JEANNE IVES of Wheaton is waging just that type of fight. A key reason Ives got into the race is that Rauner signed a bill he said he would veto — which in part expands taxpayer-paid abortions to Medicaid recipients. Rauner has said Ives is too far to the right to get elected in Illinois. Ives says Rauner lied about the abortion bill and is lying about her in ads that accuse her of being linked to House Speaker MICHAEL MADIGAN, D-Chicago. She also says Rauner doesn’t deserve another term after his first one. Ives got a lot of attention by running an ad, roundly criticized, that showed actors (including a man in a dress) seen by critics as stereotypical negative views of groups including transgender people. Some newspapers have cited that ad as divisive and the reason they can’t endorse Ives. It did get attention, but also gave people pause. I think Rauner gets the nomination — but Ives could well be close. And if she even overcomes him, it won’t be a shock. . .On the GOP side, Rauner backs Urbana attorney ERIKA HAROLD, and she beats DuPage County Board member GARY GRASSO.)

Rauner has garnered more than $440,000 in 2018. His biggest donors include previous supporter and Chicago executive William Kunkler of C.C. (FROM THE ARTICLE: Recently, on the same day, I received five over-size, glossy political postcards from Gov. Bruce Rauner. The cards told the most outrageous, bald-faced lies about an opponent that I have ever read. As I digested the messages, I became sick to my stomach. Rauner is being challenged by state Rep. Jeanne Ives for the GOP nomination for governor, at the March 20 Republican primary election. I do not favor either candidate. Ives is too conservative for me, and Rauner is, well, a bald-faced liar. And, apparently, not embarrassed or shamed a whit about his lying to the voters. The messages say that Ives, among other dastardly deeds: Is the lackey of Democratic Speaker of the Illinois House Mike Madigan Wants to keep the recent increase in the income tax and Opposes cutting property taxes Thee anti-Ives statements are “supported” by citations of roll call votes and quotations found in newspapers. Shamefully, the above claims by Rauner represent lying by the ploy of excerpting snippets from larger statements to reverse the meaning. For example, in Henry IV, Shakespeare has Dick the Butcher declare: ”The first thing we do, let’s kill all the lawyers.” Sounds like an attack on lawyers. Yet, in the full context, Butcher thought if he disturbed law and order, he could become king. Thus, Shakespeare meant the famous line as a compliment to attorneys and judges who instill justice in society. That is what Rauner and his consultants have done. Reverse the meaning. Red becomes green; night, day. Indeed, Ives is as anti-Madigan, anti-tax (of any kind) as they come. Respected publications, such as Crain’s Chicago Business, columnist Scott Reeder and others, already have called out Rauner for his lying. We also must note Democrat Madigan, Rauner’s nemesis, has been using misleading attack ads against GOP opponents for years. I still stifle a rueful chuckle when I recall an ad in which Madigan minions charged a GOP opponent for consorting with sex perverts. This was so because the Republican rented an apartment to someone who had years earlier been convicted of some sex crime. Political campaigning has been rough and tumble since the early days of the Republic, when Federalists passed the Alien and Sedition Act. The law allowed President John Adams to jail to newspaper editors and others who criticized him, which he did with gusto. Today, billionaires flaunt limitless campaign spending as they assault untutored voters with lies and misleading half-truths that are laughable to insiders. Why do they do this? Because it works. In my day, half a century ago, candidates generally stuck to making positive statements about themselves, leaving their opponents alone. Not today, obviously. I blame the political consultants. They are paid to win, period. Not to win fairly, honestly, nor with substantive arguments. But simply to win. Win-at-any-cost consultants disgust me. They lurk in the background of campaigns, holding in contempt the voters they deceive. Consultants have found that voters — their cynicism probably ingrained by endless attack ads courtesy of those same consultants — tend to believe the worst about candidates today. Of course, candidates don’t have to accept the advice from consultants that they mislead the public about their opponents. Yet, too many candidates want to win so badly they accept the “wisdom” of their consultants, and thus often spend most of their money on the attack. Legitimate criticism of an opponent is fair game, of course, and helpful to voters. But outright lying? Come on. If we — you and I — don’t call out bald-faced lying, things will only get worse, if such is possible. At the national level, PolitiFact uses volunteers and donations to call out misrepresentation and lies. I propose at the state and local level in Illinois we create a simple Code of Ethics for Political Campaigns: “I will neither lie nor mislead voters about my opponents.” Then we ask all candidates to sign the pledge. Those who fail to sign the pledge, or break it, would be publicly rebuked. Those who sign and keep to the pledge would be publicly commended. The ideal group to implement a Code of Ethics would be the nonprofit Illinois Campaign for Political Reform. But they would need lots of volunteer help. Pollyannaish? Sure, but we could use some Jimmy Stewart (Mr. Smith Goes to Washington) politics in our democracy. So, to be charitable, let’s not kill all the political consultants, appealing as the thought might be. Instead, let’s call out those consultants and candidates who lie and mislead.)

Bruce Rauner in the primary election, she cites the honor code of her West Point alma mater: “I will not lie, cheat or steal or tolerate those that do.” The governor, Ives contends, lied to her and other social conservatives in 2014 when he said he had no social agenda, and she points to his signature on a law to expand abortion rights. At the same time, however, the Wheaton legislator has embraced Trump and urges what she calls the “silent majority” that elected him to rise up against Rauner. Trump’s lies in office are well chronicled — just Wednesday, he boasted that he made up facts on trade during a meeting with Canadian Prime Minister Justin Trudeau. Trump also has a history of cheating, including his affair with actress Marla Maples that broke up his first marriage, and the current fallout from $130,000 paid by his lawyer to a porn star who goes by the name Stormy Daniels as “hush money” about an alleged affair. How does Ives reconcile campaigning on an honor code that prohibits lying and cheating as a rationale to take on Rauner, while not only tolerating but actively promoting Trump? Asked that question recently, Ives paused for several seconds. “For me, it’s a personal affront to what Gov. Rauner has done because I’m part of that Republican caucus he lied to, OK?” she said. “So, it’s a very personal thing. That’s the thing. I can affect him (Rauner) and the outcome of this election. I can’t necessarily affect Donald Trump.” . . . “These two primary races at the governor’s level are pretty good examples of this issue of differentiation. Jeanne Ives has been very clear and very pointed about differentiating herself from Rauner in very specific ways,” he said. “Whereas the Democrats have to say, ‘Well, I’ve got this slightly different take on (things).’ Nuances are a problem.” With Ives, there’s not much nuance to her support for the president. “I think we should have a working relationship with (Trump),” she said after a recent gathering of the Streeterville Organization of Active Residents at Water Tower Place. “And look, I’ve been disappointed by a lot of other politicians who have lied about what their intentions are, have done the wrong thing. But you still work with them. You still work with them,” she said. “But in the case of Rauner, I can actually affect change where he has personally lied about his policies.” Ives has supported Trump attacks on sanctuary cities and illegal immigration while criticizing Rauner’s approval of legislation that would prevent local law enforcement from holding someone based solely on their legal status or detaining someone without a judicially issued warrant. Ives’ challenge means Rauner’s attempts to distance himself from Trump have become a factor for the governor ahead of the primary, Mooney said. “Rauner’s spent his time ignoring (Trump), (the president) is sort of a pariah in the state, and that’s annoyed the Trump supporters in the state, and then Jeanne Ives comes along,” Mooney said. “If she wouldn’t have been there, raising (Rauner’s) ambiguity about Trump and all of that, in the fall, the Democrat, whoever it would be, would definitely hammer him on Trump, associate him with Trump,” he added. “But without Ives putting out these sort of RINO (Republican In Name Only) criticisms and so forth, those (Trump) people might have just gone ahead and would vote for (Rauner).” Trump presents a problem for a Republican governor running in a Democratic-leaning state. For nearly two years, Rauner routinely has avoided using the president’s name in public, and he skipped the 2016 GOP convention that nominated Trump. Asked by reporters about Trump-proposed policies on immigration, health care and other issues and Rauner regularly demurs — at one point saying he had “no obligation” to discuss “every policy change in Washington.” Instead, Rauner has focused his primary campaign on his frequent political target, veteran Democratic House Speaker Michael Madigan, going so far as to try to link Madigan to Ives despite vast ideological differences between the Democratic leader and the GOP challenger. The assertion rated a “Pants on Fire” from PolitiFact Illinois. The election, Rauner told reporters, is “about the people against a corrupt, broken system. It’s about the people of Illinois demanding more value for their taxes and a lower tax burden, the people of Illinois demanding more jobs, more economic opportunity and the people of Illinois demanding an end to the corruption in our system by getting term limits.” The governor said his campaign message is one of “unification” that transcends party labels. But Rauner has had difficulty finding a base. His approval of legislation expanding taxpayer-funded abortions to women covered by Medicaid and state employee health insurance motivated Ives to challenge him. GOP conservatives viewed Rauner’s move as a betrayal after he had vowed to veto the bill. On the other hand, Rauner’s support of the measure could help him if he makes it to the November general election, winning favor with GOP-leaning moderate suburban women, a critical demographic in an evolving collar county landscape. Rauner followed that up, however, with his Tuesday veto of legislation that would have required the state licensing of gun shops. That’s legislation those same suburban women, many of them mothers of school-age children, would support. Before then, however, Rauner has to win the primary election, and he knows the voting power of Downstate gun-rights supporters. David Yepsen, the former head of the Paul Simon Public Policy Center at Southern Illinois University at Carbondale, said the Trump impact in the primaries may only be just the beginning heading toward the outcomes of the November general election. “There is a Trump effect, and it can be a harmful one to Republican chances in Illinois in November. There is a Democrat wave starting to form, and it manifests itself in the energy you see in these groups, the turnouts in primaries in other states,” said Yepsen, a former national columnist for The Des Moines Register. “It’s history. (FROM THE ARTICLE: The Chicago Republican Party has filed a complaint with Chicago Public Schools and is considering suing over an anti-gun violence student walkout Wednesday morning it calls “political” and an “indoctrination.” Chicago Public Schools CEO Janice Jackson has publicly given her approval and support for the district-wide walkout, which a Chicago GOP Chairman says has turned into an administration-organized event not a “student walkout.” Chris Cleveland, chairman of the Chicago GOP, pointed to an email sent by an elementary school principal that gave parents of young students instructions on the walkout and the option of making posters. Students across the country were holding a walkout on Wednesday to protest gun violence and to call for gun control measures on the one-month anniversary of the Parkland school shooting that left 17 people dead. The GOP chairman said the school district seemed to be coercing students to take part in the demonstrations. “It’s appalling that 10 to 14 year old kids would be coerced, by their teachers, to participate in a political demonstration,” Cleveland wrote in a statement. “A 10-year-old kid isn’t going to have an informed opinion on these political matters, and shouldn’t be expected to have the fortitude to hold a different opinion from everyone else in his or her classroom. This is political indoctrination, pure and simple.” CPS Inspector General Nicholas Schuler told Fox News the district received the complaint and is evaluating it. The Chicago Public Schools and the CEO’s office have not returned calls from Fox News seeking comment. Last year, more than 650 people were murdered in Chicago. In 2016, nearly 800 were killed, many of whom were teens, some under the age of 12. And Madigan spent thousands of dollars on mail pieces against two other state central committee members endorsed by Our Revolution, a group of Bernie Sanders supporters like Gronemeyer who want to reform the Democratic Party of Illinois. That might include toppling Madigan, who has headed the party since 1998. “I think it’s been a very tough fight with him and Rauner. Certainly, I’m opposed to Rauner,” said Gronemeyer, a pathologist who lives in Glen Carbon and owns SEMC Pathology in Highland. “But I think that maybe it might be time to contemplate a change. I think (Madigan) should want to embrace some of the people who are running on the slate with me. “We are good Democrats. We went to the convention. We supported things. We got out the vote. I think he should embrace us rather than run ads against us. Or come and talk to us even.” Our Revolution includes 13 candidates from around the state running for either state central committeeman or committeewoman. Even if all were elected next Tuesday, they probably couldn’t transform the 36-member state central committee. But Gronemeyer said she “would like to make the party more progressive. The idea is that it’s sort of staid. We had a lot of progressive activity during the Bernie campaign, and we’d just like to expand the progressive part of it. “The party doesn’t reach everybody. There are a lot of young people and other people who sort of feel left out. I think the Illinois Democratic Party could use some new blood, not that I’m new, but I think I’m a young 65.” Gronemeyer said she doesn’t know why the head of the Democratic Party is using robocalls against her or mailers against some of her colleagues. “I don’t know why Madigan would be afraid of us. We don’t want to throw everything away. Gosh darn it, I supported a tax increase because we have to do something with our budget,” she said of the state income tax increase last year. “They shouldn’t be afraid of us. They should want people to be involved, and that’s what our goal is. “Do I want to declare war on him? No, I want to see if we can work together. I want to see how we can work. I don’t think that declaring war is necessarily a good tactic. But I’m not saying I wouldn’t like to see someone else in there either. We need to see who is available and what they offer.” Madigan spokesman Steve Brown said the robocalls for Mazzotti are simply “in support of incumbent members of the committee who have been longtime Democratic activists.” He said that recorded calls from U.S. Sen. Tammy Duckworth also have been used on behalf of incumbent state central committee members. “I don’t think anyone is afraid of them,” Brown said. “But you run campaigns to win, and in the case of Sen. Durbin’s calls and the Carrigan calls and the Duckworth calls we made, it is to support party activists who are running to win. (FROM THE ARTICLE: Accusations of harassment from a campaign worker against her supervisor and close aide to Illinois House Speaker Michael Madigan, Kevin Quinn, led to Quinn’s firing last month. Madigan is still struggling with the ripple effects from Alaina Hampton’s claims, with some observers predicting this could be the downfall for the powerful politician. Hampton’s story has also brought attention to how political campaigns deal with sexual harassment. Organizers with a national movement to unionize campaign workers say with the high-pressure and temporary nature of campaign work, there’s often a push to ignore problems like harassment. “We think that (campaigns) are important and working really hard to elect the candidates is something that can change the future of our state,” said Emma LaBounty, an Illinois-based organizer with the Campaign Workers Guild. “But, it’s also something where a lot of times employers will use that as a reason why people should just put their head, work really hard and just not allow themselves to worry about anything else. . . until after election day.” Four Chicago House Democrats recently held a meeting with the Campaign Workers Guild. Campaign workers were invited to talk about their experiences and what they wanted to see change in the workplace. Meanwhile, one of the legislative groups tasked with addressing sexual harassment in Illinois government is looking to change the state election code and Human Rights Act to add protections for campaign workers. A panel appointed by Madigan in the wake of the Hampton’s allegations – U.S. Rep. Cheri Bustos, Comptroller Susana Mendoza and state Rep. Carol Ammons – will examine the issue as well. The panel won’t handle any investigations, but plans to talk with those who have spoken out about sexual misconduct within the Democratic Party, according to a letter from the three officials released last month. All funding and work for the panel will be independent from the Democratic Party. “This is a long-standing problem,” said state Rep. Kelly Cassidy, a Chicago Democrat and one of the lawmakers who met with LaBounty. “This is something that is endemic to this industry. We are the most nontraditional of nontraditional workplaces.” In an environment that requires considerable work in an often tight time span, it’s common to encounter unclear expectations and confusion about where employees go to report a problem such as sexual harassment, LaBounty said. Often one person is assigned the human resources role in addition to their campaign duties, and that person rarely has training or experience, LaBounty said. In large campaigns, a more formal HR department is more common, but its existence does not remedy the concerns of campaign workers. “Those are the sorts of situations where, while having adequate processes and adequate HR is certainly something that might be a little bit helpful for stabilizing the situation. . . the HR people still work for and are accountable to the employer at the end of the day,” she said. The guild is working in Illinois and several other states to get contracts for campaign workers that include specific clauses protecting them from harassment and requiring each campaign to have a person to file complaints with and a process to move the claim forward to an impartial third-party investigation. So far, the union group has only been contacted by Democratic campaigns, but if a Republican campaign staffer were to approach the group with an interest in unionizing, they would help, LaBounty said. Leaders of the House Task Force on Sexual Harassment are looking to strengthen the complaint reporting process as well. Their proposal includes changes in the state election code that would mandate all political committees maintain discrimination and harassment policies. Additionally, training in sexual harassment and discrimination would be required. “They would have to have some of the things that we require of ourselves in government,” said state Rep. Sara Wojcicki Jimenez, a Republican from Leland Grove. She and Democratic Rep. Barbara Flynn Currie co-chair the task force. By expanding the definition of an employee to include some campaign workers and the definition of employer to include the political committees that run campaigns in the Human Rights Act, Jimenez is hoping the committee will be able to tackle the issue of the campaign misconduct reporting structure. “A lot of what we’re doing right now is diving into our current law to see where we need to make some adjustments to include places for folks not only to get training if they work on a campaign, and if something were to happen, how they could report that up through the process and get a due process situation to hear their complaint,” Jimenez said. The task force has set up an email account, sdhtaskforce@ilga.gov, for the general public to submit suggestions and tips for amending the law to better tackle the nationwide issue of sexual harassment and discrimination.)

Five Naperville precincts were identified as having some of the lowest voter turnout in terms of the number of registered voters, so students went door to door in those precincts to encourage people to vote. Students returned with feedback from residents, some of it positive, and some of it negative. Sherer said the bill was about giving more rights back to local control. “I agree with that too; however you have issues here because once you leave it open to interpretation by the school district then you are absolutely opening it up for discrimination, because they forced someone to get a physical or they declined them because they felt like they were not physically fit enough for the position,” Ives said. “Then you put them (school districts) in a conundrum, you see.” Next comes workers’ compensation problems, Ive said, noting if a substitute gets injured doing an exercise they are not up for, the school district could become liable; however, Scherer said it is “about local control and it is as simple as that.” After Ives voted no and left the meeting, Rep. Robert Pritchard (R-Hinckley) sought clarification on the bill, asking if Sherer was looking to temporarily waive the licensing in an effort to get needed teachers sooner and was told no; he then asked if the “teachers association and management alliance” approved the bill. “There are no opponents,” Sherer said. Rep. David Olsen (R-Downers Grove) said he was confused. “Maybe I am the only confused one whether it is evidence of physical fitness or a physical where I go to my doctor and I get a physical,” Olsen said. Sherer said it is not about how many sit-ups a substitute can perform or times they can run around the block, it is a money issue, alleviating the ancillary educator from coming up with even more funds than necessary to be certified. “I respect the concerns Rep. Ives had about workers’ comp and such, but you are correct we do have a teacher shortage and I think we need to take some steps to address that shortage,” Olsen said. Rep. John Cavaletto (R-Salem) shared Ives’ apprehension. “I really don’t like that,” Cavaletto, adding though he understands the shortage, that should not be a reason to exclude some substitutes from mandates teachers themselves are required to follow. He then asked about the cost of a physical, which Sherer said could cost up to $400, but physical or not a substitute would have to be free of communicable disease. “How many of those are there I wonder,” Cavaletto said. Though he was not thrilled with the bill, Cavaletto said he would support the bill due to the teacher shortage. The panel approved HB4706 and the bill moved to the House floor.)
