(FROM THE EDITORIAL: One of the rules of politics is that double-crossers shouldn’t expect favors from those they double-cross. A couple weeks ago, Republican state Sen. Sam McCann announced his third-party candidacy in the gubernatorial campaign, joining incumbent Republican Gov. Bruce Rauner and Democrat J.B. Pritzker. McCann, a nominal Republican who’s long feuded with Rauner and his fellow Republican legislators, has no chance to win the race. But running as the candidate of what he calls the Conservative Party, McCann has a great chance of drawing votes at the expense of Rauner and to the benefit of Pritzker. To say that Republicans were chagrined by McCann’s decision is to put it mildly. If Democrats take back the governor’s office in November — current polling indicates they will — the GOP will look back to McCann’s announcement of candidacy and label it one more nail in Rauner’s political coffin. Further, to say that Democrats were pleased with McCann’s decision also is to put it mildly. In fact, they were delighted. Pritzker immediately welcomed McCann to the race. The multi-billionaire Chicago businessman is clearly operating under the maxim that the “enemy (McCann) of my enemy (Rauner) is my friend,” to the point that he was positively glowing from this exercise in self-interest. That political circumstance — and the hard feelings it generated — have now led to another controversy. McCann’s unhappy colleagues decided to take him at, if not his word, his action that he’s abandoned them. So they’ve abandoned him. State Sen. Bill Brady contends that McCann resigned from the GOP Senate caucus. Consequently, the GOP is no longer providing services to McCann that it provides to members of the GOP caucus. That includes assistance in writing legislation, communications with constituents, keeping track of bills as they wind their ways through the legislative process and providing photographers to take pictures of visitors to the legislator’s office. McCann is now complaining about this act of retaliation, noting that there was no staff photographer to record his recent visit with “a group of Girl Scouts.” McCann asserts that denying him, among other things, pictures with his Girl Scout visitors is “totally unconstitutional.” “I think the taxpayers need to know that … currently, in the 50th District, you are enduring taxation without representation,” he said. McCann not only is complaining about his treatment, he’s threatening to file a lawsuit over it. His legal theory — interesting, but not necessarily persuasive — is that even though he’s a self-described candidate for governor representing the Conservative Party, he’s also a Republican member of the Illinois Senate legally entitled to support services both parties typically provide to members.)

Bruce Rauner’s favored candidate — Tim Schneider — can win another term and opening a new divide in a state party that just can’t heal itself. Robert Winchester, a 15th district committeeman candidate, a key district in southern Illinois, is disputing the validity of the results of his own election and threatening the Illinois Republican Party with legal action if it continues to identify his opponent, state Sen. Chapin Rose, as the winner. (Quick primer: Rose is pro-Rauner/Schneider while Winchester is poised to back Schneider’s opponent for state party chair). Party response: “A majority of Republican precinct committeemen in IL-15 cast their vote for state Sen. Chapin Rose for State Central Committeemen, which means he is the winner of that election,” Illinois Republican Party spokesman Aaron DeGroot responded by email last night. Except: in documents obtained by POLITICO, Winchester is demanding the party refrain from naming Rose the victor in the 15th district and separately asking the Illinois State Board of Elections to call the race. In a letter addressed to Andrew Collins, the executive director of the Illinois Republican Party, Winchester’s attorney alleges “substantial irregularities in the voting procedures in key counties of the 15th district.” “It is thereby demanded that the IRP take down all of the announcements in which Rep. Rose is identified as either the person receiving the most votes in the 15th district or identifying Rep. Enter the newly-elected Republican State Central Committeemen, who are to meet May 19th to vote on the next chairman. Each of the votes is weighted. The district with the greatest weighted vote? The one under dispute in the 15th. While Rose supports Schneider, Winchester had pledged his support to challenger Mark Shaw, who is Lake County’s GOP Chairman. GOP sources tell us that the unofficial breakdown is pretty closely divided between Schneider and Shaw, making the 15th district outcome all that more impactful. Disunity: If Schneider cannot hold onto power, that’s a direct reflection on Rauner’s weakened grasp of his party. That’s a particularly stinging rebuke since Rauner has almost single-handedly funded the Illinois Republican Party apparatus. The board chairman is the only countywide elected official who won’t get a pay raise; the position pays $131,559 a year. If you think about it, even devoted democrats draw the line somewhere on ballot box access: The right to vote is generally denied to prisoners, children, noncitizens, and people judged mentally incompetent. But imagine the envy and anger that would be unleashed if voting power were based on profession or education. Who would decide how to divide the public into first-, second-, and third-class citizens? Would biology professors be certified as “highly qualified” but high school history teachers ranked “standard qualified”? What about journalists vs. carpenters vs. actors vs. the unemployed? And how much of the public would be consigned to the lowest tier of “unqualified” voters—would it be 1 percent or 10 percent or more? A student then reported the teacher’s use of the slur to the school principal, Alajakis said. The teacher was pulled from the classroom during an investigation into the matter, and later temporarily suspended, Alajakis said. He also was ordered to take cultural sensitivity training and moved to another building, Alajakis said. The teacher has not yet completed the training because the district is still working to identify a course, Alajakis said. Nevertheless, the incident is emblematic of a larger problem at Waukegan District 60, retired Waukegan administrator Harlene Shipley said. District officials should place a greater focus on cultural diversity training so that teachers can better understand their pupils, Shipley said. As another example, Shipley also pointed to a group of former Waukegan High School students who had addressed the school board in February about providing training and specialized resources aimed at students living in the country without legal permission. They also spoke about district staff not understanding them and what they’re going through, Shipley said. If teachers underwent diversity and cultural awareness training they would be less likely to speak insensitively, to know where potential pitfalls existed and to find educational opportunities in cultural items such as the new “Black Panther” movie, Shipley said.)

(FROM THE LETTER: Reports suggest that Gov. Bruce Rauner spent almost $37 million in his primary race to defeat Jeanne Ives. It appears clear that, regardless of whoever wins in November, the next governor will be a considerably less-wealthy multimillionaire than the candidate who started the race. (FROM THE LETTER: It is ironic that the master architect of the tax cut, who significantly reduced the popular property tax deduction in the first place, would now promote himself as a champion of taxpayers’ rights. His use of taxpayer dollars to fund his self-promotion campaign is a double whammy for District 6 constituents. Roskam is tone deaf to his constituents’ views. Why does he think that all of those people waited in long lines at the end of the year to prepay property taxes? Maybe he thinks they had nothing better to do with their time during the holidays. What about the many families in District 6 that couldn’t prepay property taxes even if they wanted to.
