(FROM THE ARTICLE: Gene L. Dodaro is not a household name. He is a mild-mannered man who is rarely seen without a necktie and dark suit, and who speaks in a flat, matter-of-fact tone. He has worked for the federal government since 1973. Yet, his retirement in December may well set off a separation-of-powers battle royale between President Donald Trump and Congress. Dodaro is the head of the Government Accountability Office, which has been a thorn in the president’s side during his second term. And by law, Trump gets to nominate the next Comptroller General, as the GAO’s leader is termed. Long before there was the Department of Government Efficiency, there was the GAO, which regularly publicly exposes governmental cost overruns and failed policies that squander taxpayer dollars. Congress established the nonpartisan agency in 1921 to audit agencies and help lawmakers root out fraud and rein in the federal deficit. Today, GAO may be best known for its frequent reporting on “improper payments” flowing from executive agencies, which amounted to more than $160 billion last year. The agency’s deep-dive investigations of federal agency operations, such as the use of solitary confinement in federal prisons, often stoke congressional oversight. Trump has made it a policy to bring to heel government watchdogs his administration views as needlessly interfering in matters best left to executive branch officials. Trump has fired or demoted at least 20 inspector generals, whose job it is to uncover illicit doings by executive branch agencies, since returning to office in January. The president also canned the heads of the Office of Government Ethics and the Office of Special Counsel, both of whom set policies aimed at curbing mischief by federal officials. Earlier this year, the White House sought to embed a team of individuals from the DOGE in GAO. The agency rebuffed them and released a letter it sent to DOGE that declared, “GAO is a legislative branch agency that conducts work for Congress. As such, we are not subject to DOGE or Executive Orders.” Repeatedly, the White House has clashed with GAO over its legal opinions faulting various executive agencies for failing to spend congressionally appropriated funds. Last month, for example, Dodaro’s team deemed illegal the Federal Emergency Management Agency’s “withholding, delaying, or effectively precluding the obligation or expenditure of budget authority” for a few disaster mitigation and relief programs. Subsequently, Russ Vought, the head of the president’s Office of Management and Budget, told executive agency heads that GAO’s reports and legal opinions should be considered “non-binding” on them. In September, the clash flared up again. Vought criticized GAO, telling a conference of conservatives, “We are not big fans of GAO. They are a quasi-legislative independent entity … something that shouldn’t exist.” Dodaro defended his agency in a statement to the media. “Clearly, Russell Vought does not value transparency and accountability,” Dodaro said. “GAO’s mission is to support Congress in carrying out its constitutional responsibilities. During my tenure as Comptroller General alone, GAO’s work has saved taxpayers over $1.2 trillion and resulted in tens of thousands of improvements to how federal programs work.” Dodaro’s 15-year term expires on Dec. 29, and Trump quite probably would prefer he be replaced with someone who would call off GAO’s oversight dogs. At first blush, it might appear the president is likely to get his way. The GOP-controlled Senate has shown itself willing to vote for weak or ill-qualified nominees for high positions. Robert F. Kennedy, Jr., for example, was made the Secretary of the Department of Health and Human Services despite having little management experience and some crank ideas about health. Yet, a closer look suggests the president may face an uphill battle in the Senate. Republican senators have been willing to deep-six Trump appointees, particularly to low-profile positions. Trump has withdrawn a record high of 48 nominations this year. In recent weeks, they have forced the withdrawal of nominees to the Bureau of Labor Statistics, the Export-Import Bank, and the Office of Special Counsel. They also appear to be rejecting Trump’s proposed ambassador to Kuwait. Many, if not most, senators value GAO’s work. Unlike, say, communications from lobbyists, interest groups, and their political parties, GAO reports and opinions are factually-based. The agency does not get more money or rewards from helping a legislator understand why fraudsters can rip off the federal SNAP food program. GAO’s value would be greatly diminished if senators approved a new comptroller general who viewed himself as the president’s advocate and defender. Nor does it appear likely that Trump could circumvent the Senate and install an acting head of GAO. The law empowers the GAO deputy director to take over the top position when Dodaro’s term ends, and it requires Congress to form a commission headed by the majority and minority leaders of both chambers to propose potential nominees for the president’s consideration. And not to be forgotten is that Congress rebuffed Trump the last time he attempted this maneuver. This spring, his acting appointees were turned away from the Library of Congress and the Copyright Office, with the support of both Senate and House GOP leaders.)

(FROM THE ARTICLE: Those of us paying attention noticed that among the illegals flowing over our borders during Biden’s Handlers’ term were thousands—perhaps tens of thousands—of military aged, fit Chinese men. Why Whitman? It’s our sole B2 Stealth Bomber base, housing our 19 remaining B2s. One would think our CONUS–Continental US—military installations would be very secure. Most aren’t. (FROM THE ARTICLE: Between 1892 and 1954, approximately 12 million immigrants arrived at the now-iconic Ellis Island to enter the U.S. — or nearly 200,000 legal entries per year. All were registered, documented, and given rudimentary health exams. They arrived as rich and poor, white and non-white, and, without exception, legally. With the gradual decline of such great influxes, Ellis Island finally ceased operating roughly 71 years ago. Yet Ellis Island’s successful tenure offers a sharp contrast to the failures of our recent open-border catastrophes. Americans will never know how many immigrants swarmed the southern border between 2021 and 2025, when former President Joe Biden and his impeached Homeland Security Secretary Alejandro Mayorkas destroyed federal immigration law as we once knew it. By design, they allowed between 10 and 12 million foreign nationals to make a mockery of federal immigration laws by swarming the southern border. Many crossers grew violent at any sign of even meek efforts by ICE officers to enforce the law. Border Patrol officers were often mocked, threatened, and assaulted by arriving illegal aliens. Officers were unsure as to what was worse: the occasional violence from illegal immigrants or retaliation from the Biden administration if they sought to enforce federal law and block illegal entrants. So the Biden administration pulled off the near impossible. In a mere four years, it had invited in almost as many illegal immigrants as had entered through Ellis Island legally over seven decades. But unlike past immigrants, we now witness organized violence against ICE officials. We see Orwellian scenes of mobs burning the American flag — the flag of the country they demand to stay in — while waving the flags of the countries they have no desire or intention of returning to. In sum, three generations ago, a smaller, poorer, but wiser America properly solved its immigration problem at Ellis Island — welcoming in immigrants orderly and legally with health and background screenings. In contrast, during the Biden years, we, in our arrogance and affluence, engaged in a great experiment — or rather misadventure. Never in our history has the U.S. been home to roughly 53 million foreign-born residents. Never have immigrants comprised nearly 16 percent of the population. Never has California had 27% of its residents not born in the U.S. Never have we allowed in up to 10,000 aliens a day, with little concern for whether they carried fentanyl, had criminal records, were sick, were unvaccinated, were traffickers, or belonged to violent gangs. Worse still, the Biden administration made zero effort to acculturate, integrate, and assimilate this massive influx. In fact, they did the very opposite of Ellis Island’s protocols, which fostered pro-American values, melting-pot integration, and respect for American history and culture. Once upon a time, new arrivals were all expected to become Americans — or why else had they come? Now, the moment an illegal alien has entered the U.S., he likely senses that his ethnicity or race will be essential to his identity. In the minds of the ruling DEI commissariat, claiming a tribal identity offers an easy pathway to generous housing, food, healthcare, legal, and educational entitlements. So, under Biden’s immigration non-policy, almost all illegal immigrants were immediately categorized as victims in the Marxist binary ledger that now divides America into the oppressed vs. the oppressors. If one devised a plan to damage America, he could not have done better than further dividing us by tribal chauvinism, overwhelming our fragile social services so essential to struggling Americans, and fueling the already dangerous neo-Confederate state and local nullifications of federal law and the growth of “sanctuary cities.” Daily, we witness performance-art mayors and governors boasting of how they “resist” federal law enforcement. These modern rebels pose as if they are our own era’s versions of mini-Confederate states. They now brag of states’ rights as they dare the federal government to protect its own property and enforce federal laws within their parochial jurisdictions. Why did Biden — or whoever was making policy in his place — destroy the border? What was his utterly mad intent? To alter the nation’s demography by importing future Democratic constituents dependent on state largesse? To bow to the demands of his DEI base? To mindlessly do the opposite of the prior Trump administration, which had closed the border and returned to legal-only immigration? Virtue signaling while waving illegal aliens across an open border is easy. But trying to close the border and return millions who entered unlawfully to their homelands is nearly impossible. I finally made GS-13 when I was 38, but that was not until after I earned an MBA when I was 27, passed the CPA examination on my first attempt when I was 30, earned a master’s degree in accounting when I was 31, passed the Certified Internal Auditor examination on my first attempt when I was 32, and became a licensed CPA when I was 32. The following delayed my promotion to GS-13: Affirmative Action, DEI, and up-or-out, that is, race and gender based preference giving, political affiliation discrimination, reverse discrimination, age discrimination, religious discrimination, and national origin discrimination.
