CRAIN’S CHICAGO BUSINESS
— The House tax plan benefits everyone – PETER ROSKAM  (DIERSEN: How old are you? I am 69. Do you itemize your deductions? If so, how much were your itemized deductions last year? For the Diersens, they were $30,890 — $13,859 medical and dental expenses, $14,303 real estate and state income taxes, and $2,728 charitable contributions. Last year, my 87-year-old aunt’s medical deductions were $74,050. One should expect that every year that you are older, the higher that your medical expenses will be. What do you say to my critics/opponents, their operatives, and their dupes who demonize, denigrate, and condemn a) old people like me and b) those like my wife and I who itemize our deductions?)
http://www.chicagobusiness.com/article/20171109/OPINION/171109872
(FROM THE ARTICLE: Some have said that this plan would eviscerate the state and local tax deduction. This is simply not true. For Americans who choose to itemize, mortgage interest, property tax deductions and charitable contribution deductions are still available to them. This bill maintains the property tax deduction (up to $10,000), the mortgage interest deduction (for a loan up to $500,000) and the charitable deduction.)
— A stark—and sickening—reminder of how far women still have to go – DESIREE VARGAS WRIGLEY (DIERSEN: Desiree Vargas Wrigley should consider working for the federal government. She would have to take a tremendous pay cut, but sexual harassment would be far less of a problem. All federal employees are required to take lots of sexual harassment training. All during the almost 30 years that I worked for the federal government 1966-1969 and 1971-1997, I saw absolutely no sexual harassment. In the federal government, women are a member of a protected class and they are given lots of preferential treatment. Unlike the federal government’s non-veteran White male employees, its female employees are not subject to its “up-or-out” policy. The federal government wastes the careers of and gets rid of its non-veteran White male employees who do not make GS-13 (currently $94,610) by age 25, GS-14 (currently $111,801) by age 30, GS-15 (currently $131,508) by age 35, and Senior Executive Service (currently $161,900) by age 40.)

Changes made to the House bill since it was released last week have largely benefited corporations at the expense of individuals.)
— ‘Race’ exhibition at Chicago History Museum challenges what we think we know – Steve Johnson (DIERSEN: Who should pay the price of Affirmative Action, Diversity, and Inclusion? My critics/opponents, their operatives, and their dupes have always hinted/implied/argued/shouted a) that instead of me, the Post Office should have hired a minority in 1966, b) that the Post Office should gotten rid of me much sooner than it did so that a minority could have my job, c) that instead of me, IRS should have hired a minority in 1971, d) that instead of me, IRS should have promoted minorities in 1972, 1973, and 1974, e) that instead of me, GAO should have hired a minority in 1980, f) that instead of me, GAO should have promoted a minority in 1986, and g) that GAO should have gotten rid of me much sooner than it did so that a minority could have my job and my preferred corner office.)

— In Washington, tale of Robin Hood in reverse – Mark W. Schwiebert (DIERSEN: Who wants a) people who itemize their deductions to pay more federal income tax and b) people who take the standard deduction to pay less federal income tax? I itemized my deductions 1972-1977 and my wife and I have itemized our deductions since 1978. My critics/opponents have always wanted my wife and I to pay more federal income tax. They hint/imply/argue/shout a) that my wife and I were born with silver spoons in our mouths, b) that we have always been privileged, c) that the federal government grossly overpaid me, and d) that my federal pension and health/dental/vision insurance subsidies are too generous. They stress that I avoided the draft and that we gave up trying to have children, we did not adopt, and we did not become foster parents.)

CHICAGO CITY WIRE
— ‘Do we have the courage to be reasonable, to be kind?’ Proft describes politics as drying Illinois like a desert – Glenn Minnis (DIERSEN: What would your critics/opponents, their operatives, and their dupes say about you to Proft? Mine would say a) that I paid only $70,932 into the Civil Service Retirement System (CSRS) but the CSRS has already paid me $1,025,596 in today’s dollars, b) that I avoided the draft, c) that the federal government grossly overpaid me, d) that I have been married since 1978, e) that my wife has always had a good job, f) that I have not given Proft any money, g) that some/many might not pay $50/year for his newspapers because they get GOPUSA ILLINOIS emails free each and every morning and evening and without any advertising, h) etc.)
https://chicagocitywire.com/stories/511260887-do-we-have-the-courage-to-be-reasonable-to-be-kind-proft-describes-politics-as-drying-illinois-like-a-desert
(FROM THE ARTICLE: Proft discussed how 85 percent of families in Illinois say the state is on the wrong track and how half of them readily admit they’d rather be somewhere else. “If you think we can have public-sector employees pay $140,000 into the pension system and get $2 million back; if you think we have a revenue problem and not a spending problem; and if you think 32 years of the last 34 of Mike Madigan’s speakership is not a sufficient probationary period, then this speech is for you,” he said. Proft said the inconsistencies in the world of Illinois politics are glaring. “Every politician in both parties says, ‘I’m going to Springfield to provide state services because that’s what a civilized society does,’ but how is it until recently we were 51st out of 50 states, behind the District of Columbia, in providing services to people with developmental, intellectual disabilities,” he said. Adding insult to injury, Proft said a sizable portion of the state’s more than $16 billion in unpaid debt is owed to social services providers. Proft argued that Madigan has been able to control everything as long as he has because Republicans haven’t always fought the way they need to. “The reason Madigan has enjoyed his run is not because he’s genius: It is because the Republican Party is feckless, weak and surrenders,” he said. State poltics has become so divisive that it is tearing apart families, Proft contended. “Millennials are leading the exodus from this state,” he said. “The problem is, for the biggest investment middle-income families make in their lives — their homes — it’s not possible to get a rate of return on. We talk about businesses leaving, people leaving; people are leaving to go to states that keep their promises to families that have a member with developmental disabilities.” To Proft, that’s a clear indication it’s time state leaders change their focus. “We should be having a conversation about keeping our promises,” he said. “Instead of only talking about being No. 1 in job creation, maybe we should focus on being No. 1 in providing services that are a mirror of our humanity. We have become an unkind state, a barbaric state.” Proft sees another jarring example of that in the way Ford Heights, one of the state’s poorest communities, now boasts some of the highest property taxes. “This state is becoming a home equity desert, and it’s forcing people to leave and breaking up families,” he said.)

http://caselaw.findlaw.com/us-7th-circuit/1385001.html) The lawsuit involved the FOA, DOT authority to grant exemptions from the FOA, and the sufficiency of material facts that would make a dealer suspicious of a car’s mileage. On September 16, 1996, I presented oral arguments to Chief Judge Posner and to Circuit Court Judges Coffey and Kanne. On March 31, 1997, the Appellate Court agreed with me and ruled that DOT lacked authority to grant exemptions to the FOA, and that therefore, its exemption for cars over 10 years old was invalid.)

Those who work against me a) use pot, b) want to use pot legally, c) want governments to have tax revenue from the sale of pot, d) want to make money selling pot, and/or e) want to destroy Wheaton, Milton Township, DuPage County, Illinois, and America. )
http://www.dailyherald.com/news/20171107/experts-fear-consequences-of-legalized-marijuana-in-drivers-here
(FROM THE ARTICLE: Legalizing marijuana use in Illinois won’t only lead to more vehicle crashes, but it will hamstring police and prosecutors by making arrests problematic, transportation experts said Tuesday at a AAA forum. Illinois has allowed medical marijuana since 2014, and legislation is pending in the General Assembly to permit the general use and sale of up to one ounce for people 21 and older. “We finally made so much headway with reducing fatal alcohol-related car crashes, and now this comes along and blows it out of the water,” Carol Stream Deputy Police Chief John Jungers said at the Oak Brook conference. “My concern is about putting a law in place without being prepared for the repercussions.” AAA has studied the impact of legalization in Washington state and found marijuana use and fatal crashes are increasing. The portion of drivers in fatal crashes who recently used marijuana spiked to 17 percent from 8 percent from 2013 to 2014, the motorist advocacy group reported. “Illinois is not ready for this,” Illinois Traffic Safety Resource Prosecutor Jennifer Cifaldi said, adding her greatest fear was “an increase in traffic fatalities.” Advocates for legalization say changing the law would take marijuana out of the hands of drug dealers, reduce related crimes and allow people to buy a legitimate product from regulated and licensed businesses. A majority of Democratic gubernatorial candidates either support legalization or want a referendum on the issue. It’s been estimated the move could generate $350 million to $700 million to boost Illinois’ budget. Authorities at the conference said it’s difficult to get convictions for driving under the influence of cannabis because the state’s crime lab does not conduct that test. Illinois law now prohibits driving with 5 or more nanograms of tetrahydrocannabinol or THC in a person’s system. THC is the active ingredient in marijuana that can affect a person’s brain and behavior. Colorado Traffic Safety Resource Prosecutor Jennifer Knudsen said many marijuana products, including gummy bears, drinks and cookies, have become available since that state legalized cannabis. Normalizing marijuana makes it difficult for Colorado police to make judgments on whether a person is impaired during traffic stops. And in court, “when we get our juries, many of them voted for it (legalization),” she said. Alcohol use has been studied for decades, Jungers said, but the effect of marijuana on drivers is relatively unknown. “It affects people differently. … There’s not enough science to write a law,” he said. “It’s something that we’re hoping the legislature takes a really close look at,” AAA spokeswoman Beth Mosher said. “There are other issues than whether or not this is good financially for Illinois.” Cifaldi thinks legalization isn’t a matter of if but of when. “It’s going to happen,” she said.)

— ROSANNA PULIDO LETTER TO THE SPRINGFIELD STATE JOURNAL REGISTER EDITOR: I am taking time out of my busy day to tell your readers and our Mayor, how encouraged I am by Our Mayor Jim Langfelder and his courage to do the right thing for the hardworking people and Taxpayers of Springfield Illinois. I have lived in Springfield Illinois 2 1/2 years. When I came here, I got a job, payed taxes and became a responsible, involved citizen. I knew beyond a shadow of a doubt that I was Welcomed to Springfield Illinois because of my responsible actions! This Welcoming City Resolution had everything upside down. Springfield Illinois welcomed me because I become a responsible working active adult. That’s how I showed my fellow citizens that I cared for them and they welcomed me. Our Courageous Mayor did his homework and discovered what many people have discovered. You must pull the curtain back and look behind it, who is behind this movement? No, It is not just a non-binding resolution Alderwoman DiCenso! There much more they will be pushing once we let them get their foot in the door. (FROM THE ARTICLE: Governor Bruce Rauner’s decision to go against the IL GOP Platform and sign into a law a measure effectively making the state of Illinois a sanctuary state launched outrage against the Republican governor earlier this year. At the urging of the IL GOP’s conservative base, Ives has stepped forward to mount a challenge against Rauner focusing on his actions promoting sanctuary cities and taxpayer-funded abortion. It’s long past time to dispel this destructive myth. The mass immigration con is typically peddled for the same reason that you need an accountant to help do your taxes. By tying the issue to economics, politicians are trying to make it too complex for laypeople to know when they’re being scammed. While they’re exploiting your human decency with their spiel about the greater economic good, these government pickpockets are reaching into your trousers (or into your bank account) for more cash. Hey, man, a gubmint’s gotta eat! U.S. President Donald Trump isn’t buying it, though. I have yet to hear Trump proclaim that the recipe for American greatness is more immigration. The newly empowered GOP, united under support for the “Contract with America” — a 10-point legislative plan to cut federal taxes, balance the budget and dismantle a host of welfare programs enacted and expanded during the decades of Democratic rule. The Republicans’ success at the polls reflected a decision to run their House races on this nationwide agenda. It marked the first time since 1918 that a congressional election had been organized by the party out of power to be run broadly on a national level. The Republicans named Rep. Previously, they had always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take an $18,847 pay cut in today’s dollars to transfer from IRS to GAO in 1980.)

— Republican Plan Would Raise Taxes on Millions – Ben Casselman and Jim Tankersley (DIERSEN: Who wants you to pay more federal income tax? Ever-increasingly, ever since I became an IRS employee in 1971 when I was 22 years old, my critics/opponents, their operatives, and their dupes have wanted me to pay more federal income tax. They are ever-increasingly furious that I have paid less federal income tax every year since 1972 because I itemize.)
https://www.nytimes.com/2017/11/06/business/republican-plan-would-raise-taxes-on-millions.html
(FROM THE ARTICLE: Nearly half of all middle-class families would pay more in taxes in 2026 than they would under current rules if the proposed House tax bill became law, and about one-third would pay more in 2018, according to a New York Times analysis, a striking finding for a bill promoted as a middle-class tax cut. President Trump and congressional Republicans have pitched the plan unveiled last week as a tax cut for most Americans. But millions of middle-class families — particularly those with children — would see an immediate tax increase, averaging about $2,000. Among the hardest-hit under the plan would be some of the most vulnerable taxpayers: those with huge out-of-pocket medical expenses. By 2026, 45 percent of middle-class families would pay more than what they would under the existing tax system.)
— Republican Tax Rewrite Helps Some Millionaires but Hurts Others – Jim Tankersley
https://www.nytimes.com/2017/11/06/us/politics/republican-tax-plan-rich-millionaires-trump.html
(FROM THE ARTICLE: The Republican tax bill picks winners and losers across the income scale, including among millionaires. It is good news for people like President Trump but bad news for professional athletes. The bill delivers large breaks to high-earning owners of certain businesses, known as pass-through entities, which comprise most of Mr. Trump’s business empire, and to heirs of large estates, such as Mr. Trump’s children. So-called passive owners of businesses like real estate partnerships and hedge funds or even a local landscaping service, the example that Republicans pointed to when unveiling the plan last week, would enjoy the largest tax cut of all individual taxpayers under the bill. In part, that’s because the legislative text includes a carve-out allowing these earners to maintain their state and local income tax deduction — a valuable benefit that all other individual taxpayers could lose under the bill. By contrast, millionaires who earn money solely from their high-salaried employment — such as professional athletes — would see their taxes go up if the bill becomes law, because of a steep increase in their personal tax rates.)

— Restrict, don’t increase, access to marijuana – Bill Deckard, Winfield
http://www.dailyherald.com/discuss/20171106/restrict-dont-increase-access-to-marijuana
(FROM THE LETTER: An Oct. 28 letter to the Daily Herald advocated greater access to marijuana for people suffering chronic pain, citing a study in the Journal of the American Medical Association (JAMA). But if you visit the JAMA website and enter the search word “marijuana,” you’ll also see dozens of articles showing that marijuana can kill more than just pain: it can negatively impact things like cognitive function, moral clarity and the general health and well-being of users and their children and grandchildren. Another recent letter in the Herald, this one in Carolyn Hax’s advice column, highlighted marijuana as a killer of ambition. Hax’s correspondent told about her 20-something boyfriend, a daily user of marijuana who, among other things, hadn’t driven his own car in two years simply because he had lost his car keys! A question, dear reader: when you were 20-somelthing — maybe you still are — would you have given up driving your car even for two days, let along two years, just because you couldn’t find your keys? I’m writing this letter on the day before Halloween and can’t help but wonder, as our nation rushes headlong toward allowing greater access to marijuana, are we in danger of producing endless generations of ambitionless, leisure-loving, mentally challenged zombies? Let’s urge our legislators to pass laws restricting — not increasing — access to this dangerous drug.)

Since 2004, GOPUSA ILLINOIS emails have gone out each and every morning, and since 2015, each and every evening too. Since 2004, GOPUSA ILLINOIS emails have included links to almost 286,200 articles and information on many upcoming events. Consequently, ever-increasingly, Democrats and Democrat plants, Libertarians and Libertarian plant, Greens and Green plants, and RINOs a) work to stop me from putting GOPUSA ILLINOIS emails together and sending them out and b) work to stop everyone from reading GOPUSA ILLINOIS emails.)
https://www.nytimes.com/2017/11/05/nyregion/news-sites-with-local-ambitions-hope-to-fill-digital-void.html
(FROM THE ARTICLE: The abrupt shutdown on Thursday of two of the biggest digital local news sites in the city, DNAinfo and Gothamist, left a void in the news landscape. And making money off local news has proved especially challenging for publishers with ambitions to sizable reach and profits, though Patch, a nationwide chain that has nine reporters based in the city and recently expanded into Queens and Manhattan, has become profitable. But several handfuls of homegrown websites and old-fashioned print newspapers that cover the city’s teeming neighborhoods survive and, to some extent, thrive. They are not backed by personal fortunes like that of DNAinfo’s billionaire owner, Joe Ricketts, the founder of TD Ameritrade. But unlike Mr. Ricketts, who closed his unprofitable sites a week after the staff voted to unionize, they have found ways to stay in business telling the stories considered too small for the major newspapers to bother with. Some of them exist only online, some, including stalwarts that have been around for decades such as The Villager and the Our Town chain, began as print papers and continue to publish print editions. And even as they mourn the demise of DNAinfo and Gothamist, they sense an opportunity. “After it happened I had all these people telling me this is your chance to fill that gap even more,” Mr. García Conde said. Some are one-person operations, Mr. García Conde’s included. . .The sites break real news and hold the authorities accountable. . .But plaudits don’t pay the bills. For that, sites depend on advertising revenue. Mr. Torkells charges $1,000 a month for a banner ad above the TriBeCa Citizen logo, a position that currently rotates among a real-estate firm, a condo complex and a wine bar. Ms. Zagare of Bklyner is turning to sponsored articles, like one that ran on Halloween offering “Tips on Surviving Tonight’s Candy Onslaught,” with advice from Crunch Gym. . .“Good local journalism requires paying a living wage to great community journalists,” the ad read. In less than 12 hours, Ms. Zagare said Saturday, the site raised more than $1,200. Mr. García Conde said that he would love to hire another reporter, too. The Bronx, after all, is a big place. “Someone has to tell these stories,” he said.)
— I.R.S. Commissioner John A. Koskinen, Demonized by Conservatives, Leaves on His Terms – Alan Rappeport  (DIERSEN: Did you leave your employer(s) on your terms? I did not. My Democrat GAO superiors forced me to retire in 1997 when I was 49 years old, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take an $18,847 pay cut in today’s dollars to transfer from IRS to GAO in 1980. My Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions in 1978, and disallowed my partial day per diem claims in 1974. My Democrat Firestone Store superior immediately fired me when I gave him my 2-week notice in 1971. I had accepted a job offer from Oldsmobile. But then, Oldsmobile withdrew its job offer saying that it had just agreed to stop hiring Whites to settle an EEOC complaint. My Democrat Post Office superiors forced me resign in 1969 and disallowed my sick leave requests in 1969 and 1968. I would not have suffered any of the aforesaid adverse actions if I had been a Democrat, a minority, a female, and/or a veteran. Of course, my critics/opponents, their operatives, and their dupes disagree.)

My father was the first of his ancestors to earn a high school diploma. My mother never attended high school. I spent my junior and senior years and the summer in between washing dishes for the minimum wage in the basement of the S.S. Kresges in Chicago Heights. The survey found about 80 percent of student respondents said they often felt welcome and respected at UW-Madison. However, only 65 percent of students of color, 67 percent of disabled students, 69 percent of LGBT students and 50 percent of transgender and nonbinary students — those who don’t identify as either sex — said they felt welcome. About 11 percent of students reported experiencing incidents of hostile, harassing or intimidating behavior directed at them. (FROM THE ARTICLE: According to Clark County Sheriff Joe Lombardo, Stephen Paddock — the man responsible for the deadliest mass shooting in the U.S. — was a “status-driven,” high-rolling gambler who had been steadily losing money for two years. In a wide-ranging interview with KLAS-TV in Las Vegas on Wednesday, Lombardo revealed that Paddock may have seen his image declining. What does this have to do with a motive? “He was going through some bouts of depression. But he was status-driven,” Lombardo told KLAS in the interview, which was given in an attempt to clarify the murkiness surrounding the October shooting. “Since September 2015, he’s lost a significant amount of wealth, and I think that might have been a determining factor on what he was determined to do,” Lombardo added.)

GOPUSA ILLINOIS
— What do you say about Rich Miller’s poll? – Dave Diersen
(ACCORDING TO RICH MILLER: A Capitol Fax/We Ask America poll found that 61 percent of 1,064 likely Republican voters had a favorable impression of Gov. Rauner. Just 24 percent had an unfavorable opinion, despite the fact that he has been taking enormous heat from his right flank ever since he signed a publicly funded abortion on demand bill into law in late September. . .We didn’t test President Donald Trump in this poll, but nationally he’s been getting somewhere between 80 and 85 percent support from members of his own party. So while Rauner has some very real problems when compared with Trump, is the opposition stiff enough to actually take him out in the primary? The poll, conducted for my newsletter subscribers Oct. 25-29, found Gov. Rauner is leading Rep. Ives 64-19, with 16 percent undecided. The poll had a margin of error of +/-3 percent. . .According to the poll, 83 percent of Republican voters have never heard of Ives. . .According to the poll, 85 percent of Downstaters and suburban Cook voters have never heard of Ives, and neither has 78 percent of collar county suburbanites. Gov. Rauner’s Downstate lead over Rep. Ives is 65-17. It’s 67-16 in suburban Cook County and 65-22 in the collars. Among men, Rauner leads 69-21 with 10 percent undecided. Among women, it’s 60-17, with 23 percent undecided. Forty-seven percent of the respondents were mobile phone users. Her only “bright spot” is Chicago, where Rauner’s lead is 41-34. Even so, 76 percent of Chicagoans say they’ve never heard of her, meaning they chose her without knowing who she is. Chicago is the only region where Rauner’s favorability is upside down. Just 40 percent have a favorable opinion versus 49 percent who have an unfavorable view.)

They hint/imply/argue/shout that unlike them, I have lots of time and money to help the homeless because I was born with a silver spoon in my mouth, because I have always been privileged, because I avoided the draft, because the federal government grossly overpaid me, because my wife and I gave up trying to have children, because we did not adopt, because we did not become foster parents, because my federal retirement benefits are too generous, and because I do not attend church services and give money to a church like they do.)

I should write a book about individuals, organizations, companies, and governments in Wheaton, in Glen Ellyn, in Milton Township, in DuPage County, and in Illinois that demonize me, denigrate me, and condemn me because I promote the IFI. They empower Capitol Fax to destroy individuals, organizations, companies, and governments.)
http://www.centralillinoisproud.com/news/national/plaintiff-buzzfeed-isnt-a-real-news-organization/850456052
(FROM THE ARTICLE: Lawyers for a Russian tech executive are asking a federal judge to force BuzzFeed to reveal its source for an unverified dossier about Donald Trump that it published in full earlier this year. Their argument: BuzzFeed isn’t a real news organization. In court papers filed Wednesday in Florida federal court, attorneys representing Aleksej Gubarev and his companies tried to prove that BuzzFeed does not qualify for the reporters’ privilege that would allow it to avoid naming its source because it is not “a newspaper, news journal, news agency, press association, wire service, radio or TV station, network, or news magazine.” As such, the plaintiffs argue, BuzzFeed does not qualify for the privilege under a 1998 Florida law. While the filings cite an arcane statute, the argument also has echoes of an era when BuzzFeed was thought of more as a supplier of listicles and cat videos and less about its reporting. It also goes back to a time when news websites and bloggers were often looked down upon by more traditional journalists.)

— On the loss of DNAinfo and Chicagoist, and the gap they leave in our city (DIERSEN: QUESTION: Which individuals, organizations, companies, and governments would be heartbroken if GOPUSA ILLINOIS emails disappeared? http://prod.headlineclub.org/2017/11/02/on-the-loss-of-dnainfo-and-chicagoist-and-the-gap-they-leave-in-our-city/
(FROM THE ARTICLE: The Chicago Headline Club is heartbroken to learn that DNAinfo Chicago and Chicagoist have shut down today. Their departure is terrible news for journalism, Chicago and democracy at large. The two publications — along with their sibling outlets in New York, Washington, San Francisco and Los Angeles — have been an incredibly valuable source of news and information, providing a vital look at the cities we live in. During DNAinfo’s five-year history in Chicago, its staff and reporters have won more than a dozen of the Headline Club’s Peter Lisagor Awards. Chicagoist’s pithy and incisive coverage of news and culture has captured the city’s collective id better than many other outlets in the city. Their disappearance leaves a huge hole in the local and national media fabric that will be hard to refill. The Headline Club stands ready to help the reporters affected. Our website, headlineclub.org, offers a Chicago-centric list of media jobs through JobFile. Our Watchdog Fund can also compensate journalists for costs related to the reporting of an investigative story. We’ll also waive registration fees for any employee of DNAinfo or Chicagoist who wants to attend any of our educational programs, like FOIAFest, through the end of 2018. Emailprogramming@headlineclub.org to sign up. Our hearts go out to the hard-working journalists and the readers who depended on them. Stay strong.)

GOVERNMENT EXECUTIVE
— House Panel Backs Two-Year ‘Cooling-Off Period’ for Appointees Looking to Burrow In – Eric Katz (DIERSEN: GAO audits IRS. When I transferred from IRS to GAO in 1980, my Democrat GAO superiors acted like I needed a “cooling-off period” before I could be assigned to audits of IRS. They stressed that my Democrat IRS superiors had not promoted me beyond GS-12, had disallowed my education deductions in 1978, and had disallowed my partial day per diem claims in 1974. My Democrat GAO superiors used that pretext to keep me off audits of IRS 1980-1985 and 1989 until they succeeded in forcing me to take their early retirement “offer” in 1997 when I was 49 years old. While the GAO manager who hired me in 1980 finally succeeded in getting me assigned to audits of IRS in 1986, and finally succeeded in promoting me to GS-13 in 1986, my Democrat GAO superiors succeeded in getting rid of him in 1987. I worked for IRS’s Collection Division for almost 9 years 1971-1980, the last 5 1/2 years of which at the GS-12 Step 1-5 levels, currently $79,563-$90,173. But my Democrat GAO superiors succeeded in keeping me off audits of IRS’ Collection Division during the entire almost 18 years that I worked for IRS. My Democrat GAO superiors wasted my knowledge of IRS.)

http://www.chicagobusiness.com/article/20171102/BLOGS02/171109948/roskam-lauds-gop-tax-plan-that-could-hit-thousands-of-constituents
(FROM THE ARTICLE: The Illinois congressman who’s one of the major authors of the big new GOP tax plan says he’s solidly behind it and intends to vote to enact it—even though local tax authorities say tens of thousands of homeowners in his district would be affected by a new cap on property-tax deductions, potentially cutting into and maybe eliminating any overall tax cut they would enjoy under the rewritten rules. . .The potential problem with that is that tens of thousands of residents in Roskam’s district, which is centered in DuPage County but also includes portions of Lake and Kane Counties, now pay more than that in property taxes. For instance, in DuPage, County Treasurer Gwen Henry reports that in the latest available year, 49,095 owners of single-family residences got annual tax bills of more than $10,000. That’s just under a fifth of the total 288,123 of such parcels in the county.)

— The party’s over; what will replace it? – Jim Nowlan (DIERSEN: What do your critics/opponents do? My critics/opponents, their operatives, and their dupes a) promote patronage and b) reject some, most, or all of the Illinois Republican Party platform.)

(FROM THE ARTICLE: Parties were held together by union or business philosophies, respectively, plus the glue of patronage jobs (jobs awarded by a political patron, such as an urban boss or governor) for precinct workers who linked themselves directly to voters. For my master’s thesis on the Illinois Republican Party of the 1950s and 1960s, I found that at one time 82 of the state’s 102 GOP county chairmen held state jobs courtesy of a Republican governor. The push by reformers for selection of state government employees on merit and court decisions that prohibited job largesse based on party affiliation have largely eliminated patronage jobs. The resource that patronage provided parties has now been replaced, ever more expansively, by the money of mega-millionaires. So today, party organizations are shells of their past importance, and big-money candidates use parties almost solely as labels by which to get onto the ballot. This coming year in Illinois, for example, two billionaires are spending hundreds of millions—at current spending rates—to win the governorship a year from now. Incumbent governor Bruce Rauner also is funding the campaigns of favored legislators, a job traditionally left to the candidates themselves (in my era) and more recently by legislative leaders who raised money for their troops. In the past, when party organizations helped win elections, a wannabe candidate was asked: How much work have you done for the party, and how loyal have you been? Now the question is: How much money do you have or can you raise?)

https://westcooknews.com/stories/511257742-ives-seen-as-offering-ray-of-hope-in-dark-clouds-over-illinois-gop
(FROM THE ARTICLE: Leef, who recently launched his campaign against U.S. Rep. Danny Davis (D-Illinois) in the Seventh Congressional District, said he has felt betrayed by Rauner ever since supporting him his gubernatorial campaign in 2014. “In the last election for governor, I voted for Bruce Rauner,” he said. “I felt that despite his undisputed liberal ideology on several important issues, I believed him when he assured the voters that he would govern as a fiscally principled conservative and keep his and his wife’s role as social warriors in check. As it turns out, Bruce Rauner has done the exact opposite.” Leef said GOP politicians like Rauner, who have ascended to public office only to forget their principles along the way, have left the state’s Republican party in tatters. “A Republican Party barely exists in Illinois,” he said. “This has been a result of decades of neglect by national party leaders, as well as a seeming total lack of vision or consistency of direction and narrative. Combine this with a complete lack of ability by the GOP to govern, and you have the disaster we see today in Illinois.”)

(FROM THE ARTICLE: “We’ve talked to a couple of people who for various reasons didn’t want to do it. This is a job that is a part-time job,” state Sen. Terry Link, the commission chairman, told POLITICO. “We’ve been previously trying to get an inspector general but we haven’t been able to, we keep on trying.” It’s up to the four legislative leaders to choose a person who the commission then approves. Not that everything is about gender but we’ll point out the eight member board is made up of six men and two women (each leader appoints two people). The four legislative leaders are all male. Senate President John Cullerton on Wednesday said an interim IG could be appointed next week. . .In McConnaughay’s opinion, the job should go to a former federal prosecutor. “I think the only way to go is we hire or find a former U.S. attorney. I’m guessing one of them will take the job and they are the only ones who are beyond approach,” she said. “Clearly, the General Assembly is incapable of policing itself.”)

CAPITOL FAX
— Ives calls sexual harassment bill “virtue-signaling legislation,” while Reick walks it back
https://capitolfax.com/2017/11/02/ives-calls-sexual-harassment-bill-virtue-signaling-legislation-while-reick-walks-it-back/
(FROM THE IVES PRESS RELEASE: The role of Illinois Legislative Inspector General, an agency responsible for uncovering wrongdoing at the highest levels of Illinois government, has been vacant since December 2014. Yesterday it was reported that legislative staff in Springfield is holding up to 27 separate sexual harassment complaints against members of the Illinois General Assembly. A complaint must be filed with the Legislative Inspector General to be considered a “case.” Through that loophole, the political establishment in Springfield has been able to claim that there are no pending cases of sexual harassment. State Representative Jeanne Ives (R-Wheaton) issued the following statement calling on Governor Bruce Rauner and House Speaker Mike Madigan (D-Chicago) to fill the position immediately: “Illinois has a reputation for political corruption. Government transparency and accountability should be top priorities for any leader who is serious about reform,” said Ives. “The charges of sexual harassment recently brought to light by Denise Rotheimer went unheard for a year. She was forced to suffer Senator Silverstein’s unwanted advances for a year. It was only out of political necessity that she was given a hearing at all. Twenty-seven other complaints of sexual harassment are being held by staff members and do not count as cases. Through its inaction, the ILGA has reaffirmed to women across the state that speaking up about the harassment of someone who is politically powerful will get you a one-way ticket to nowhere. They have reminded women and girls that they will just have to deal with it, because that’s the way it is. It is an inexcusable injustice.” “Sexual harassment and other forms of discrimination have a detrimental impact on institutions. This is a very serious charge. While the problem is rampant in Springfield, it has not been taken seriously by this state’s political leadership over the past two years. I understand the importance of protecting the women working in state government. And I take it seriously regardless of who is implicated. In order to properly prosecute offenders, legislative leaders must appoint a Legislative Inspector General.” “The fact that we have gone three years without a Legislative IG in place is a failure of both parties. starting with those in the majority party in both chambers. We should know if other members were being protected as Cullerton protected the complaint against Sen. Silverstein from a proper and timely investigation.” “We should have an expeditious appointment of a Legislative IG to exercise oversight and provide a channel for any persons who believed they were wronged to lodge a complaint. This is more important than the virtue-signaling legislation being advanced at present by people who were unserious about predatory behavior for too long to now pretend they are serious.” “Illinoisans have seen too many instances in which those in power look the other way to protect those who keep them in power. I am running for Governor to restore accountability and respectability to state government.”)

In my defense, I completed the requirements for a master’s degree in accounting from DePaul in 1980, passed the Certified Internal Auditor examination on my first attempt in 1981, became a licensed CPA in 1981, a Certified Fraud Examiner in 1990, a Certified Government Financial Manager in 1994, a Certified Financial Services Auditor in 1996, and a Forensic Accountant in 1997. In addition, completed the requirements for a master’s degree in financial markets and trading from IIT in 1997.)
