TECH CRUNCH
— Work permit delays disrupt foreign workers’ career plans (DIERSEN: What disrupted you career plans? My Democrat GAO superiors forced me to retire in 1997 when I was 49 years old, gave me unfair performance expectations and appraisals, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, got rid of my mentor in 1987, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take a $19,568 (21%) pay cut in today’s dollars to transfer from IRS to GAO in 1980. My Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions in 1978, got rid of my mentor in 1975, and disallowed my partial day per diem claims in 1974. In 1971 when I was 22 years old, Oldsmobile withdrew a job offer that I had accepted saying that it had just agreed to stop hiring Whites to settle an EEOC complaint. That directly resulted in my accepting a job offer from IRS.)

DAILY HERALD
— It wasn’t democracy that forced dangerous pot option on communities – Barbara Shafer (DIERSEN: Needless-to-say, if you are an activist, candidate, elected official, party leader, major donor, political consultant, religious leader, education leader, medical leader, etc. who claims to be religious, conservative, and/or Republican, you should be doing everything that you can to stop the sale of pot in your municipality and in the unincorporated areas of your county.)
https://www.dailyherald.com/discuss/20191030/it-wasnt-democracy-that-forced-dangerous-pot-option-on-communities
(FROM THE ARTICLE: Sen. Heather Steans couldn’t be more wrong, answering the question (re: cannabis legalization HB1438) “Is democracy a bad thing?” by stating the bill’s co-authors “don’t think so.” It wasn’t democracy. It was representation gone awry with 104 Illinois legislators speaking on behalf of 12.8 million Illinoisans. With 60 out of 104 legislators having received a total of $630,000 in marijuana lobbyist money in 2017 and 45 voting yes, is it interesting? Yes. Comped? Maybe. Democracy? No. Negotiation and compromise were missing, too, with a 600-page amendment appearing in an unrelated shell bill two days before the General Assembly’s end of session. No public debate. No referendum. No transparency. No democracy. Question: Was HB1438 a bad thing? The real question is “Who ends up paying the price: you, your kids, businesses, communities, teachers, or law enforcement?” Other states teach us the answer: All of the above. The co-authors claim, “Our intent was not to impose cannabis dispensaries on every community.” Will it end up that way? Washington State began with mandated medical, offered opt-out recreational, but finally allocated retail licenses to communities.)

How rich were your parents when you were young? Neither of my outstanding parents attended college. My father was the first of his ancestors to earn a high school diploma. He worked in the office of a nasty chemical plant in Chicago Heights, almost always worked second jobs to pay the family’s bills, and did not buy a new car until he was 45 years old, and it was a bottom of the line 2-door Chevy. Extremely few federal employees make the aforesaid promotion deadlines. What does that say about my critics/opponents, their operatives, and their dupes? (FROM THE ARTICLE: The Social Security Administration released its analysis of the bipartisan Social Security Fairness Act of 2019 (H.R. 141) at the end of September. The legislation would provide a break to older Americans (and their spouses) from the Windfall Elimination Provision (WEP) which reduces the size of the checks coming from Social Security when a person collects a pension from a job not covered by Social Security. The actuaries at the Social Security Administration estimate that this relief will cost the general taxpayer $33 billion over the next 10 years.)

This accusation is so over-the-top and ridiculous it shouldn’t need a defense. Proft is not only a very typical conservative, but he is also a former gubernatorial candidate from Illinois and a very serious player in Illinois GOP politics. He’s pragmatic and incredibly fair-minded. I don’t think Proft has ever been involved in any kind of controversy, which is hard to do in the political landscape of Illinois. He’s well-liked by most sane people. Calling him a “white supremacist” sympathizer is beyond the pale of decency. Go ahead and try to find something objectionable about this interview Proft did with Moroney. https://www.politico.com/news/2019/10/28/reporter-katie-hill-scandal-gop-060576
(FROM THE ARTICLE: Shortly after Rep. Katie Hill announced her resignation from Congress on Sunday night, the RedState reporter who published damaging allegations involving the Democratic rising star, along with a nude photo, was urging support for Republican candidates to win the seat. “If you want to help us flip @KatieHill4CA’s former #CA25 seat BACK to RED, please learn more about @MikeGarcia2020 and contribute to his campaign at http://ElectMikeGarcia.com!” tweeted Jennifer Van Laar, a deputy managing editor at RedState. Later, Van Laar suggested that she’d back former Congressman Steve Knight if he decided to run for the seat he lost to Hill in 2018. “He has integrity, cares about the individual, and is a policy wonk,” wrote Van Laar, who noted working for Knight’s 2014 campaign. “I’d be #TeamKnight again in a heartbeat.” Van Laar’s views, like RedState’s leanings, are no secret: She’s worked in Republican politics and the site is conservative, as is its owner, Salem Media Group. But Van Laar’s shift from reporting on Hill, and publishing what some have deemed “revenge porn,” to promoting Republicans for Hill’s old job is a blurring of roles that would be unacceptable in mainstream newsrooms.)

— New marijuana store licenses: Residents of 681 Illinois census tracts can get a leg up on applications. Are you eligible? Here’s which areas qualify, and why. – Ally Marotti (DIERSEN: Pot pushers want all of Illinois to be designated a “Disproportionately Impacted Area (DIA).” I fear that the pot pushers in Springfield will vote to force the sale of pot in DIAs even if the municipality or county had voted to ban the sale there. Where pot is sold, it brings down everything and everyone around it. How close is a DIA to where you live or work? Illinois Democrats want pot shops to open up in DIAs to revitalize those areas. Wheaton is the DuPage County Seat. The Democrats who run the Illinois Department of Commerce & Economic Opportunity (IDCEO) have outrageously designated western Wheaton (Census Tract 8426.04) as being a DIA, that is, an area that has high rates of arrest, conviction, and incarceration related to cannabis as well as poverty and unemployment. Needless-to-say, that must be a mistake. SEE: on https://censusreporter.org/profiles/14000US17043842604-census-tract-842604-dupage-il/ and https://www.chicagocityscape.com/maps/index.php?place=censustract-17043842604 While Wheaton has banned the sale of pot, the Democrats who run Illinois may very well vote to allow pot shops in DIAs thereby overriding Wheaton’s ban. I ask the following and everyone else who has an interest in Wheaton to ask the IDCEO to immediately rescind its western Wheaton DIA designation: Wheaton Mayor and City Council members, Wheaton Chamber of Commerce, Milton Township officers and trustees, DuPage County Board Chairman and County Board members, and federal and Illinois officials who represent or seek to represent any part of Wheaton.)

(FROM THE ARTICLE: Applications for licenses to operate 75 marijuana stores are now available, offering the first path into the industry for those who don’t already operate a cannabis business in Illinois. A map the state released identifying areas hit hardest by the war on drugs could play a vital role for some applicants. More than 2 million people live in the hard-hit areas identified on the map. A qualified resident of those areas who applies to grow and sell recreational marijuana will get an additional 50 points on the application, which has a maximum score of 250 points. . .To create the map, officials broke the state down by U.S. Census tracts. To qualify, an area had to have an average annual rate of at least 30 marijuana-related arrests per 10,000 residents or at least one marijuana-related parole per 10,000 residents. Roughly 10 years of arrest and parole data was analyzed, said Michael Negron, assistant director of the Department of Commerce and Economic Opportunity. The data reflects the addresses of people with marijuana arrests or paroles, not where the incidents occurred. Additionally, an area either must have a poverty rate above 20%, more than 20% of households in the area must receive Supplemental Nutrition Assistance Program benefits, also known as food stamps, or the area’s average unemployment rate over the past two years must have been at least 20% higher than the national average. “The data is intended to be objective while still keeping in mind where we think the impact of the war on drugs is,” Negron said. “That means the data really sets the map.” Here’s a look at the poverty and SNAP participation rates of some census tracts identified on the map: . . . Wheaton — Poverty rate of 9%, SNAP participation 8.2%, average annual marijuana-related arrest rate of 9.1 per 10,000 residents. This tract qualified as underserved based on its unemployment rate of 5.7%, which was more than 20% higher than the national average in 2017 and 2018. It is west of downtown Wheaton and includes a western chunk of Milton Township.)

Additionally, employers will qualify if the majority of their workforce meets those criteria. https://www.entrepreneur.com/article/341090
(FROM THE ARTICLE: Having some minimum requirements combined with previous hiring data is a great place to start. However, employers should go beyond that, and focus on hiring the right culture fit. . .cultural fit is essential. An organizational culture is a system of shared assumptions, values, and beliefs that govern how people behave in a company. These shared values have a strong influence on the people in the organization, and dictate how they act and perform. Unfortunately, many hires struggle due to culture misfit, where they do not fit in with the team, they are not aligned with the values and goals pre-established, or their personality and workstyle is not compatible with what the company offers. A great way for employers to start seriously considering culture fit when hiring is to, firstly, define their organization’s culture, and make sure that it is visible and communicated regularly. Some employers do this by developing a strong online employer brand that can be viewed by potential job applicants. By announcing their organizational culture to potential applicants, it is more likely that employers will receive candidates who truly share their core values and principles and are able to smoothly assimilate.)

https://pjmedia.com/jchristianadams/meet-kyle-frese-trump-hater-federal-employee-arrested-for-leaking-national-security-secrets/
(FROM THE ARTICLE: Frese went to college and graduate school in Canada. His posts routinely cover national security and foreign affairs issues. They are also vehemently hostile to Donald Trump and his foreign policy. . .Frese traveled quite a bit. Every month or two, he could be found hiking Kilimanjaro or sipping beer in an Eastern European capital, visiting London or the low countries, Morocco, Berlin, Australia, all in the space of a year or two. It was quite a travel experience for a lowly federal employee. Perhaps it was work-related, all those different destinations. Excessive foreign travel can be a marker for a national security risk. Frese would occasionally quibble with “irresponsible” stories about national security matters. He had the audacity to complain about “unnamed armaments experts providing commentary.” He also had a beef with Senator Marco Rubio citing Psalms. Frese is most likely being held, for now, in the Alexandria City Jail in Virginia. If he is convicted, he can expect to be living in a federal prison. Nobody should consider his hostility toward President Trump an outlier in the federal civil service. Whether it is a whistleblower wound up about Ukraine or the FBI lovebirds, the civil service still cannot cope with the 2016 election results.)

NEWS BUSTERS
— Not Again! Facebook to Launch Human-Curated News – Alexander Hall (DIERSEN: As your GOPUSA Illinois Editor since 2000, I have been a conservative “human-curator” of Illinois political and government news since 2000. Of course, anti-conservatives continue to focus on stopping me from doing that. They especially focus on stopping Republicans in Wheaton, Glen Ellyn, Milton Township, DuPage County, and Illinois from reading GOPUSA ILLINOIS emails. If you were me, what would you do increase readership of GOPUSA ILLINOIS emails?)
https://www.newsbusters.org/blogs/techwatch/alexander-hall/2019/10/25/not-again-facebook-launch-human-curated-news
(FROM THE ARTICLE: Facebook is launching a “News” tab today, which will provide stories from hundreds of news organizations. This is the second time the social media site tried to decide what is news for its users. The first time exploded under allegations of bias against the right. “Facebook’s service will include some human curation by a small editorial team of journalists, who will select top stories” according to The Washington Post. Much like asking “who fact-checks the fact-checkers,” the question of “who curates the curators” will likely be on conservatives’ minds. After all, based on Facebook’s troubled history with truth, conservatives would be right to be concerned about their commitment to free expression. Facebook previously purged its disgraced Trending topics section after not only being accused of bias, but having its very own workers blow the whistle on its agenda-setting. “[A]ccording to a former journalist who worked on the project,” Gizmodo summarized, “… workers prevented stories about the right-wing CPAC gathering, Mitt Romney, Rand Paul, and other conservative topics from appearing in the highly-influential section, even though they were organically trending among the site’s users.” Anne Kornblut, The Post’s former deputy national editor, “is overseeing the team of journalists who will chose [sic] top stories for the ‘News’ tab, according to people familiar with planning for the service,” reported The Post. The participating news organizations whose content will be curated includes “about 200 news organizations, including The Washington Post, The New York Times, News Corp, BuzzFeed News, Business Insider, Bloomberg, Fox News, NBCUniversal, USA Today and The Los Angeles Times. Some of those outlets will be paid for their content, including The Post” The Post noted in an article it published today. If that wasn’t damning enough, many of Facebook’s “news curators” told Gizmodo that they were instructed to “inject” specific stories into the Trending news section. The former curators also claimed that Facebook, in the spirit of self-preservation, discouraged them from including news about Facebook itself. Facebook executives told Axios a few months ago that they would be “hiring seasoned journalists to help curate a forthcoming ‘News Tab’ that they hope will change how millions get news.” Facebook’s mission, as Axios described, is “to restore the sanity and credibility that’s lost in the chaos of our main feeds.” Facebook’s head of news partnerships Campbell Brown, a former news anchor at NBC and CNN, said that algorithms will also be involved. “Our goal with the News tab is to provide a personalized, highly relevant experience … ,” said Brown. “The majority of stories people will see will appear in the tab via algorithmic selection.” For what it’s worth, Zuckerberg has tried to reassure conservatives they will at least attempt to avoid bias. “‘We are monitoring for any kind of bias, both amongst our team and in the product itself,’ Zuckerberg said,” according to Axios’ reporting. “‘Making sure that this ends up being a platform for all different perspectives is obviously going to be very important for this succeeding over the long term.’” Conservatives wary of “diversity” politics may have their hackles raised by the other comments made by Zuckerberg in the same article, however. Facebook claimed to have hired journalists with “real experience” who are a “diverse group who have different backgrounds and views and different nationalities.” News Corp founder Rupert Murdoch explained the rationale in a Jan. 2018 press release, saying, “If Facebook wants to recognize ‘trusted’ publishers then it should pay those publishers a carriage fee similar to the model adopted by cable companies.” He added further that these payments “would have a minor impact on Facebook’s profits but a major impact on the prospects for publishers and journalists.” The news industry seems to approve, and this is yet another step toward their “long-sought goal of having technology companies pay for the content they deliver to users.” This service will also pitFacebook against other “news aggregation services offered by Silicon Valley rivals Google and Apple.” “Facebook will pay publishers for work they already make and then share to the platform, which means it is pure profit,” Vox/Recode summarized about the “News” tab. CNN reporter Oliver Darcy tweeted that Zuckerberg defended “having far-right website Breitbart in its news tab” quoting the Facebook CEO as saying “I think you want to have content that represents different perspectives.” When asked about Breitbart being among the other websites in the news tab Darcy observed how Zuckerberg expressed that all outlets will have to comply with Facebook’s standards.)

NEW YORK DAILY NEWS
— Save — and expand — newspaper subscriptions: How federal employees should respond to Donald Trump’s war on the Washington Post and New York Times – DAVID J. VERARDO (DIERSEN: Those who are Christian, conservative, and/or Republican should keep up to date with what those who are anti-Christian, anti-conservative, and/or anti-Republican are saying. That is why I pay many thousands of dollars each year for home delivery and website access for anti-Christian, anti-conservative, and/or anti- Republican publications. It is called opposition research.)
https://www.nydailynews.com/opinion/ny-oped-subscriptions-20191026-7jbcgvcxcze7bhmrgbsn27rkde-story.html
(FROM THE ARTICLE: President Trump’s order to all federal agencies to cancel their subscriptions to the Washington Post and New York Times is peevish, wrongheaded, and dangerous. These two papers, as well as numerous others, provide a lifeline to the federal workforce and the American public regarding information and knowledge about our country and the wider world. A civilization without a free and accessible press is not civilized at all. Instead of canceling subscriptions, federal agencies would be better served by holding their Post and Times subscriptions and expanding their subscriptions to other media. Federal employees themselves should subscribe to the Post and Times and the media of their choice to ensure the free flow of information. I subscribe to both publications, and here is why. Many times my day begins with someone asking me “Did you see the story in today’s Washington Post…” or “Did you see the New York Times coverage of …” As a scientist, I rely on news coverage of science, technology, engineering and math in the Post and Times to alert me to new findings and innovations outside my expertise that I can further investigate in detail through the scientific literature. As a public servant, I need the Post and Times to help fill me in on innovations in the federal workforce that come directly from practitioners. As a private citizen, I rely on the Post and Times for differing perspectives on issues affecting my daily life. I need to understand trends in medicine, law, finance, politics and the environment so that I can make informed choices. I want journalists to investigate and ask hard questions, get to the bottom of things, challenge the prevailing wisdom, and help me discover my biases. I depend on them to do their job while I am busy doing mine. Since our country’s founding, politicians have had a love-hate relationship with the press. They love coverage that supports their views and hate coverage that challenges their views, actions or inaction. As a voter, I need coverage from all angles. That approach scares some politicians into seeking to control and muzzle the press. History shows that the American public is best served by a free and open press whose acceptance and credibility by the public is determined by the free market, not political fiat. The press is accountable to its readers because the readers make the final judgment on who or what is believable. The press is not the enemy of the people just because you don’t agree with them. The enemy of the people are demagogues who manipulate the truth for personal gain. Using power granted to you temporarily by the American people, to cancel government-wide subscriptions to publications that do not constantly heap praise on you, is the “perfect” example of demagoguery, Mr. President. We need you to “be best.”)

POLITICO ILLINOIS
— Donald Trump’s Chicago fundraiser and his expected speech at the International Association of Chiefs of Police at McCormick Place will draw thousands of protesters — and maybe some MAGA supporters — to downtown Chicago on Monday. Couple that with thousands more striking teachers just trained in civil disobedience, and we’ve got the makings of a massive political demonstration. It might be a crowd size that even Trump wouldn’t have to exaggerate. Dozens of political organizations and interest groups are urging their supporters to gather at 11:30 a.m. Monday at the intersection of Wacker and Wabash streets, which looks at Trump Tower from across the Chicago river. The protesters are expected to include immigration groups, gun control activists and women’s organizations. “We will be out in full force to protest Trump’s gleeful bashing of our city, his ridiculing of the very real violence promoted by his pro-gun policies, and his attempts to thwart us and all Sanctuary Cities as we protect our immigrant neighbors,” Marj Halperin of Indivisible Chicago told Playbook. Striking teachers are also expected to be part of the protest, hundreds of whom participated Thursday in civil disobedience training. In an email encouraging teachers to take part, CTU said the training was for members “who are ready to step it up a notch… We will learn from the tactics that ended Jim Crow and the Vietnam War.” During the training, they were “coached on blocking traffic and shutting down building lobbies,” according to the Sun-Times. No surprise that they will join Trump protesters. “It’s a target-rich opportunity,” a CTU organizer told Playbook. Attendees at Trump’s noon fundraiser may hear the chanting or see the protest signs but they otherwise won’t notice the blockade way across the river. Trump’s scheduled speech to the police chiefs convention is a few miles south of his hotel. His presidential entourage will avoid protesters by taking a two-and-a-half-mile tunneled access route that’s only used by the mayor, the Cook County Board president, and certain tour buses with security clearance. Former Mayor Rahm Emanuel liked to call it the Bat Cave. At the police chiefs convention at McCormick Place, Trump will hold court over a friendly crowd. Last year, at the group’s gathering in Orlando, he criticized Chicago’s handling of crime. It’s no wonder Chicago Police Supt. Eddie Johnson said he’ll boycott Monday’s speech. He might consider wandering over to the Illinois Institute of Technology campus to watch crews preparing for the Obama Foundation Summit that starts Tuesday. DUPAGE COUNTY
— OUTSTANDING: DuPage County Votes to Prohibit Sale of Recreational Cannabis
https://www.dupageco.org/Content.aspx?id=61551
(FROM THE PRESS RELEASE: The DuPage County Board voted 10-8 on Tuesday to prohibit the sale of recreational cannabis in unincorporated areas. The Illinois Cannabis Regulation and Tax Act, which Gov. J.B. Pritzker signed on June 25, allows the County to pass an ordinance prohibiting the location of cannabis businesses. The Board determined the operation of cannabis businesses presents adverse impacts on the health, safety, and welfare of residents and additional costs and burdens on law enforcement and the judiciary system. The Board did vote, however, to assess the maximum permitted 3 percent sales tax on cannabis sales made at businesses located in DuPage County municipalities in order to help offset increased public safety costs.)

— OUTSTANDING: DuPage prohibits recreational pot sales in unincorporated areas – Robert Sanchez
https://www.dailyherald.com/news/20191022/dupage-prohibits-recreational-pot-sales-in-unincorporated-areas
(FROM THE ARTICLE: “My opposition to this really comes from public health reasons,” board member Tim Elliott said. “The public health data is clear.” The Glen Ellyn Republican said marijuana legalization will create a variety of problems, including increased cannabis use and addiction. He said the county shouldn’t profit from such sales. Elliott said Illinois lawmakers who supported legalizing marijuana “want county boards to take a share of their responsibility” by allowing such sales. “Springfield is offering us a piece of the action in exchange for our share of responsibility for what I’m certain is going to be a public health problem,” he said. “Let’s not be a party to this.” Still, six of the county board’s seven Democrats and two (Hart and Healy) and of its 11 Republicans voted against the prohibition and in favor of the sale.)

(FROM THE ARTICLE: “The state of Illinois has made it a choice,” said Robert Larsen, R-Wheaton. “The state of Illinois has made a lot of bad choices over the years but we here in DuPage County have made better choices. “We can’t control the fact that they have chosen to legalize this drug everywhere in the state, but we can send the message to our constituents that we don’t want more sales of this in our county.” . . . “If you really believe that legalization is not going to result in greater accessibility and greater illicit use for underage users, please come see me because I have a bridge to sell you,” board member Tim Elliot, R-Glen Ellyn said. “These public health issues are going to happen … and yet we’re considering becoming part of this. Why?” . . . DuPage County Board Chairman Dan Cronin did not vote on this issue, but after the meeting said he likely would have sided with the ban were it necessary for him to make a choice. “We had a healthy, robust debate and the majority says, you know, not now,” Cronin said.)

(FROM THE ARTICLE: Larsen said he would be “shocked” if the board rejects the 3% tax on sales in municipalities. “I would expect everyone to support that,” he said. “We might as well get the revenue from it if we’re going to be dealing with the consequences of it.” Larsen said DuPage is expected to have increased law enforcement costs and other expenses as a result of the state legalizing recreational marijuana. “This is the only place we can get revenue to help deal with those costs,” he said. Last month, State’s Attorney Robert Berlin talked about issues other states faced after legalizing marijuana. He pointed to statistics showing Colorado experienced increases in property crime and violent crime. There also was an increase in the number of traffic fatalities with drivers testing positive for marijuana. County health department officials, meanwhile, said the availability of recreational marijuana is expected to increase use among adults and youths and hurt the health of residents. As a result, they are anticipating increased demand for public health services in DuPage.)

HARVARD BUSINESS REVIEW
— Why Your Company Needs to Implement Pay Equity Audits Now – Robert Sheen (DIERSEN: If a pay equity audit of the federal government was done, it would show that it pays its employees who are Democrat, minority, female, and/or younger more than it pays its employees who are Republican, White, male, and/or older who have comparable work experience, education, and/or professional certifications and licenses. While I worked for GAO 1980-1997, GAO always paid its employees who are Democrat, minority, female, and/or younger more than it paid its employees who are Republican, White, male, and/or older who had comparable work experience, education, and/or professional certifications and licenses. GAO audits IRS. When GAO hired me in 1980, I had almost 9 years experience working for IRS, the last 5 1/2 years of which at the GS-12 Step 1-5 levels, currently $82,579-$93,592. I had passed the CPA examination on my first attempt in 1979. I had earned an MBA from Loyola in 1976. I had almost completed the requirements for a master’s degree from DePaul. Much of what I did for IRS, including interviewing, data gathering, summary, and analysis, report writing, and making recommendations was similar to what I would be doing for GAO. NEVERTHELESS, the Democrats who ran GAO required me to take a $19,568 pay cut in today’s dollars (a downgrade from GS-12 Step 5 to GS-9 Step 10) to transfer. They would NOT have done that if I had been a Democrat, minority, and/or female.)

(FROM THE ARTICLE: Terminating Employees Deemed “Poor Performers” First off, there is a smaller timeframe in which to improve poor performance. The executive order to streamline removal procedures for federal employees decreases the amount of time that employees are subject to Performance Improvement Plans (PIPs)—that provide employees a chance to improve their job performance following a poor evaluation or reprimand—to 30 days, government-wide. That window previously lasted between 60 and 120 days and was up to agency discretion as to the length of the PIP and/or extensions of the PIP. Federal employees should be aware of additional provisions in the executive order, which direct that:)
