(FROM THE ARTICLE: The I-Team looked into who it was that worked as an FBI informant inside the ranks of former Illinois Congressman Aaron Schock. Aaron Schock’s attorneys say the staffer who was wired for sound was his Peoria district office manager. Although not named in this week’s new Schock court filing, the only district manager during that time period was Bryan Rudolph, a political science and government degree-holder from Wheaton College. Prosecutors are likely to make Rudolph a key component of the government’s corruption case against former Schock, unless Schock’s lawyers can stop it. It was obvious from the time Schock was charged that federal agents had help from inside. His lawyers now claim in a new filing this week that Schock’s Peoria district manager “covertly record private conversations with and between Mr. Schock and his staff;” claiming the manager “stole” thousands of email messages and illegally took congressional office records. The manager then, whom the I-Team identified as 32-year-old Bryan Rudolph, consented to be an informant only after Schock had announced his resignation in March 2015, according to the defense filing. Rudolph, whose resume states that he began working for the federal government’s Social Security Administration in 2007, did not return messages or answer emails on Thursday concerning the undercover work or claims that evidence he gathered had been illegally obtained. Schock’s attorneys rip the government’s use of the staffer-turned-informant; in the court record they say that he broke the law by stealing information from the Illinois Republican’s files. They call it a trail of improper – if not outright illegal – acts. Schock is accused of numerous federal corruption charges including wire and mail fraud, theft of government funds and falsifying federal election filings. Prosecutors say he pocketed thousands in improper vehicle reimbursements, camera equipment and proceeds from selling tickets to the World Series and Super Bowl. Attorneys for Schock plan to ask that the case be thrown out because of how the informant evidence was gathered – or at least that the evidence collected by the office manager be barred from trial.)

As Democrat Susana Mendoza left the state capital Thursday and entered her state-purchased vehicle, she was followed by an Illinois GOP operative who shot video of her. Republicans later tweeted about Mendoza’s “loaded,” luxurious ride. The implication is that state government may be broke, but Mendoza’s living large on the taxpayer’s dime. Mendoza was furious, saying in a counter-tweet that the Illinois Republican Party was “creepily stalking me.” It’s the latest flap between Republican Gov. Bruce Rauner and Mendoza over who’s doing the most to look out for taxpayers. But does the GOP’s charge really hold up? Mendoza’s ride is a 2016 Ford Explorer, purchased used in January, with 16,431 miles. Total cost was $32,279. An invoice provided to CBS 2 shows Gov. Rauner’s main ride is newer, larger and more expensive. It’s a Ford Expedition XLT with extended length. It was purchased new, last December, by state police, at a cost $54,000. That is 67 percent more than Mendoza’s car. A Rauner spokesperson points out state police purchased the new vehicle – not Rauner’s office – even though the governor uses it. State police, of course, report directly to the governor.)

For years, under Barack Obama, the law-abiding of the nation have watched with a wintry mix of outrage and disbelief as the nation’s illegals stood at podiums — public podiums, immigration officials be hanged — to shed tears for their entitlement rights, and demand the mean ol’ Republicans who want to deport them get in the amnesty line. Jose Antonio Vargas was probably the worse-case scenario of a face-slapping to America’s border control laws. Remember Vargas? He was the guy who penned a long-winded heart-puller in New York Times Magazine entitled, “My Life as an Undocumented Immigrant.” Was he arrested? No. Shortly after writing another piece about the plight of the illegals — to include his personal struggles in a country like America with borders — Team Obama announced the halting of deportation of those age 30 and under who met certain DREAM Act circumstances. Vargas was also the guy who called his illegal self an American — that he just didn’t “have the right papers.” Right. But he was hardly the only illegal in America, under the Obama administration, to boldly go forth as an illegal — to demand equal rights to citizens. Thousands of others took part in public events, outright outing their illegal statuses, outright casting deportation concerns to the wind. And why wouldn’t they? Obama had an open door policy at the border — an open door policy that led him, in the days before the last presidential election, to pretty much encourage those without voting rights to, well, get to the ballot boxes and vote, anyway. His message: Because who’s going to deport them?  When asked in late 2016 by a member of the media if undocumented citizens, dreamers — “I call them citizens” — got in the election game and voted, would immigration officials then know their location and deport them, Obama’s response: “Not true. And the reason is first of all when you vote you are a citizen yourself. And there is not a situation where the voting rolls somehow are transferred over and people start investigating.” Go on, Obama egged. Vote. Nobody’s checking — not in my administration, anyway. Well, new administration. And now illegals across the nation seem to be getting the message that the new sheriff in the White House isn’t so blind to the borders. Typically, up to 15,000 gather in South Philadelphia each year for the Cinco de Mayo celebration. But this year? Different story, it seems. In recent times, Trump’s border control officials have arrested or detained hundreds of illegals. Why just within the last few days, 248 were detained in Pennsylvania, Delaware and West Virginia during a mass federal raid that lasted about two weeks. As such, illegals everywhere are starting to think: Hey, maybe we ought not strut about as if we’re citizens any longer. Good idea. “The group of six organizers decided to cancel unanimously,” said Edgar Ramirez, one of the Cinco de Mayo organizers, to a local NBC affiliate about the fate of the event. “Everyone is offended by the actions of ICE. They did not feel comfortable holding the event.” Ramirez’s comments were meant to be critical — were meant to demonstrate just how Trump’s crackdowns were causing undue chaos in the illegal community. But sorry, no sympathy here. For the law-abiding in America, Ramirez’s announcement is just yet another feel-good moment for the election of Trump — another chance to breathe a collective sigh of relief that the adults are back in charge and order, justice and law once again count.)

So is the Naperville Sun thinking that the militant anti-Trump “Indivisible” crowd could have been planning to take over the town meeting? Using this example of being brave and taking the heat is not comparable. “Indivisible” was organized just after the November election by five young, elite, progressive, energetic communications experts with experience crafted in the Obama administration. They unite with the one specific purpose of creating mayhem at town meetings. While the Illinois State Rifle Association doesn’t sound an alert about SB 1291 on their website, the National Rifle Association called on Illinois members to contact their state lawmakers about the bill before the hearing was postponed to heard March 14th.  “SB 1291 would allow an individual’s family members or law enforcement to petition the court for an ex parte restraining order if they consider the individual to be a danger to themselves or others simply because the individual owns, possesses or purchases a firearm,” the NRA’s website explains. “According to the summary of the bill, an ex parte order would be issued by a judge based solely on a brief, unsubstantiated affidavit made by a petitioner and absent any input made by the individual on which the order is targeted.” If enacted, the NRA says, this SB 1291 would require the surrender of FOID cards, concealed carry licenses as well as the seizure of all firearms by law enforcement. “This legislation is ripe for abuse by individuals that disagree with the Second Amendment, and the mere insinuation that gun ownership makes you a danger to yourself or others is offensive and insulting,” the NRA says.)

The Federal Employees Health Benefits, or FEHB, Program basically allows all of Washington’s elites to enroll in any plan they choose — at very favorable rates (which can be negotiated because of the vast size of the federal plan’s membership). So, if that plan is now the plan for all Americans, what about those who cannot afford to pay for coverage at all? Mike always said provisions must be enacted to assure that the poor will have subsidized coverage. And the near-poor and lower middle classes would receive supplemental aid on a sliding need-based scale. But the beauty of this plan is that it can be done without massively restructuring the entire health sector economy. So that’s where it merits bipartisan backing — yes, even here in the political hate-city of Washington. When the ACA was enacted, it required all legislative branch employees (including senators, representatives and their staffs) to purchase coverage through the ACA networks in their states or Washington, D.C. So your senators and reps can’t buy into FEHB anymore. But all executive and judicial branch employees still get their coverage through FEHB. And, as the U.S. Office of Personnel Management website proclaims: “Federal employees, retirees and their survivors enjoy the widest selection of health plans in the country.” That still sounds like a great place to start.)

The day after federal prosecutors said Cook County Circuit Court Clerk Dorothy Brown received what they described as bribe money from an employee, Brown was collecting money in a different way – by selling political advice for nearly $200 a head. Brown, who was elected last year to her fifth term as clerk despite a federal grand jury investigation of the hiring and promotion practices within her office, hosted a training seminar on a Saturday last month for people interested in running for public office. For $175 a ticket, plus $19.95 for an optional handbook, the day-long event promised “instruction on every aspect of being a candidate as a whole,” according to a flyer for the event. “I realized that a lot of people want to run for public office but they don’t really know what to do,” Brown said during the program. “I’m about the business of not being selfish but giving back, and that’s what this is all about.” As part of a Better Government Association and FOX 32 investigation, a BGA reporter paid the fees and attended the first half of the seminar, which took place in a hotel conference room in the Illinois Medical District on Chicago’s West Side. Among the eight other participants, whose names the BGA obtained either from a sign-in sheet or when they introduced themselves to the others in the room: a Cook County judge, one of Brown’s neighbors and two individuals with apparent ties to Brown’s office – a man named Christopher Hodges and a woman named Zoe Neely. A Christopher Hodges has worked in the clerk’s office since 2004 and is a manager making $56,000 a year, according to 2016 payroll records. A Facebook profile page that identifies Hodges as an employee of Brown’s office has a photo of the same man who attended the seminar. The Facebook page also states Hodges is a “servant” at Brown’s church, King of Glory Tabernacle Church of God in Christ, on Chicago’s South Side. Neely is identified on LinkedIn as Zalita Zoe Neely. Her mother is Madina Neely, who has been employed in the clerk’s office since 2008 and has worked as Brown’s scheduler, according to sources. According to payroll records, Madina Neely was an office assistant in 2015 making $37,000 a year but last year made $63,000 as a manager. None of them could be reached for comment. Brown’s spokeswoman Jalyne Strong declined to answer questions about their employment or on the seminar as a whole. Instead, Strong said in an emailed statement the seminar was “not a part of the operations” of the clerk’s office and that she had “no information about it.” She added that “any attendees would have had to learn about it independent of the clerk’s office.” Experts contacted by the BGA questioned whether it’s appropriate for the clerk to accept money from her employees. Even though the event was open to the public and outside work hours, the experts said Brown opened herself up to the criticism that employees could feel obligated to participate since she is their boss. “You want to make sure protections are in place to make sure they don’t feel pressure to be part of anything they don’t want to,” said Sarah Brune, executive director of the Illinois Campaign for Political Reform. “It’s a delicate relationship when it’s boss to employee.” This isn’t the first time questions have been raised about Brown’s interactions with her employees.)

Just before his recent address to Congress, Trump sent up trial balloons to the press about opening up a “path to citizenship” for some illegal immigrants, precisely the sort of thing he condemned during his campaign as “amnesty.” This caused some of his supporters, including that guy with the lovely avatar of Lady Liberty telling pesky immigrants to get off her lawn—to panic. Now, maybe Trump was just yanking the media’s chain. But this looks to me more like a negotiator taking a hard line in public while trying to hint behind the scenes that he’s really open to a deal. We know from Trump’s history with “Dreamers” that he probably wants to support some form of amnesty. But he painted himself into a corner by starting his campaign with disparaging remarks about immigrants and recruiting a support base of anti-immigration fanatics. So he’s trying to figure a way out of the box and toward a deal. Maybe it’s true that “Most Trump supporters can recognize that his initial promises of mass deportation were an opening bid that would eventually get bargained down to something more humane.” But that kind of sounds like politics as usual, right? I’ll grant that some of these issues are not settled yet, and maybe Trump will stick to a hard line on some of them. My point is that we shouldn’t be surprised at signs that he won’t. We shouldn’t be surprised if the bluster of the campaign season is melting as it encounters the reality of political compromise and our political system’s natural resistance to radical change. I’ve known all along that the reason you’re not getting everything you want isn’t because we didn’t have the right leader who would be bolder and more shirtlessly manly than everyone else. The reason is that the American people are not overwhelmingly in favor of your wish list, or mine. This has been true for all of my adult life. I’ve managed to get used to it and to expect a series of close contests, some incremental victories, and if we’re lucky now and again a bold step forward, while we work at the more difficult job of long-term ideological change. It’s a job that calls for the real tough guys, the ones who are willing to put in hard and unrewarding work over the long haul. Trump supporters who are ready to grow out of seductively easy tactics like calling their opponents rude names are welcome to join us. In the meantime, take what you can get from the Trump administration, but don’t be too crushed when he turns out to be just another politician.)

(FROM THE ARTICLE: The recent flurry of marches, demonstrations and even riots, along with the Democratic Party’s spiteful reaction to the Trump presidency, exposes what modern liberalism has become: a politics shrouded in pathos. Unlike the civil-rights movement of the 1950s and ’60s, when protesters wore their Sunday best and carried themselves with heroic dignity, today’s liberal marches are marked by incoherence and downright lunacy—hats designed to evoke sexual organs, poems that scream in anger yet have no point to make, and an hysterical anti-Americanism. All this suggests lostness, the end of something rather than the beginning. What is ending? America, since the ’60s, has lived through what might be called an age of white guilt. We may still be in this age, but the Trump election suggests an exhaustion with the idea of white guilt, and with the drama of culpability, innocence and correctness in which it mires us. White guilt is not actual guilt. Surely most whites are not assailed in the night by feelings of responsibility for America’s historical mistreatment of minorities. Moreover, all the actual guilt in the world would never be enough to support the hegemonic power that the mere pretense of guilt has exercised in American life for the last half-century. White guilt is not angst over injustices suffered by others; it is the terror of being stigmatized with America’s old bigotries—racism, sexism, homophobia and xenophobia. To be stigmatized as a fellow traveler with any of these bigotries is to be utterly stripped of moral authority and made into a pariah. The terror of this, of having “no name in the street” as the Bible puts it, pressures whites to act guiltily even when they feel no actual guilt. White guilt is a mock guilt, a pretense of real guilt, a shallow etiquette of empathy, pity and regret. It is also the heart and soul of contemporary liberalism. This liberalism is the politics given to us by white guilt, and it shares white guilt’s central corruption. It is not real liberalism, in the classic sense. It is a mock liberalism. Freedom is not its raison d’être; moral authority is. When America became stigmatized in the ’60s as racist, sexist and militaristic, it wanted moral authority above all else. Subsequently the American left reconstituted itself as the keeper of America’s moral legitimacy. (Conservatism, focused on freedom and wealth, had little moral clout.) From that followed today’s markers of white guilt—political correctness, identity politics, environmental orthodoxy, the diversity cult and so on. This was the circumstance in which innocence of America’s bigotries and dissociation from the American past became a currency of hardcore political power. Barack Obama and Hillary Clinton, good liberals both, pursued power by offering their candidacies as opportunities for Americans to document their innocence of the nation’s past. “I had to vote for Obama,” a rock-ribbed Republican said to me. “I couldn’t tell my grandson that I didn’t vote for the first black president.”)

(FROM THE ARTICLE: As mainstream coverage of government has decreased, new media have risen to fill the void. According to the Pew’s 2014 study, there was a boom across the nation in “ideological” organizations covering state government after the Great Recession. That includes outlets funded by politicians or partisan groups which can be designed to look like mainstream media. A couple examples are the Illinois Policy Institute and Local Government Information Services, which have links to the Republican Party. Currently, there are no known media outlets covering Illinois government that have ties to other parties. In 2015, the Illinois Policy Institute, which already ran Illinois News Network, purchased Illinois Radio Network. It covers state government, among other topics. In 2013 and 2014, the Institute’s Illinois News Network tried to get press credentials from the Illinois House of Representatives and the Illinois Senate, but was denied because of its relationship to a partisan, lobbying group – the Institute. The Institute sued and took its case all of the way to the U.S. Supreme Court, but lost. State Journal-Register reporter Bernard Schoenburg has written several columns about Republican ties to the Institute and Local Government Information Services, including donations Governor Bruce Rauner made to both groups, totaling at least $3 million. Local Government Information Services has online websites with articles about communities around the state. One called the Sangamon Sun covers the Springfield area. On Feb. 13, its headline was: “State Comptroller Mendoza added to BossMadigan.com,” referring to an Illinois Republican Party site. Some ideological media, like the Illinois News Network, make their audio and articles available for free. In an Oct. 7, 2015, column, Schoenburg wrote: “Any of those papers or stations using that content and not clearly identifying the source as the Illinois Policy Institute are doing a disservice to their readers and listeners.” Free content is very attractive to small radio stations or newspapers with limited staff and budgets, Wheeler says. “Having fewer Statehouse reporters and fewer independent, unbiased sources of news committed to the consistent practices of journalism will make it easier for the folks who are peddling the slant to have their stuff accepted and used.” In a democracy, media have an important task, Wheeler adds, especially at a time when the federal government is making many decisions that could affect the responsibilities of state governments. “The First Amendment wasn’t created with the idea that we have to help people who are going to be running newspapers to make a lot of money.” As one Statehouse reporter I talked to put it: “Somebody has to cover the news!”)

(FROM THE ARTICLE: Congress created E-Verify in 1996, and launched the program in 1997, to assist employers in verifying new employees’ eligibility to work in the United States. The stated goal is to provide fast and reliable verification by comparing an employee’s I-9 form to U.S. Department of Homeland Security and Social Security Administration databases.(1)
Though easy to use and accessible to all employers, participation in the E-Verify program is not required by federal law. However, the 2011 Supreme Court case Chamber of Commerce v Whiting affirmed that states may constitutionally pass legislation requiring some or all employers within their jurisdiction to use E-Verify. Unfortunately, most states have left its use optional, or only require certain employers to use the program.(2) Does E-Verify Work? The E-Verify program protects job opportunities for American workers by ensuring that employers using the program only hire individuals who are authorized by the federal government to work in the United States. (FROM THE ARTICLE: The national press was outraged after reporters from CNN, the New York Times, Politico, BuzzFeed and the Los Angeles Times were kept out of an off-camera White House press briefing last week. CNN anchor Jake Tapper called the action “un-American.” Washington Post executive editor Marty Baron said it was “appalling” and “undemocratic.” National Press Club president Jeffrey Ballou labeled the exclusion “deeply disturbing and completely unacceptable.” Their concerns are valid: Government officials can silence critics by picking and choosing who gets access. But few have noted that the Trump administration’s actions are far from unprecedented. Similar scenes have played out at all levels of government and media, yet the press rarely object so vociferously. Worse, mainstream outlets sometimes are complicit in helping the government limit the access of other journalists. A prime example comes from Illinois. As an attorney for the Liberty Justice Center, I represented a veteran journalist who was denied statehouse press credentials in Springfield. Scott Reeder had been a reporter and editor for more than 25 years. He spent the first 20 years of his career at newspapers in Texas, Nevada and Illinois, racking up journalism awards along the way. He became a well-known fixture in the Illinois Capitol. Then he decided to start a statehouse news service to keep doing the same work he had always done. Joining with the Illinois Policy Institute, a government watchdog organization, Mr. Reeder planned to launch his new venture in 2013. But when he applied for statehouse press credentials, Mr. Reeder got the cold shoulder from lawmakers who decide which outlets can cover them. Mr. Reeder was a tough reporter, ruffling feathers of politicians on both sides of the aisle—as journalists should—and his application was denied because of his association with the institute. Officials determined that under the legislature’s rules Mr. Reeder was no longer entitled to a pass because the institute was registered as a lobbyist and wasn’t “primarily” engaged in news reporting. But the legislature never excluded reporters from for-profit newspapers simply because their parent companies lobbied and engaged in other businesses besides news. The Chicago Tribune had no trouble getting credentials when its then-owner, the Tribune Co., hired a firm to lobby on its behalf and operated businesses unrelated to news, such as the Chicago Cubs. We challenged Mr. Reeder’s exclusion from the press gallery on First Amendment grounds. The courts declined to consider the claim, holding that “absolute legislative immunity” precludes lawsuits over credentialing decisions. The precedent was a 1975 case involving access to the congressional press galleries. In 1972 the Standing Committee of Correspondents had voted to exclude writers from Consumer Reports because the magazine was published by a nonprofit advocacy group rather than a traditional news organization. The publisher sued. A federal judge ruled that the exclusion violated the First Amendment, which prohibits the government from arbitrarily keeping reporters out of press facilities based on who employs them or the ideas they advocate. But the decision was overturned on appeal. The judges held they could not interfere with the internal operations of Congress, even to vindicate the First Amendment. In the Consumer Reports case, it was journalists who made the decision to exclude. The Standing Committee, to which Congress delegates authority over credentials, is composed of journalists from traditional news organizations (including, in some years, The Wall Street Journal). As for Mr. Reeder, he got little support from fellow reporters. Some even published articles attempting to delegitimize his work because he was no longer employed by a legacy media outlet. The White House has not always provided equal access either. In 2009 the Obama administration tried to exclude Fox News reporters from a round of interviews with a Treasury official. A top White House staffer had recently described Fox as “not really a news station.” In that case, other media organizations lined up behind Fox, and the White House eventually relented. But the incident didn’t get nearly as much attention as last week’s brouhaha. It’s good that the media united in objection to the Trump administration last week. Perhaps the incident will serve as an important civics lesson about the dangers of the government granting special privileges to select media outlets. Here’s to hoping the media will continue to advocate equal access, just as forcefully as they are now, for journalists of all stripes covering all levels of government.)
