I should write a book about my decision in 1980 when I was 31 years old to suffer a $21,863 (21%) pay cut in today’s dollars, that is, a downgrade from GS-12 Step 5 (currently $104,583/year) to GS-9 Step 10 (currently $82,720/year), to transfer from IRS to GAO. My Democrat IRS superiors were making it ever-increasingly clear that they would never promote me to GS-13, currently $109,732/year. GAO claimed to be nonpartisan. The GAO Chicago Office Staff manager (Bill) who arranged for my transfer assured me that under him, GAO would a) quickly promote me to GS-11 Step 10 (currently $100,084/year), b) quickly promote me back to GS-12 Step 5, and c) quickly promote me to GS 13.
