INQUISITR
— PRESIDENT TRUMP ADVISER NEWT GINGRICH THINKS HE SHOULD FIRE ALL FEDERAL EMPLOYEES WHO VOTED CLINTON – Glenn Minnis  (DIERSEN: What about the adverse actions a) that my Democrat GAO superiors took against me including forcing me to retire in 1997 when I was 49 years old, not promoting me beyond GS-13, keeping me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forcing me to take an $18,459 pay cut in today’s dollars to transfer from IRS to GAO in 1980, b) that my Democrat IRS superiors took against me including not promoting me beyond GS-12, disallowing my education deductions, and disallowing my partial day per diem claims, and c) that my Democrat Post Office superiors took against me including forcing me resign in 1969 and disallowing my sick leave requests?)
http://www.inquisitr.com/3905947/president-trump-adviser-newt-gingrich-thinks-he-should-fire-all-federal-employees-who-voted-clinton/
(FROM THE ARTICLE: Salon reports the plan is part of empowered Republicans overall push to purge thousands of jobs from the payrolls of the federal government at a savings of as much as $10.5 trillion over the next decade. In all, the government could be hit with budget cuts of as much as 10 percent and the federal workforce could be slashed by up to 20 percent over that same period. The plan is said to be the blueprint of the ultra-conservative Republican think tank Heritage Foundation, which has long been on record with its preference for doing away with nearly all of the government’s discretionary spending. In Gingrich’s mind, there’s really only one approach to take when faced with such a critical undertaking. “All those bureaucrats overwhelmingly voted for Clinton,” he said, while admitting the prospect of mass firings could lead to sabotage and a lack of cooperation from workers toward new, incoming cabinet bosses. “There won’t be any real cooperation until we change federal law so we can fire them,” he added. Currently, African-Americans account for roughly one in five of all government employees, a ratio that completely dwarfs their overall population size of just 13 percent. It seems a safe assumption that those figures aren’t lost on Gingrich, who would also seem to be well aware that African Americans have in recent history overwhelmingly voted democratically. “I would say by one week after the inaugural, it will be very interesting to look at how many things have changed,” he recently told a group of supporters convened for a Heritage Foundation event, where he also predicted the laws of “Trumpism,” will soon predict a balanced budget based on policy as much as active campaigning. Gingrich also recently penned an open letter where he advocated for the dismantling of the Congressional Budget Office that provides budget and economic data to members of Congress. “The Congressional Budget Office (CBO) is simply incompatible with the Trump era,” he wrote. “It is a left-wing, corrupt, bureaucratic defender of big government and liberalism.” He later added what the office stands for runs counter to and “is the opposite of [Trump’s] commitments” to Make America Great Again. Gingrich’s current stance is far different from the one he took during the era of President Bill Clinton, when as House Speaker he and fellow Republicans saluted the agency after its analysis found that the then president’s push for a health care plan would swell the deficit. More recently, CBO officials concluded that if the Affordable Care Act, also known as Obamacare, were to be gutted as Republicans have made it a signature vow of doing, the number of uninsured Americans would increase by 18 million in the first year and premiums could skyrocket by up to 25 percent over that same time. Gingrich recently characterized those findings as not only wrong but somehow clearly corrupt. “CBO literally brought in the architect of Obamacare to be the adviser on scoring the very Obamacare legislation that he helped write,” he ranted. “The score was a lie. It was so wrong it was totally indefensible. A year later the CBO produced a new score that was so much more expensive that it was clear Obamacare would have been defeated if it had been the original score.” Overall, the federal government’s workforce is comprised of at least 4 million workers, some 300,000 of them located in D.C. along.)

http://federalnewsradio.com/workforce/2017/01/agencies-asked-come-solutions-tackle-low-hispanic-employment/
(FROM THE ARTICLE: After six consecutive years of modest increases in Hispanic representation in the federal workforce, the Office of Personnel Management wants each agency to examine why. “In light of persistent low representation,” OPM is asking each agency to conduct a focused barrier analysis on Hispanic employment. Specifically, agencies should focus on employment at the GS-12 through Senior Executive Service levels to “identify and eradicate any barriers to equal employment opportunity, consistent with the merit system principles and applicable laws,” acting OPM Director Beth Cobert and Equal Employment Opportunity Commission Chair Jenny Yang wrote in a Jan. 18 memo. The memo has been in the works for more than a year, when the Hispanic Council on Federal Employment voted to begin looking at the issue in more detail.)

(FROM THE ARTICLE: An expanded background-checks policy has led the University of Illinois to withdraw 11 job offers across its three campuses over the past year. The News-Gazette reports the university board approved the expanded policy November 2015. From then until October 2016, the university has conducted nearly 12,000 background checks. Trustee Patrick Fitzgerald says among the applicants turned down were candidates that had been convicted for child endangerment or weapons charges. Nine of the 11 the applicants turned down were in Chicago and the other two were at the Urbana campus. The cost of the background checks is about $456,500, with the average ranging from $25 for employees at the UI system level to $41 at Urbana.)

http://www.newsmax.com/US/donald-trump-shane-bouvet-fedex-money/2017/01/20/id/769656/
(FROM THE ARTICLE: “This is the greatest guy,” Trump said about Bouvet, a single father who worked nights and volunteered during the day for Trump’s campaign. The president read a profile of Bouvet in The Post Wednesday and arranged to meet him. The Stonington, Ill. single father worked on Trump’s social media campaign in Illinois, which earned him an invitation to the Great American Inaugural Ball at MGM National Harbor. According to the Wednesday Post story, a friend bought Bouvet a suit for the event. The Post’s Friday story reported that Bouvet met with Trump, Melania Trump, and advisers Reince Priebus and Stephen Bannon in a holding room at Thursday night’s pre-inauguration concert at the Lincoln Memorial. The then-incoming president decided to call Bouvet’s father Don, who is suffering from cancer, the Post reported. “Hey, Don, you have a great name,” Trump said to the father, then added, “You have a good boy.” After signing an autograph for Bouvet’s 4-year-old son, the president asked if he was still together with the boy’s mother. When Bouvet said that he was not, Trump said, “That happens.” Trump looked at the autographs he had signed and told Bouvet, “After that, she’ll have you back. You’ll be a great celebrity.” Then the president told an aide to write Bouvet a check for $10,000 to pay for his father’s chemotherapy. In tears after he left the holding room, Bouvet asked The Post, “Did that just happen?” “He told me I would never have to worry again,” Bouvet told WAND-TV.)

— Trump’s Message: Ask What Your Government Has Done to You – CARL HULSE (DIERSEN: What has the federal government done to you?  My Democrat superiors in the federal government wasted my career and forced me to take their early retirement “offer.” My Democrat GAO superiors forced me to retire in 1997 when I was 49 years old, did not promote me beyond GS-13, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take an $18,847 pay cut in today’s dollars to transfer from IRS to GAO in 1980. My Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions, and disallowed my partial day per diem claims.  My Democrat Post Office superiors forced me resign in 1969 and disallowed my sick leave requests.)

— Here’s how much Obama’s pension is worth – Chris Isidore  (DIERSEN: On September 30, 1997, 49-year old David John Diersen succumbed to threats from his Democrat GAO superiors and became a federal retiree.  In today’s dollars, a) my Civil Service Retirement System pension is $50,720 and b) my federal health, dental, and vision insurance subsidy for my wife and I is $16,854.  My critics/opponents, their operatives, and their dupes continue to be furious about that.  In my defense, I worked for the federal government for almost 30 years. In addition, I earned a) a job-related bachelor’s degree when I was 21 and job-related master’s degrees when I was 27, 31, and 48, b) job-related professional certifications when I was 30, 32, 41, 45, 47, and 48, and c) a job-related professional license when I was 33.)
http://www.nbc-2.com/story/34308844/heres-how-much-obamas-pension-is-worth
(FROM THE ARTICLE: At noon on Friday, 55-year old Barack Obama became a federal retiree. His pension payment will be $207,800 for the upcoming year, about half of his presidential salary. Obama and every other former president also get seven months of “transition” services to help adjust to post-presidential life. The ex-Commander in Chief also gets lifetime Secret Service protection as well as allowances for things such as travel, office expenses, communications and health care coverage. All those extra expenses can really add up. In 2015 they ranged from a bit over $200,000 for Jimmy Carter to $800,000 for George W. Bush, according to a government report. Carter doesn’t get health insurance because you have to work for the federal government for five years to qualify. The pensions and other benefits were first created in 1958, when former President Harry Truman was experiencing financial trouble. The annual payments are currently the same as what cabinet secretaries earn in a given year, and those salaries are set by Congress. But the days of this kind of taxpayer support for ex-presidents may be numbered. Last year, the Republican Congress passed a bill that would have set a flat $200,000 a year in pension payments and capped other expenses at $200,000 a year per president. The cost of living increases for the pension would be tied to the same formula used to increase social security benefits. But that $400,000 could quickly disappear under the proposed law, which cuts the pension and expense payments by a dollar for every dollar that a former president earns above $400,000. So taxpayers are off the hook entirely once a president earns $800,000 a year. Given that most former presidents can earn significant incomes from speeches and writing books, it’s very possible that the taxpayer support of former executives could become a thing of the past. But Obama vetoed the legislation, telling Congress that he did so because the bill also would have terminated the salaries and benefits of former presidents’ staff, and made it harder for the Secret Service to protect former presidents. “If the Congress returns the bill having appropriately addressed these concerns, I will sign it,” he said. But the legislation never got back to his desk. The president’s salary is $400,000, but during the campaign President Trump said he would decline the pay.)

http://www.wsj.com/articles/in-retirement-its-save-now-or-pay-a-lot-later-1484908217
(FROM THE ARTICLE: Given a choice between satisfying our immediate needs and desires or focusing on the future, the here and now typically wins out. That impulse doesn’t bode well for retirement savings. The psychological tendency to prioritize the present over the future has troubling implications, especially in an era in which Social Security is underfunded and old-fashioned pension plans are falling by the wayside, leaving individuals increasingly responsible for creating their own retirement security. “Time, resources and attention are limited,” says Neil Lewis Jr., a Ph.D. candidate in social psychology at the University of Michigan and co-author of a recent study that examined ways to counteract the impulse to spend now instead of saving for retirement. “People allocate them to events that are pressing, rather than to events that may happen later.” . . . The bad news: The savings crisis is deepening as 52% of American households are at risk of being unable to maintain their standard of living in retirement, up from 45% in 2004, according to Boston College’s Center for Retirement Research. The center calculates a cumulative retirement savings shortfall of $6.4 trillion.)

CHICAGO TRIBUNE
— Illinois companies pony up to sponsor state’s inaugural ball – Rick Pearson
http://www.chicagotribune.com/news/local/politics/ct-illinois-trump-inaugural-ball-sponsors-story.html
(FROM THE ARTICLE: A slew of Illinois companies sponsored Thursday night’s Inaugural Heartland Ball, a gala put on by the D.C.-based state societies of Illinois, Ohio, Missouri and Wisconsin. The Illinois State Society listed a series of sponsors: $25,000 from Abbott Labs and Motorola Solutions; $15,000 from ADM, Monsanto and CME Group; $10,000 from Constellation Brands and Molina Healthcare; and $5,000 from Abbvie and Great Lakes Dredge & Dock. On Thursday morning, we noticed the sponsor list also included the Illinois Senate Democrats at the $5,000 level. The ball is a nonpartisan event, so that was a little odd. Senate Democrats said they would inquire. By the afternoon, the Senate Democrats had disappeared from the Illinois State Society website. Organizers expected as many as 1,5000 guests at the Marriott Marquis. Tickets were $500 for dinner and the ball and $300 for just the ball. You can read more about the event here. Among those Illinoisans in attendance who will have some clout with the new administration is Ron Gidwitz, a businessman who led Donald Trump’s Illinois campaign fundraising effort. Gidwitz has been in Washington for much of the week, attending major events featuring Trump, including a dinner with many of Washington’s foreign diplomatic corps in which he sat with Trump’s nominee for housing secretary, Dr. Ben Carson. Others scheduled to be part of the Illinois contingent include national and local conservative fundraiser Richard Uihlein; business consultant Robert Blackwell; state Republican chairman Tim Schneider, a Cook County commissioner; Richard Porter, Illinois’ Republican national committeeman; Trump assistant commerce secretary nominee Todd Ricketts of the Cubs-owning family; prominent Marion businessman Harry Crisp; and Jack Dorgan, a Rosemont trustee and member of the state GOP central committee. Also in town is Bolingbrook Mayor Roger Claar, a member of the state GOP central committee, who hosted a Trump fundraiser; and David MacNeil, the CEO of Bolingbrook-based WeatherTech auto parts who backed Trump after initially supporting Jeb Bush.)

https://www.chicagomaroon.com/article/2017/1/20/state-union/
(FROM THE ARTICLE: It is not a foreign concept that some government agencies are awfully slow and are experts at giving low quality service. Surely, in a private company that offers comparable services, effective managers could make a tangible impact on the quality of service. Alas, the solution will never be as simple for federal organizations with the current system. Lawmakers passed numerous government worker protection laws as part of the civil servant protection system to shield them from arbitrary or political terminations. Today, government employees have been afforded a staggering amount of job overprotection. An investigation by CBS News reported just how difficult it can be to fire a government employee. One official at the Environmental Protection Agency (EPA) was allowed to keep his job after being caught watching porn for several hours per day. Two managers from General Services Administration (GSA) were rehired and even received bonuses after initially being terminated for spending almost $1 million on luxury goods for a conference. There is absolutely no reason why they should be allowed to avoid proper disciplinary action for their professional shortcomings. When employees are allowed to keep their job even when watching porn, performing poorly, slacking off, and participating in other unprofessional and unethical activities, it creates a toxic culture of apathetic mediocrity. There is very little incentive for people to do their jobs adequately if they are almost certain to not be fired. This morale-killing culture is exactly why agencies like the DMV are saturated with incompetent and rude staff. These protections not only make a high-performing federal employee a rarity, but also cause a lot of taxpayer money to be wasted. New York City’s infamous rubber room exemplifies this waste. Due to tenure and union agreements, teachers who are accused of criminal conduct are sent there until they receive hearings. While they wait for their hearings for an indefinite time in the Rubber Room, they continue to receive their salaries and increase their pensions while literally doing nothing. NYC hemorrhages $22 million per year from taxpayers’ wallets, keeping these teachers in limbo because union agreements make the firing process unbearably long and complicated. Clearly, the American public suffers from these practices. However, the intricate web of bureaucratic regulations and union decrees make it anything but easy to effect change. There may only be one Scott Walker, but more people should be cracking down on unions. Making it easy for a manager to fire an employee for simply doing a bad job shouldn’t be a liberal or conservative issue—it’s a common sense issue. The term “civil servant” implies a great amount of accountability and loyalty to one’s country. Indeed, public employees like soldiers, policemen, and firefighters risk their lives every day to defend peoples’ lives. The EPA strives to sustain a better planet to live in. The Food and Drug Administration serves to protect public health. These responsibilities were handed to federal agencies because they are presumably more trustworthy than private institutions and corporations. This greater purpose though, is often completely eroded by the sheer lack of accountability of federal agencies’ employees. With ghoulish bureaucratic procedures, strong union protection, and tenure, it can be very difficult to translate an individual agency’s mission to the United States down to its employees, and this undermines the honor the job is supposed to carry. It’s time government workers are held accountable for their actions and performance.)

— Protesters, Trump supporters clash outside ‘DeploraBall’ in Washington, DC

(FROM THE ARTICLE: Protesters and supporters of President-elect Donald Trump clashed outside a pro-Trump event in Washington the night before his inauguration. Police used chemical spray on some protesters in an effort to control the unruly crowd. Hundreds of protesters gathered outside the National Press Club in downtown Washington, where the “DeploraBall” was being held. The name is a play on a campaign remark by Hillary Clinton, who once referred to many of Trump’s supporters as a “basket of deplorables.” Protesters booed any time presumed ball-goers in suits, tuxedos or dresses came in or out of the event. One man waving a pro-Trump flag had debris thrown at him and was chased to the nearby Warner Theater, where Fox News Channel personalities Sean Hannity and Geraldo Rivera happened to be outside waiting to go into another event. Hannity engaged hecklers by raising his fist; Rivera laughed and smiled before entering the theater.)

http://federalnewsradio.com/commentary/2017/01/i-do-solemnly-swear-that-i-will/
(FROM THE ARTICLE: People in the private sector do not take an oath of office when they get a job. They get an offer, report to work, and that’s it. For federal employees it is different. Reading so many articles about the inauguration that refer to the president-elect taking the oath of office on Jan. 20 got me thinking about oaths and what they mean. I have taken that oath of office as a civil service employee. Raising your right hand and swearing to “support and defend the Constitution of the United States” is not something most people take lightly. It is a solemn oath and it means something to most people who take it. . .The oath is relatively straightforward, but what does it mean? I see the oath as having three important aspects. First, the employee swears to support and defend the Constitution against enemies. Second, s/he swears allegiance to the Constitution. Finally, the employee promises to do his/her job well. How does the oath manifest itself in day-to-day work? Does it provide any protection for an employee who refuses an order s/he believes would be a violation of the oath? That question is far more complex than the oath itself. Federal employees are required to follow lawful orders, even if they disagree with them. 5 USC 2302(b)(9)(D) gives employees the “right to refuse” with respect to unlawful orders. But what happens when an order violates a regulation or rule, but is not technically illegal? A 2015 Merit Systems Protection Board decision directly answered that question. MSPB outlined the issues in the case, writing “Specifically, the appellant asserted that the agency violated 5 U.S.C. § 2302(b)(9)(D), which protects employees from retaliation “for refusing to obey an order that would require the individual to violate a law.” 5 U.S.C. § 2302(b)(9)(D). He alleged that the agency improperly stripped him of particular job duties and gave him a subpar performance rating for disobeying an order that would have required that he violate (1) a Federal Acquisition Regulation that limits the authority of a contracting officer’s representative (COR), and (2) “PA296: How to be a COR,” the agency’s training course for COR certification, which further clarifies the limitations to this authority.” MSPB’s final decision said “… we hold that the right-to-disobey provision at section 2302(b)(9)(D) extends only to orders that would require the individual to take an action barred by statute. Because the appellant in this case contends that he disobeyed an order that would have required him to violate an agency rule or regulation, his claim falls outside of the scope of section 2302(b)(9)(D).” The oath of office does not grant any protection for deciding that an order is a bad idea, bad policy, or morally or ethically wrong. In fact, the oath does not grant any protection from anything. It is an oath of allegiance and a promise to do good work. Employees who believe they are being ordered to act in a manner inconsistent with their oath of office may pursue other options, such as whistleblower complaints or any other avenue provided by law or regulation, but disobeying direct orders is generally not one of the available options. That means an employee who wants to argue that s/he is adhering to the oath of office by disobeying orders has a very tough hill to climb. There is also the option of going to the press, but that can bring its own set of risks.)

CHICAGO TRIBUNE
— State delegation all set for Trump’s inauguration – Katherine Skiba  (DIERSEN: Those Republicans who attend the inauguration should be commended.  Further, all Republicans in Illinois should step forward from now on to protect/defend those Republicans who attend the inauguration because the anti-Trumps in their precinct, in their municipality, in their township/ward, in their county, and in Illinois will do everything that they can to destroy them.)
http://www.chicagotribune.com/news/local/politics/ct-trump-inaugural-illinois-preview-met-0118-20170118-story.html
(FROM THE ARTICLE: Despite the boycott of Donald Trump’s inauguration by some congressional Democrats, Illinois will be well-represented at the event, as House members who are attending report strong demand for tickets to Friday’s swearing-in ceremony. By mid-January, Republican Rep. Peter Roskam of Wheaton had received nearly 700 requests for the 198 tickets his congressional office was given, spokesman David Pasch said. “We’ve been able to scrounge up more than 100 additional tickets from other offices,” Pasch said Wednesday, meaning about 300 people will be attending through Roskam’s office alone. Democratic Rep. Brad Schneider of Deerfield, who unlike some in his party plans to attend the ceremony, gave out about 150 of his tickets and was holding on to the rest for “any last-minute requests, which are still coming in,” spokesman Steven Kirsch said. . .The festivities for some Illinois visitors will begin Thursday night at the “Inaugural Heartland Ball,” put on by the Illinois State Society of Washington, D.C., at the Marriott Marquis hotel. The black-tie gala is expected to draw about 1,300 to 1,500 guests, Terry Campo, society president, said Wednesday. He is a lawyer, lobbyist and political consultant from Springfield and often works in Washington.)

http://www.dailyherald.com/article/20170119/discuss/170118813/
(FROM THE ARTICLE: I read in the Jan. 16 Daily Herald about how the new Illinois Tollway’s Chief Operating Officer is a political and campaign veteran. This is the problem with Illinois. This is one of the reasons people are leaving the state. The endless story of political cronyism. Do you think just maybe somebody with a tollway background from within the agency or someone from another toll agency in the country might just do a better job in this position? At $155,000 a year, it’s not like we are getting any bargain here. Surely somebody better qualified could have been found.)

It is called Affirmative Action, Diversity, and Inclusion.)

(FROM THE ARTICLE: People in the private sector do not take an oath of office when they get a job. They get an offer, report to work, and that’s it. For federal employees it is different. Reading so many articles about the inauguration that refer to the president-elect taking the oath of office on the 20th of January got me thinking about oaths and what they mean. I have taken that oath of office as a civil service employee. Raising your right hand and swearing to “support and defend the Constitution of the United States” is not something most people take lightly. It is a solemn oath and it means something to most people who take it.)

(FROM THE ARTICLE: Smoking will cost you big time in Illinois.  The habit will cost a smoker an estimated nearly $1.8 million throughout his or her lifetime, making Illinois among the costliest states in the nation for users, according to a new study. The study from WalletHub looked at the out-of-pocket cost to smokers as well as financial opportunity cost (how much money smokers would have made by investing money instead of spending it on cigarettes), healthcare cost, income loss per smoke and other expenses. The study found smoking in Illinois will end up costing people more than $34,000 a year or $1.77 million over a lifetime of smoking for about 50 years. For a pack-a-day smoker, the habit can cost more than $2,700 per year just to buy cigarettes, the study found.)

SUBURBAN LIFE
— Wheaton City Council approves facility for single moms at former Wheaton Inn  Facility to serve as many as 12 new and expectant single mothers – ERIC SCHELKOPF
http://www.mysuburbanlife.com/2017/01/18/wheaton-city-council-approves-facility-for-single-moms-at-former-wheaton-inn/a5r6lc4/
(FROM THE ARTICLE: The Wheaton City Council on Jan. 17 voted 6-0 to approve plans for the former Wheaton Inn building at 301 W. Roosevelt Road to become a facility for new and expectant single mothers. The Clarendon Hills-based company Love From Above plans to offer a two-year transitional housing program for women 18 to 26 years old that will serve single mothers in DuPage County. The facility would serve as many as 12 women at any given time who find themselves in “crisis pregnancies,” Love From Above President and founder Yvonne Florczak-Seeman previously said. City Council members approved the plans contingent on the installation of landscaping for the property and the replacement of any required landscaping that has died or is dying. In addition, the facility will only be able to serve a maximum of 12 women at any given time. While Wheaton Mayor Michael Gresk said he would have preferred to have seen a commercial use for the building, “it’s good to see that building occupied.” “It’s an appropriate use,” he said. Council members previously asked if the facility would have to be licensed or regulated by the state. Greg Dose, attorney for the applicant, wrote a letter to the city stating the facility is not subject to regulation or licensing by the Department of Children and Family Services under the Illinois Child Care Act. In the letter, Dose said the facility will be the primary residence of the women. “While they reside there, it will be their home and the home of their infant and toddler children,” Dose said in the letter. “There will be no children on the premises other than those of the moms. Thus all child care that occurs on the premises will be home-based child care.” Dose said the facility is exempt from DCFS licensing and regulation because the children will not be apart from their parents. Wheaton’s city attorney has agreed with Dose’s opinion. As proposed, the women staying at the facility would have to be enrolled in college to participate in the program. This would be the company’s first facility, which will be called The Butterfly Garden…A Place for Healing and Transformation. The Wheaton Inn originally was built in 1987 and most recently was used as office space by an investment company that relocated to Downers Grove a few years ago. Council member Suzanne Fitch was absent from the meeting.)
