(FROM THE ARTICLE: The Illinois Republican Party held its reorganizational meeting on Saturday in downstate Springfield. Every four years after the 18 members of the state central committee are picked around the state, that committee convenes to choose the state party chairman. Apart from some minor deckchair rearranging on Saturday, the status-quo prevailed. Governor Bruce Rauner’s hand-picked state party chairman Tim Schneider was unanimously rewarded with another 4-year term as chair by the state central committee. Schneider must have looked around the room and saw no Chicago press amongst the small choir of Republicans, because near the end of the meeting he actually had a few kind words for President Trump. The local Springfield paper was the only outlet I saw which reported his short remarks on that score. This is noteworthy because I live in Cook County, same as Schneider, and not once have I ever heard Schneider stand-up for our President in Chicago media. Schneider has a unique platform as party chairman. If he had the desire, he could easily get in Chicago radio, television, and newspaper coverage pretty much any time he chose, just by virtue of the big title he holds. And you won’t be surprised to hear that our President gets hammered constantly on Chicago radio and television, and in the two daily newspapers which are both viciously anti-Trump. But safely ensconced in a room with only Republicans, 200 miles away from Chicago, Chairman Schneider managed to voice exactly one sentence in support of our President. We’re all supposed to rejoice. Preaching to the choir at a small GOP meeting is easy. Taking the message to the unconverted is not so easy, but that’s the duty you sign-on for if you say you want a party title.)

Yes, sharing the chairmanship shows Rauner’s weakness, since he has almost single-handedly funded the party. This never could have happened under Rauner two years ago. And yes, Shaw lost his chance at potentially knocking out Goliath. And it will remain to be seen how real Shaw’s role will be. For now, what’s important is this is a much-needed move for a Republican party trying to get itself back on track. Rauner desperately needed some declaration of unity after months of high-profile post-primary sparring with his opponent Jeanne Ives and the realization Republican Sam McCann is running as a third party candidate. The governor can now move on to the next fire.)

That was when a speaker from the Chicago Fed proposed levying, across the state and in addition to current property taxes, a special property assessment they estimate would be about 1% of actual property value each year for 30 years. Evidently, that wasn’t reality-shock enough. This week the Chicago Fed published that proposal formally. It’s linked here. It surely ranks among the most blatantly inhumane and foolish ideas we’ve seen yet. Homeowners with houses worth $250,000 would pay an additional $2,500 per year in property taxes, those with homes worth $500,000 would pay an additional $5,000, and those with homes worth $1 million would pay an additional $10,000. Is the Chicago Fed blind to human consequences? Confiscatory property tax rates have already robbed hundreds of thousands, maybe millions, of Illinois families of their home equity — probably the lion’s share of whatever wealth they had. Property taxes in many Illinois communities already exceed 3%, 4% and even 5% of home values. Across Illinois, the average is a sky-high 2.67 percent, the highest in the nation.)

The entire report is distressing and makes for very sobering reading. At the same time, readers who have watched the history of retirement plans will recall that IBM was a pioneer in the move away from traditional pension plans. In today’s dollars, my ending GS-13 Step 10 GAO salary was $125,325. My $51,864/year CSRS pension is $6,224/year less because my Democrat GAO superiors succeeded in forcing me to take their early retirement “offer” in 1997 and suffer a 12% early retirement penalty (2% X 6 years). Of course, my CSRS pension would be much higher if my Democrat superiors in the federal government had not wasted my career and forced me to take their early retirement “offer” in 1997 when I was 49 years old. If the Democrats who run the federal government had promoted me into their Senior Executive Service, my CSRS pension would be $131,360/year (80% of $164,200/year.)

Concordia Publishing House CEO Bruce Kintz says Google will no longer accept ads for its Remarketing AdWords program because “the items in the ad and on the CPH website refer to Jesus and/or the Bible.” According to a Concordia press release, Google told CPH its ads were “disabled due to a violation of Google’s policy for advertising based on interests and location.” When CPH objected, the company told them it did not allow remarketing ads based on Christian beliefs. (FROM THE ARTICLE: A recent federal appeals court decision could make it easier for federal retirees to succeed in a claim that they were forced into retirement, by holding that the evidence they cite in support of their argument should be viewed as a whole. The Court of Appeals for the Federal Circuit noted that federal retirements (and resignations) are presumed to be voluntary, but that presumption can be overcome if the employee proves that he or she “had no realistic alternative but to resign or retire, and the employee’s resignation or retirement was the result of improper acts by the agency.” That should be determined by examining “the surrounding circumstances to test the ability of the employee to exercise free choice.” The court sent back to the MSPB a case in which a retiree argued that his retirement was involuntary, saying that the MSPB improperly viewed his evidence as a series of separate developments, none of which it found was sufficient to support that claim. The court cited the employee’s evidence that he was afraid to meet personally with certain supervisors after “multiple instances of hostility” from them, his request to be transferred away from them, and the worsening of a health problem. The court said that they should have been considered “as a series of escalating incidents” and viewing them “collectively, rather than dismissing them one by one, as the Board did, we find that a person in like circumstances could reasonably feel unable to exercise free choice and compelled to retire.”)

(FROM THE ARTICLE: OPM has told agencies to record in the official personnel file of an employee who resigns during an investigation that could lead to disciplinary the results of that investigation if the agency concludes that action would have been warranted. The guidance carries out a 2016 change in law resulting from concerns that by resigning, those employees could later return to the government without consequences because their personnel records would not reflect it. That same law also required agencies to review those records when considering hiring a former federal employee. OPM’s memo says that before putting that information in an individual’s official personnel file, an agency must provide notice of the adverse finding and an opportunity to respond and receive a final agency decision. That could be appealed to the MSPB. “While the statute prescribes the process for making the required permanent notation, an agency may use its own discretion for determining the format for making the notation. Agencies may wish to consult with their legal counsel,” OPM said. The guidance includes a sample for documenting the notation, and further recommends that agencies place the document and any supporting materials on the permanent side of the employee’s OPF, subject to removal if the employee prevails in an appeal at the MSPB.)
