TOWN COURIER
— City Councilman Robert Wu Seeks Second Term – Ellyn Wexler http://towncourier.com/city-councilman-robert-wu-seeks-second-term/ (FROM THE ARTICLE: Many
of the skills Wu has honed during his day job—as senior attorney at the U.S.
Government Accountability Office (GAO)—have helped him become effective in his
City of Gaithersburg position. “I often find myself in the role of interpreting
ordinances, parsing out legalese when amendments to existing language are
proposed, and, at least in one instance, actually drafting an ordinance,” he
said. “At GAO,” Wu explained, “I serve in a quasi-judicial role, adjudicating
bid protests filed with our office. The skillset is very similar to that used
in deciding matters brought before the city council, including fairmindedness,
the ability to absorb large records and ultimately render a decision.” “A firm
belief that process matters” also factors into both jobs. “As companies who
file protests with GAO understand, while we might not necessarily agree with them
in the end, each argument raised is heard and carefully considered,” Wu said.
“The same goes for my work at city council. Each individual who takes their
valuable time to appear before us or submit written matters has to know that
their views have been heard and seriously considered.”)

those who ran the Wheaton Bowl, Milton Township Republican Central Committee

engage in negative campaigning against you. I am seeking appointment to fill
Wheaton’s West District City Council vacancy. Even though there is no chance
that I will be selected, my opponents in Wheaton’s West District are engaging
in negative campaigning against me. At the Milton Township Republican Central
Committee (MTRCC) August 14, 2019 meeting at the Holiday Inn in Carol Stream,
two of my fellow MTRCC members in Wheaton’s West District falsely charged me
with harassing the hotel’s employees. In addition, one of them, in front of an
attorney, said that he was going to do everything that he could to stop
everyone from reading my GOPUSA ILLINOIS emails.) https://en.wikipedia.org/wiki/Negative_campaigning
(FROM THE POSTING: Negative campaigning or mudslinging is the process of
deliberate spreading negative information about someone or something to worsen
the public image of the described. Deliberate spreading of such information can
be motivated either by honest desire of the campaigner to warn others against
real dangers or deficiencies of the described, or by the campaigner’s dishonest
ideas on methods of winning in political, business or other spheres of
competition against an honest rival. The public image of an entity can be
defined as reputation, esteem, respect, acceptance of the entity’s appearance,
values and behavior by the general public of a given territory and/or a social
group, possibly within time limits. As target groups of public and their values
differ, so negativity or positivity of a public image is relative; thus, to be
successful, negative campaigning has to take into account current values of the
group it addresses. The degree of strictness in practicing the group’s values
as opposed to its tolerance for violating the norms has also to be taken into
consideration.)

The feedback was voluminous and passionate. Thirty-eight people wrote to say we
should stop endorsing candidates in various city, county, state and federal
races and 35 said we should continue. A common theme in most of the responses
was an appreciation for our diligence in vetting the candidates through
questionnaires, background checks and interviews. They wanted the information
to help them decide on whom should get their vote. We agree the most important
part of what we do — and we do it better than most — is going in-depth with the
candidates on the issues. Getting specific answers to and solutions for some of
our most critical issues, like water quality and the environment, affordable
and attainable housing, the mental health and opioid crisis, how to improve
education and build new schools, mean the most to people. That same information
also was vital for us in endorsing candidates.)

appointed to fill Wheaton’s West District City Council vacancy?) https://www.krcu.org/post/cape-girardeau-city-council-chooses-ward-3-hopefuls-aiming-fill-seat-vacancy#stream/0 (FROM THE ARTICLE: Before
a meeting on Monday, ten Cape Girardeau residents were angling to fill a ward 3
vacancy on the city council. That number has now been whittled down to three
applicants: Tom Roy, Nate Thomas, and Christina Mershon. Roy, a medical
practice manager at SoutheastHEALTH, is an alumni of Southeast Missouri State
University, and has called Cape Girardeau home for the last 19 years. “[I]
don’t have any special interests, don’t have any special agendas,” he said.
“Just hoping the skills I’ve accumulated over the last 30 years can help.” He
also described himself as a “big proponent of the parks,” and voiced interest
in tightening up rules for landlords – particularly those who rent to college
students. Thomas, a physical therapist at St. Francis Hospital, said although
he isn’t a Cape Girardeau native, he and his family are now “deeply rooted and
integrated” in the city. “Perhaps I would say my strongest attribute I would
bring the council is my background in government relations,” Thomas said. Not
only has he worked with Congress and multiple committees, but he’s also worked
with various government agencies. The third candidate, Christina Mershon, said
she offers a “diverse” skill set developed in her position as director of
continuing education at Southeast Missouri State University. Mershon said that,
while improvements are being made on Town Plaza and other select areas across
town, there are still “major problems that need to be recognized.” “Last week,
guys, we had a shooting there. It kind of concerns me that no one is mentioning
violence and some of the systemic problems. That’s heavy on my brain and my
heart,” she said. “Because while we go forward and we’re really making strides,
we’ve got to figure out what’s going on in the underpinning to address that stuff.”
She likened the potential to run to a “dating situation” – she might not run
for the ward seat after her time as replacement would expire. She wants to see
how well the position works for her. Ward 3 was made available when the former
representative Victor Gunn resigned on July 8th.)

LEGALLY SOCIABLE
— Rethink Rezoning, Save Main responses share similar concerns – Part Two –
Dr. Brian Miller https://legallysociable.com/2019/08/02/preserve-neighborhoods-save-main-responses-share-similar-concerns-part-two/ (FROM THE ARTICLE: In
both cases, the concerns residents voiced are consistent across hundreds of
development and redevelopment projects in suburbs across the United States.
Having studied this in multiple ways (several of my projects address similar
issues including “Not All Suburbs are the Same” and “‘Would Prefer a Trailer
Park to a Large [Religious] Structure’“, residents generally bring up the same
concerns: increased traffic, lights, and noise; a change in scale (particularly
when it comes to height); and threats to residences (usually single-family
homes) and the character of a suburb. In Wheaton, the character issue is not
stated as clearly but it is present. This major road is one of the primary ways
people see the suburb. How should it look compared to the stretch of Roosevelt
on Glen Ellyn which is more like the strip mall approach and Winfield to the
west which is more green and residential (and not coincidentally they are
fought their own battles over taking advantage of possible business
opportunities on such a busy road)? This is not just about a busy roadway or
the homes that back up to this stretch; this is about signaling what kind of
place Wheaton is. One that values businesses or homeowners, one that
prioritizes vehicles or pedestrians, one that celebrates its history or is
looking to simply make money?)

Dr. Brian Miller https://legallysociable.com/2019/07/29/suburbs-do-not-want-to-sully-their-character-by-allowing-marijuana-sales/
— Rethink Rezoning, Save Main responses share similar concerns – Dr. Brian
Miller https://legallysociable.com/2019/08/01/preserve-neighborhoods-save-main-responses-cut-from-the-same-anti-development-cloth-part-one/ (FROM THE ARTICLE: The
suburb in which I live and the neighboring suburb both have proposed
redevelopment ideas and each has attracted opposition from residents. Both sets
of opposition have yard signs to voice their displeasure and residents have
spoken at public meetings. Part One of this analysis involves the basics of the
proposed projects and how this fits into what suburbs generally try to do. The
Rethink Rezoning group is responding to a study commissioned by the city of
Wheaton to improve development along the busy Roosevelt Road corridor that runs
east-west through the center of the suburb. . .Neither of these projects are
unusual for suburban communities. Indeed, they both attempt to take advantage
of unique traits already in the suburb. In Wheaton, the Roosevelt Road corridor
has been an area of interest for the city for decades. With tens of thousands
of cars passing through each day, it presents an opportunity, particularly
since it is just south of the downtown (and traffic does not necessarily turn
off Roosevelt to go downtown) and north of the other major shopping area at
Danada (along the busy Butterfield Road corridor). But, Wheaton has generally
been conservative about what development they allow along this stretch.
Compared to Glen Ellyn to the east or the Ogden Avenue corridor in northwest
Naperville, the Roosevelt Road stretch in Wheaton is relatively void of strip
malls, fast food restaurants, car repair places, and rundown facilities. Again:
this has been an intentional effort to maintain a certain level of quality. The
proposed changes would build on this by updating some uses (most suburbs
utilize single-use zoning but this can be restrictive in certain areas) and try
to encourage some cohesiveness across stretches. What is now a hodgepodge of
offices, some older houses, some more recent office buildings, could have a
more uniform character and present a more pleasing aesthetic. I don’t know how
many people will walk along such a busy road but it certainly does not lend
itself to that now. All of this could help improve aesthetics and bring in more
revenue from taxes in a revitalized district. Having a more uniform plan could
help bring in more money for the city which then helps relieve local tax
burdens. . .If these projects are in line with suburban plans – let alone the
long-term plans for each community – what are the residents objecting to? More
on that in Part Two tomorrow.)

the past two years, the movement to divide the state of Illinois into two
states — Cook County in one, the other 101 counties in the other — has been
gaining support. In February, as Gov. J.B. Pritzker was pursuing an agenda for
Illinois that included new tax and abortion policies, Halbrook refiled a
resolution in the state legislature, HR 101, in which he and six co-sponsors
asked the U.S. Congress to recognize Chicago as the 51st state. “I hear it a
lot from my constituents, that we need to be separate from Chicago,” Halbrook
says. “I thought yep, this is what we need to do.” The resolution, which could
be dismissed as simple political maneuvering — plays big at home, but has scant
chance of seeing daylight in the legislature — is also backed by several
grassroots groups agitating for separation. One of them, Illinois Separation,

growing. Cliburn is also holding events at venues from wineries and gun shops
to community centers around the state through August and September to
