(FROM THE ARTICLE: DuPage County Board committee will discuss the possible repeal of its 2009 ban on video gaming for businesses located in unincorporated areas. Board member Paul Fichtner told the board last week the matter will be discussed at the June 13 Finance Committee meeting. “It was the consensus of the committee to discuss this and perhaps make a decision at that same meeting three weeks from now,” Fichtner said. “Because of the nature of the topic and the interest it may bring, I’m suggesting we start at 7:30 a.m.”  Board member Jim Zay requested the committee address the matter. “Obviously, we’ve been getting emails and public comment (from people interested in the repeal), so I think it’s time to take another look at it,” Zay said. “I’m not saying we’re in favor of it or against it, but it’s time to listen to their concerns and see what’s going on. A lot of things have changed since 2009 with video gaming so I think it’s time for the board to give these people an opportunity to hear their concerns and look at it again.” Individuals both for and against video gaming have spoken at the last three county board meetings. Jeremy Truex, co-owner of a tavern located in an unincorporated part of Lombard, is among those who think the prohibition should be removed. “The county is missing out on some serious tax revenue,” Truex said. “You’ve got people going to other municipalities and spending their money, whereas they could be spending it in unincorporated DuPage County with all its small businesses.” Will County, which does allow video gaming in unincorporated areas, collected $198,915 in tax distributions in 2016 from the 27 establishments licensed for video gaming, according to the Illinois Gaming Board. In Kane County, 12 such businesses earned $134,694 in tax distributions last year, and 61 businesses with video gaming earned $623,636 for Lake County over the same 12-month period, state numbers show. Some counties, like Cook, do not permit video gaming in unincorporated areas. Will County instituted a ban on any new licenses in April 2015, citing loopholes and liberal state regulations that permit video gaming in unexpected places like gas stations. The 31 Aurora businesses with licenses for video gaming include restaurants, pubs, private social clubs and fraternal organizations such as Amvets and a Moose lodge. The city of Aurora took in $332,045 in tax distributions from those establishments in 2016. Naperville adopted a city-wide ban on video gaming in October 2009. In an email statement, Naperville communications manager Linda LaCloche affirmed Wednesday, “the city of Naperville continues to support our decision to opt out of the Illinois Video Gaming Act.” While video gaming has earned nearly $171 million in tax distributions for counties and municipalities since 2012, some critics say the activity erodes the amount of money gamblers spend at casinos and boats, where it is permitted. In its ordinance prohibiting video gaming, Naperville cited the activity as being inconsistent with family values, being associated with corruption and enticing players to game faster for longer periods of time and at higher rates of wagering, according to a study by the Massachusetts Institute of Technology. At a previous DuPage County Board meeting, Villa Park resident Kathy Gilroy asserted that the board “had no duty to level the playing field. This board has a duty to the welfare of county residents.” Zay and Jim Healy were on the board eight years ago when the video gaming ban was instituted. “I don’t think attitudes have changed very much since 2009,” Healy said. “Obviously, we’ll wait to hear what people have to say. At this moment, nothing has changed in my mind.” The Finance Committee will meet at 7:30am on June 13 in the County Board Room of the Jack T. Knuepfer Administration Building, 421 North County Farm Road, in Wheaton.)

(FROM THE ARTICLE: Amid calls for a repeal of DuPage’s ban on video gambling machines, county board members are going to revisit the issue. Officials in recent months have heard from businesses and a Veterans of Foreign Wars post that would like to offer video gambling. But they’ve also heard from gambling opponents who want to keep the moratorium that affects more than two dozen bars, restaurants, golf courses and social clubs in unincorporated parts of the county. In response, board members have agreed to discuss video gambling during their finance committee meeting scheduled for June 13. “We have people asking us to look at it,” county board member Jim Zay said. “So we need to have a discussion. We should at least give these people the opportunity to present their case for why we should change it. And we should give opponents the opportunity to say why they’re still against it.” Illinois legalized video gambling in 2009, but towns and counties were able to opt out. DuPage enacted its ban in August 2009 after officials cited possible social problems. County board member Paul Fichtner, who serves as chairman of the board’s finance committee, said the outcome of next month’s discussion will determine whether a measure is drafted to lift the prohibition. “We’re going to give everybody an opportunity to speak to the issue,” Fichtner said. If the panel recommends repealing the ban, it still would require a final vote by the full county board. Fichtner said he doesn’t know if there’s enough support on the board to pursue a repeal. “It’s going to be close,” he said. If the ban is lifted, county officials estimate that around 28 liquor license holders might be eligible to apply for a video gambling license. The county would gain between $200,000 and $250,000 a year in revenue, according to one estimate. Counties and towns that allow video gambling receive 5 percent of each machine’s profit. While towns throughout DuPage initially enacted bans, a number have since changed their minds. DuPage towns that allow video gambling are Addison, Aurora, Bensenville, Bloomingdale, Carol Stream, Darien, Glendale Heights, Itasca, Oakbrook Terrace, Roselle, Villa Park, Westmont, Willowbrook, Wood Dale and Woodridge, according to the Illinois Gaming Board. Some bars owners in unincorporated areas say they’ve lost customers to establishments where video gambling is allowed. But anti-gambling advocates say it’s not the county board’s responsibility to level the playing field for bars.)

(FROM THE ARTICLE: former presidential advisor shared his fears about the effects of marijuana legalization during a lecture Thursday at Linden Oaks Naperville Outpatient Center. “People have to stand up to this industry,” said Kevin Sabet, an assistant professor who served as a senior advisor to President Barack Obama’s drug control director and worked in the Clinton and Bush administrations. “It’s about getting health care voices involved. We need more partners at the table. Right now this industry is getting away with murder.” Sabet shared slides, statistics and anecdotes to support his premise that legalized recreational marijuana in Alaska, California, Colorado, Maine, Massachusetts, Nevada, Oregon, Washington and Washington, D.C., is a lucrative industry that’s misleading the public about pot’s risks and benefits. “We learned the hard way about tobacco, which caused tens of millions of needless deaths,” said Sabet, who founded the nonprofit SAM, or Smart Approaches to Marijuana, in 2013. His organization’s goal, according to its website, is to prevent “another Big Tobacco (by) stopping marijuana legalization and commercialization, educating policy-makers and the public on marijuana issues, and fundraising.” Sabet said marijuana use causes respiratory problems, results in low birth weight babies and can impair learning with permanent IQ loss when consumed in large quantities by someone who’s young, according to the National Academy of Sciences. While he acknowledged that marijuana can eliminate nausea for those fighting cancer or other illnesses, he but did not mention other benefits commonly cited by medical advocates, such as reducing pain and seizures. “The medical marijuana industry is already making a lot of money here” in Illinois, he said. “It’s all about the money.” In the past four years, Illinois has legalized cannabis for medical use and decriminalized recreational use. In March 2017, state lawmakers proposed a measure legalizing recreational marijuana that could be voted on next year. Proponents estimate marijuana could generate between $350 million and $700 million in annual sales, reaping a sales tax windfall for the state. “We’re looking at one side of the ledger. People are not counting the costs,” said Sabet, who presented statistics on health care costs from pot-related illnesses. Marijuana advocates counter that legalization would save money on enforcement and boost opportunities for minority youth. An NAACP report from 2015 said marijuana arrests account for more than half of all drug arrests in the country, with blacks being six times more likely than whites to be arrested for pot possession, making it harder for them to obtain student loans and jobs. Dawn Neylon said she plans to share Sabet’s message with the middle and high school students with whom she works at 360 Youth Services, a Naperville nonprofit prevention program. “We’re learning new ways to give them information to make healthy choices. Alcohol and tobacco use is down dramatically (in Naperville school districts 203 and 204). There’s not much change in marijuana use.” In recent years, teenagers’ perceptions of marijuana have changed and she is seeing a decrease in their belief that pot poses a risk, Neylong said. “That’s concerning. When there’s a decreased sense of harm, there’s a greater risk to use it,” she said. Based on her interactions with teens, she said Naperville parents should be just as concerned about “a little weed” or “a little beer” as they are about opiates because “the earlier they start to use (alcohol or marijuana), the more likely they are to abuse. We want to push the first age of use to help prevent challenges later in life.” Sabet said a 2013 study from the U.S. Department of Health and Human Services showed marijuana can lead to other drugs for some people. “A majority of people who try pot stop using it after three times or less,” he said. “Three to four percent of the time they will try other drugs. (FROM THE ARTICLE: On Wednesday, Hannity sent a steady stream of tweets that targeted Media Matters for America, the liberal lobbyists who a day earlier had posted a list of his show’s advertisers on its web site. Targeting a show’s advertisers is a potent line of attack in television; the swift abandonment of Bill O’Reilly’s advertisers last month after the revelation of settlements paid to women to quiet harassment charges was widely considered a factor in his firing by Fox. Media Matters is “targeting my advertisers to silence my voice,” Hannity tweeted. “They hope to get me fired. Rush (Limbaugh), O’Reilly, (Glenn) Beck, (Don) Imus and now me.” He posted a series of links to articles about Media Matters’ funding, and ties to figures reviled by many conservatives, like George Soros and Bill Clinton. Media Matters denied that it was mounting a pressure campaign focusing on Hannity’s advertisers. The organization’s president Angelo Carusone said he hadn’t spoken to any sponsors. He said he wanted advertisers to be aware of Hannity’s “volatility” as part of a general Media Matters campaign to get them to think about advertising on Fox; Media Matters hasn’t posted a list of sponsors for any other specific show. Examining census and other survey data about the 18-to-34 age group, the report notes: — The percentage of women ages 20-24 who are married fell from 57 percent in 1976 to 17 percent in 2014, while those with a child fell from 31 percent to 25 percent. It is thus more common for a 25-year-old woman to be a mother than a wife. — About one of three 18-to-34-year-olds relies on parents’ financial help, and a similar proportion live in their parents’ homes. The percentage living independently fell from 51 percent in 2005 to 41 percent in 2015. — The economic situation of young men has plummeted, with 41 percent of those ages 25-34 earning less than $30,000 annually, compared to just 25 percent who were below that inflation-adjusted threshold in 1975. The status of women has spiked, meanwhile, as only 14 percent in that age group are homemakers now compared to 43 percent in 1975. Despite economic gains compared to young men, however, their earnings still trail those of males. — Sharing a home with an unmarried partner has been the fastest-growing living arrangement over the past four decades, used by 12 percent of 18-to-34-year-olds in 2016 compared to less than 1 percent in 1975. The age group’s most common living arrangement, however, is living with parents, which has overtaken living with a spouse. A 2012 survey of the U.S. population, for instance, found 21 was deemed the ideal age of financial independence from parents, but only 29 percent of 21-year-olds currently achieve that. (FROM THE ARTICLE: A former Evanston public works director Suzette Robinson is suing the city and several city officials for what the lawsuit alleges was “discrimination on the basis of race, harassment and [a] racially hostile work environment, and for retaliation.” However, Evanston’s city manager, who was named as one of the defendants in the suit, said Suzette Robinson’s race played no part in the decision to eliminate her job. “I deny Ms. Robinson’s claims in this lawsuit that race or retaliation had any role in my decision-making,” said Evanston City Manager Wally Bobkiewicz. In the complaint, filed May 27, 2016, in U.S. District Court for the Northern District of Illinois, Robinson asks for $75,000 in compensation, plus attorney’s fees and punitive damages. She names Bobkiewicz, the City of Evanston, city attorney W. Grant Farrar and human resources manager Jennifer Lin as defendants. According to the lawsuit, Robinson was public works director for Evanston from March 2010 until August 2015. The suit said that she was one of “three African-American employees at the department director level reporting directly to Bobkiewicz.” The complaint reads that Robinson’s position was eliminated, “effective immediately,” in August 2015 after Bobkiewicz stated “that the city planned to combine public works and utilities into one department named the public works agency.” But the lawsuit says the City Council did not approve the “proposed reorganization” until September 2015. Robinson alleges that Bobkiewicz “discriminated against her on the basis of race” and “retaliated against her” “for filing complaints about racial discrimination,” according to court documents.)

Fascists Get Out.” Close to 200 students kept up the noise for more than an hour in a University at Buffalo lecture hall on May 1, mostly drowning out the evening’s featured speaker, Robert Spencer, a conservative author and blogger who espouses a dark view of Islam. The event appeared to follow a familiar script, in which a large contingent of liberals muzzles a provocative speaker invited by a small conservative student club. But the propelling force behind the event — and a number of recent heat-seeking speeches on college campuses — was a national conservative group that is well funded, highly organized and on a mission, in its words, to “restore sanity at your school.” The group, the Young America’s Foundation, had paid Mr. Spencer’s $2,000 fee, trained the student leader who organized the event and provided literature for distribution. Other than the possibility of outside interference, little had been left to chance. The speeches are a part of the group’s mission of grooming future conservative leaders — Attorney General Jeff Sessions and Stephen Miller, a White House adviser, are among its alumni — and its long list of donors has included the television game show host Pat Sajak, the novelist Tom Clancy, the billionaire brothers David H. and Charles G. Koch, and the Amway billionaires Richard and Helen Devos, who gave $10 million to endow the Reagan Ranch near Santa Barbara, Calif., which the foundation runs as a preserve. (Their daughter-in-law, Betsy DeVos, the secretary of education, is not a donor, the group says.) Over the past two years, armed with a $16 million infusion from the estate of an orthodontist in California, Robert Ruhe, the organization has doubled its programming, including campus speeches. In 2016 that meant 111 speakers on 77 campuses. On the group’s website, it boasted of “dispatching” 31 speakers to colleges last month alone. In that time, the speakers have gotten edgier, more in-your-face and sometimes even meanspirited. Among them is Ann Coulter, whose canceled speech last month at the University of California, Berkeley, led the foundation, which was covering most of her $20,000 fee, to sue the college, arguing that it had violated the First Amendment in its failure to provide a suitable time and place for the event. The resulting clashes on university campuses, including protests and efforts to block speeches, have raised free speech questions. And at Berkeley, even liberals who oppose Ms. Coulter’s viewpoints said her speech should have been allowed to proceed. In the meantime, protesters have questioned whether such events are cynically intended to provoke reactions. “It’s part of a larger systematic and extremely well-funded effort to disrupt public universities and create tension among student groups on campus,” said Alexandra Prince, a doctoral student at Buffalo who circulated a petition to block Mr. Spencer.)
