(FROM THE ARTICLE: Lake in The Hills in Chicago’s northwest suburbs came in the No. 7 spot, with west suburban Bartlett ranking as the No. 9 safest city in the country, according to Neighborhood Scout. Bartlett reported only 26 violent crimes last year, which is 90 percent less than most cities in the U.S., according to the study’s data. A total of 219 crimes were reported in the city for 2016, Neighborhood Scout’s report shows, with 193 of them being non-violent and property related crimes. Crime rates were even lower for Lake in The Hills, according to Neighborhood Scout’s research, with a total of 148 crimes reported during the course of the year. Only 19 of those crimes were violent in nature, the report showed. Buffalo Grove (No. 12), Wheaton (No. 32), Hanover Park (No. 37), Huntley (No. 43), Hoffman Estates (No. 46) and Arlington Heights (No. 49) all also made the top 50.)

(FROM THE LETTER: There are some critical elements missing from any discussion about President Donald Trump’s executive order and his threat to withhold federal funding to cities like Chicago that provide “sanctuary” to illegal aliens. First, the federal government cannot “force” local governments to enforce its immigration laws. As long as these cities honor detainers for illegal aliens in their custody and do not prohibit federal agents from doing their jobs, they aren’t likely to lose any federal money because they have not violated 8 U.S. Code Section 1324. Second, why aren’t the defenders of “immigrants” and “refugees” showing equal concern for the 50 million working-age Americans the federal government says are jobless? Why aren’t they demanding to know why the government is permitting 8 million illegal aliens to remain in their payroll jobs in the construction, manufacturing and service industries? Are these jobs Americans won’t do? Not according to the Bureau of Labor Statistics, which says the majority of those jobs are already being done by Americans. If you haven’t noticed, nobody in or out of Congress, especially the media, can be bothered with such questions. These are issues far more critical in the long run than how much cities like Chicago deserve to lose financially if they are breaking the law.)

(FROM THE ARTICLE: Longtime Bolingbrook Mayor Roger Claar hosted a big fundraiser for Republican presidential nominee Donald Trump last fall at the fancy village-owned golf clubhouse known locally as the “Rog Mahal.”  Barely a month later, residents of the southwest suburban village voted 66 percent for Hillary Clinton to 27 percent for Trump. Will County board member Jackie Traynere, a Democrat, hopes to use that apparent political disconnect between Claar and his constituents to bring an end to his sometimes controversial 30 years in office. Since announcing her intention to run against Claar in the April 4 municipal elections, Traynere has sought to make the race in part a referendum on Claar’s support for the new president. “Trump isn’t the reason Roger should go. It really is his management of the village,” Traynere, 54, told me recently in a phone interview from Leavenworth, Kansas, where she was traveling on business in her role as a union organizer for the American Federation of Government Employees. But she adds: “The Trump support really pushed people over the edge.” Claar, just back from Trump’s inauguration, argued Tuesday that traditional party politics don’t belong in municipal elections and that he will gladly run on the record that has made him one of the longest serving mayors in the Chicago area. “I think people are generally pretty happy with what’s going on in Bolingbrook,” said the 71-year-old Claar, who aggressively steered the village’s growth from a population of about 33,000 when he took over to more than 75,000 today. Indeed, it’s a tricky business to inject national politics into a municipal election. Candidates don’t even run under party labels. And voter turnout is usually only a small fraction of what it is in a presidential election. But the fact is that Bolingbrook, an increasingly diverse community in every sense of the word, has been trending Democratic in statewide and national elections for the past decade. That suggests an opening for a Democrat mounting a serious campaign, and Traynere seems to be doing just that. She has hired a professional campaign manager and claims the endorsements of Sen. Dick Durbin and Cook County Board President Toni Preckwinkle among others. Traynere was just re-elected to her third term on the Will County Board and served last year as a Bernie Sanders delegate to the Democratic National Convention. Claar starts the election season with a campaign fund of more than $500,000, barely half of what he once kept on hand, but says he has what he needs. “This whole thing is about power. They see this as an opportunity to take over. They want to be in charge of Bolingbrook,” said Claar, who vowed that he will not seek endorsements from any Republicans, including Trump. That doesn’t mean Claar is backing down from his support for Trump, whom he describes as a “breath of fresh air” on the political scene. “He called it like it is. That’s kind of the way I operate,” said Claar. Claar operates as a full-time mayor and pays himself commensurately with a salary of $140,102, not including a $6,000 car allowance. He emphasizes that’s less than Bolingbrook paid the village administrator whose job he eliminated. Claar also is collecting two public pensions: $55,757 from his previous life as a school administrator and $4,532 from his tenure on the Illinois Tollway Authority. His total annual taxpayer compensation of $200,000 looms as a potential campaign issue. Claar resigned from the tollway board in 2000 after the Sun-Times reported he was raising campaign funds from tollway vendors. That was just one of many minor scandals that have dogged Claar through the years, but nothing that has turned the voters of Bolingbrook against him. “I have been vetted on numerous occasions over false accusations,” Claar declared. He predicts Traynere’s emphasis on Trump could backfire. I predict it will make for a more interesting than usual municipal election season.)

(FROM THE ARTICLE: I dusted off an old idea of mine because of President Trump’s freeze on federal hiring, his tasking to create an attrition plan, and a statistic I read yesterday in a Washington Post article by Juliet Eilperin.  Eilperin reported that in the federal workforce, “there are nearly three times as many employees over age 60 as under age 30.”  Yikes.  That’s no way to run a railroad. The idea I’d roughed out gave a way to cut back the federal workforce by tempting people to retire or move on earlier than they would otherwise.  Depending on whom I’d run the idea past, I’d hear that it’s fantasy, fantastic, or the best sense of fantastical. The cliché to address what I’d like to see happen is, “You’ve got to spend money to make money.”  What if we spent a bunch of money offering departure incentives high enough to entice 750,000 feds to resign or retire?  Then, how about filling one third of the vacated positions with veterans, graduates, and the un- and underemployed?  We’d be spending billions to save billions more every year, and to get 250,000 people into careers they and the country need them to have.)

It’s is a program operated by the U.S. Citizenship and Immigration Services bureau of the Department of Homeland Security. In less than one minute, any employer can use it to verify the legal status of the person seeking employment. Today it is a voluntary program used by over a half-million private sector employers that do not rely on illegal labor. We can halt probably 95 percent of unlawful hiring of illegal labor if E-Verify is made mandatory for all employers except those using a legal guest worker program to obtain temporary employees. But here’s the really scary part to my former colleagues: once in place, it is largely self-enforcing and does not depend on an army of immigration agents doing on-site inspections of paper records. It works, and that’s why it is so vigorously opposed. Mandatory E-verify will reduce illegal immigration dramatically. If we remove the magnet of jobs, far fewer people try to enter illegally, and once fully implemented, most of those already here will be forced to return home and start on a legal path of entry into the United States.)

(FROM THE ARTICLE: With a median household income of $40,581, millennials earn 20 percent less than boomers did at the same stage of life, despite being better educated, according to a new analysis of Federal Reserve data by the advocacy group Young Invincibles. The analysis being released Friday gives concrete details about a troubling generational divide that helps to explain much of the anxiety that defined the 2016 election. Millennials have half the net worth of boomers. Their homeownership rate is lower, while their student debt is drastically higher. The generational gap is a central dilemma for the incoming presidency of Donald Trump, who essentially pledged a return to the prosperity of post-World War II America. The analysis also hints at the issues of culture and identity that divided many voters, showing that white millennials — who still earn much more than their blacks and Latino peers — have seen their incomes plummet the most relative to boomers. . .The analysis of the Fed data shows the extent of the decline. It compared 25 to 34 year-olds in 2013, the most recent year available, to the same age group in 1989 after adjusting for inflation. Education does help boost incomes. But the median college-educated millennial with student debt is only earning slightly more than a baby boomer without a degree did in 1989. The homeownership rate for this age group dipped to 43 percent from 46 percent in 1989, although the rate has improved for millennials with a college degree relative to boomers. The median net worth of millennials is $10,090, 56 percent less than it was for boomers. Whites still earn dramatically more than Blacks and Latinos, reflecting the legacy of discrimination for jobs, education and housing. Yet compared to white baby boomers, some white millennials appear stuck in a pattern of downward mobility. This group has seen their median income tumble more than 21 percent to $47,688. Median income for black millennials has fallen just 1.4 percent to $27,892. Latino millennials earn nearly 29 percent more than their boomer predecessors to $30,436. The analysis fits into a broader pattern of diminished opportunity. Research last year by economists led by Stanford University’s Raj Chetty found that people born in 1950 had a 79 percent chance of making more money than their parents. That figure steadily slipped over the past several decades, such that those born in 1980 had just a 50 percent chance of out-earning their parents. This decline has occurred even though younger Americans are increasingly college-educated. The proportion of 25 to 29 year-olds with a college degree has risen to 35.6 percent in 2015 from 23.2 percent in 1990, a report this month by the Brookings Institution noted. The declining fortunes of millennials could impact boomers who are retired or on the cusp of retirement. Payroll taxes from millennials helps to finance the Social Security and Medicare benefits that many boomers receive — programs that Trump has said won’t be subject to spending cuts. The COGFA/Moody’s report said Illinois is the only state in the region where no metro area has entered the expansion phase of the business cycle. Four metro areas — Elgin, Danville, Decatur and Kankakee — have recoveries that are at risk of coming undone. Four other areas are in recession: Bloomington, Carbondale, Peoria and the Quad Cities. “An uncomfortably high share of state residents are unemployed, underemployed or discouraged workers,” according to the report.
