The data show births outside marriage in the European Union (EU) are up even greater. “The data show such births in the U.S. and EU are predominantly to unmarried couples living together rather than to single mothers,” Bloomberg reports. Michael Hermann, UNFPA’s senior adviser on economics and demography, told Bloomberg the EU likely has even more out-of-wedlock births than the U.S. because its member countries provide greater amounts of welfare and public health funding in their socialized medicine programs. Unwed parents are also provided with tax incentives, Hermann said. Kelly Jones, director for the Center on the Economics of Reproductive Health at the Institute for Women’s Policy Research, reportedly said the data show cultural and religious norms about women and marriage have changed, and women are starting families later in life. In the U.S., the average age a woman has her first child is now 27, according to the data, up from 22 in 1970. “Women are claiming their ground professionally,” Jones said. “Delaying motherhood is a rational decision when you consider the impact it can have on your career, and that’s contributing to this trend.” The marriage rate has also declined in the U.S., according to the U.S. Census Bureau, as the number of cohabitating adults has risen. In addition, the U.S. fertility rate plummeted last year to a record low. Pete Roskam is relatively conservative for his wealthy, well-educated suburban district outside of Chicago. He votes in line with the president nearly 95 percent of the time, according to FiveThirtyEight. He also opposes abortion and once called climate change “junk science” — even though he is currently a member of the House Climate Solutions caucus. Roskam voted for the tax overhaul and to repeal and replace the Affordable Care Act in 2017. Democrat Sean Casten holds views diametrically opposed to Roskam’s on climate change, as a scientist and a founder of a clean-energy company. Casten is also one of the Democrats running for office who has been endorsed by Obama. Although there has been very little polling in the race, a September poll by the New York Times found Casten trailing Roskam by one point.)

Each is determined around the same time of the year and both take effect in the following year, assuming that there is a COLA and/or pay raise. The comments we see indicate that some federal employees and retirees do not understand the difference between the two. This is understandable; the federal pay and retirement systems are governed by a complex process with many different factors that can lead to endless variations depending on a person’s situation. . .The purpose of this article is to explain the differences in the COLA and the annual pay raise in an effort to clear up any misconceptions or confusion. The COLA The 2019 COLA was just announced. This applies to federal retirees and Social Security recipients, but not to current federal employees. In 2019, it will be 2.8%. The process for determining the COLA is automatic. You will either get one or not based solely on a formula that is put in place by law and determined based on the cost of living as measured by the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). The amount of the COLA has nothing to do with whether a Republican or a Democrat majority is in office, whether or not it might get vetoed, or out of the spite or benevolence reflected by the latest pet projects among politicians in Congress. Peter Roskam rallied die-hard Republicans in a private room at the Wheaton Bowl’s banquet hall on Wednesday, Ed Raab was outside keeping watch over the check-in counter, the clatter of pins echoing across the lanes. “If I wasn’t working,” Raab said, “I’d be right in there with them.” Roskam shook a few hands, and chatted with campaign volunteers, local precinct committeemen and DuPage County candidates before he strode to the podium for a short speech. “I’m incredibly energized by this campaign,” Roskam said. “I’m incredibly heartened by all of your support. … Now is the time for us to press forward.” Behind him, next to stacks of yard signs, was a lifesize cardboard cutout of President Donald Trump flashing a thumbs-up. Casten has tried to get into a position to capitalize, calling Trump the “worst president of our generation.” He raised twice as much money as Roskam last quarter, his $2.6 million buttressed by millions of dollars in advertising from a group backed by House Democratic leader Nancy Pelosi. The latest spots hit Roskam over taxes and health care, saying it’s time he “checked out of Congress.” . . . “Peter wins close races because he is an exceptionally hard-working candidate, incredibly articulate speaker and has a volunteer base of dedicated individuals second to none,” Dillard said. Since that election 12 years ago, Democrats have made inroads in Roskam’s home base of DuPage County. President Barack Obama won the county twice, and the prosperous patchwork of suburbs recently has sent two Democratic state lawmakers to Springfield. Babette Holder, a Republican committeewoman in Wheaton, said the Trump factor matters “a lot” in this race. “I’ve never seen a midterm like this before,” Holder said. “I think it’ll be a big challenge this time.” But her hope is that when voters examine the issues, they’ll turn to Roskam, who she said breaks from the party and the president when necessary. “I am worried,” Holder said, “I’m not going to lie to you and say I’m not worried.
