(FROM THE ARTICLE: Twice since 2013, voters in the Wheaton and Warrenville area have rejected referendum proposals to raise taxes for the construction of a new preschool. Despite that, the Community Unit School District 200 board is proceeding with building a new Jefferson Early Childhood Center without voter approval through a different form of financing. But now a resident who opposes that measure has sued the district in DuPage County Circuit Court, seeking to halt the plans. Those in favor of building a new childhood center call the current 26,500-square-foot building outdated and note that the district in recent years has renovated or built anew every other school building except Jefferson. Jefferson, which was constructed in 1958 and had 277 pupils as of June, offers a traditional preschool and early childhood intervention for youths with mental or physical disabilities. Voters rejected a referendum proposal for a new Jefferson school in 2013, and again said no in 2017 as part of a much larger, $132 million proposal involving other district schools as well. Board President Jim Vroman said that after the 2017 referendum proposal failed, the district surveyed voters and found that “a substantial majority” supported building a new Jefferson. “That told us that voters were against the tax increase that the referendum would have generated if we had proceeded,” he said. Instead, the board agreed with a suggestion by a district financial adviser to use lease certificates, or secured lease credit financing, to fund a new Jefferson. District 200 would oversee construction of the estimated $15.5 million, 41,544-square-foot building, while Zions Bank would own the building. . .Frequent board critic Janet Shaw, who runs a blog that scrutinizes the district’s finances, long has questioned the legality of using lease certificates and added that “my real problem is that we don’t need (the new school building).” Shaw has filed suit against District 200, demanding a halt to the current plan to finance a new Jefferson. She is seeking a judge to require District 200’s board to submit a proposal for the new school building to the public via a referendum question. “District 200 is tampering with election results right here in DuPage County,” Shaw said. “The district thinks that by using the magic word ‘lease,’ its two failed referendum efforts and the will of the community are somehow erased and it can proceed in an identical manner as if a referendum had been adopted by the community to build and finance a new school.” A district spokesperson declined to comment on the lawsuit. Dan Wagner, a parent and longtime proponent of a new Jefferson, called the existing building outmoded, with some instruction occurring in converted broom closets. He added that the building lacks air conditioning, which precludes some special needs pupils from participating in gym classes.)

(FROM THE ARTICLE: The University of Wisconsin System violated federal law when it refused to hire a former longtime employee because of her age, the U.S. Equal Employment Opportunity Commission (EEOC) charged in a lawsuit filed. According to the EEOC’s lawsuit, Bambi Butzlaff Voss, who was 53 years old and subject to a layoff from her job as a Marketing and Communications Specialist at the University of Wisconsin’s Waukesha campus, applied for six different positions with the University of Wisconsin System’s central office in Madison, including an Associate Marketing and Communications Specialist position. Butzlaff Voss had 25 years of experience performing tasks similar, if not identical, to the ones in the position she applied for. But, because of Butzlaff Voss’s age, the University refused to hire her. Instead, it hired a 23-year-old candidate with less than two years of experience. Such alleged conduct violates the Age Discrimination in Employment Act of 1967 (ADEA). The EEOC sued in U.S. District Court for the Western District of Wisconsin (EEOC v. Board of Regents of the University of Wisconsin System, Civil Action No: 3:18-cv-00602) after first trying to settle through its conciliation process. The lawsuit asks the court to order the University to hire Butzlaff Voss and provide back pay as well as pay liquidated damages. The lawsuit also seeks a permanent injunction prohibiting the University from discriminating against future candidates based on their age. “The Age Discrimination in Employment Act has been on the books for five decades,” said Gregory Gochanour, regional attorney for the EEOC’s Chicago District. “The EEOC will make sure employers follow the law, even if it means going to court to get the message across.” Julianne Bowman, district director of the EEOC’s Chicago District, said, “Workers over 40 years of age should have the same opportunities as those workers less than half their age. Ignoring a candidate’s decades of experience relevant to the available job, because of her age, to hire someone with less than two years of experience is illegal discrimination.”)

She is facing Democrat Kwame Raoul. “I’m giving her a million dollars which is a lot of money for me,” Rauner said during an interview on a southern Illinois radio station Thursday morning. I need her to win. (Current attorney general) Lisa Madigan has defended the corruption of her dad. Erika Harold will prosecute Madigan and the corruption.” But Rauner couldn’t say what crimes he thinks the speaker has committed. Rauner again complained that Madigan’s law firm does property tax appeals work. Rauner said that is wrong when policies set by the General Assembly can affect property taxes. “He’s on both sides of that,” Rauner said. “It’s corrupt. It’s a fundamental conflict of interest.” However, it is not illegal. Rauner said it should be. (FROM THE ARTICLE: Wheaton voters will elect the city’s first new mayor in 12 years next spring, and two city council veterans already have announced bids for the post. Mayor Michael Gresk is stepping down after three terms, clearing the path for a new leader to take the city’s helm. John Prendiville and Phil Suess have emerged as the first two mayoral candidates seeking to succeed Gresk, who first was elected in 2007. Prendiville served on the council from 2007 to 2011 and again since 2013 after an unsuccessful run to unseat Gresk as mayor. His at-large seat on the council also is up for election in April 2019. Suess ran unopposed last year to retain his seat representing the North District. His fourth term on the council doesn’t expire until 2021. Councilwoman Suzanne Fitch said Wednesday she intends to seek re-election to the other at-large seat. Candidates will begin filing their nominating petitions for the city’s municipal offices in November. Prendiville is the managing director and senior managing counsel for The Bank of New York Mellon Corporation, a firm that acts as a trustee for municipal bond issues. If elected, he said his background will serve him in helping to keep the city on “very good financial footing” since Wheaton weathered the economic recession. “The type of work I’ve done in the legal world is not adversarial. I’ve always been part of transactions where people are working together toward a common goal,” he said. That consensus-building work will translate to leading city council meetings that, under Gresk, are orderly and on track, Prendiville said. “I want to be a leader of this intelligent and dedicated group,” Prendiville said of his council colleagues. In his last mayoral run as Gresk’s challenger, Prendiville said he visited “at least 80 percent of homes” of municipal election voters. But he said Gresk “deservedly” had “a tremendous amount of support.” Gresk captured 57 percent of the vote. “I wasn’t running against him. I was just running because I was a little bit ambitious there,” Prendiville said. Suess is a partner in an investment consulting firm. He said his 14-year tenure on the council makes him the best candidate for the office. “I just think it’s the consistency of positions over time,” said Suess, who has lived in Wheaton for 30 years. “I’ve been a very strong advocate of living with the money we have.” He’s also sat on the DuPage Water Commission board for the past eight years. Wheaton is the second-largest customer of the agency that supplies Lake Michigan water to most of the towns in DuPage County. “I joined that commission in August of 2010 when they were basically in the depth of their problems with respect to their debt and have been part of the team that has turned around the water commission since January of 2011,” Suess said. Fitch said she’s running for a second term to continue addressing flooding and economic development issues as the council’s liaison to the Downtown Wheaton Association, a group of shops and restaurants. An attorney, Fitch highlighted her push for a new program to install sidewalks in neighborhoods for kids to walk safely to and from school. She also was a vocal supporter of lowering the speed limit on residential streets from 30 mph to 25 mph. The new limit went into effect Aug. 1. “I’ve been responsive to resident concerns, and I’ve really taken the time to engage the residents to address their issues,” Fitch said. It might be something off the beaten path that is not being reported by mainstream media.” Fawell often posts articles from alt-right-wing sites like zerohedge.com, newzsentinel.com, libertyblitzkrieg.com, and gatestoneinstitute.org, and adds his commentary above the post, often with the caps lock on. Staats was the Comptroller General, but in 1981, Charles A. Bowsher became Comptroller General. (FROM THE ARTICLE: In 2016, Rauner issued a press release saying his administration had ended a “patronage hiring scandal” at the Illinois Department of Transportation. At issue were hundreds of people who’d gotten so-called staff assistant jobs under former governors Rod Blagojevich and Pat Quinn. These were political hires into jobs that should have been protected from that sort of thing. Attorney Don Craven says the eight workers suing Rauner eventually made their way into non-political jobs, but that didn’t save them. He says their firing was political. “This allegation is that these people were fired by IDOT because they’re Democrats and they refused to become affiliated with the Rauner administration,” Craven says. “That’s precisely what the first amendment says you can’t do — you can’t fire people because of their political affiliation.” The lawsuit is seeking to get the employees reinstated — with seniority, back pay and benefits. Asked for comment, the Rauner administration did not directly address the allegations in the lawsuit.
