(FROM THE ARTICLE: It’s for the feds to do something like Pennsylvania has done with its inheritance tax: Tax from Dollar One (after deductions for funeral expenses, medical bills and other legitimate debts), but at very modest rates. You see, Pennsylvania only takes 4.5 percent from an estate whose heirs are the decedent’s children, grandchildren or other “lineal descendants.” It exempts spouses from tax altogether and also provides generous exemptions for legitimate family-owned farms and businesses. (The feds, by contrast, currently have a top rate of a confiscatory 40 percent, although as I said, it’s a joke since almost nobody pays it.)
