The DuPage Republican drop-off has been steady for years, coinciding with the party’s ever-shrinking success in the general election. Last week’s preliminary primary turnout in the former Republican bastion is about 49 percent below 2014 – the last year the state elected a Republican governor. Democratic turnout in DuPage, on the other hand, is so far up a whopping 45 percent compared to four years ago. Democratic primary turnout has greatly increased in the county since 2014, which was a horrible year for Democratic turnout throughout the state. That year was President Barack Obama’s second midterm and Gov. Pat Quinn went on to lose to Bruce Rauner in the general. (FROM THE ARTICLE: CPAC was, for a long time, a grand affair. Every movement conservative either went, or wanted to go. The average attendance was around 10,000 every year. The Kruiser Kabana was a party that I hosted at conferences and it was CPAC that gave it semi-legendary status. After the Tea Party conferences went away (the Koch brothers got tired of spending their money on Republicans after Mitt Romney), CPAC was the one gathering where we could all see each other. For most of the conference’s history, its organizer the American Conservative Union held it in or near Washington, D.C. That made it more convenient for prominent Beltway Republicans to attend. Post-COVID, the ACU flirted with Florida, which was where I last attended it in 2022. I’m not sure how the conference went, but my good friend and partner in thought crime Stephen Green and I made the resort bar run out of IPAs. It was after that when the people I knew who had gone to CPAC for 10 years or more stopped attending. I have a few friends who just love the event and would probably still go if it were being held in a mobile home in the middle of nowhere, but the stories I was hearing from some of them were pretty sad. The conference has again fled the D.C. area and is being held in Texas this year. I’m sure that I know some of the attendees, but this year’s event has been so off the radar that both VodkaPundit and I thought it had already happened. The reason I went through all of this wasn’t to bash CPAC — we need all the friendlies we can get — but to get across the point that it may not be as mighty or have the cachet that it once did. The three asked the court for an emergency temporary restraining order that would force the House to give them passes in the closing days of the session. The group includes Ari Hoffman, host of “The Ari Hoffman Show” on conservative Seattle talk radio station KVI-AM; Brandi Kruse, host of the podcast “unDivided”; and Jonathan Choe, a senior fellow at the Discovery Institute, a conservative think tank. Their lawyer, Jackson Maynard, told U.S. District Judge David Estudillo on Monday that the process used to deny them press credentials was vague and arbitrarily applied, violating their due-process rights, and withholding access because of they disagree with the lawmakers’ political views violates their constitutional rights of free speech and free press. “In the remaining 72 hours of the legislative session, the House will potentially be wrestling with a multibillion-dollar budget and other legislation of great importance,” Maynard told the judge Monday. “My clients are the eyes and ears of the people in the legislative process. Their voices and opinions should not be excluded.” In his ruling, Estudillo said the group failed to show that they were denied passes because of their political affiliations — which would be a violation of their First Amendment rights — and failed to show that the process was arbitrary, which would have violated their due process rights. “The court acknowledges that both parties have legitimate interests at stake here,” Estudillo said in his order. But denying the temporary restraining order is appropriate because the three failed to show that they are likely to succeed on their free press or due process claims, and the “House has a substantial interest in ensuring the reporters it permits to access the House floor meet the credential standards promulgated so the House may ‘debate and pass laws without interruption or lobbying in that space.’” Maynard said they’re not giving up. “We will continue to litigate this case until we either prevail or exercise every viable legal option,” he said in an email. “Our goal is to get our clients the access they are entitled to by the constitution as members of the press.” Jessica Goldman, the lawyer for the House, said they were confident that any further litigation would end with the same conclusion — that the press pass policy complies with the constitution and protects the lawmakers’ working space. Legislatures across the country have grappled with how to address the changing media landscape. TV, radio and newspaper reporters are being joined by podcasters and other user-generated content producers. Conservative influencers have made regular appearances at news conferences and events hosted by the Trump administration. Goldman told Estudillo that the group was not denied passes because of their viewpoints but because they were activists for political causes, not independent monitors. “It’s also important to understand that the plaintiffs here were not just attending an event, which obviously journalists do all the time,” Goldman said. “They were the leaders of these events that they attended. They were their keynote speakers. They have attached their names and their fame and notoriety to trying to get these … laws passed by the legislature.” For example, besides being a talk radio host, Hoffman is also is involved with Let’s Go Washington, a political action committee that campaigns for initiatives. Kruse is also involved in that group, as well as the group Future 42, where she criticizes Democratic policymakers and advocates for or against proposed bills. Choe requested the press pass as a representative of “Discovery Institute/Frontlines TPUSA.” Discovery is a think tank, and Turning Point USA says its “mission is to identify, educate, train, and organize students to promote the principles of fiscal responsibility, free markets, and limited government,” lawyers said in their filing. The Washington State Capitol Correspondents Association guidelines for granting press passes says the person must be “a bona fide journalist” and there must be a line “between professional journalism and political or policy work.” The association shifted the credentialing process to the Legislature after the three threatened a lawsuit in 2025. The Senate eventually issued the passes, but the House took over the process and denied the pass requests. The criteria for granting press credentials “are guided by the principle that House floor access should be given to press who are independent observers and monitors, not participants with a stake in the proceedings, no matter their political viewpoints,” Goldman said in a court filing. Other legislatures have faced similar questions. Journalist Bryan Schott covered the Utah Legislature for years with a press pass, but was denied a credential after founding the news website Utah Political Watch. The legislature’s policy excluded “blogs, independent or other freelance journalists.” He sued but his case was dismissed. The Glen Ellyn Democrat has been locked in a yearslong battle with the board over how she runs the county clerk’s office and how bills get paid. That fight ended up in court and was a key factor in why the two-term incumbent found herself facing a challenger in the Democratic primary election. On Tuesday, DuPage County Board member Paula Deacon Garcia defeated Kaczmarek to become the Democratic nominee for county clerk. In November, she will face Republican Patricia Kladis-Schiappa, an attorney from Burr Ridge. Deacon Garcia and Kladis-Schiappa both say they would end the legal battle with the county board if they are elected. However, Kaczmarek will continue to serve as county clerk until the end of November. In the meantime, she says she intends to pursue an appeal she filed earlier this year. “The need for clear legal standards to govern the relationship between different elected offices is of much greater and wider consequence than the results of any individual election,” Kaczmarek said in a statement. Noting that a DuPage judge sided with the county in two recent rulings, a spokesman for the DuPage County state’s attorney’s office said the office will “continue to vigorously defend the county in this matter.” Kaczmarek has argued that multiple opinions issued by the Illinois attorney general’s office have supported the contention that elected officials have internal control over their office. In addition, Kaczmarek claims the county has tried to require her office to make unnecessary budget transfers in order for bills to be paid. County board members counter that they don’t want to tell Kaczmarek what to do. However, they say the county can require its elected officials and department heads to follow basic accounting procedures and state laws on bidding. Still, Kaczmarek insists that the county board and the state’s attorney’s office “continue to mislead the public regarding the fact that they are simply ignoring” everything that the attorney general’s office has advised. “There must be independence of county officers from county board interference,” Kaczmarek said. “Nothing has changed regarding the need for higher courts to clarify whether every attorney general’s opinion on these issues for decades has simply been wrong. The rest of the state is operating under different rules than DuPage County.” The county board filed a lawsuit in 2024 seeking a judge’s order to compel Kaczmarek into compliance with county accounting procedures for bill payments. At the time, Kaczmarek would not fill out the requested paperwork for budget transfers to get bills paid, arguing that it wasn’t necessary because there was enough money in her budget to cover the expenses. Last August, a judge ruled in the county’s favor and compelled Kaczmarek to follow the county’s accounting procedures. Then in December, the same judge ruled against Kaczmarek’s request for summary judgment, where she argued contracts with two election-related vendors were exempt from bidding rules because they fell under professional services. In January, Kaczmarek’s attorney filed the notice of appeal challenging both rulings. On Wednesday, Kaczmarek’s attorney, Ken Florey, said legal briefs from both sides should be filed in the coming months. He was hopeful a ruling could be issued before the November election. (FROM THE EDITORIAL: Tuesday’s primary delivered a stark warning for Illinois Republicans: Fewer voters are showing up, and in too many places, there was not enough on the primary ballot that was actually worth voters showing up for anyway. In well-populated portions of the state, the GOP is steadily vanishing. Official turnout results won’t come out until next month, but State Board of Elections spokesperson Matt Dietrich estimated that overall turnout — Democrats and Republicans — will end up being about the same as in 2022, at 22% statewide. But, even considering the poor turnout, the numbers of votes cast in Republicans’ most important race were remarkably weak.  Republican gubernatorial candidates Darren Bailey, Ted Dabrowski, James Mendrick and Rick Heidner collectively secured far fewer votes than even the abysmally low-turnout 2014 primary. In 2014, despite just 18% turnout, Republican gubernatorial candidates collectively drew more than 816,000 votes. This time, the four Republican candidates combined for just 560,000, nearly 230,000 fewer Republican gubernatorial votes in the primary than the last time Bailey ran in 2022. As troubling as the turnout, though, is what Republican voters encountered when they looked at their ballots. In too many districts — particularly in Chicago and the suburbs — there just wasn’t enough to vote for. No candidate for some key statewide offices. No challenger in many statehouse races. Some Republican voters told us they pulled Democratic ballots instead. For these Republicans, there were some ultra-progressive congressional candidates to oppose, and they felt they would have more of an impact in that way than they would in choosing their own standard-bearers. We made that suggestion during the endorsement process in some races. From a GOP point of view, though, that’s bleak. Why is this happening? What we keep seeing from the minority party is a strategy that worked once at the statewide level — in 2014 — and has failed repeatedly since. Namely, wealthy donors throwing big money behind long-shot statewide races and failing to invest in and focus on winning in competitive statehouse districts. Even if Republicans could pull off another upset and secure the governor’s mansion, they’d still likely face a legislature with an overwhelming Democratic majority. We’ve seen how that plays out. The vacuum created by the absence of a functional Republican electoral apparatus has been filled by consultants and operatives who continue to profit from losing campaigns. A small circle of donors and strategists, including conservative radio host and political consultant Dan Proft, has repeatedly produced the same result: expensive statewide bids that go nowhere. One close observer put it bluntly to us, describing Proft as “Pritzker’s most effective political operative,” despite being paid by Republicans. Proft reportedly hauled in $25,000 a month from the Dabrowski campaign, only to serve up a rematch between Pritzker and Bailey. Democrats dominate Chicago and the inner suburbs. Republicans do the same downstate but have largely maxed out their gains there. The path to relevance in Illinois runs through the outer suburbs and exurbs. Any progress is sure to be incremental, requiring seat gains, stronger candidates and a rebuilt coalition, not a sudden statewide revolution. The path forward is not mysterious, but it does require a fundamental shift in how Illinois Republicans think about winning. The Illinois Republican Party is not failing because Illinois is unwinnable — after all, Donald Trump got roughly 44% of the vote here in 2024 — but because it behaves like a party one election away from a breakthrough instead of a party that must rebuild from the ground up. Republicans have done a poor job channeling that base of support into a broader, winning coalition. Trump is popular in some red states, but in northern Illinois, he’s an albatross. How to finesse MAGA’s unpopularity in the Chicago area is an internal debate Republicans will continue to have, but there are things they can do in the meantime to become more competitive north of Interstate 80. Illinois Republicans need to focus on what matters to most voters regardless of party affiliation: reasonable cost of living, fiscal responsibility and good government. From an operations standpoint, the GOP must emphasize discipline, competence- and fiscal-focused messaging, and voter turnout. Springfield politics also are distinct from what happens in Washington, D.C., where partisanship rules more firmly. Even with Democrats in control, governing in Springfield often means working across the aisle, building coalitions and passing legislation in a divided environment. Until Republicans shift resources away from long-shot statewide bids and toward building a bench in competitive districts, the results will not change. Instead of trying to strike gold with another Bruce Rauner-like gubernatorial flash in the pan, real wins look like breaking the super-minority status in the General Assembly, becoming competitive in more suburban districts, and restoring credibility with donors and persuadable voters. The ILGOP also needs a resuscitated brand and should make competence its credo. In a blue state, a Republican Party that sounds like national cable TV all day is choosing to lose. There is real opportunity and need for a party that recognizes Illinois government is expensive, ethically suspect and often badly managed, and offers a clear alternative. Finding the candidates to pursue this course obviously is a challenge, and we won’t shrug off the impediment that is Illinois’ egregious gerrymandering problem. But it can be done. Illinois Republicans need more mayors, county board members, school board members, sheriffs, business owners and community figures with real roots, and they need to get them into the pipeline earlier. Think two cycles ahead instead of only about today. We have immense respect for leaders like House Republican Leader Tony McCombie of Savanna, who is a smart and serious person. She’s also a downstater. Republicans in the part of the state that decides elections — Chicagoland — have no clear leadership and no pipeline. We write this not to kick the ILGOP while it’s down, but to encourage those who care about competitive state politics not to give up. We also write this out of deep concern for our state and the challenges single-party rule presents. Improvement won’t happen overnight. Rebuilding a viable opposition party in Illinois will take years of disciplined candidate recruitment, message clarity and strategic focus on winnable races. But the alternative — continued erosion into irrelevance — should concern anyone who believes competitive politics leads to better governance. Illinois does not benefit from one-party rule, and voters deserve a functional, credible alternative.

While I worked for IRS, for almost 9 years, the last 5 1/2 years of which at the GS-12 Step 1-5 Levels, currently $100,069-$113,402/year, I earned an MBA and I passed the CPA examination on my first attempt. While I worked for GAO, the last 11 years of which at the GS-13 Step 1-10 Levels, currently $118,984-$154,682/year, earned master’s degrees in accounting, I passed the Certified Internal Auditor examination on my first attempt, I became a licensed CPA, I became a certified fraud examiner, government financial manager, financial services auditor, and forensic accountant, and I earned a master’s degree in finance. What if the ICPAS had come to my defense when my Democrat IRS superiors refused to promote me to GS-13? What if the ICPAS had come to my defense when my when my Democrat GAO superiors a) forced me to take a $23,699/year (21%) pay cut to transfer from IRS to GAO, b) delayed my promotions and refused to promote me to GS-14, c) kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, d) always ranked me in the bottom half of my coworkers for pay-for-performance, and e) forced me to retire when I was 49 years old? While I worked for GAO, I served on ICPAS’s membership committee for 9 years and I served on the Executive Committee of the Association of Government Accountants (AGA) Midwest Chapter for 13 years. What if ICPAS, Institute of Internal Auditors (IIA), and AGA had come to my defense when my Democrat IRS and GAO superiors took the aforesaid adverse actions against me? ICPAS, IIA, and AGA would have come to my defense if I had been a Democrat, a minority, younger, or a veteran.
