(FROM THE ARTICLE: What GAO Found The overall pay gap between men and women in the federal workforce has narrowed considerably, from 19 cents on the dollar in 1999 to 7 cents in 2017, but the current pay gap is greater for certain groups of women, according to GAO’s analysis of data from the Office of Personnel Management (OPM). Two trends help explain why the pay gap has narrowed: (1) men and women have become more similar in measurable factors related to pay, such as occupation; and (2) women have earned slightly higher rates of pay increases than men. In 2017, most of the overall pay gap—or 6 of 7 cents on the dollar—was not explained by differences between men and women in measurable factors (see figure). This unexplained portion of the pay gap may be due to factors not captured in the data GAO analyzed, such as work experience outside the federal government, or factors that cannot be measured, such as discrimination and individual choices. Gender Composition of the Federal Workforce and Prior Research on the Gender Pay Gap for Federal Workers Over the last 20 years, the federal workforce has consistently included more men than women. For example, according to OPM’s EHRI data, men made up 55 percent of the federal workforce in 1999 and 57 percent in 2018. In 2018, of about 2.1 million federal workers captured in the EHRI data, approximately 1.2 million were men and nearly 926,000 were women. Although estimates of the exact size of the gender pay gap vary, the estimated pay gap between women and men in the federal workforce is smaller than the pay gap in the entire U.S. workforce, which includes the public, private, and not-for-profit sectors. In 2018, the pay gap for federal workers was about 12 cents on the dollar, and the pay gap for the entire workforce was about 18 cents on the dollar, according to self-reported data from the U.S. Census Bureau’s American Community Survey. Prior research has found that the gender pay gap for federal workers is partly explained by differences between men and women in measurable factors that affect pay, such as occupation, education, and experience. This is referred to as the explained pay gap. For example, in our 2009 report, we found that the pay gap was partly due to differences between men and women in the occupations they held, their levels of education, and how long they had worked for the federal government. We also identified other measurable factors that contributed to the explained gender pay gap, including race and ethnicity, federal agency, and veteran status. However, we found that a portion of the pay gap was not explained by differences between men and women in measurable factors that affect pay. This is referred to as the unexplained pay gap. Specifically, we found that 7 cents of the 11-cent pay gap in 2007 were unexplained after accounting for differences in measurable factors. Similarly, OPM found that about 4 cents of the 13-cent pay gap for white-collar federal workers in 2012 were not explained by measurable factors. The event attracted about 500 Republican activists, operatives, party functionaries, office holders and wannabees– including more than 150 County, Ward and Township Committeemen; State GOP Chairman candidates Andy McKenna, Jr., Steve McGlynn, Jim Oberweis, John Cox and Jim Nalepa. (FROM THE ARTICLE: A new DuPage County auditor took office Tuesday for the first time in 12 years, but his election opponent says the historically close race isn’t over yet. Downers Grove Democrat William “Bill” White assumed the role as the county’s top financial watchdog even as his predecessor, Bob Grogan, prepares for “double overtime” in one of the tightest contests in the suburbs. Grogan has asked for a partial recount of the election results after coming up just 75 votes shy of victory out of more than 466,000 ballots cast. Grogan, a Downers Grove Republican who held the position for three terms, filed for a discovery recount in up to 25% of the precincts countywide. Wheaton Republican Tim Whelan also has requested a partial recount after falling short in his reelection bid for a seat on the forest preserve district board. Official results from last month’s election show Democratic challenger Jeff Gahris defeating Whelan by 718 votes. The recount proceedings are set to begin at 9 a.m. Monday, Dec. 7, in the county administration building in Wheaton. Both Grogan and Whelan are represented by attorney Phillip Luetkehans. The exploratory process leaves some uncertainty over races that add to historic gains for Democrats in DuPage. In a partial recount, the county clerk’s office will make election materials available for scrutiny to help candidates determine if there are enough voter discrepancies to seek a court order for a complete recount. McNeal, who is Black, was involved in a dispute over a county press release and social media post in June—just after the killing of George Floyd—that linked the trauma of racism and police brutality with public health. McNeal says that put him at odds with some county officials. He then went to the media with his concerns, in which he pointed to a lack of Black leadership in the county’s health department. McNeal says he faced “severe adverse employment actions,” in contrast with a white co-worker who also sent a letter to the media June 19 raising concerns about the lack of diversity in the health department. That white co-worker was treated more favorably, the lawsuit claims. McNeal also claims sex discrimination. McNeal has identified himself as a “proud healthy Black queer HIV positive man.” “Similarly situated female employees … did not suffer the same adverse employment action McNeal did and, therefore, were treated more favorably,” his lawsuit reads. McNeal’s accusation of unlawful retaliation is based on how the county and health department reacted to him going public in his June 19 statement.
