CHICAGO TRIBUNE
— OUTRAGEOUS: DuPage committee to revisit ban on video gaming in unincorporated areas – Gary Gibula  (DIERSEN: Please join Kathy Gilroy, me, and others who will speak at the DuPage County Finance Committee meeting Tuesday, June 13, 2017, at 7:30 AM, in favor of keeping the ban on video gambling in unincorporated DuPage County.  If you are in DuPage County, please urge DuPage County Board Chairman Dan Cronin, the 18 DuPage County Board members, and especially, the 3 board members who represent your district, to vote to keep the ban.  In 2009, the Milton Township Republican Central Committee (MTRCC) unanimously passed a resolution against video gambling throughout DuPage County.  Since then, no MTRCC member has done anything to rescind that resolution.)
http://www.chicagotribune.com/suburbs/naperville-sun/news/ct-nvs-dupage-video-gaming-revisited-st-0528-20170527-story.html
(FROM THE ARTICLE: DuPage County Board committee will discuss the possible repeal of its 2009 ban on video gaming for businesses located in unincorporated areas. Board member Paul Fichtner told the board last week the matter will be discussed at the June 13 Finance Committee meeting. “It was the consensus of the committee to discuss this and perhaps make a decision at that same meeting three weeks from now,” Fichtner said. “Because of the nature of the topic and the interest it may bring, I’m suggesting we start at 7:30 a.m.”  Board member Jim Zay requested the committee address the matter. “Obviously, we’ve been getting emails and public comment (from people interested in the repeal), so I think it’s time to take another look at it,” Zay said. “I’m not saying we’re in favor of it or against it, but it’s time to listen to their concerns and see what’s going on. A lot of things have changed since 2009 with video gaming so I think it’s time for the board to give these people an opportunity to hear their concerns and look at it again.” Individuals both for and against video gaming have spoken at the last three county board meetings. Jeremy Truex, co-owner of a tavern located in an unincorporated part of Lombard, is among those who think the prohibition should be removed. “The county is missing out on some serious tax revenue,” Truex said. “You’ve got people going to other municipalities and spending their money, whereas they could be spending it in unincorporated DuPage County with all its small businesses.” Will County, which does allow video gaming in unincorporated areas, collected $198,915 in tax distributions in 2016 from the 27 establishments licensed for video gaming, according to the Illinois Gaming Board. In Kane County, 12 such businesses earned $134,694 in tax distributions last year, and 61 businesses with video gaming earned $623,636 for Lake County over the same 12-month period, state numbers show. Some counties, like Cook, do not permit video gaming in unincorporated areas. Will County instituted a ban on any new licenses in April 2015, citing loopholes and liberal state regulations that permit video gaming in unexpected places like gas stations. The 31 Aurora businesses with licenses for video gaming include restaurants, pubs, private social clubs and fraternal organizations such as Amvets and a Moose lodge. The city of Aurora took in $332,045 in tax distributions from those establishments in 2016. Naperville adopted a city-wide ban on video gaming in October 2009. In an email statement, Naperville communications manager Linda LaCloche affirmed Wednesday, “the city of Naperville continues to support our decision to opt out of the Illinois Video Gaming Act.” While video gaming has earned nearly $171 million in tax distributions for counties and municipalities since 2012, some critics say the activity erodes the amount of money gamblers spend at casinos and boats, where it is permitted. In its ordinance prohibiting video gaming, Naperville cited the activity as being inconsistent with family values, being associated with corruption and enticing players to game faster for longer periods of time and at higher rates of wagering, according to a study by the Massachusetts Institute of Technology. At a previous DuPage County Board meeting, Villa Park resident Kathy Gilroy asserted that the board “had no duty to level the playing field. This board has a duty to the welfare of county residents.” Zay and Jim Healy were on the board eight years ago when the video gaming ban was instituted. “I don’t think attitudes have changed very much since 2009,” Healy said. “Obviously, we’ll wait to hear what people have to say. At this moment, nothing has changed in my mind.” The Finance Committee will meet at 7:30am on June 13 in the County Board Room of the Jack T. Knuepfer Administration Building, 421 North County Farm Road, in Wheaton.)

— After the Confederates, Who’s Next? – Patrick J. Buchanan
http://www.gopusa.com/?p=24928
(FROM THE ARTICLE: Behind this remorseless drive to blast the greatest names from America’s past off public buildings, and to tear down their statues and monuments, is an egalitarian extremism rooted in envy and hate. Among its core convictions is that spreading Christianity was a cover story for rapacious Europeans who, after discovering America, came in masses to dispossess and exterminate native peoples. “The white race,” wrote Susan Sontag, “is the cancer of human history.” Today, the men we were taught to revere as the great captains, explorers, missionaries and nation-builders are seen by many as part of a racist, imperialist, genocidal enterprise, wicked men who betrayed and eradicated the peace-loving natives who had welcomed them. What they blindly refuse to see is that while its sins are scarlet, as are those of all civilizations, it is the achievements of the West that are unrivaled. The West ended slavery. Christianity and the West gave birth to the idea of inalienable human rights. As scholar Charles Murray has written, 97 percent of the world’s most significant figures and 97 percent of the world’s greatest achievements in the arts, architecture, literature, astrology, biology, earth sciences, physics, medicine, mathematics and technology came from the West. What is disheartening is not that there are haters of our civilization out there, but that there seem to be fewer defenders. Of these icon-smashers it may be said: Like ISIS and Boko Haram, they can tear down statues, but these people could never build a country. What happens, one wonders, when these Philistines discover that the seated figure in the statue, right in front of D.C.’s Union Station, is the High Admiral of the Ocean Sea, Christopher Columbus?)

I got full-time federal service credit while I worked only part-time for the Park Forest Post Office 1966-1969. Because he was so furious about that, he got Congress to change the law so that part-time federal work is now prorated. If I had not been grandfathered in, that law change would have cost me about 1 1/2 years of federal service credit.)
http://edgarcountywatchdogs.com/2017/05/bill-introduced-to-change-public-officer-prohibited-activities-act-after-dupage-official-outed/
(FROM THE ARTICLE: Like previous violations of law by public officials in DuPage and other counties, instead of following the law, they simply get the law changed – which is their right to try and accomplish, but it sets a bad precedent for Illinois public officials – one that essentially breeds corruption by demonstrating that laws do not matter. Previous changes have been to pass a Bill concerning the election code, and backdate its effective date to allow extended times for publication of referendum. Another was to change the township code to authorize giving away mulch and delivering it onto private property. And changing the way drug funds must be utilized, after writing about a rogue State’s Attorney who chose to spend it outside what the current law allowed. If this is what we have come to in Illinois, someone should tell us exactly which laws are to be followed, and which ones can be safely ignored. Anything short of that, “Break the Law Change the Law” will become our State motto.)

— Chicago-based Cars.com to stop advertising on Fox News’ ‘Hannity’ – AP  (DIERSEN: Should I publish a list of all my critics/opponents, a list of all their operatives, and a list of all their dupes?)
http://www.chicagotribune.com/business/ct-sean-hannity-sponsors-20170524-story.html
(FROM THE ARTICLE: On Wednesday, Hannity sent a steady stream of tweets that targeted Media Matters for America, the liberal lobbyists who a day earlier had posted a list of his show’s advertisers on its web site. Targeting a show’s advertisers is a potent line of attack in television; the swift abandonment of Bill O’Reilly’s advertisers last month after the revelation of settlements paid to women to quiet harassment charges was widely considered a factor in his firing by Fox. Media Matters is “targeting my advertisers to silence my voice,” Hannity tweeted. “They hope to get me fired. Rush (Limbaugh), O’Reilly, (Glenn) Beck, (Don) Imus and now me.” He posted a series of links to articles about Media Matters’ funding, and ties to figures reviled by many conservatives, like George Soros and Bill Clinton. Media Matters denied that it was mounting a pressure campaign focusing on Hannity’s advertisers. The organization’s president Angelo Carusone said he hadn’t spoken to any sponsors. He said he wanted advertisers to be aware of Hannity’s “volatility” as part of a general Media Matters campaign to get them to think about advertising on Fox; Media Matters hasn’t posted a list of sponsors for any other specific show. Saying there’s no boycott campaign may be a distinction without a difference, however. Media Matters listed on its website more than 150 companies that had run commercials on “Hannity” in May, ranging from Lexus to Reddi-wip to Comedy Central. Hannity tweeted Wednesday that he’d spoken to several of his advertisers and they said they’d been “inundated” with emails urging them to stop running commercials on his show. Cars.com said in a statement that its decision to advertise on a show doesn’t mean it agrees or disagrees with its content. “We don’t have the ability to influence content at the time we make our advertising purchase,” the company said. “In this case, we’ve been watching closely and have recently made the decision to pull our advertising from Hannity.” The company did not make clear when it made that decision or what about Hannity’s content influenced its executives. A company representative did not immediately return a call seeking comment. By alerting his supporters about the list of advertisers, Hannity has played into his critics’ hands, Carusone said. “He has demonstrated that he’s totally volatile and out of control,” he said. “Hannity has done more to create pressure for his advertisers than I have.” Carusone suggested that Hannity is “acting out of fear and anxiety over the future of Fox News by preying on the fears and anxieties of his audience.” “We’re not running a campaign to get him fired right now,” he said.)

(FROM THE ARTICLE: Approximately 100 local veterans of World War II and the Korean War got their due and the Honor Flight Chicago got its financial backing at the DuPage Veterans Foundation’s sixth annual fundraiser recently. Richard Jorgensen, the president of the foundation, told the DuPage Policy Journal that the event met its goals with flying colors. “We considered it to be a very successful event,” he said. “Our event is really two things: one, to honor World War I and Korea War-era veterans for their service, and second, it is a fundraiser to donate the money to Honor Flight Chicago. Those were the two goals of our event.” Jorgensen said the fundraiser drew more than 1,000 attendees, including Republican Gov. Bruce Rauner and Chicago radio talk show host Dan Proft. Jorgensen said he estimated the fundraiser garnered approximately $55,000 this year, adding to the more than $200,000 it has raised through past events.)

(FROM THE ARTICLE: About one month later, Fox News has a completely different news lineup, and the results thus far have been nothing short of disastrous. On Thursday, TV Newser reported Fox News, which once dominated its competitors in virtually every timeslot, is now losing across the board in the key 25-54 demographic. The results are most notable in primetime, which used to carry Fox News’ most reliable audience. https://www.washingtonpost.com/news/powerpost/wp/2017/05/22/trump-hill-republicans-target-overly-generous-compensation-for-feds/
(FROM THE ARTICLE: With President Trump targeting federal employees’ retirement programs and House Republicans taking aim at their compensation generally, Uncle Sam’s goal of being a model employer looks shaky. The administration’s fiscal 2018 budget proposal, scheduled for release Tuesday, includes a series of cuts to retirement programs, as The Washington Post reported last week. Then, amid a torrent of reports denoting Trump as unfit, unprepared and unbecoming, Republicans took time for a hearing to promote the notion that feds are overpaid. Together, the White House and congressional actions are a clear indication of Republican intent to extract savings at the expense of the workforce. At Thursday’s House Oversight and Government Reform Committee hearing, Rep. Mark Meadows (R-N.C.), chairman of the government operations subcommittee, complained “taxpayers are stuck paying for overly generous compensation” that “rewards tenure rather than performance.” Meadows, chairman of the right-wing House Freedom Caucus, always makes a point of praising “an incredibly dedicated federal workforce” and visiting their workplaces. That he is not a fed-basher demonstrates how pervasive his position is among Republicans who control Congress. With Republican Trump running the White House, Democrats are outnumbered in their attempt to protect workers from further incursions into their pocketbooks.)

https://www.cjr.org/local_news/trump-and-trickle-down-press-persecution.php
(FROM THE ARTICLE: IT’S BECOME CLEAR IN RECENT MONTHS that Donald Trump’s growling at the national press has, in many ways, backfired. The New York Times and The Washington Post are producing exceptional and indignant stories about the new administration. Subscriptions have surged. Cable news ratings are hitting record highs. And nonprofit outlets like Mother Jones and ProPublica have seen a major increase in donations. Times Editor Dean Baquet put it this way in late February: “There was a long time when the press wondered about its place in society. . . What’s happened in the last couple of months, I have to say, has been tremendous for news organizations. Our mission is clearer than it’s ever been.” I’m excited about the press’s reinvigoration, too, but I’m also worried about Trump’s anti-press words and deeds—and their trickle-down consequences for state and local journalists. I contacted 16 editors or publishers of state and local newspapers in California, Georgia, Florida, Kentucky, North Carolina, Ohio, Pennsylvania, and Texas to ask if their papers had seen post-election bumps in subscriptions or readership. Their circulations range from 8,000 to 200,000 daily. Seven responded, and only one reported growth. The others didn’t know why they hadn’t seen growth or said their local focus might be to blame. I don’t want to lean too heavily on these results, which are anecdotal. But they only add to my concern that Trump’s anti-press antics will inspire unprecedented attempts to delegitimize the state and local press.)

FED SMITH
— Becoming a Thrift Savings Plan Millionaire: One Federal Employee’s Story – Dan Magneson
https://www.fedsmith.com/2017/05/21/becoming-tsp-millionaire-one-federal-employees-story/
(FROM THE ARTICLE: So, twenty years after I first bought that magazine, I can attest to the truth of the projections that those charts and graphs – and the TSP calculator – illustrate: that by making regular contributions – and contributing the maximum that you can – an ordinary, run-of-the-mill person can indeed become a millionaire. It is not just smoke-and-mirrors or a mirage and while it doesn’t happen overnight, it can happen over time. For myself, my government career can very roughly be divided into thirds: about the first 1/3 was spent working various positions between GS-3 and GS-7. The next 1/3 was spent as a GS-9, and only in the third to date have I reached a GS-11. So I am not particularly remarkable in this regard, nor am I boasting or bragging. In fact, just the opposite: By not having climbed all that far up the career ladder myself, I am simply pointing out just how possible that it still really is; this would seem to be a goal well within reach of a lot of everyday folks. And if the markets cooperate and deliver exceptionally-robust returns, it could happen sooner than you think. But the absolute worst thing you can do is convince yourself that accumulating substantial wealth is simply not attainable; if you do that, you’ll defeat yourself before you even get started. I think it was Henry Ford who said, if not verbatim, something to the effect of: “Whether you think you can, or you think you can’t – you’re right.”)

http://www.chicagotribune.com/suburbs/evanston/news/ct-evr-evanston-racial-discrimination-lawsuit-tl-0504-20170519-story.html
(FROM THE ARTICLE: A former Evanston public works director Suzette Robinson is suing the city and several city officials for what the lawsuit alleges was “discrimination on the basis of race, harassment and [a] racially hostile work environment, and for retaliation.” However, Evanston’s city manager, who was named as one of the defendants in the suit, said Suzette Robinson’s race played no part in the decision to eliminate her job. “I deny Ms. Robinson’s claims in this lawsuit that race or retaliation had any role in my decision-making,” said Evanston City Manager Wally Bobkiewicz. In the complaint, filed May 27, 2016, in U.S. District Court for the Northern District of Illinois, Robinson asks for $75,000 in compensation, plus attorney’s fees and punitive damages. She names Bobkiewicz, the City of Evanston, city attorney W. Grant Farrar and human resources manager Jennifer Lin as defendants. According to the lawsuit, Robinson was public works director for Evanston from March 2010 until August 2015. The suit said that she was one of “three African-American employees at the department director level reporting directly to Bobkiewicz.” The complaint reads that Robinson’s position was eliminated, “effective immediately,” in August 2015 after Bobkiewicz stated “that the city planned to combine public works and utilities into one department named the public works agency.” But the lawsuit says the City Council did not approve the “proposed reorganization” until September 2015. Robinson alleges that Bobkiewicz “discriminated against her on the basis of race” and “retaliated against her” “for filing complaints about racial discrimination,” according to court documents.)

NEW YORK TIMES
— The Conservative Force Behind Speeches Roiling College Campuses – STEPHANIE SAUL  (DIERSEN: Ever-increasingly, schools crank out hate-filled “good little Democrats” who are anti-Trump, anti-Protestant, anti-conservative, anti-Republican, anti-American, anti-White, anti-male, anti-older people, anti-rich people, anti-gun owners, anti-German Americans, anti-draft avoiders (except Bill Clinton), and/or anti-those whose ancestors have been in America longer than their ancestors.)
https://www.nytimes.com/2017/05/20/us/college-conservative-speeches.html
(FROM THE ARTICLE:  “Let’s give it up for the racists that are hosting this event!” someone yelled, and the crowd roared, foot-stomping in unison, then breaking into song: Woody Guthrie’s “This Land Is Your Land.” One member of the audience held up a sign, “Queers Against Islamaphobia.” Another unfurled a banner: “Muslims Welcome. Fascists Get Out.” Close to 200 students kept up the noise for more than an hour in a University at Buffalo lecture hall on May 1, mostly drowning out the evening’s featured speaker, Robert Spencer, a conservative author and blogger who espouses a dark view of Islam. The event appeared to follow a familiar script, in which a large contingent of liberals muzzles a provocative speaker invited by a small conservative student club. But the propelling force behind the event — and a number of recent heat-seeking speeches on college campuses — was a national conservative group that is well funded, highly organized and on a mission, in its words, to “restore sanity at your school.” The group, the Young America’s Foundation, had paid Mr. Spencer’s $2,000 fee, trained the student leader who organized the event and provided literature for distribution. Other than the possibility of outside interference, little had been left to chance. The speeches are a part of the group’s mission of grooming future conservative leaders — Attorney General Jeff Sessions and Stephen Miller, a White House adviser, are among its alumni — and its long list of donors has included the television game show host Pat Sajak, the novelist Tom Clancy, the billionaire brothers David H. and Charles G. Koch, and the Amway billionaires Richard and Helen Devos, who gave $10 million to endow the Reagan Ranch near Santa Barbara, Calif., which the foundation runs as a preserve. (Their daughter-in-law, Betsy DeVos, the secretary of education, is not a donor, the group says.) Over the past two years, armed with a $16 million infusion from the estate of an orthodontist in California, Robert Ruhe, the organization has doubled its programming, including campus speeches. In 2016 that meant 111 speakers on 77 campuses. On the group’s website, it boasted of “dispatching” 31 speakers to colleges last month alone. In that time, the speakers have gotten edgier, more in-your-face and sometimes even meanspirited. Among them is Ann Coulter, whose canceled speech last month at the University of California, Berkeley, led the foundation, which was covering most of her $20,000 fee, to sue the college, arguing that it had violated the First Amendment in its failure to provide a suitable time and place for the event. The resulting clashes on university campuses, including protests and efforts to block speeches, have raised free speech questions. And at Berkeley, even liberals who oppose Ms. Coulter’s viewpoints said her speech should have been allowed to proceed. In the meantime, protesters have questioned whether such events are cynically intended to provoke reactions. “It’s part of a larger systematic and extremely well-funded effort to disrupt public universities and create tension among student groups on campus,” said Alexandra Prince, a doctoral student at Buffalo who circulated a petition to block Mr. Spencer.)

http://www.govexec.com/pay-benefits/2017/05/trumps-2018-budget-reportedly-targets-federal-retirement-programs/138014/
(FROM THE ARTICLE: The proposed cuts to retirement benefits sparked swift condemnation by Democrats and groups representing federal workers and retirees. Richard Thissen, national president of the National Active and Retired Federal Employees Association, called the proposal an “egregious attack on federal service and seniors” and “unconscionable.”  “The president purports to defend government annuities like Social Security and then proposes to eliminate cost-of-living adjustments for some and limit COLAs for those already retired and living on fixed incomes,” Thissen said. “It is beyond insulting. It is downright mean. Simultaneously promoting tax cuts and forcing a tax on just federal employees, through an increase in retirement contributions, is the height of hypocrisy.” J. David Cox, national president of the American Federation of Government Employees blasted the plan as something that “defies reason.” “The American people knows what’s fair, and raiding the already-modest retirement benefits of the people who inspect our food and lock up dangerous criminals is beyond the pale,” Cox said. “These proposals portray an astounding misplacement of priorities that the American public should not soon forget.” And Rep. Gerry Connolly, D-Va., said cuts to federal retirement benefits will hurt the government’s ability to attract workers capable of fulfilling the missions of various federal agencies. “The biggest losers from President Trump’s draconian cuts to federal employee pay and benefits will be the American people who count on dedicated federal employees to care for our veterans, maintain our national parks, and process Social Security checks each and every day,” Connolly said. “Cuts of this magnitude will make it impossible to recruit and retain the qualified workforce we need to meet our nation’s challenges.”)

(FROM THE ARTICLE: But in real terms, the civilian increase would be less than it looks if proposed hits on retirement benefits are adopted. Trump’s fiscal 2018 budget would: . . . Cut the COLA for Civil Service Retirement System (CSRS) employees by 0.5 percent from what the formula would allowed . . . The thought of Trump’s assault on federal retirement programs becoming law enrages federal employee leaders.  National Active and Retired Federal Employees Association President Richard Thissen called Trump’s plan “beyond insulting. (FROM THE ARTICLE: Voters approved a ballot question that makes the township establish a board devoted to improving the availability and quality of services for township residents with mental illness, addiction, and developmental disabilities. Ed Levato was township supervisor when the referendum was placed on the ballot after a successful petition drive organized by a group of residents. He said Monday that township staff members were simply misinformed when they told a Daily Herald reporter before the election that the ballot question was advisory. “They were not given any information about it,” he said. “It wasn’t our referendum. It was a citizens’ initiative.” Levato apologized for the miscommunication. He said he personally didn’t support the measure. “It’s a huge tax increase,” Levato said. According to preliminary estimates, owners of homes valued at $240,000 would pay about $56 a year in property taxes to support the mental health board. The tax is expected to be collected for the first time next year. However, Michael Murray, chairman of the committee that backed the referendum, said their campaign made it clear to residents that some type of tax increase would be necessary to fund the mental health board. ILLINOIS REVIEW
— REP. REICK EXPLAINS HIS OPPOSITION TO PROPOSED COAL TAR SEALANT BAN  (DIERSEN: I had my 33-year-old driveway seal coated yesterday for $140. For many years now, to prolong the driveway’s useful life, I have had the driveway seal coated in the spring and in the fall each year.  Of course, if I sought a government office or a political office, my critics/opponents, their operatives, and their dupes would use that against me, just like they would use against me a) my having a 20-W whole-house backup natural gas-fired electric generator installed and b) my spending my time and my money to prevent basement flooding and to address lot drainage problems.)

CAPITOL FAX
— Attacks continue on Pritzker over property tax breaks (DIERSEN: Have you ever sought reduction of an assessed valuation?  I did during the 1980s and 1990s for 915 Cove Court in Wheaton.  Ultimately, the Property Tax Appeal Board granted me a reduction, although not as large as I had asked for.  If I sought a government office or a political office, my critics/opponents in Wheaton would bring that up. My critics/opponents side a) with the subdivision’s developer and builder of my home and b) with City of Wheaton officials who approved the subdivision’s grossly inadequate storm water drainage plan and approved the violation of many construction and building codes when the subdivision was constructed in 1983 and my home was built in 1983 and 1984.)
https://capitolfax.com/2017/05/16/attacks-continue-on-pritzker-over-property-tax-breaks/
(FROM THE ARTICLE: OK, so read between the lines a bit. Pritzker paid $3.7 million for the house, but it’s assessed value remained at or above its original $6 million list price. Usually, you’d file for a reassessment right away if you bought a house for much lower than its assessed valuation, but Pritzker didn’t, which cost him some bucks he didn’t need to be paying.)
