The controversy centers on accusations from 17 township residents who say the Republican caucus held virtually Dec. 1 via the internet-based platform Zoom was neither fair nor honest, which is why they held their own caucus instead. Republican organization Chairman Jim Ruhl said the decision to host the caucus via Zoom was made so that anyone, including older people and those who fearful of going out in public because of the coronavirus pandemic, could participate. To provide more flexibility, Republicans who are not internet savvy had the option of calling in by phone, he said. “We did not want to disenfranchise any voter,” Ruhl said. “We chose Zoom for the health and well-being of everyone.” At a meeting a month before the caucus, the organization agreed to slate candidates for the two township positions held by Republicans now: the seats of Assessor Warren Dixon III and Trustee Paul Santucci, he said. Dixon plans to step down and asked Matthew Rasche to run as his replacement; Santucci is seeking reelection. Both candidates were approved during the organization’s virtual caucus Dec. 1. The other set of candidates was selected the same night in the parking lot outside the Naperville Township offices on Water Street in Naperville. They include Lynda Segneri for supervisor, Barbara Lukoff for clerk, Gary Vician for assessor, and Thomas Laz, Gabby Serna and Bill Breyne for the three open trustee seats. That slate was not certified by the township clerk nor forwarded to the county clerk so the candidates filed a lawsuit to have their names listed on the ballot. Attorney Keri-Lyn Krafthefer, who represents the plaintiffs, said 17 Republican voters showed up at the Naperville Township offices Dec. 1 for the caucus. When they were denied in-person access to the meeting, they caucused outside in the parking lot, Krafthefer said. Their lawsuit contends there is no provision in state law that permits a caucus election to be conducted electronically. Vician said a caucus is essentially a primary election, and elections are held in person, not virtually. Caucusing in person allows everyone to have a voice and speak freely, he said. “You really can’t do that on a Zoom call,” Vician said. “In a Zoom meeting, you can be silenced (through muting or ignoring someone who raises their hand).” Rather than decide which slate of candidates should be on the April 6 ballot, DuPage Judge James McCluskey ruled everyone would be listed for the consolidated election. In a written ruling explanation issued Friday, McCluskey said the Zoom caucus was “not properly conducted in a fair and honest manner.” The judge said he agreed with the plaintiffs’ argument that the Zoom caucus was held “in blatant contravention to the Township Code and the Governor’s Executive Order 2020-73 which exempts Township Caucuses from electronic means.” Gov. J.B. Pritzker’s Nov. 18 coronavirus mitigation order to which the judge referred was interpreted differently by the two sides. Krafthefer said the governor’s executive order “does not apply to the December 2020 township caucuses,” which means caucuses can be held in person as required by state law. But Ruhl said the Republican organization was following the governor’s directive. The same order a few sentences later says, “Nothing in this Executive Order prohibits caucuses from being held virtually, and caucus organizers are encouraged to facilitate virtual attendance, to convene outdoors, and must adhere to all Social Distancing Requirements.” Ruhl said he’s not sure when the appellate court will rule, though he expects a decision will be made before April 6 when votes are counted.)

Main St. In November, it relocated to a new store at 4325 S. Michigan St. Bartol said the move had been planned for some time and was prompted by the desire to get into a bigger space and near the Ireland Road retail corridor on the south side of the city. But the shortage of inventory is more evident than ever in the bigger store with its largely barren display cases for handguns, racks for shotguns and rifles and cubicles that store ammo. Almost as fast as new inventory comes in, it is purchased by customers. “Our firearms inventory is about 10% of normal,” Bartol said between customers who were looking for hard-to-find ammunition and guns. “This is the thinnest we’ve ever been, and we’re working harder than ever to find inventory.” Federal background checks soared to nearly 39.7 million in 2020, about a 39% jump compared to the previous year and the most on record since background checks got under way in 1998, according to NCIS statistics. Bartol and other gun shop owners said that millions of those background checks were for first-time gun owners, which helps explain the shortages in addition to the factory shutdowns and slowdowns caused by the pandemic.)

Like the national GOP, Illinois Republicans have been split on how to move forward in the wake of Donald Trump’s presidency. “Individually we can be strong, but united we’re a force. We need to build the party and expand the party and not excommunicate people because of a single or occasional political disagreement.” Tracy takes a similar view of the downstate vs. Chicago divide that has separated many lawmakers. It’s not geography that has created the divide, he says, but issues. His platform — at least so far, on day one: strong families, strong market economy, strong safety, efficient government and school choice. “They’re the core values of the Republican party. Whether you’re a farmer or union worker in southern Illinois or a soccer mom or executive in northern Illinois, they’re issues we can agree on.” Looking at 2022, Tracy says the goal will be to try to capture the U.S. Senate seat that’s up, the governor’s office and legislative seats that have left Republicans in minority positions. “We united as a party” to defeat the graduated income tax amendment, he said. “We fired on all cylinders. Democrats have been solely responsible for defending slavery, starting the Civil War, opposing reconstruction, lynching blacks, founding the Ku Klux Klan, Jim Crow laws and segregation, poll taxes and literacy tests. The Party voted against the 13th amendment (end slavery), 14th amendment (black citizenship), and 15th amendment (black right to vote), filibustered the 1960 Civil Rights Act (elimination of poll taxes), and tried to filibuster the 1964 Civil Rights Act for 60 days, the longest filibuster in Senate history. The Civil War wasn’t North v. South, as highlighted in the Lincoln-Douglas debates in the northern state of Illinois. It was a Democrat v. Republican battle. The infamous Dred Scott decision (blacks were property) in 1857 was a Supreme Court vote of 7 Democrat justices for, and 2 Republican justices against. By 1900, more than 20 black Republicans had served in Congress. Democrats did not elect a single black congressman until 1935. And every black senator until 1979 was a Republican. When federal troops withdrew from the South after reconstruction ended, Democrats’ white supremacy laws re-emerged with a vengeance enforced by the paramilitary arm of the Democratic Party, the KKK, which was used to suppress blacks from voting Republican. . .If Democrats really wanted to help blacks, they would treat abortion as a tragedy, support school choice, work to end the failed welfare state, drop the idea of defunding police, promote advancement based on merit and character not the amount of melanin in your skin, end open borders which flood the market with cheap labor and steal jobs from black Americans, end their support of minimum wage laws which lead to higher black unemployment, and end their social justice mantra which is equality by group not the individual, anathema to America’s founding principles. The vote was close, 52% for Tracy and 48% for Shaw, according to two sources, who asked not to be identified because the results were pledged by members to remain secret. The party then agreed to make the choice unanimous. “I promise to lead with honesty, integrity, and the vigor we need to turn Illinois around,” Tracy said in a statement after hours of candidate interviews and discussion. Contending the GOP has “tremendous opportunities” in 2022 in what is now a one-party Democratic state, Tracy emphasized the need for unity. . .The pick of Tracy was viewed as an establishment conservative GOP choice over Shaw, a sometimes controversial figure who previously sought the chairmanship. Shaw orchestrated the December effort among hard-liners that led former Cook County Commissioner Tim Schneider to agree to step down as party leader with more than a year left in his term. Schneider was Rauner’s hand-picked choice for GOP chair in May 2014. . .Tracy has donated more than $400,000 to candidates and causes since 1999, state campaign finance records show, primarily to himself and his sister-in-law, but also to local GOP causes in candidates in Springfield. He also gave $25,000 to the successful effort to defeat Democratic Gov. J.B. Pritzker’s effort to have voters approve a graduated-rate income tax amendment to the state constitution on Nov. 3.
