(FROM THE ARTICLE: The sad reality is that public sector auditors can face retaliation – isolation, smear campaigns, diminution of duties, even suspension and termination – just for doing their jobs. If the fruits of the audit function’s labors conflict with an agency head’s political agenda, too often the political agenda wins and the auditor loses. The threat is so real, and the stakes so high, that many practitioners embroiled in sticky political situations have to inform their colleagues anonymously – or with the approval of a lawyer. That’s why Patton’s tale is attributed directly to him; all his comments have been approved by counsel so they don’t impact the ongoing litigation. Solutions are few, but they do exist. If other practitioners know what to watch for and how to prepare for the worst, some may avoid the untenable situations their colleagues deal with. As an internal auditor under fire at a mid-level school district says, “Exposure of these issues may help someone else.” Ultimately, of course, some public sector auditors caught up in politics will simply have to fall on their swords. At the end of the day, the public servant trying to suppress the truth likely won an election or received an appointment from someone in office, so the auditor trying to tell the truth may be pressured to get on board or get out. But in many cases, targeted relationship-building and a firm grasp of the agency’s governance structure will go a long way toward avoiding catastrophe. The political motivation to punish an auditor often involves information that’s incriminating to the person who ordered the audit in the first place – sometimes under a law or regulation. In one case, an audit investigation found evidence that a school board CEO had been less than honest about his credentials; in another, a culture audit – which, in law enforcement is often going to be politically sensitive – contained pretty damning results; and another uncovered fraud in a university’s program accepting bodies of people willed to science. Often, it’s a more mundane reason, like auditors looking into contracts or programs that executive directors don’t want exposed or, as in Patton’s case, assisting outside agencies in their investigations. Sometimes it’s as simple as an executive director who insists that the audit function in general has a “gotcha” mentality. In fact, one anonymous practitioner facing retaliation at a local school district says she has come to believe that “any audit that falls under the chief operating officer or chief financial officer’s (CFO’s) jurisdiction or any audit that makes a board look like it isn’t providing governance and oversight will be political.” The means of punishing auditors vary as well, within fairly defined limits.)

(DIERSEN: The decline and lurch to the left of the Fox News Network provides an opening for any astute conservative billionaire: create a news network specifically intended to provide news from the viewpoint of most of America, which is to say the seventy-five percent of Americans who live in Flyover Country.  While the geographic concentration of political power in America is appalling, the geographic concentration of media power is much worse. Because the media defy elections and, in fact, determine elections, having almost all national news pass through the tiny channel of the New York-to-Washington Beltway is toxic to our national life. This is not an ideological monopoly, but rather a geographical monopoly.  But because the environment between Washington and New York is so utterly artificial and so completely leftist, what has happened to Fox News – a constant drift to the left – is an unrelenting and corrosive force that isolates the media and the government of America from the overwhelming majority who live in Middle America. Consider a neutral and fair political site like RealClearPolitics.  It is not uncommon to have one third of the stories from New York media outlets and one third of the stories from Washington media outlets and the rest from national outlets without a particular geographical designation but situated in the Beltway.  On those rare instances in which another city’s media has stories in RealClearPolitics, the city is usually Boston or Los Angeles. What that means is that the vast majority of Americans are utterly disenfranchised politically in the only area that really counts in a nation as large and media-driven as America.  What this also means is that as Fox News declines into irrelevance, as it will, there is a gaping hole for those with the money, the guts, and the vision to create a television network specifically focused on Middle America. This network should include a news network located in the center of America and dedicated to presenting stories that inform Americans what is happening in this majority of our nation.  There is vast ignorance within the Beltway media about how the energy industry works or how wheat and cotton are grown and cattle raised and ores mined. While Fox News periodically had stories presented from its Beltway offices about the plight of the timber industry in Washington State or the small oil producers in Oklahoma, stories from the Middle America News Network would be produced by those who actually live in these areas and presented to Americans by newscasters whose home is in Omaha or Knoxville or Salt Lake City or Little Rock.  This new network would also have a much easier time breaking into the cable news lineup than Fox News did because it would overtly be representing the perspective of local listeners in cities around the nation. Fox News rightly picked the target audience to make it grow: those millions of Americans disgusted by the ideological monopoly of the leftist establishment media.  The Middle America News Network would represent not just the ideologically disempowered, but the culturally disempowered, who find their beliefs and lives treated as weird curiosities.  The market share for this news network could skyrocket fast, particularly among the tens of millions of Americans who simply never watch network news any longer. This new network could also introduce a whole new way of interviewing members of Congress.  Instead of having these members show up at a studio in Washington or New York, the network could invite them to be interviewed for national television in their home states.  Those who decline an interview might find their likely rivals in the next election interviewed instead with the tag “The Middle America News Network invited Senator Mugwump to discuss the impact of environmental regulations on business here, but he was too busy in Washington to come here for the interview.” The idea would be to shift always, always, always the focus of attention and interest away from that micron of America that is the Beltway and back to the huge expanse from Alaska to Minnesota to Florida to Arizona that is America.  The idea would also be to force both political parties, which is to say Washington Party A and Washington Party B, to actually notice forty or so states that may be called “Flyover Country” if they wish their political parties to have a chance at gaining or holding power. This network could transform politics in America by forcing the parties to turn from Washington (“The Swamp”) and back to the American people spread all across this land.)

(FROM THE ARTICLE: On this Memorial Day, here is a special recognition of men who were conscripted into the military and who were killed in action. Volunteering for hazardous military duty and paying for it with your life deserves the highest praise. But what about those men who were drafted, who had no choice and who were killed? Today, memories of the draft have faded and the reality of Selective Service are absent in the lives of so many Americans. It is hard for today’s generations, mainly post-Baby Boomer, to know what it is like for government to order you into combat. For notification to report to a certain military installation on a certain date to be inducted into the Army. To be hauled off to basic training, to be told how to meet your responsibility to kill people. To be transported to front lines where people are dying. To either fire your weapon and fight, or be court marshaled. Failure to report for your military draft would result in imprisonment or fines and immediate induction. Today, the governing principle is that “It’s my body and no one can tell me what to do with it.” That’s mostly the mantra of the abortion industry and women’s rights advocates. But the philosophy certain has successfully seeped into today’s package of taken-for-granted men’s rights. A draft is simply inconceivable in today’s culture of extreme individualism. Today’s generations have no concept of what life was like when you had to plan for at least two years of military service. No “gap” year allowed. Avoiding the draft has a major concern, as important if not more so, than picking a college or a career. College deferments, which ultimately would run out. Getting married, but that deferment disappeared as the Vietnam War grew hotter. Teaching or certain other occupations. Using a connection to find  a slot in a high-demand reserve unit. In the Vietnam War, draftees accounted for 30.4 percent, or 17,725 combat deaths. Some 1.9 million men were drafted from 1964 to 1973.  In World War II, 61.2 percent of military men, or 11,5 million men, were draftees. While a large number of men were volunteers, in a manner of speaking, they also in reality were inductees. The draft, as designed, encouraged young men to “volunteer” for other branches of the service than the Army. “Volunteer” service in the Navy or Air Force was at least a year longer, but the chances of getting maimed or killed in combat were less. The draft always has been controversial, less so in time of national emergency such as World War II. But barring the most extraordinary crisis, today’s culture has killed all possibility of it returning (even though men today are still required to register for selective service). By the way, the stereotype of the Vietnam veteran is way off base. The image of the poorly educated, reluctant, drugged out and minority Vietnam soldier needs to be changed according to  Fact vs. Fiction. Check it out.)

(FROM THE ARTICLE: I never served in any branch of the military; that fact doesn’t make me the least bit unique. There are many who for whatever reason manage to avoid a stint in the Army or any other military organization, and certainly don’t think our lives are any less complete as a result. OF COURSE, THERE also are those in our society who made a point of enlisting the first chance they got, and wind up thinking of their time in uniform and being among those who “serve their country” as the high point of their lives! Some even come away with thinking their military record entitles them to prime treatment for the remainder of their lives. We have a serious schism in our society; often viewing various issues quite differently. And not just a matter of whether we think Donald Trump is a “great American” or a “pompous fool” totally unfit to be carrying the title of Commander-in-Chief of our nation’s military! That split includes how essential we think it is that one have a military service record as part of their permanent record, or how much “lip service” they pay to the concept — I attended a Catholic mass that included a musical tribute to the armed services in its choir’s Sunday program; and while many were eager to support the idea, only a tiny minority of the congregation admitted to actually having served. Which gets down to the essence of the direction we think our society ought to be headed. THERE ARE THOSE people who will say that one reason, if not the primary reason, that Bill Clinton and Barack Obama were unfit to be president is because they never served in the military (and in the case of Clinton used many of the legal maneuvers people of that era engaged in to avoid a call-up to active duty). Some of an older generation remember back to the military draft, and think that forcing people of various economic and social classes to interact helped ease the societal split that now exists. Although others, including those who managed to avoid military service, would argue that the very concept of having done a stretch in the military puts a person into a mindset that makes them too narrow and unfit to address the serious problems confronting our nation, and our world. Perhaps we all ought to be engaged in something more than blind faith in forcing esoteric concepts of what one wants to define as patriotism by a trip out to the cemetery to pay tribute to someone who was unfortunate to have lost their life during their military service. SOME OF US like to talk about the “ultimate sacrifice” those young men made, I’m sure many of them could have contributed something equally worthwhile to society had they had a chance at a long- and full-life. While many of those who these days do enlist in the military often do so because their options in life are limited; and that military stretch may be their best option for preparing for an adult life. I remember in my own case, my mother would have been appalled if I had seriously talked about enlisting. I remember when Army recruiters sniffed around me when I was 16 and in high school, she gave them the cold shoulder. In my case, that probably was a wise direction. I did make the most of a college education, and it stirred me in the right direction toward what I wanted to do (yes, I actually figured out as far back as age 13 that I wanted to be a reporter-type person). I resisted the Army’s marketing pleas to “be all you can be.” WHILE I HAD cousins who did stints of military service, and it helped them come up with the funds to pay for future education options they took on or taught them some skills used later in life. It worked out well for them, and I’m sure for many of the individuals who have done military service. My point in stating all this is that I’m not about to hold it over anybody’s head that I didn’t have to use the military to get ahead in life. Meaning I’m not about to defer to those who want to act as though the fact that they did a stretch in uniform somehow makes them superior. I actually find such an attitude to be arrogant and unfit for anyone to have in our society. Particularly because it places a view that one can claim superiority for doing something that may well have been their only realistic option in life. And on this Memorial Day when we pay tribute to the contributions of military personnel throughout our history, perhaps I should even throw in that having such an attitude perhaps even qualifies as un-American!)

(FROM THE LETTER: According to the State Journal-Register, a developer, who also is a lobbyist who owns video gambling parlors and a medical marijuana dispensary, wants to put a casino in downtown Springfield. A casino is different from other businesses because of the social problems and costs gambling creates. Gambling comes with high costs of addiction, bankruptcy, crime, family problems and suicide. Springfield has more video gambling machines than any place in Illinois. Area residents have lost over $100 million in the 576 gambling machines. In April, area residents gambled away over $2.5 million. Sangamon County has the equivalent of a casino with 1,027 gambling machines. Adding a casino will increase problems for individuals, families and the community. The poor, minorities and the addicted will especially be negatively impacted. Gambling interests overestimate the amount of revenue projected and don’t include any costs in the calculation. According to definitive academic studies, the socioeconomic costs of casinos are $3 or more for every $1 in benefit. Over 75 percent of the revenue at casinos comes from slot/video gambling machines like the ones already operating here. Fewer workers are required, and they have a higher rate of gambling addiction than the general population. Rep. Tim Butler has filed an amendment to include a Springfield casino in the massive gambling expansion bill the Senate passed. Transparency is needed for this important public policy issue, not working behind closed doors out of the public view. Call the mayor, city council, and state legislators to voice your concerns.)
