degree of trust in the news media, and that’s why these candidates and parties are trying to emulate traditional news media sites.” While these campaign websites aren’t illegal, as the source and campaign information are included (albeit it in teeny-tiny print), there are certainly deceitful. All voters — Democrats, Republicans and independents — should be irked. Voters deserve better. Those in office, or seeking office, should want to get information out to the public that is positive to their campaigns and that costs doubts on their opponents. But this must be done in the open. When creating websites for these political purposes, make it crystal clear — in bright, big and bold letters — who is responsible for the content. Then the voters can judge for themselves the credibility. If the public doesn’t push back now on this dubious tactic, the proliferation will continue. It must stop.)

Warren is one of 14 counties that received a total of more than $200,000 from the Rock Island Dems last week. Warren’s check tied with Effingham County’s for being the smallest. The Kankakee County Democrats received about $28,000. Kane County’s Dems received about $20,000. Williamson County got about $14,000. The Metro East’s Madison County Democrats have so far received the largest check in this initial round: $45,495. The Carroll County Democrats have raised an average of about $3,000 a year for the past 18 years, but they received $7,523.50 last week. In Chicago and suburban Cook, precinct captains are appointed by local township and ward committeemen. They don’t have to live in the precincts assigned to them. Everywhere else, committeepersons are elected in their precincts — and it’s not easy convincing people to run for that office, particularly in overwhelmingly Republican areas. However, those county chairs can fill vacancies, and the appointed committeepersons don’t have to live in the precincts they represent, so a big push is on to get counties to a minimum level of 75 percent coverage. Some local party officials have also been told that the million-dollar contribution from Pritzker is just the first round. More party-building money is coming. By contrast, as of last week Gov. Bruce Rauner’s campaign had given a total of about $33,000 divided between nine county and township Republican organizations since the March primary. The Illinois Republican Party chipped in another $25,000 during the same time period for a handful of county organizations. J.B. Pritzker’s campaign has contributed $5.7 million to various Democratic groups and candidates since the primary, including big bucks to several suburban and Chicago political organizations. Pritzker’s campaign gave the St. Clair County Democrats $200,000 during the primary and it paid off big. Pritzker won St. Clair with 76 percent of the vote.)

(FROM THE ARTICLE: Reader: At the end of every year, my company conducts management reviews, assigning a rating of 1 (unacceptable) to 5 (outstanding) to everyone who was an employee during the year, whether or not they’re still at the company. The performance rating system requires a fixed distribution of workers – a certain percentage at each level every year. While finding workers deserving a “1” rating was relatively easy at first, over time it became a problem to assign “unacceptable” to workers who are perfectly acceptable. To meet the fixed distribution goal, management’s solution has been to assign “1” to workers who retired during the year, regardless of their performance. The retirees won’t see the “1” rating, but they also won’t receive the prorated annual bonus they would otherwise receive for the time they worked in their last year. This seems unethical. If confirmed, Kavanaugh, 53, will become one of the most powerful and influential people in government for what could be decades, and he’ll lock in a healthy six-figure salary, too. Kavanaugh currently serves on the U.S. Court of Appeals for the D.C. Circuit, where judges make $220,600 a year, according to the U.S. Courts website. Associate justices on the Supreme Court make $255,300, while the Chief Justice, currently John Roberts, makes $267,000. These salaries usually increase by $2,000-$3,000 each year. A seat on the court comes with some desirable benefits. Federal judges have the option to enroll in insurance plans through the Federal Employee Health Benefits system, whose website claims it offers “the widest selection of health plans in the country.” And justices can look forward to a generous retirement package. If they retire at 70 after serving 10 years, or at 65 after serving 15 years, they qualify for an annual pension equal to their highest full salary. There is also a summer break when court isn’t in session between July and October. It’s not exactly a vacation, as justices use the summer to prepare for cases scheduled for the fall, but it is when they do most of their traveling, much of which is subsidized, and when they lecture and teach for extra pay. Former justice Antonin Scalia reported going on 28 separate trips to lecture and teach in 2013, and Clarence Thomas earned more than $27,000 in 2015 for lectures at Brigham Young University, Creighton University and George Washington University. Justices have other streams of income, too. Stephen Breyer, for example, reported $45,000 in royalties in 2016 from his book, “The Court and the World,” while Sonia Sotomayor has earned millions for her 2013 memoir, “My Beloved World.” And, of course, some justices invest. When the Supreme Court took a patent case involving Cisco in 2015, Breyer had to sit out because he owns up to $100,000 in Cisco stock.
