Tranchant is a Navy veteran and a supporter of President Trump who said he has never run for office before. The two big reasons he wants to serve with Kelly, he said, are fiscal responsibility and illegal immigration. Tranchant, whose 16-year-old daughter Tessa was killed by an illegal immigrant from Mexico in an auto accident 10 years ago in Virginia Beach, Va., said he is particularly upset by Rauner’s decision last month to sign the Illinois TRUST Act, which restricts local law enforcement from collaborating with federal immigration agents to detain anyone unless the federal officials have a warrant. Tranchant called the legislation “a sanctuary bill” that would protect hundreds of thousands of illegal immigrants in the Chicago area who now, he predicted, will move downstate. “We believe that they’re going to get out of there (Chicago), mainly come here, look for jobs and get aid and live in a better and safer environment,” said Tranchant, who said he “is in his early 60s” and had retained his Illinois residency even while in the military. “That’s going to cost our schools and services a lot of money. We don’t think it’s good.” Kelly, a conservative radio host in the Chicago area, called Rauner “the new Judas of the Republican Party” for signing the immigration legislation. “Today, unlike Bruce Rauner, we stand proudly with President Trump and the federal government,” Kelly said last week. “I will recall Rauner by defeating him in the 2018 GOP primary and repeal Illinois’ sanctuary state status by executive order. As governor, my first act will be to recognize the federal government’s exclusive power to make and enforce immigration law.” Tranchant said he also was upset with Rauner for allowing the state to operate without a budget for more than two years. “That hurts the state of Illinois as well,” said Tranchant. “Many of my friends who are Democrats voted for him because they wanted a change and they didn’t want the same old incestuous relationship that (former Gov.) Pat Quinn had with (House Speaker Michael) Madigan. We figured this guy was just like Trump, would make a difference, and so far, all he’s done is isolated himself and refused to do things.” In order to get on the ballot, Kelly, Tranchant and their allies will have to collect 5,000 to 10,000 signatures between now and early December. “We’ll get the 5,000 signatures,” Tranchant deadpanned. “I’ve got that many friends on Facebook.”)

Those enrolled can legally drive and work, but they must reapply every two years. They are considered a low priority for immigration enforcement, though they are not protected from deportation. The Trump administration has until Tuesday to eliminate the program or face legal action from a group of Republican state lawmakers. Illinois has the nation’s fourth-largest population of DACA recipients — the highest share in the Midwest. At least 42,376 Illinoisans have been approved since March 31, according to U.S. Citizenship and Immigration Services. Current students, high school or GED course graduates and veterans are eligible for the program. They must be at least 15 to apply, unless they’re in removal proceedings or have a final removal or voluntary departure order. (FROM THE ARTICLE: With President Trump likely to undo Obama’s Deferred Action for Childhood Arrivals (DACA) next week, it highlights yet again that our immigration system is fundamentally broken. Our system of admittance is a decades old program based largely on nepotism and family ties, rather than any logical system of governance that benefits Americans. Rather than recruiting and attracting the best talent from other countries, our immigration system prioritizes bringing entire families. Combine this with our costly policies that allow illegal immigration across our southern border and you’ve got a recipe for disaster. Jim Acosta’s press conference temper tantrum demonstrated a number of Americans no longer realize why a country would even control the flow of immigration. They stammer and stomp their feet about what they believe America stands for, but unfortunately are entirely uninformed on the history of American immigration policy. During the 19th century, America largely had an open immigration policy as the country expanded and moved west, although, individual restrictions were placed on contract laborers, criminals, and in some cases entire countries. Those immigration laws were rewritten over the last century to implement greater controls over America’s immigration policies. These controls are especially necessary as progressives created greater and greater welfare programs. Like it or not, we are a welfare society. Whether it’s healthcare, social security, unemployment, housing, or any of the other myriad of benefits Americans receive. Just Social Security and Medicare make up nearly 40 percent of the federal budget. Throw in Medicaid and you’re getting close to 50 percent. Naturalizing more citizens and enrolling more individuals with green cards further encumbers our welfare system. We know our welfare system is hugely overburdened and threatens to be entirely insolvent by within 20 years. Thankfully, reforms in 1996 prevented those with green cards from receiving many federal benefits until they have lived in the country for at least five years and met work requirements, but we cannot pretend like admitting more people into the country has no effect. The legislation recently introduced in the Senate, named the Reforming American Immigration for Strong Employment Act (RAISE) bill, is not some racist screed. It’s a clear, point based immigration system, very similar to systems already in place in Canada, Australia, and the United Kingdom. Rather than admit people based on the luck of the draw or ties to family already in the country, the RAISE system grades specific qualities that are valuable for our society. That means more young, highly educated, fiscally prepared individuals that are likely to integrate well into American society. This merit based system would help attract some of the best talent from around the world to come to our country and become Americans. But unfortunately that’s just not enough to deal with our immigration problems. Without serious proposals that actually build a wall on our southern border, problems will just continue. When you hear the Democrats talk about the new plan for President Trump’s border wall, you’d be forgiven if you thought they were the party of fiscal restraint and responsible spending. They’re breaking out the apocalyptic language to call into question the need to secure America’s borders or do anything to prevent the stream of illegal immigrants. Which is ironic given the fact that roughly ten years ago, three Democrat Senators by the names of Hillary Clinton, Barack Obama and Joe Biden voted to fund the Yuma Sector Wall to stop the flow of illegal crossings (and now Yuma has seen a 70 percent decrease in illegal crossings since 2006). There are many costs involved with illegals coming into our country, from our education and health care systems to our welfare systems, but we cannot forget that one of the largest financial strains from increased illegal immigration is the increased cost for law enforcement and incarceration. Consider the Government Accountability Office’s study from 2011 in which 251,000 criminal illegals were found to have committed on average twelve crimes and been arrested on average seven times: hardly the best use of our law enforcement. That same study showed another interesting fact: 68 percent of the criminal illegals sitting in federal prison and 66 percent sitting in state prison were from one country: Mexico. In addition to law enforcement resources dedicated to repeatedly arresting the same criminal illegals, the cost to incarcerate criminal illegals is nearly two billion in some years: a study shows Americans paid $1.87 billion to “house imprisoned illegal immigrants in fiscal year 2014.” As more criminal illegals cross the border, that number will only increase. Those crimes not only harm Americans (and a great number of legal immigrants) but also sap valuable time from police officers. In California, thousands of prisoners were released early to make room for the tens of thousands of criminal illegal immigrants, which number over 72,000. This criminal element coming across the border also exacerbates the drug epidemic sweeping the country. Compare these annual costs of law enforcement work and incarceration costs to the cost of a wall, which some think for a wall of 1,250 miles could be as high as $21.5 billion. Considering our annual ongoing costs of dealing with criminal illegals alone and that still looks like a bargain. As much as media elites want to pretend otherwise, this common-sense policy approach with changing our immigration system and building a wall would protect American citizens and make America stronger by enticing the best workers in the world to immigrate by modernizing the system.)

Rauner said talk of departures by his chief staff, Kristina Rasmussen, and chief legal counsel Dennis Murashko were just “rumors.” The source said Rasmussen also was on the call and told staff she “couldn’t wait to see all of their smiling faces.” Rasmussen, policy chief Michael Lucci and most of the communications team joined the Rauner administration last month from the Illinois Policy Institute, a think tank with a free-market message that aligns with the governor’s worldview and has spent years developing a public relations infrastructure via newspapers, radio and the internet. Rauner confirmed the communications team shakeup in a statement released Thursday. “Diana Rickert, Laurel Patrick, Meghan Keenan and Brittany Carl have submitted their resignations to the Office of the Governor,” a statement said. “We are grateful for their hard work on behalf of the people of Illinois and wish them all the best going forward.” Rickert, Keenan and Carl are alumni of the Policy Institute. Patrick previously had worked for Wisconsin Gov. Scott Walker. Later, during a morning appearance in Naperville to sign legislation regarding pensions, Rauner said the departures were “by mutual agreement.” He also said the communications team’s departure was “all the changes there are.” The departures come as Rauner is trying to move past the issue of a controversial political cartoon posted by the Policy Institute and clean up a statement his relatively new communications office sent out. The background: The cartoon showed an African-American child panhandling for money from a suit-wearing white man with a cigar in a commentary on Chicago’s use of tax increment financing districts and school funding. Lawmakers from both political parties said the cartoon was offensive, and the organization took it down. Rauner had tried to avoid the issue, saying he hadn’t seen the drawing. Rauner’s administration put out an initial statement Tuesday noting the cartoon was removed. “And the governor — as a white male — does not have anything more to add to the discussion,” the statement read. Rauner sent out a new statement Tuesday evening, though the governor stopped short of saying he found the cartoon offensive himself. “Earlier today an email went out from my office that did not accurately reflect my views. I can understand why some people found the cartoon offensive. And I believe we should do more as a society and a nation to bring us together, rather than divide us,” the statement read in part. “It is not my place to comment on every cartoon or picture that comes from people outside the governor’s office or to tell people how they should feel.” On Thursday, the governor put the blame for the controversial statement about the cartoon on his former communications team, saying he did not “have knowledge” of the statement before it went out and it was not approved by him or his chief of staff. Rauner said it was drafted by Rickert, and sent out by Patrick. Rauner declined to say if he believed the cartoon was racist, repeatedly saying “I understand why some people are upset by it.” “My job is not to comment on every cartoon, every political statement that comes from outside our administration, and I will not do that. What I will do is fight every day for justice, fairness, equality,” Rauner said. Asked by reporters about the Illinois Policy Institute’s involvement in his administration, Rauner downplayed the influence. “A very tiny fraction of our administration is from that organization, and they in no regard, in no regard, does that organization speak for me or my administration, and I do not lean on them for any particular issue or policy,” Rauner said. The think tank was aligned with many of Rauner’s goals and he had given it more than a half-million dollars before becoming governor. The Rauner administration turmoil started last month when he dumped his chief of staff Richard Goldberg after lawmakers overrode the governor’s veto of a state budget and tax hike package as some Republicans broke ranks and joined Democrats. That went a long way toward ending a two year budget stalemate and decreased Rauner’s leverage to win his economic agenda Democrats oppose. Rauner decision to part ways with Golberg led to a big wave of departures that rid his administration of what was left of the mainstream Republican operatives the governor had borrowed from former U.S. Sen. One would ban the “panic defense” in the murders of LGBTQ people. Another would allow transgender individuals to change their birth certificates without the necessity of sexual reassignment surgery. Mike Ziri is the director of public policy for Equality Illinois. He says not every transgender person can afford the surgery, or even desires it, “We’re hopeful the governor will sign this and continue our proud tradition of LGBTQ civil rights in Illinois.” The deadline for the governor to act is next week. The governor did recently sign a measure the organization supports. Equality Illinois is celebrating the passage of what’s been called the “LGBTQ Public Service Bill.” The idea is that it will encourage people in that community to be better represented on boards and commissions under the Governor’s Office. Those who apply will have the option to acknowledge their sexuality and gender identity on application forms. ”That helps when it comes time to advancing policies that are inclusive, affirmative and fair and representative of the diversity of the great state of Illinois,” says Ziri.
