(FROM THE ARTICLE: On an unusually warm afternoon last fall, residents in Bridgeview opened their doors to a stranger. Arthur Jones was going house to house in the southwest suburb on Oct. 5, rounding up signatures for his primary election petition for Congress. Voters signed it after Jones told them he was hoping to run as a Republican against Democrat Rep. Dan Lipinski in the 3rd Congressional District. What Jones didn’t say is that he’s an avowed anti-Semite, Holocaust denier and the former leader of the New American Nazi Party. “He seemed like a nice guy,” said Michal Bodyziak, whose wife, Anna, signed her name to the petition. Now Jones is the sole GOP candidate in the 3rd District on the primary ballot March 20, which means he is on track to be the Republican Party nominee in the November general election. On a 10-degree evening last week, residents in Bridgeview opened their doors once again to tell a Chicago Sun-Times reporter how Jones went about collecting some of the 603 signatures he needed. Of the six people who agreed to be interviewed, none had heard of Jones until he rang their doorbells. Jones, 70, of Lyons, is now the subject of national and international news after the Sun-Times reported on Feb. 4 that the he was poised to clinch the nomination. In an interview with the Sun-Times, Jones has said he’s in charge of an organization called the American First Committee, whose membership is limited to “any white American citizen of European, non-Jewish descent.” But while he was collecting signatures, Jones didn’t mention any of that. “He just told us he was all about the people,” Michal Bodyziak said. Bodyziak said he and his wife are immigrants from Poland. Jones didn’t say that he denies there was a Holocaust in which 6 million Jews died, many of them in Poland. “No, he said none of that,” Anna Bodyziak said. According to her husband, Jones said he “wanted to help the state make everything better, lower taxes and that. Yes, it was very positive.” When a reporter showed the couple video snippets of Jones’ controversial statements on Jews, they winced. They said they could never support Jones for Congress after seeing that. A neighbor down the block also gave Jones his signature. The man said he’d never heard of Jones, either, but he agreed to sign the petition “because I want people to run for office. If I knew he stood for any of that, I wouldn’t have signed.” About a mile away, Medardo Elizalde was sitting on his couch when his son opened the door to a reporter. The son said his father mostly speaks Spanish and translated for him. He asked his dad if he remembered signing Jones’ petition. Jones had said people wanted to keep him off the ballot, Elizalde recalled. Elizalde said he gave his signature so Jones would go away. Jones managed to collect 834 signatures in Bedford Park, Bridgeview, Chicago Ridge, Countryside, Hickory Hills, Homer Glen, Justice, La Grange, Oak Lawn, Orland Park, Palos Hills, Stickney, Summit and Worth — but none in Chicago. “I waited on the last day, Dec. 4, to file my signatures. I turned them in, fully expecting for an objection or that there would be a candidate that they’re putting up against me,” he has told the Sun-Times. Though GOP officials in his own party have now repudiated Jones and his candidacy, he still thinks he’s got a shot even though the district is overwhelmingly Democratic. Lipinski, of Western Springs, faces Marie Newman, of LaGrange, in the Democratic primary. Said Jones, “Listen, I don’t go to all this damn trouble if I didn’t believe I had a chance to win.”)

Matthew Ahmann, 18, a self-described political journalist, has been outspoken against Mayor Mark Kownick in recent years through his politically driven Facebook account. In his lawsuit filed against the school board of Crystal Lake-based District 155, Ahmann said that on Sept. 26 he did as he was told by the school’s dean, James Kelly, after receiving a “threatening ultimatum” and kept quiet during the mayor’s visit to his advanced placement politics class. Ahmann, who also is seeking $50,000 in compensatory damages, said in the lawsuit that Kelly approached him after having a conversation with Kownick. Kelly told him not to “say or do anything” during Kownick’s visit “or negative consequences would follow.” According to the lawsuit, “Mayor Kownick and Dean Kelly, working in concert and prior to the mayor’s speech, conspired to stifle Matt’s continued political journalism by having Dean Kelly threaten and intimidate Matt.” Ahmann did however record the session on his cellphone and weeks later posted it on his politically charged Facebook page. He said the district in retaliation punished him by placing him on a one-day in-school suspension. Ahmann said in the lawsuit he wants this expunged from his record because having this “permanent academic record of suspension” hurts his future chances of being accepted into colleges and earning scholarships.)

Bruce Rauner’s budget address next week, the Civic Federation is again calling for taxing some retirement income and extending the state sales tax to some services as part of its proposal to stabilize state finances. The Civic Federation, which is a watchdog over state finances, said the budget passed last summer to end the two-year budget impasse meant the state “was no longer careening toward unprecedented financial disaster.” “However, our elected officials again relied on shaky financial practices for short-term relief, such as counting on dubious one-time revenues and repeatedly kicking the pension can down the road,” said Federation president Laurence Msall in a statement. “Such actions only make achieving sound financial footing more difficult.” The Civic Federation compiled a list of 11 steps it believes the state should follow to reestablish the state’s financial health. Number one on the list is limiting annual spending growth to 2.1 percent for the next five years at a minimum. The group recommended other cost control measures like cutting the interest rate the state pays on overdue bills, consolidating government units and creating a commission to explore consolidating governance of state universities. Other recommendations will be more difficult, Msall acknowledged. The organization said the state should impose the income tax on the same retirement income that is taxed at the federal level. For example, there is a federal income tax on 401(k) distributions, but Illinois does not tax them. Imposing that tax has been a third rail in Illinois politics. Also, the report calls for a constitutional amendment to be placed on the ballot “to clarify the pension protection clause.” That clause prevents lawmakers from enacting cuts to pensions of current public employees. The report recommends extending the sales tax to 14 services that are also taxed in Wisconsin, such as landscaping and internet services. The federation also is calling for a new capital construction bill that would be financed by an increase in the gasoline tax. Rauner will deliver his budget speech on Wednesday.)

More than 900 party members, leaders and politicians showed up for the event at the Bank of Springfield Center to hear special guest Jeanine Pirro, host of Fox News’ “Justice with Judge Jeanine” program, and Gov. Bruce Rauner. Rauner said the main goal for Republicans this year is to defeat longtime Democratic House Speaker Michael Madigan, calling him a machine politician who was destroying the state. “It is a cancer that is eating us from the inside, sucking our vitality, sucking our quality of life to enrich himself and his friends inside government,” Rauner said. The governor focused on themes he has mentioned throughout his campaign: restoring economic success in Illinois and lowering taxation. He made a specific promise to fight a Democratic proposal for a progressive income tax, which would tax residents based upon their income level. “It ain’t progressive. It’s a destructive income tax hike that they want to put on the people of Illinois,” he said. “I will block that and make sure that our income taxes stay flat and low and actually down lower from where they are today and bring ’em back down to 3 percent over the next two years.” Pirro, meanwhile, focused on national issues. She praised the first year of President Donald Trump as a major improvement over Barack Obama and the rule of the Democratic Party, which she said was corrupt. She compared Trump to a maverick politician for doing things outside of norm for politicians. “He said things that weren’t politically correct, and he said things that weren’t considered acceptable,” she said. “But the forgotten men and women of this country heard him. And here we are one year later, with a resounding economy, with ISIS crushed in the Middle East, with unemployment at a 40-year low.” While acknowledging the stock market had taken downturn recently, she said Trump’s presidency has been a success thus far. Pirro said, however, there were still issues for the country to confront, specifically the FBI. She claimed the nation’s top law enforcement agency may have been politically biased and tried to ensure Trump’s 2016 opponent, Hillary Clinton, became president. She said the situation “absolutely scares the hell out me.” She said the picture started to become clear with former FBI director James Comey not indicting Clinton over managing classified documents on a private email server. She said she believes Comey wanted Clinton to become president and was hiding information from her and may also have been covering for Obama. “It’s time for James Comey to be the target of an active criminal investigation,” she said. She then cited the Russian uranium deal, made under Clinton’s tenure as Secretary of State, as another case that should be investigated, claiming a number of Washington politicians were working together to defend each other. According to Pirro, Robert Mueller, who is investigating allegations of Russia’s involvement in the 2016 presidential election, is among them. She claimed Mueller was out for revenge over not becoming FBI director when Comey was removed last year and instead collaborated with Republican Deputy Attorney General Rod Rosenstein to investigate Trump. “Rosenstein needed Mueller to be there. Comey needed Mueller to be there, because they were all involved in a case that involves the sale of the uranium,” she said. She likened the whole investigation to an attempt to overthrow the government and highlighted it as a reason for Republicans to make sure they vote in 2018. “The 2018s are gonna be tough. They’re gonna be real tough,” she said. “You better get ready for this. I don’t care if you walk house to house, use social media, tweet, text, email, get the millennials involved, go to the old age homes. Whatever you gotta do you gotta get out there.” Rauner said he was confident that 2018 would be successful. “All of us worked hard last year. 2016 — even though President Trump, unfortunately, lost Illinois by over 16 points — we in Illinois picked up six seats in the General Assembly for the Republicans in 2016,” he said. “And you watch, this year, this is our year. We are going to take it to the Madigan machine of corruption and cronyism. We are going to run a great slate of candidates this November, and we are going to win nine (House) seats and knock Mike Madigan out as speaker of the House.”)

(FROM THE ARTICLE: You want to avoid that fate, governor? Then quit whining about Mike Madigan and start acting like you would against any Democratic foe: Attack. Engage. Contrast your views and record with hers. There’s plenty of material to use, if Rauner chooses to do so. For instance, Ives told Crain’s editorial board last week she’d balance the state budget in large part by shifting the tax load to the people of Chicago and suburban Cook County. She’d do so by slashing aid to Chicago Public Schools under the state’s new formula, and by working to end the Obamacare expansion, which shifted to the federal government and, to a lesser degree, the state hundreds of millions of dollars a year in costs for caring for indigent patients at Cook County’s network of hospitals and clinics. Yes, that might mean a local tax hike, she conceded. Are you listening, Governor? Your opponent seems to favor a tax hike in Cook County, which, despite its reputation of being a Democratic stronghold, cast more than a third of the vote statewide in the 2014 GOP primary—a cool 428,345. When pressed if dropping Obamacare might also result in a reduction of health care to people without the funds to pay for it, Ives notes they run a nice voluntary dental clinic in DuPage County. Now, there’s a campaign plank that will sell with moderate voters, not only in Cook County but also in the five suburban collar counties, which provided another quarter of the statewide vote in the 2014 Republican primary. It has a real ring, doesn’t it? “Let ’em go to the free clinic.” Of course, most voters don’t know that Ives said that, because Rauner hasn’t told them. Over at the Tribune, Ives had another budget solution. If employee groups won’t cave with financial concessions, “lay them off,” she said. Right! Start with the state troopers and prison guards, and work your way down to university professors and doctors in the health department. The latter can use their free time to volunteer at the community clinic! Of course, Ives could spark another crisis like the one that left Illinois without a budget for two years. That certainly was a big success. Ives, at the Trib, also bragged about being one of a handful of lawmakers to vote against extending the state’s Edge payroll incentive program to woo jobs. I understand her zeal that lower taxes for everybody is the libertarian gold standard. But in a country in which almost every state offers something like Edge, unilateral disarmament would leave Illinois even worse off. Guv, you might consider communicating Ives’ stance on Edge to people who work for Amazon in Will County, Sears in Hoffman Estates and Ford at the Torrence Avenue plant, all of which received Edge. And you might cc: everyone who hopes to land a job at Amazon’s possible HQ2 here. There’s other material out there, material that could be effective not only in a general election against a Democrat, but in a primary against Ives. Sure, doing so would provoke some conservative voters who might not come home in November. But I suspect most of them already are mad over Rauner’s actions on abortion and so-called sanctuary cities. The question this fall: Would they rather have a liberal—or very liberal—Democrat in office? “I think Rauner’s folks are making a mistake. They need to take her straight on,” says one top party insider, who asks not to be named. In this predominantly blue state, that insider adds, the message ought to be: “A vote for Jeanne Ives is a vote for (Illinois House Speaker) Mike Madigan to draw the new legislative map that will be in place until 2031.” That source is right. You want to keep your job, Governor? It’s time to start acting like you mean it.)

In the new version of the bill, those who give to the nonprofit will reduce their state income taxes by 85% of the donation plus receive a federal charitable deduction. Previously, De León was aiming to provide a dollar-for-dollar reduction in state taxes for those who donated. But tax law experts working on the bill with De León worried that amount could cause the federal Internal Revenue Service to crack down on the plan, and advised that a lower percentage was more legally defensible. “The proposed 85% tax credit … will give Californians the opportunity to fund programs they care deeply about while at the same time shielding them from some of the most egregious elements of Trump’s tax reform plan,” De León said in a statement. De León, who also is running for U.S. Senate, introduced his bill after Trump and the GOP-led Congress passed a federal tax overhaul that capped state and local tax deductions at $10,000, an amount that disproportionately affects high-tax states like California.
