(FROM THE ARTICLE: Just take the best health insurance that is available to Washington’s elites — the senators and representatives and everyone who works for the federal government — and make it available to everyone in America. The Federal Employees Health Benefits, or FEHB, Program basically allows all of Washington’s elites to enroll in any plan they choose — at very favorable rates (which can be negotiated because of the vast size of the federal plan’s membership). So, if that plan is now the plan for all Americans, what about those who cannot afford to pay for coverage at all? Mike always said provisions must be enacted to assure that the poor will have subsidized coverage. And the near-poor and lower middle classes would receive supplemental aid on a sliding need-based scale. But the beauty of this plan is that it can be done without massively restructuring the entire health sector economy. So that’s where it merits bipartisan backing — yes, even here in the political hate-city of Washington. When the ACA was enacted, it required all legislative branch employees (including senators, representatives and their staffs) to purchase coverage through the ACA networks in their states or Washington, D.C. So your senators and reps can’t buy into FEHB anymore. But all executive and judicial branch employees still get their coverage through FEHB. And, as the U.S. Office of Personnel Management website proclaims: “Federal employees, retirees and their survivors enjoy the widest selection of health plans in the country.” That still sounds like a great place to start.)

The day after federal prosecutors said Cook County Circuit Court Clerk Dorothy Brown received what they described as bribe money from an employee, Brown was collecting money in a different way – by selling political advice for nearly $200 a head. Brown, who was elected last year to her fifth term as clerk despite a federal grand jury investigation of the hiring and promotion practices within her office, hosted a training seminar on a Saturday last month for people interested in running for public office. For $175 a ticket, plus $19.95 for an optional handbook, the day-long event promised “instruction on every aspect of being a candidate as a whole,” according to a flyer for the event. “I realized that a lot of people want to run for public office but they don’t really know what to do,” Brown said during the program. “I’m about the business of not being selfish but giving back, and that’s what this is all about.” As part of a Better Government Association and FOX 32 investigation, a BGA reporter paid the fees and attended the first half of the seminar, which took place in a hotel conference room in the Illinois Medical District on Chicago’s West Side. Among the eight other participants, whose names the BGA obtained either from a sign-in sheet or when they introduced themselves to the others in the room: a Cook County judge, one of Brown’s neighbors and two individuals with apparent ties to Brown’s office – a man named Christopher Hodges and a woman named Zoe Neely. A Christopher Hodges has worked in the clerk’s office since 2004 and is a manager making $56,000 a year, according to 2016 payroll records. A Facebook profile page that identifies Hodges as an employee of Brown’s office has a photo of the same man who attended the seminar. The Facebook page also states Hodges is a “servant” at Brown’s church, King of Glory Tabernacle Church of God in Christ, on Chicago’s South Side. Neely is identified on LinkedIn as Zalita Zoe Neely. Her mother is Madina Neely, who has been employed in the clerk’s office since 2008 and has worked as Brown’s scheduler, according to sources. According to payroll records, Madina Neely was an office assistant in 2015 making $37,000 a year but last year made $63,000 as a manager. None of them could be reached for comment. Brown’s spokeswoman Jalyne Strong declined to answer questions about their employment or on the seminar as a whole. Instead, Strong said in an emailed statement the seminar was “not a part of the operations” of the clerk’s office and that she had “no information about it.” She added that “any attendees would have had to learn about it independent of the clerk’s office.” Experts contacted by the BGA questioned whether it’s appropriate for the clerk to accept money from her employees. Even though the event was open to the public and outside work hours, the experts said Brown opened herself up to the criticism that employees could feel obligated to participate since she is their boss. “You want to make sure protections are in place to make sure they don’t feel pressure to be part of anything they don’t want to,” said Sarah Brune, executive director of the Illinois Campaign for Political Reform. “It’s a delicate relationship when it’s boss to employee.” This isn’t the first time questions have been raised about Brown’s interactions with her employees.)

Just before his recent address to Congress, Trump sent up trial balloons to the press about opening up a “path to citizenship” for some illegal immigrants, precisely the sort of thing he condemned during his campaign as “amnesty.” This caused some of his supporters, including that guy with the lovely avatar of Lady Liberty telling pesky immigrants to get off her lawn—to panic. Now, maybe Trump was just yanking the media’s chain. But this looks to me more like a negotiator taking a hard line in public while trying to hint behind the scenes that he’s really open to a deal. We know from Trump’s history with “Dreamers” that he probably wants to support some form of amnesty. But he painted himself into a corner by starting his campaign with disparaging remarks about immigrants and recruiting a support base of anti-immigration fanatics. So he’s trying to figure a way out of the box and toward a deal. Maybe it’s true that “Most Trump supporters can recognize that his initial promises of mass deportation were an opening bid that would eventually get bargained down to something more humane.” But that kind of sounds like politics as usual, right? I’ll grant that some of these issues are not settled yet, and maybe Trump will stick to a hard line on some of them. My point is that we shouldn’t be surprised at signs that he won’t. We shouldn’t be surprised if the bluster of the campaign season is melting as it encounters the reality of political compromise and our political system’s natural resistance to radical change. I’ve known all along that the reason you’re not getting everything you want isn’t because we didn’t have the right leader who would be bolder and more shirtlessly manly than everyone else. The reason is that the American people are not overwhelmingly in favor of your wish list, or mine. This has been true for all of my adult life. I’ve managed to get used to it and to expect a series of close contests, some incremental victories, and if we’re lucky now and again a bold step forward, while we work at the more difficult job of long-term ideological change. It’s a job that calls for the real tough guys, the ones who are willing to put in hard and unrewarding work over the long haul. Trump supporters who are ready to grow out of seductively easy tactics like calling their opponents rude names are welcome to join us. In the meantime, take what you can get from the Trump administration, but don’t be too crushed when he turns out to be just another politician.)

Unlike the civil-rights movement of the 1950s and ’60s, when protesters wore their Sunday best and carried themselves with heroic dignity, today’s liberal marches are marked by incoherence and downright lunacy—hats designed to evoke sexual organs, poems that scream in anger yet have no point to make, and an hysterical anti-Americanism. All this suggests lostness, the end of something rather than the beginning. What is ending? America, since the ’60s, has lived through what might be called an age of white guilt. We may still be in this age, but the Trump election suggests an exhaustion with the idea of white guilt, and with the drama of culpability, innocence and correctness in which it mires us. White guilt is not actual guilt. Surely most whites are not assailed in the night by feelings of responsibility for America’s historical mistreatment of minorities. Moreover, all the actual guilt in the world would never be enough to support the hegemonic power that the mere pretense of guilt has exercised in American life for the last half-century. White guilt is not angst over injustices suffered by others; it is the terror of being stigmatized with America’s old bigotries—racism, sexism, homophobia and xenophobia. To be stigmatized as a fellow traveler with any of these bigotries is to be utterly stripped of moral authority and made into a pariah. The terror of this, of having “no name in the street” as the Bible puts it, pressures whites to act guiltily even when they feel no actual guilt. White guilt is a mock guilt, a pretense of real guilt, a shallow etiquette of empathy, pity and regret. It is also the heart and soul of contemporary liberalism. This liberalism is the politics given to us by white guilt, and it shares white guilt’s central corruption. It is not real liberalism, in the classic sense. It is a mock liberalism. Freedom is not its raison d’être; moral authority is. When America became stigmatized in the ’60s as racist, sexist and militaristic, it wanted moral authority above all else. Subsequently the American left reconstituted itself as the keeper of America’s moral legitimacy. (Conservatism, focused on freedom and wealth, had little moral clout.) From that followed today’s markers of white guilt—political correctness, identity politics, environmental orthodoxy, the diversity cult and so on. This was the circumstance in which innocence of America’s bigotries and dissociation from the American past became a currency of hardcore political power. Barack Obama and Hillary Clinton, good liberals both, pursued power by offering their candidacies as opportunities for Americans to document their innocence of the nation’s past. “I had to vote for Obama,” a rock-ribbed Republican said to me. “I couldn’t tell my grandson that I didn’t vote for the first black president.”)

Congressman Randy Hultgren announced Friday afternoon that one of his staff members quit this week because she was worried about her safety at the office. The police chief in Campton Hills confirmed they have handled a few minor calls. There has been no violence at any of the town hall meetings held across the country, but the congressman says safety is the reason he won’t hold town hall meetings. Republicans have faced protests at home, including Hultgren. He has decided for now to meet with constituents only in small groups, not town halls. “They get frustrated having individual time with me, or a small group meeting with me. They want to have something that is more theatrical. I just don’t know if that is beneficial right now,” he said. Hultgren represents part of McHenry, Kane and Kendall counties. “We just want to make sure that everybody is safe, that we have this respect in the process that we can listen from each other, learn from each other, disagree at times but with a level of respect,” he said. Although Hultgren used former congresswoman Gabby Giffords’ shooting as an example, Giffords recently released her own response, saying politicians must face their constituents and hold town hall meetings. Congressman Peter Roskam, who represents the far northwest and western suburbs, has also had protests in his districts. Instead of town halls, he’s using phone meetings. “Rather than having a meeting with 200 people that are essentially shouting at one another, I thought it was more helpful to meet with 18,000 people on the phone to have a wider range of opinion and much more feedback,” he said. The protests, for some, harken back to the early days of the Tea Party. Senator Dick Durbin, who met with Tea Partiers at the time, sold an old boxing quote to put it in perspective. “They used to say something about Joe Lewis, the great heavyweight champion, they used to say something about his opponents: they can run but they can’t hide. The same is true about members of Congress. You can avoid your constituents for some period of time, but ultimately they get the last word in the election,” Durbin said. Voters have criticized Republican lawmakers for shirking their duty to their constituents and continue to push for town hall meetings. Experts said things will only get worse for lawmakers because soon they will start voting on laws, and voters will follow how their representatives are voting.)

(FROM THE ARTICLE: A specter haunts Washington, D.C.: federal workers, accustomed to job security, may actually be reduced in status to the level of private-sector peasants, who must live with the possibility of being laid off due to workforce reductions.  The Washington Post, in many ways the trade paper of the government industry, shares the anxiety of its readership: “Federal workers are growing increasingly anxious at the prospect of massive budget cuts President Trump proposed this week that would pave the way for increased military spending. Employees who list endangered species, collect taxes and distribute aid to foreign countries are fearing for their livelihoods as they sift through rumors and wait to see whether their offices will be targeted for steep reductions.”  Those of us who work in the private sector have never had the job security of a federal employee.  And few of us have the retirement benefits they enjoy, so we have the constant issue of providing for ourselves beyond our working years.  Frankly, it is a lot of stress, and I find that in my case, at least, it provides quite a lot of motivation for hard work.  After all, I have no rich Uncle Sam to rely on to keep money coming in to pay for the groceries, much less fund an extended vacation called “retirement.” Ordinarily, in the rare case of a government agency reducing its workforce, attrition is relied upon.  Deaths and retirements (and hardly ever firing for cause) automatically reduce the number of working bodies in a large organization.  If you don’t bring in replacements, the workforce declines in number.)

For Kansas City, Hunt designed the 900-room Union Station. Wheaton has no landmarks ordinances that prevent demolition of the convent’s building, said Michael Dzugan, the city manager. “The developer at this point is not interested in restoring the historic structure,” Dzugan said, “so that’s where we’re at with it.” A few weeks ago, Pulte announced it would give the building to anyone wiling to move it, “but nobody has spoken up, as far as I know,” Dzugan said. Wheaton resident Jean Follett said the lack of ordinances protecting the house is “an excuse. People in Wheaton have known the building was threatened since 2009, and have been saying they want it preserved” she said. In 2009, Landmarks Illinois, the historic-buildings advocacy group, included the historical Chicago Golf houses, including the convent, on its Watch List of endangered buildings. “The city could have done something about it any time since 2009,” said Follett, a former Landmarks Illinois board member. Landmarks has sent two letters in recent months to Wheaton officials, urging the city to require Pulte to reuse the mansion. (FROM THE ARTICLE: Part of the problem is former President Barack Obama changed civil service rules to make it easier to hire federal employees. Trump has solved that by initiating his hiring freeze. But federal rules also make it extremely difficult to fire civil servants. It is a process that can take up to two years, even when there is cause. That said, problem employees who, say, don’t show up for work should be dealt with through this process immediately. But to do more requires Congress to step in, which can assist this process three-fold: 1) By incentivizing early retirement via the appropriations process with limited-time-only buy-outs; 2) cutting the personnel budgets of non-defense civilian departments and agencies, reducing the enacted full-time equivalent number for each department, agency and office by 10 to 20 percent in the workforce on a last-one-in, first-one-out basis; and 3) defunding existing preferences under federal rules being given to those laid off being later rehired on a first-in-line basis. That would eliminate politicized Obama administration holdovers, and prevent them from being rehired should it become necessary to fill in some gaps. Other ideas include eliminating automatic dues deduction for federal employees unions and getting rid of any full-time official time union personnel.)
