On the last day of its legislative session, the Illinois Legislature sent Governor Bruce Rauner a bill that critics say would tie the hands of law enforcement and significantly undermine federal immigration enforcement in the state. The Trust Act (SB 31) significantly restricts immigration officials’ ability to detain and deport illegal aliens, even if convicted of a crime. Ira Mehlman, a spokesman for the Federation for American Immigration Reform, argues the bill “essentially declares that Illinois is not going to participate in any way in federal immigration enforcement.” “And they are going to make it has difficult as possible for the federal government itself to enforce immigration laws in the state of Illinois,” he adds. That could change on 6/20, when voters in Georgia’s 6th congressional district elect a new U.S. Representative in a contest where the lines are clearly demarcated: Trump vs. anti-Trump. IL-6 is occupied by Peter Roskam (R). Both districts are historically Republican, GA-6 being in Atlanta’s western suburbs and IL-6 being in Chicago’s western suburbs (mostly DuPage Co.). Both are upscale, with high median income and low minority population. But both went for Clinton over Trump by 50-48% in 2016. The Democrats, in their 2011 remap, packed every possible Republican into IL-6, including Barrington and west Lake Co. (Lake Zurich), and Roskam won with 59% in 2016, spending $3.3 million. He should have a safe seat. But Roskam is a party-line Republican, and backed the repeal/reform of parts of the Affordable Care Act. If the fruits of the audit function’s labors conflict with an agency head’s political agenda, too often the political agenda wins and the auditor loses. The threat is so real, and the stakes so high, that many practitioners embroiled in sticky political situations have to inform their colleagues anonymously – or with the approval of a lawyer. That’s why Patton’s tale is attributed directly to him; all his comments have been approved by counsel so they don’t impact the ongoing litigation. Solutions are few, but they do exist. If other practitioners know what to watch for and how to prepare for the worst, some may avoid the untenable situations their colleagues deal with. As an internal auditor under fire at a mid-level school district says, “Exposure of these issues may help someone else.” Ultimately, of course, some public sector auditors caught up in politics will simply have to fall on their swords. At the end of the day, the public servant trying to suppress the truth likely won an election or received an appointment from someone in office, so the auditor trying to tell the truth may be pressured to get on board or get out. But in many cases, targeted relationship-building and a firm grasp of the agency’s governance structure will go a long way toward avoiding catastrophe. The political motivation to punish an auditor often involves information that’s incriminating to the person who ordered the audit in the first place – sometimes under a law or regulation. In one case, an audit investigation found evidence that a school board CEO had been less than honest about his credentials; in another, a culture audit – which, in law enforcement is often going to be politically sensitive – contained pretty damning results; and another uncovered fraud in a university’s program accepting bodies of people willed to science. Often, it’s a more mundane reason, like auditors looking into contracts or programs that executive directors don’t want exposed or, as in Patton’s case, assisting outside agencies in their investigations. Sometimes it’s as simple as an executive director who insists that the audit function in general has a “gotcha” mentality. In fact, one anonymous practitioner facing retaliation at a local school district says she has come to believe that “any audit that falls under the chief operating officer or chief financial officer’s (CFO’s) jurisdiction or any audit that makes a board look like it isn’t providing governance and oversight will be political.” The means of punishing auditors vary as well, within fairly defined limits.)

(FROM THE LETTER: According to the State Journal-Register, a developer, who also is a lobbyist who owns video gambling parlors and a medical marijuana dispensary, wants to put a casino in downtown Springfield. A casino is different from other businesses because of the social problems and costs gambling creates. Gambling comes with high costs of addiction, bankruptcy, crime, family problems and suicide. Springfield has more video gambling machines than any place in Illinois. Area residents have lost over $100 million in the 576 gambling machines. In April, area residents gambled away over $2.5 million. Sangamon County has the equivalent of a casino with 1,027 gambling machines. Adding a casino will increase problems for individuals, families and the community. The poor, minorities and the addicted will especially be negatively impacted. Gambling interests overestimate the amount of revenue projected and don’t include any costs in the calculation. According to definitive academic studies, the socioeconomic costs of casinos are $3 or more for every $1 in benefit. Over 75 percent of the revenue at casinos comes from slot/video gambling machines like the ones already operating here. Fewer workers are required, and they have a higher rate of gambling addiction than the general population. Rep. Tim Butler has filed an amendment to include a Springfield casino in the massive gambling expansion bill the Senate passed. Transparency is needed for this important public policy issue, not working behind closed doors out of the public view. Call the mayor, city council, and state legislators to voice your concerns.)

There can be no distribution of any materials, handouts or candy during the parade. No registration is required. If you wish to participate, please arrive at Wheaton Memorial Park not later than 9:30 am on the day of the event and check in with the members of the American Legion Parade Committee. They will be located at the southeast corner of the park and wearing red ball caps. You cannot drive into the park area unless you have a vehicle or float in the parade. Parade participants must be dropped off outside the park area. The parade will start at 10:00 am being led by the City of Wheaton Police and Fire Departments. The parade will end at Wheaton Cemetery where the Post will hold a ceremony at 11:00 am. There are three reasons for that gap –some fail to pay any taxes, others underreport income, and yet others underpay their taxes, according to the IRS. (FROM THE ARTICLE: A former Evanston public works director Suzette Robinson is suing the city and several city officials for what the lawsuit alleges was “discrimination on the basis of race, harassment and [a] racially hostile work environment, and for retaliation.” However, Evanston’s city manager, who was named as one of the defendants in the suit, said Suzette Robinson’s race played no part in the decision to eliminate her job. “I deny Ms. Robinson’s claims in this lawsuit that race or retaliation had any role in my decision-making,” said Evanston City Manager Wally Bobkiewicz. In the complaint, filed May 27, 2016, in U.S. District Court for the Northern District of Illinois, Robinson asks for $75,000 in compensation, plus attorney’s fees and punitive damages. She names Bobkiewicz, the City of Evanston, city attorney W. Grant Farrar and human resources manager Jennifer Lin as defendants. According to the lawsuit, Robinson was public works director for Evanston from March 2010 until August 2015. The suit said that she was one of “three African-American employees at the department director level reporting directly to Bobkiewicz.” The complaint reads that Robinson’s position was eliminated, “effective immediately,” in August 2015 after Bobkiewicz stated “that the city planned to combine public works and utilities into one department named the public works agency.” But the lawsuit says the City Council did not approve the “proposed reorganization” until September 2015. Robinson alleges that Bobkiewicz “discriminated against her on the basis of race” and “retaliated against her” “for filing complaints about racial discrimination,” according to court documents.)

Fascists Get Out.” Close to 200 students kept up the noise for more than an hour in a University at Buffalo lecture hall on May 1, mostly drowning out the evening’s featured speaker, Robert Spencer, a conservative author and blogger who espouses a dark view of Islam. The event appeared to follow a familiar script, in which a large contingent of liberals muzzles a provocative speaker invited by a small conservative student club. But the propelling force behind the event — and a number of recent heat-seeking speeches on college campuses — was a national conservative group that is well funded, highly organized and on a mission, in its words, to “restore sanity at your school.” The group, the Young America’s Foundation, had paid Mr. Spencer’s $2,000 fee, trained the student leader who organized the event and provided literature for distribution. Other than the possibility of outside interference, little had been left to chance. The speeches are a part of the group’s mission of grooming future conservative leaders — Attorney General Jeff Sessions and Stephen Miller, a White House adviser, are among its alumni — and its long list of donors has included the television game show host Pat Sajak, the novelist Tom Clancy, the billionaire brothers David H. and Charles G. Koch, and the Amway billionaires Richard and Helen Devos, who gave $10 million to endow the Reagan Ranch near Santa Barbara, Calif., which the foundation runs as a preserve. (Their daughter-in-law, Betsy DeVos, the secretary of education, is not a donor, the group says.) Over the past two years, armed with a $16 million infusion from the estate of an orthodontist in California, Robert Ruhe, the organization has doubled its programming, including campus speeches. In 2016 that meant 111 speakers on 77 campuses. On the group’s website, it boasted of “dispatching” 31 speakers to colleges last month alone. In that time, the speakers have gotten edgier, more in-your-face and sometimes even meanspirited. Among them is Ann Coulter, whose canceled speech last month at the University of California, Berkeley, led the foundation, which was covering most of her $20,000 fee, to sue the college, arguing that it had violated the First Amendment in its failure to provide a suitable time and place for the event. The resulting clashes on university campuses, including protests and efforts to block speeches, have raised free speech questions. And at Berkeley, even liberals who oppose Ms. Coulter’s viewpoints said her speech should have been allowed to proceed. In the meantime, protesters have questioned whether such events are cynically intended to provoke reactions. “It’s part of a larger systematic and extremely well-funded effort to disrupt public universities and create tension among student groups on campus,” said Alexandra Prince, a doctoral student at Buffalo who circulated a petition to block Mr. Spencer.)
