(FROM THE ARTICLE: Scott Reeder, in a recent column, praised the actions of Mark Janus, “just an ordinary Joe,” who, with two other Illinois state employees, is continuing with litigation challenging “fair share” fees that non-union members pay to unions. The fees do not support political candidates but help pay for the collective bargaining that benefits all employees. Reeder gives the impression that Janus is a hero of the common people, fighting the big bad union for his individual rights: a Don Quixote battling the huge, anti-human windmills of the AFL-CIO. The truth is that Janus is part of a powerful, concerted effort to destroy unions. The original lawsuit was filed, in fact, by Gov. Bruce Rauner. In May U.S. District Judge Robert W. Gettleman dismissed Rauner’s action, deciding, correctly, that Rauner had no standing to sue. We don’t know why the governor of Illinois is instigating lawsuits against unions. One would think he’d have better things to do, such as governing the state and learning how to get along with a legislature duly elected by the people. (FROM THE ARTICLE: The Office of Congressional Ethics isn’t allowed to subpoena anyone, doesn’t have the power to hold hearings and can’t recommend sanctions. Its only real juice comes from the power to embarrass, to shame unethical members of the U.S. House (and deter future ethical lapses) by investigating allegations of corruption and submitting reports to the chronically worthless House Ethics Committee. It’s a power that former U.S. Rep. Michele Bachmann, R-Minnesota, decried back in 2008 when the office was created. Bachmann, through a spokesman, predicted that the OCE would prolong “the game of gotcha politics” and create an “unaccountable board of gossips and partisans that can sling mud.” It’s a power that motivated House Republicans — in a closed-door Monday vote — to approve a rules package that would have gutted the OCE, before they reversed course in the face of a public backlash. Bachmann saw negatives in all the positive aspects of the OCE. The office’s best virtue — that it’s independent of Congress — made it “unaccountable” in her eyes. Its willingness to dig into complaints the House Ethics Committee sweeps under the rug made it a “board of gossips.” Bachmann ultimately found herself on the receiving end of an OCE investigation into issues related to her 2012 presidential campaign, including the use of campaign funds to promote her autobiography and the improper mixing of funds between her campaign and her political action committee. The OCE referred the matter to the House Ethics Committee, which dragged its feet for a year, allowing Bachmann to leave office with no repercussions. You could argue, however, that the ongoing embarrassment of the ethics probe persuaded Bachmann to not seek re-election. The political shorthand on the OCE is that it’s a Democratic creation despised by Republicans. There’s some truth in that, because 159 Republicans — compared to only 23 Democrats — voted against its formation in 2008. But the bigger truth is that House members, regardless of party, have viewed the six-member panel largely through the prism of their own experiences with it.)

(FROM THE ARTICLE: The GOP took a lot of flak this past week for its foolish attempt to use House rules to gut the Office of Congressional Ethics. Public scrutiny quickly sunk that effort, but another very dangerous rule change passed without much fanfare or media attention. As a result, House Republicans — with the backing of the incoming Trump administration — now have powerful tools to attack not just entire federal departments, but to go after individual federal workers as well. It’s called the Holman Rule, which was first used in 1876 and last used by Congress in 1983. It allows members on either side of the aisle to offer amendments to appropriations bills — which are often hundreds of pages long — in order to reduce the amount of money an agency receives, the number of employees an agency has, or the amount of money an individual federal employee can be paid. It’s alarming that members of Congress will now be able to engage in targeted witch hunts against entire departments or individual employees who happen to work on subjects that do not fit a representative’s values or agenda. The most obvious targets are Department of Energy climate scientists and State Department teams that work on gender equality issues — both of which have already been singled out by yet-to-be-sworn-in Trump administration. But the rule change can broadly apply to any program or individual civil servant. This means any federal employees — such as those who help monitor dangerous chemicals in the environment, patent examiners, those who administer vital health and food programs, federal student loan advisers — can be targeted. Reviving the Holman Rule is not just about finding waste. The author of the rule change clearly stated that members could cut the amount of money “that could be paid to an employee of the US government.” This is not to say that House members would engage in such behavior, but even allowing for such powers in the legislative process, without any input from the agency or the targeted employee, is unacceptable. The federal workforce has undergone many cutbacks under both Republican and Democratic administrations. The fantastical myth that civil servants are somehow responsible for a ballooning “big government” is simply pretext for baseless political attacks on federal workers. Employees of the federal government work in every congressional district to keep our food, water, and air safe for all Americans. We must take a stand to protect hard-working, diligent employees who now find themselves at risk of losing their jobs or suffering crippling pay cuts if a particular member of Congress or president decides to single him or her out. Members of our country’s federal workforce should not be turned into political pawns.)

(FROM THE ARTICLE: The Democrats have lost their way. They no longer represent the working class or the middle class as they continue to fall behind. They have lost America’s heartland and small towns and rural areas. Look at the political power shift to the right. The Democrats have 12 fewer U.S. senators than when President Barack Obama was sworn in, 63 fewer House members and 16 fewer governors. They have the lowest number of state legislators in more than 100 years. In only six states do Democrats control both the governorship and the legislature — the lowest number in our history. Other than President Obama, Democrats have a severe messaging problem and a dearth of winning candidates; the party is a fundamental mess. Most importantly, Democrats have forgotten their roots in the economic goals of the Roosevelt New Deal and the Johnson Great Society. They have abandoned an inclusive message. They slice and dice the electorate. They are now the party of diversity, and ethnic- and racial- and gender- identity. They advocate cultural issues at the expense of jobs and other working class issues. Too many of them they look down on “the deplorables” and the poorly educated, the very ones who turned to Donald Trump for change and some glimmer of hope for themselves. This election revealed the emergence of white and other working class Americans who feel abandoned and threatened by Washington and Wall Street and the institutions and elites they represent. Some of this was nativism, e.g., a reaction to the persistent flow of illegal immigrants into the country, now augmented by new refugees from the Middle East. These white Americans feel their very identity is under attack.)

African-Americans, along with Latinos and Asians, voted for him in record numbers in 2008, flush with expectations that he’d deliver on hope and change for people of color. They celebrate his family as a sterling symbol of black success. And his presidency did not usher in racial harmony. Rather, both blacks and whites believe race relations have deteriorated, according to polls. Mounting tensions over police shootings of African-Americans prompted protests in several cities and the emergence of the Black Lives Matter movement. Perhaps most strikingly, the president’s successor, Donald Trump, is seen by many as the antithesis of a colorblind society, a one-time leader of the “birther” movement that spread the falsehood that Obama was born in Africa. Most company defined-benefit pension plans were changed long ago into 401(k) plans, where your eventual checks will depend on the amount you contributed and the performance of the investments you chose. But for millions of union workers, part of the attraction of paying union dues over a lifetime of work was the promise of a pension. Many of those pensions are so-called multi-employer plans, which cover workers for unrelated employers in the same industry. Now, as a result of years of mismanagement, bad investments or bad assumptions on returns, some funds are running out of money to keep their pension promises to union workers. Pension defaults or cuts now appear likely because of a law passed as part of the 2014 omnibus spending bill designed to keep the government from shutting down. State Rep. Jeanne Ives (R-Wheaton) said publicly funded universities in Illinois lack a uniform standard on accepting illegal immigrants, leading to a patchwork of policies that may be unfair to legal residents of Illinois. “Who it’s unfair to is our own students who cannot attend,” Ives recently told DuPage Policy Journal. “I think that we had a flight of students leaving our state for other universities that give them a better deal.” Illinois State University reported that it had 49 students who identified themselves as not in the country legally during the fall 2016 term. The number of illegal aliens who applied to become students in fall 2017 is 79. The university stresses on its website a core value of diversity. “Undocumented students … who apply to Illinois State are treated identically to any other U.S. citizen or permanent resident,” the university’s policy states. Illegal immigrants who want to study at the university may also be eligible for the in-state tuition rate; they will be asked to complete an affidavit when applying for that tuition rate, according to the university website. However, Illinois State University policies on need-based financial aid and state departmental scholarships are more nuanced. The school is prevented from handing out state or federal funds based on need to illegal immigrants, but those students can freely apply for state scholarships if they meet certain minimum requirements, according to the university website. Ives said she is uncertain if a new state law would need to be passed to create a statewide policy on whether illegal immigrants should be allowed to attend publicly funded universities. Taxpayers are already footing the bill for illegal immigrants to get primary and secondary education — through 12th grade — and Ives thinks state fiscal policies need to be realistic. “We have no budget, and we’re really broke,” she said of the state’s continuing fiscal crisis. I think we need to bring jobs back to those communities were people have choices; and don’t choose to join gangs and do those types of things. Give them a job,” Schneider said. Kirk Dillard is chair of the Regional Transit Authority, which oversees the CTA, Metra, and Pace is ready to lobby Pence into spending more money on railroad infrastructure. “I clearly want Governor Pence, whose father was a bus driver in Chicago, to understand the need for mass transit like we have in Chicago,” Dillard said. Throughout the duration of the two hour fundraiser protesters chanted and held signs outside. Betty Virginia Holcomb is concerned with Pence’s track record of wanting to defund Planned Parenthood and restrict access to abortions. “Mike Pence has already put in place restrictive actions in the state of Indiana that restrict women’s access to reproductive rights and other types of healthcare,” she said. Glenn Pannell, who looks remarkably similar to the VP-elect, came all the way from New York to take a stand and support Planned Parenthood and LGBTQ organizations. “Mike Pence is out here raising money for the next four years…I’m out here raising money and awareness for people and causes that are important to me and unimportant to Mike Pence,” Pannell said. Tickets for the fundraiser cost $2,700 and up. The event raised hundreds of thousands of dollars that will go to the Republican National Committee to pay for multiple transition costs. On the host committee for the $2,700-per-ticket fundraiser were some of Illinois’ most prominent Republicans, including Gov. Bruce Rauner, seven of the eight Illinois GOP congressmen and Ron Gidwitz, a businessman who led President-elect Donald Trump’s Illinois campaign fundraising effort. The Indiana governor arrived in the Loop shortly before 11 a.m. and entered the Chicago Club through a back door not visible from the barricaded sidewalks in front of the building. Pence was not greeted by protesters, although they arrived later while he was inside. Illinois Republican Chairman Tim Schneider said a fractured state party during the primary season has since coalesced around Trump and Pence. “Chicago is the hub of the Midwest and it’s also very close to his roots in Indiana, so he can draw from those folks who are supporters from Indiana,” said Schneider, a Cook County commissioner, of Pence’s visit to the city. “I think we have a great number of supporters here in Chicago who believe in this new Trump-Pence administration, and that’s why they’re here.” Not listed as part of the host committee were U.S. Sen. Mark Kirk and U.S. Rep. Robert Dold of Kenilworth, who distanced themselves from Trump but ultimately lost their re-election bids last month.
