(FROM THE EDITORIAL: It’s hard not to feel a little sympathy for David Suker: He’s severely unhappy sitting around and even napping in libraries and lounges to “earn” his $94,000 salary. On the other hand, he’s free to find a real job — and the city Department of Education has every right to keep him out of the classroom. As Susan Edelman reported in Sunday’s Post, Suker is trying for a third answer — by suing to return to teaching. DOE actually tried to fire him, but the courts — and the United Federation of Teachers contract — prevented his termination. (He did have to pay a $7,000 fine.) Yet DOE was still unwilling to put him back in the classroom — whether because of his newsmaking confrontations with police as an Occupy Wall Street protester, or other information not made public. So it stuck him in the Absent Teacher Reserve, along with more than 1,300 other DOE staffers, at least 200 of them teachers — earning full pay and benefits but ineligible for overtime. A few ATR-dwellers actually make it back to real work — for example, teachers who take longer than usual to find placement at new schools after their old ones close. Yet most are simply warehoused because they can’t be fired, and no one’s willing to risk putting them in contact with kids. The system set up under the UFT contract makes it near-impossible to fire even serial gropers and other pervs. The real outrage is that they all remain on salary, courtesy of the taxpayers.)

The company announced Wednesday that it will provide $100 a month for up to 36 months to full-time sales associates and “high potential” and “top performing” employees who are paying off student loans or in the process of earning a degree. With unemployment low, many companies are struggling to pull in and retain dedicated young workers with good skills, and increasingly they are eyeing help with student loans as a means to stand out as an employer, said Gary Kushner, president of Kushner & Co. a Michigan-based benefits consulting firm. While large companies such as Fidelity Investments and PriceWaterhouseCoopers have received national attention for providing the new benefit, small and medium-size companies are especially interested in it as a retention tool, he said. “If you are fortunate enough to get skills and the right cultural fit, you want to hold onto the person as long as you can,” said Kushner. He noted that retailers especially face a struggle. About 4 percent of employers have been offering student loan repayment help this year, according to a Society for Human Resource Management survey of employers. Americans have about $1.2 trillion in student loan debt and about half of those with loans have monthly payments that are excessive based on their incomes, according to a study by the U.S. Government Accountability Office. Academic research has shown the pressure of college loans is causing some millennials to delay marriage, children and home purchases. . .The company also is offering a tuition reimbursement program for some employees who pursue education while working and gives 30 college scholarships of $3,000 each to children of employees. Helping employees pursue education while on the job is not a new benefit. In contrast to the new perk aimed at new workers with student loans, the old programs were designed to increase skills of existing employees. According to the Society for Human Resource Management, tuition reimbursement programs for employees who go to undergraduate or master’s programs have been cut back in recent years. In 2012, 58 percent of employers were offering the benefit to employees going to graduate school. In 2016, that had dropped to 52 percent. For undergraduate tuition, 61 percent were giving benefits in 2012, but that had dropped to 55 percent in 2016. Tanya Mulvey, researcher for the human resources group, said that employers have been looking for ways to cut some benefit costs to make up for the extra cost of health insurance. The average tuition reimbursement per employee per year was $4,442 in 2016, she said. Companies offering tuition reiumbursements can receive a tax deduction.)

(FROM THE ARTICLE: Instead of having to plow through 1,500 words to ascertain this columnist’s Nov. 8 predictions, here is the list, in the first paragraph: Hillary Clinton, Tammy Duckworth, Susana Mendoza, Brad Schneider, a Democratic U.S. Senate majority, a narrow Republican U.S. House majority, Mike Madigan and a 68-50 House majority, Laura Murphy, a Cook County Democratic tsunami, and, in an oddity, Republican state Representative Mike McAuliffe. The biggest loser will be Bruce Rauner, and the biggest winner will be the status quo. On Nov. 9 the nationwide and Illinois political environment will be barely different from Nov. 8. Environment. In real estate, success in selling famously is determined by location, location, location. In politics, success in winning is determined by environment, environment, environment. The end of the 2016 election campaign is decidedly un-Trump, non-Trump and anti-Trump. Being a Democrat in a Democratic-friendly nation, state or district, is the ticket to victory. That was not always so. The campaign, which began in mid-2015, shaped up as an anti-status quo year. It is ending as a status quo year. There is so much wrong in America and with America — the economy, the political system, the criminal justice system, wealth allocation, the health care system, the education system and the country’s foreign policy. Should not the Obama-Clinton Administration be held accountable? It’s not. It’s all just sound and fury. Up until the 1990s the country was divided between the haves and the have nots. Now it’s schismed between (1) the won’t haves, essentially the Millennial generation, which has maximum debt and minimal job opportunities and which views income redistribution as the solution; (2) the entitlement class, which includes retirees and all those who receive some income from some government source; (3) the keep what I haves, primarily the working class, struggling to pay their bills and affected the most by crime, property taxes and neighborhood change; (4) the haves, those families earning more than $100,000, spending more than they make, worth maybe $1 million, and worried about the future; and (5) the wealthy, the infamous top 1 percent, whose net worth is $10 million and up. Of those demographic sectors, only two in 2016 sought to upset the status quo, the Millennials, who embraced Bernie Sanders’ socialism, and the working class, who embraced Donald Trump’s anti-elitist populism. Each was sending the message no more Clintonism, Obamaism, Bushism, elitism, insiderism and favoritism. Yet, on Nov. 8, all of those “isms” will triumph.)

While that represents the official word, based on BLS data, it likely will have little to no impact on the prospects for the January 2017 federal employee raise, which will be 1.6 percent unless political leaders take up the raise issue. They have shown no sign of interest in doing so this year, similar to the pattern of the prior three years when the council also reported a pay gap in the 34-35 percent range but raises only in the 1-2 percent range were paid—also in each case by default when no figure was enacted. The 1.6 percent raise is to be paid as 1 percentage point across the board and the 0.6 percent divided as locality pay. However, even in those areas, the raise likely will be only in about the 1.8 percent range. The lowest-paid locality, meanwhile, is the catchall rest of U.S., which covers areas in the contiguous states outside one of the 44 city areas (Alaska and Hawaii are separate localities in their entirety) as well as U.S. territories and possessions. The raise in those areas likely will be around 1.4 percent; exact figures are to be set by a late-year executive order formalizing the raise. Locality rates are paid according to where employees work, not where they live, and reflect comparisons of labor market conditions, not cost of living.)

Here’s a conversation with Proft, edited for length. . .Q. Do you see the DuPage GOP stronghold as eroding?  A. Clearly, DuPage is less competitive than it was when I was growing up. It’s self-inflicted wounds. It’s our own bad actors and bad actions. (FROM THE ARTICLE: “Build the wall” has become a rallying cry for millions of conservative Americans who feel left behind by an increasingly diverse America. And “build the wall” is exactly what a group of Loyola students did, but for a very different reason than some conservatives might. “It isn’t about some wall hundreds of miles away,” said junior Addison Mauck, who organized the Mock Border Wall project that was displayed on Loyola’s West Quad from Oct. 18–20. “The purpose of this project is to humanize the topic of immigration and combat the negative rhetoric of the current political season.” The words, “No human being is illegal” and “We are a nation of immigrants,” were displayed on hand-painted banners that hung from the wall’s steel fencing. Despite the project’s supportive message, it garnered harsh criticism from undocumented students who felt they weren’t given a voice in the installation. About 20 signs that read, “Majority of undocumented students were not consulted for this,” were posted on the wall in protest. “We had a student [in] our organization who represented the community of undocumented students because we do not want to force anyone to speak about something that can be very personal and private,” Mauck said in response to the criticism. That student to whom Mauck referred, who wished to remain anonymous because of the sensitive nature of her immigration status, said her role in the project was not very significant. “It raises the question of why more students weren’t reached out to by anyone other than me, because I was not an organizer of the project,” she said. “Our community, both undocumented and immigrant, does have a voice on campus, and other people should not be speaking for us.” Loyola has taken steps to support that community of undocumented students. In 2001, Loyola became involved in the Development, Relief and Education for Alien Minors (DREAM) Act, which provides a pathway to citizenship for children of undocumented parents. Since 2012, about 150 students and faculty have completed “Share the DREAM,” which is training to become an ally for undocumented students, offered by Loyola’s Department of Student Diversity and Multicultural Affairs (SDMA), said SDMA director Joe Saucedo. The training is a three-hour long session that covers DREAM Act legislation, the barriers undocumented students face and the personal stories that those students bring with them, according to Joe Saucedo. “It’s important to know that these students’ status of being undocumented is one aspect of who they are, but it’s not all of who they are,” Saucedo said. “[The training] indicates to someone who may carry those identities that this is a safe space and there are people who get them and understand.”  In order to make it easier for undocumented students to attend Loyola, students voted in 2015 to include a $2.50 fee to each student’s tuition, creating the Magis Scholarship Fund, which provides free tuition and housing to five undocumented students every year. One recipient of the scholarship, sophomore Vince Garcia, said he appreciated Loyola’s support of undocumented students but revealed that he hasn’t received any communication or resources from the university since receiving the scholarship. He said his academic advisor hasn’t completed the DREAM ally training. “I’d say they should communicate better, because I always have questions about health insurance, for example, and I feel like I don’t have anyone to talk to,” said Garcia, a social work major who wants to help undocumented students like himself get a head start. “I think we’re getting better at this. Part of our job is taking stock of the barriers that students face, and we try to bring in the students themselves and ask them how they feel,” said Saucedo. “The most important thing we can do, as people with citizenship privilege who can vote, is to continue to elect politicians who will support these programs and keep the interests of undocumented students in mind.”)

That’s one politically quirky result of a poll taken by Swapalease last month, which linked respondent’s political preferences to car choices. About 2,500 people participated in the unscientific, opt-in survey. When asked what kind of car best suited their personalities, Democrats were most likely to choose the Tesla, while Republicans saw themselves as ‘Vette-like. The Tesla/Corvette dichotomy also split down gender lines, as many men wanted Corvettes (no shock there) and women preferred Teslas. Other cars that registered on the “personality” list were big sellers such as the Honda Accord and Ford F-150 as well as the Hummer and the Chevrolet Volt. Granted, the results of the poll were tilted a bit, as the respondents were two-thirds male, while Republicans outnumbered Democrats by a 3-to-2 margin. When guessing which cars the presidential candidates would prefer to drive, the respondents said Republican candidate Donald Trump would drive a Cadillac Escalade, while Democratic candidate Hillary Clinton would choose a Mercedes-Benz GL Class. With the survey pool leaning Republican, 39 percent of those polled said they would vote for Trump, 36 percent would choose Clinton, and the rest would choose the always-elusive “Someone Else.” On that note, when given various choices to describe the “personality of this year’s election,” a third of those polled said “a driverless car.” As for how long the respondents said they’d keep their cars, most ranged from 21 to 36 months. Which is quite a bit shorter than a presidential term. Even with the unscientific methods at use here, we can perhaps learn a little something, since the connection between electric cars and Democrats has been seen before. But, naturally, we know that Republicans can like Tesla, too. Some of them even buy five of them. They just might be outliers.)

The Wheaton-based nonprofit STARS Family Services, which operates another four-person group care home called Washington House on Wheaton’s north side, wants to construct a new group care home on vacant land at the southeast corner of Cross Street and Union Avenue. The project would be constructed on land currently owned by St. John Lutheran Church, zoned for single-family residential use and used for two parking lots. Plans call for two structures that would be linked by a common courtyard. Each would have six private bedrooms, a great room, a shared kitchen and shared baths for each pair of bedrooms. The project also will include housing for a couple who would live in the home and oversee the evening and the overnight. A volunteer or staff person also will be present in the home during the day. The project has drawn opposition from some neighbors, who criticize the scale of the proposal. In addition, they have questioned STARS’ financial strength and how the home would be used were STARS to no longer be economically viable. “None of the neighbors oppose a group care home,” said neighbor Kathy Langlois. “We embrace it, we applaud it and we welcome it. And it’s absolutely not a case of ‘Not in my back yard.’ It’s a question of scale.” Langlois also said she and her neighbors would welcome the construction of one single-family home on the site. “What happens if STARS runs out of money?” she asked. “This will be a group care home. It can’t go back to being a single-family home.” STARS president Ray Chase noted that the organization has taken great pains to ensure its financial viability. STARS plans to pay cash for the land and has vowed never to open a group care home until it has 150 percent of that home’s projected first year’s operating expenses. In addition, STARS’ College Avenue resale shop generates more than 40 percent of the group’s annual need, he said. “I think we’re pretty stable,” he said. “I think we’ve taken a very conservative approach financially.” Chase also said the group is continuing to try to work with neighbors. “We’ve also done some things to make sure the home looks like it would fit in a neighborhood and isn’t overwhelming in size,” Chase said. “There even are architectural variations between the two homes so they look like different homes.” Wheaton’s Planning and Zoning Board unanimously voted in June to recommend that the City Council approve the project. Group Care Home Commission board member Chris Ellerman praised STARS for proposing two linked structures rather than one larger one. He also lauded the group’s model, which involves a married couple living with the developmentally disabled adults, with the adults’ aging parents or relatives being involved on a weekly basis and typically coming by to visit over the dinner hour. “In terms of a home for disabled adults in the community they have grown up in, absolutely,” Ellerman said. “This is their town. I live two blocks away, and I’d be ashamed if I didn’t want to welcome them in my community..” Group Care Home Commission board member Matthew McNear was the lone vote against the license. In an interview on Friday, he noted his concerns about the “scope” of the proposed home and some of the other issues that neighbors had raised. “I think STARS is a great organization and they do a lot of good there, but I think this probably could use some more discussion or some more review,” he said. (FROM THE ARTICLE: During the first eight months of the year, gamblers dropped $18.9 million into video poker machines in the city of Kankakee.  Daily Journal senior reporter Lee Provost recently reported on video poker totals in his weekly business column. The numbers were sobering — and staggering. In Kankakee, $4.3 million was “lost” in the machines. Ask yourself this. Who can afford to lose $4.3 million? The totals wagered from Kankakee add up to roughly all the totals from Aroma Park, $811,751; Bradley, $8.5 million; Bourbonnais, $1.8 million; Manteno, $6.3 million; and Momence, $2 million — combined. Here’s what this tells you. A disproportionate number of the terminals, or the wagers, or both, are coming from middle class and lower middle class areas. Does it make sense that Kankakee’s wagers are 10 times those of Bourbonnais? When video gambling was legalized, the initial thought seemed to be to help out small restaurants and taverns. Instead, what has happened is the creation of mini-professional storefronts that have rows of machines. A discussion of Aroma Park’s experience indicated that is where the money is flowing now. One mainstream Aroma Park restaurant no longer operates its machines. In addition, one local mayor quoted indicated that she had not seen many cars in front of one wagering establishment. Translation: It might be that a small number of people are losing a lot of money. Moreover, the amounts wagered are escalating rapidly — up by a third or more in half a dozen communities. Now, we would not want to be Carry Nation with the ax, crusading against demon rum. It would be impossible to go back to no gambling. But a wide range of studies estimates that somewhere from 1 to 2 percent of the population can be classified as being “problem gamblers.” These are people who don’t know when to stop, and show up to follow a bad day with another long session to get even. So, in the pile of proceeds being raked in by the state, we ask a question: Is enough money being set aside to help those who will need help? Much like cigarette taxes, the government seems to need and relish the money. Unlike tobacco, are we warning people enough?)

It isn’t a trivial question. Given the Republican presidential nominee’s vulgar boasts about sexually assaulting women and trying to coerce a woman to commit adultery with him — among other things — it is hard to believe he could get past the human resources department of a Fortune 500 company. A new report issued by the Government Accountability Office found that out of 69 cases in the Obama administration where federal appointees were able to convert political jobs to career federal service positions, a quarter of those hires “did not follow proper procedures intended to prevent improper political favoritism.” The process of political appointees converting their appointments into career positions is known as burrowing. “The nonpartisan watchdog’s findings that one out of every four political appointees who burrowed into the executive branch during this administration did not follow the rules is deeply troubling,” House Energy and Commerce Committee Chairman Fred Upton, R-Mich., said in a statement. “One of the reasons the federal government has laws on merit-based hiring is to prevent cronyism and political favoritism,” said Senate Committee on Commerce, Science, and Transportation Chairman John Thune, R-S.D. “GAO’s finding that the Obama administration hasn’t consistently followed these rules is troubling.” The GAO found that among the 30 agencies reviewed, 28 reported “converting 69 individuals from political to career positions from January 1, 2010, to October 1, 2015,” and among those, 17 were hired without required review by the Office of Personnel Management. House Oversight and Government Reform Committee Chairman Jason Chaffetz, R-Utah, called for the administration to impose “a more stringent process,” for hiring employees who began as political appointees. The largest number of appointee-to-career federal employee conversions took place at the Department of Homeland Security.)

Voters saw him as a courageously pragmatic voice, a counterbalance to the extremism sweeping the GOP elsewhere in the country. Senator Kirk has been a bitter disappointment, slipping into the timid habits of the party’s other moderates. Now Illinois voters are about to bring him home. Sending Mark Kirk to the Senate has accomplished nothing for Illinois other than to empower outrageous characters like Ted Cruz and Jim Inhofe. When Senator Ted Cruz held the entire country hostage to his filibuster of a budget compromise, how did Kirk protect his constituents? By sitting in the background, waiting for a green light from Senate Republican leadership to end the filibuster. Kirk did nothing to mobilize opposition to Cruz’s goals or tactics and never opposed him publicly. Like other reasonable Republicans in Washington, he kept his head down, missing every opportunity to rally sane, pragmatic Republicans into a relevant power bloc. When Senator Rand Paul organized a bizarre, paranoia-laden rant of a filibuster to halt the appointment of the CIA Director, Illinois voters might have expected their Senator speak up for their interests against the “whacko bird” caucus. Instead, Kirk brought Senator Paul a snack. Contrary to popular belief, the Republican Party still retains a core of solid citizens with the country’s best interests at heart. Many of those Republicans, like Senators Susan Collins, Lisa Murkowski and Rob Portman, occupy positions from which they could affect change in the party. Unfortunately, sensible Republicans have consistently been spineless in the face of opposition from the party’s fringes. Elect a reasonable figure like Mark Kirk and he will meekly place every ounce of his (your) power and influence in the service of the carnival barkers at the party’s extremes. Speaking to audiences in Illinois, Kirk has been proud to support immigration reform. In Washington, silence. In Illinois, Kirk has claimed to embrace scientists’ positions on climate change. In Washington when he could have taken a stand that mattered, he blinked. Facing friendly audiences in Illinois Kirk admits to being pro-choice. When he gets to Washington his pro-choice credentials are hidden in some obscure Senate closet, only taken out be used on votes with no consequence. Kirk has refused to support Donald Trump, but like almost every other prominent Republican he has done so quietly and ineffectively, in a manner calculated to deliver the weakest impact. On issue after issue, Kirk lines up with Illinois voters until he leaves the state. In the face of opposition from other Republicans in Washington, Kirk takes the safe route. Blind to the irony, Kirk has made “courage” the signature of his campaign for re-election. His remarkable recovery from a stroke, which features at the center of his campaign message, makes his Senate record all the more awkward. Kirk struggled back to health in the face of  paralysis, eventually scaling several flights of stairs in the Willis Tower in a remarkable demonstration of grit and determination. Clearly the man possesses a powerful well of courage. Where was that steely force when Illinois voters needed it? Kirk will claim that he’s been courageous in taking a stand with Democratic Senator Menendez to impose sanctions on Iran. What courage does that take exactly? What powerful, well-funded lobby supports Iran in Washington? In Washington, “taking on Iran” is about as courageous as taunting an asthmatic kid on the playground. It would take actual courage for a Republican Senator to champion a rational response to climate change or gun violence. That is the force Illinois voters thought Kirk would bring to bear on their behalf in the Senate. Instead, Kirk has trained his courage on a politically impotent force, one of the least popular countries on the planet. Kirk has reserved his courage for political targets that won’t fight back. In private, sensible Republicans who occupy influential positions in Washington will claim that they are doing all they can. They will claim that they are carefully picking their battles. Climate change, immigration reform, and restructuring the tax code are issues they would like to push forward, but the party at the national level is not ready for sound solutions. These timid moderates are right about the party’s serious problems. Their complicity is making the party’s sickness more severe. Sensible figures like Susan Collins and Mark Kirk have come to play a toxic, enabling role in the GOP’s descent into madness. Their placid party loyalty lends credibility to outlandish characters like Louie Gohmert, Ted Cruz, Steve King and Donald Trump. Republican leaders like Kirk cannot continue to evade responsibility for the extremism they legitimize. Until someone in the Republican Party is willing to take a visible, courageous stand for sanity in the style of John McCain circa 2000, there is no reason to keep electing them. Any vote for a supposedly “sane” or “reasonable” Republican unwilling to confront the party’s extremes is a vote for those extremes. Electing Mark Kirk is a mistake Illinois voters are unlikely to repeat.)

The U of M College Republicans group painted a mural yesterday in the group’s designated spot along the Washington Avenue Bridge. Dozens of student groups paint murals along the inside walls of the pedestrian level of the bridge every fall. This group’s read in part “Build The Wall,” which refers to presidential candidate Donald Trump’s proposal to build a wall along the U.S.-Mexico border. The sign was later vandalized with the words “Stop White Supremacy.” Multicultural groups who did not support the vandalism later gathered to protest what they called “anti-immigrant” hate speech. “There’s freedom of speech but then there’s hate speech. It’s one thing to be conservative and it’s another thing to be saying these things that are clearly xenophobic and targeting specific groups of people,” Guillermo Perez said. Perez is a member of Sigma Lambda Beta, a Latino-based multicultural fraternity that happens to have the panel next to the College Republicans. “I was really angry, angry because it’s an attack to my people because I am Mexican,” Perez said. The group responded using its own panel, which said, “Building bridges, not walls.” “We’re trying to seek, at the very least, an apology and recognition that what they did was wrong,” Perez said. U of M President Eric Kaler said while some may find the initial message offensive it is protected speech and should not have been vandalized. He released a statement saying: “During the annual ‘Paint the Bridge’ event, an opportunity for registered student groups and University departments to promote their groups by painting a panel on the Washington Avenue Bridge, one panel assigned to a student group has received attention. The panel includes the phrase from Donald Trump’s presidential campaign, ‘Build the wall.’ While this is protected as free, political speech, we have heard from members of our community who find the phrase hurtful, offensive, anti-immigrant, and anti-Latinx. “People in our community may disagree with the sentiment expressed. However, while the University values free speech, the subsequent vandalism of the panel is not the way to advance a conversation. “The University of Minnesota supports a campus climate that welcomes all members of our community and our values of equity and diversity, but that also ensures the free flow of ideas, even those that are offensive to some. As students and our community participate in responses to this and future issues, I urge all of us to be respectful and thoughtful in our approach. We encourage all who find some protected speech distasteful or offensive to engage in more protected speech.” The College Republicans also released a statement Saturday. “We find it highly disturbing that someone would vandalize a simple statement such as ‘build the wall’. “We have received comments on the painting, falsely accusing us of being racist, xenophobic, and anti-immigrant. Our party’s nominee supports building a wall on the Mexican border to stop the flow of illegal immigrants into this country. We understand that some students may disagree with this policy position. However, free speech is at the center of a functioning democracy, and the actions taken against our panels run contrary to free speech. It’s worth noting that numerous politicians from both parties support building a wall on the Mexican border. “President Obama, Vice-President Biden, Secretary Clinton, and Minnesota Governor Dayton have all supported building a wall on the Mexican border while they were U.S. Senators (Secure Fence Act of 2006). We look forward to students writing angry letters and reporting these Democrat politicians to the Bias Incident System for hurting their feelings as well. “Regardless of how one feels about border security or Mr. Donald J. Ellis dismissed all three objections. “When investigating a charge of race discrimination, EEOC ‘is authorized to consider where the overall conditions in a workplace support’ the allegations,” Ellis wrote. Two-thirds of Groupon’s U.S. workforce is white, according to a company blog post. Court filings say the company has 1,900 employees in Chicago and received 25,000 job applications between Jan. 1, 2014 and the present. A spokesman for Groupon did not immediately return a request for comment. The agency is investigating a claim by Adrian Stratton, who filed a charge of racial discrimination in October 2014, after the company did not hire him for an open position as vice president of merchandising. But the successful pursuit of Groupon’s data makes the case “much more significant than just a single subpoena,” said Linda Friedman, a name partner at Stowell & Friedman in Chicago who represents plaintiffs in discrimination cases. Like Wall Street, racial minorities are underrepresented in the tech industry. The EEOC can use workforce and hiring data to analyze the racial makeup of a company’s workforce compared to the community in which it recruits. The greater the disparity, the greater the likelihood of discrimination. (FROM THE ENDORSEMENT: 26th District: This northwest suburban seat opened in April when incumbent Dan Duffy resigned early. Local GOP leaders rallied to Dan McConchie of Hawthorn Woods, who won the March Republican primary. McConchie didn’t get our endorsement in that race, but he’s getting it this time. He has shown a willingness to work across the aisle and dig into policy, including school funding reform and anti-sex trafficking efforts. His opponent, Democrat Kelly Mazeski of Barrington, is an impressive candidate who has been involved in her local government. She characterizes McConchie as “a one-issue” lobbyist who is too socially conservative for the district. We’re not convinced. McConchie left his job with an anti-abortion organization and has shown he is not a one-issue legislator. Let’s give him a chance. McConchie is endorsed.)

As a former member of the Des Plaines City Council, she advocated canceling a contract with a group opposing O’Hare airport expansion because taxpayers weren’t getting enough for their money. But so far in Springfield, she has stuck to the Democratic playbook, including voting for piecemeal budget bills that expanded government programs but had no real funding attached to them. She also supported a bill at the behest of the state’s largest employee union that was anti-taxpayer. This is a race where taxpayers could say “Enough!” with the budget games. We’re endorsing Republican Mel Thillens of Park Ridge, whose view of government’s role is less, less and less.)

Bush voted against most versions of pension reform and supported a union-backed bill that most editorial boards from Rockford to Carbondale criticized as irresponsible and anti-taxpayer. The state is broke. Taxpayers are tired of shouldering all the promises. Amrozowicz would bring more fiscal sanity to the Senate. He is endorsed.)

Not many legislators can say that. We disagreed with her handling of a government consolidation bill this spring — she watered it down — but she still got the bill passed and signed into law. (FROM THE ENDORSEMENT: 38th District: A rematch is underway between Sen. Sue Rezin, R-Morris, and Christine Benson, D-Ottawa. Benson lost to Rezin 46 percent to 54 percent when they faced off in 2012. Benson retired that year as superintendent of Streator Elementary School District 44, which has been struggling with a budget deficit due in part to the state’s inability to make full school payments. But Streator-area voters signaled they are taxed out. They rejected a school referendum to raise property taxes. Rezin would be a stronger advocate for those tax-weary residents. She is a consistent advocate for government consolidation and financial stability. We doubt Benson, who retired with a generous pension and is backed by organized labor, would be as prudent. With Democrats holding their 39-20 advantage over Republicans in the Senate, taxpayers can’t afford to lose another seat. Rezin is endorsed.)

On the school board, Smith has tried to keep the property tax levy steady while dealing with unpredictability from the state. “Attempting to build a budget every year is like throwing darts blindfolded,” Smith says. Incumbent Bertino-Tarrant should understand the pressure the state’s financial chaos creates in her district — yet she couldn’t bring herself to vote against House Speaker Michael Madigan’s budget, which was $7 billion out of balance. She voted “present.” Votes like that are the reason the state’s finances are a disaster. Smith is strongly endorsed.)

Remember that, voters of this district, when you show up to cast a ballot on Nov. 8. A better choice is Dale Fowler, mayor of Harrisburg, who knows what “reckless spending” actually means.
