Even as millennials become the biggest cohort in the labor force, the median age of all U.S. employees has crept up from 30 to 42 over the past 30 years. But when it comes to getting older, a POLITICO analysis finds, the private sector has nothing on the U.S. government. The U.S. just elected the oldest new president in history, and Congress, too, has been getting consistently older, with its average age now up around 60. But the vast majority of the government consists of the 2 million-strong federal civilian workforce. And thanks to slow-moving hiring practices and a huge cohort of baby boomers who haven’t retired at the predicted rates, it has grown significantly older than the American workforce overall. Today, just 17 percent of federal workers are under 35 years old. (In the private sector, almost 40 percent are.) And more than a quarter of federal employees are now older than 55. In some agencies, the upward age shift is even starker. Sixty nine percent of NASA’s workforce is over 45 years old. At the Department of Housing and Urban Development, it’s 70 percent. At the tiny Government Publishing Office, it’s even more extreme—80 percent. In principle, there’s nothing wrong with older workers: They have more experience than younger ones and employers often report that they are more attentive at work. Age discrimination is not just illegal, but strips companies of experience and judgment; it’s fair to say that plenty of Silicon Valley companies might benefit from the perspective of a more experienced cohort of employees. But workplaces that shift too far in any direction can suffer. There is evidence that offices with more older workers are less productive and, due to their workers’ age, more expensive; health care costs are especially high, and a wave of retirements would leave the government on the hook for a major increase in pension spending. And broadly speaking, if the government is supposed to reflect America accurately—making small and large policy decisions that affect every aspect of the country—it’s only reasonable to expect that the federal workforce should reflect the generational makeup of the country. Given the stereotypes about government employees, it’s easy to assume that federal worker protections have led to a vast army of aging-in-place bureaucrats who simply can’t be removed. But organizational experts and former federal human resource managers say the problem is more complicated than that, and more troubling for good governance. They see an ineffective hiring system that is decades out of date. They have spent years warning policymakers that rules and laws were inhibiting their ability to hire and train new employees. The aging of the federal workforce, they say, is a symptom of Washington’s inability to keep up with modern-day management practices and to plan for the future—as well as a system hamstrung by rigid federal employment directives, some of which, ironically, were aimed at freshening up the workforce.)

(FROM THE ARTICLE: Long before Donald Trump’s longshot bid to win the White House, unions representing federal workers and postal employees had almost exclusively supported Democratic candidates for the presidency and, with few exceptions, the House and Senate. They still do. Unions — very, very quietly — helped former Reps. Tom Davis (R-Va.) and Frank Wolf (R-Va.). They worked closely with Democrats with clout, like Reps. Steny Hoyer (D-Md.) and Elijah Cummings (D-Md.), and former Rep. Henry Waxman (D-Calif.), to sweeten meager pay raises proposed by the presidents Bill Clinton, George W. Bush and Barack Obama. But mostly their endorsements, union PAC money and logistical support goes to Democratic candidates and incumbents. Outside of the highly-unionized U.S. Postal Service, the majority of federal civil servants do NOT belong to any union. It may be because they don’t like unions. Maybe they are too cheap to pay dues. Or maybe they don’t like the unions’ politics! Rather than being part of a block vote, it is just possible that feds tend to vote like their neighbors and not along party lines. Career feds at the Pentagon may see the world differently than their colleagues at the Environmental Protection Agency. After giving their full support to the election and reelection of President Obama, white-collar feds —with the backing of most Republican politicians — were hit with a three-year pay raise freeze. Many got semi-automatic time-in-grade raises, but the January pay raises didn’t happen. Regular annual special cash awards and recognition to outstanding career senior executives were skipped or downplayed by the Obama administration. Some feds feel like the Democrats take them for granted and Republicans take it for granted that most government workers are Democrats. . .So if Republicans want to drain the swamp because they believe it is infested with highly partisan bureaucrats and if Democrats take feds for granted, has anybody got a Plan B?)

Peter Breen plans to announce today a concerted pushback to the HB40 abortion bill just signed into law — including legal action and a new legislative proposal. “We’re going to be dropping a bill on the House and Senate on prohibiting taxpayer funding of abortion,” Breen, who is also the Republican House floor leader, told POLITICO. The proposed legislation is not an attempt to repeal the full HB40 abortion bill that Gov. Bruce Rauner signed into law, setting off a firestorm within his own party. This legislation, according to Breen, would focus on the taxpayer funding portion of the HB40 and not the trigger law. Breen described the legislation as modeled off the federal Hyde Amendment. “This bill really is a fresh start. That was always the real problem with HB40, was the taxpayer funding of abortion.” Whether the potential legislation has hope of surviving in a Democratic-dominated General Assembly is another question, however. Legal challenge — Breen, an attorney for the Thomas More Society, said there’s movement to contest HB40 in court, arguing that the effective date in the bill is in error. Instead of Jan. 1, it should be June 1st, Breen argues, since the bill wasn’t released until well past May 31. Democrats used a parliamentary move to delay sending HB40 — and other bills — to the governor for months. Breen said a lawsuit could work to put on trial that practice, which he argues goes against the spirit of the law. “That is worth filing a lawsuit. The Democrats have been playing games with this on multiple bills. Holding bills over until after May 31 is not in the constitution. That is something we are very actively pursuing,” Breen said. “At the very least what our argument would be, is it can’t be effective until June 1st.” That five months means the state wouldn’t pick up the cost of potentially thousands of publicly-funded abortions, he said. (FROM THE ARTICLE:  About three years ago to this day, I was asked by a supporter to meet with Bruce Rauner in the final stages of his campaign for Illinois governor. I agreed to the meeting, which took place at the Union League Club in Chicago. Family-Pac had not supported Rauner in the Primary, and Rauner had refused to clarify his positions on a host of issues important to all of us. He continued to say that he had no “social agenda.” My friend David Smith of the Illinois Family Institute (IFI) asked that I try to persuade Rauner to complete the IFI candidate questionnaire so that Christian voters across Illinois would be informed of his positions. At our meeting, Rauner said he would not fill out the questionnaire because his “consultants” told him he “had to get every question right to get the “endorsement.” I explained that IFI was a 501(c) (3) organization that did not “endorse” candidates and that no one was looking for “perfection” but only his honest attempt to state his views. Rauner said that he was not filling out any questionnaires (the position also stated by his campaign lieutenants) and that he wanted to keep Personal-Pac “neutralized.” I told him that Personal-Pac and Terry Cosgrove would be running TV spots against him. He seemed surprised. (Shortly thereafter, Personal-Pac TV ads against Rauner began.) This meeting exemplifies the series of lies by Bruce Rauner to Illinois pro-family voters and leaders. First, Rauner said to me that he was not completing any candidate questionnaires—yet this May, after Rauner stated his intention to veto HB 40 (taxpayer-funded abortion), Personal-Pac released a copy of Rauner’s “perfect” questionnaires in which he had pledged to sign taxpayer-funded abortion. In May, after promising Cardinal Cupich that he would veto HB 40, Rauner signed this dastardly bill, which will result in the deaths more than 12,000 innocent victims a year according to reliable estimates. In 50 years, I have never seen a politician as consistently dishonest on family issues as Bruce Rauner. Rauner has become a “cancer” on the Republican Party leadership, who should disassociate from him and declare the 2018 March Primary “open,” but they won’t…because they don’t have the courage to stand up for their “professed” beliefs and are indentured to his money. Rauner had spent his professional life as a vulture capitalist and he knew the Illinois Republican party could be bought at bargain basement prices. He was openly pro-abortion, pro-amnesty, and had padded the coffers of everyone from Planned Parenthood and the ACLU to the Democrat National Committee. He was besties with Rahm Emanuel and made him a millionaire. Rauner’s ugly history was out in the open like laundry on a clothing line. Some Republicans would have you believe it was a secret. It was not. I believed then – and still do now – that Rauner was a clear and present danger to the Republican Party and sounded the warning bells.  Unfortunately, my criticism was met with derision…and threats from the GOP establishment. Didn’t I know Rauner was paying top dollar for Republican loyalty – not just hundreds of thousands of dollars – but millions? I was spoiling their Grand Ole’ Party. Even Chicago Tribune columnist John Kass, who made his name railing against the Combine, was riding the Rauner train.  In July 2013, he wrote this gushing column, “Illinois Republicans: Get ready for Bruce Rauner, multimillionaire businessman and possible candidate for governor could be just the ticket to take on the status quo, fix broken state.” I’m not kidding. That’s the title of Kass’ column. The equivalent of a sloppy wet journalistic kiss. You can’t pay for that kind of media…or can you? It was official: Bruce Rauner, the Combine millionaire was now Illinois’ newest savior. Today is a different story. In the wake of the political bloodbath of HB40, Rauner’s once merry band of conservative enablers are desperate to rewrite history. All of a sudden, they are pointing the finger at Rauner, calling him a liar, crying that they were “deceived.” This outrage is fake. Republicans who took millions of dollars from Rauner are the ones shrieking the loudest.  In the National Review, political operative Dan Proft lashes out at Rauner’s “radical-left social agenda.” Does that mean Dan will be giving Rauner his $5 million back? By claiming Rauner deceived them on abortion and illegal immigration, Rauner’s shills are lying to voters again. Shamelessly, they are also demanding voters support their hand-picked candidate against Rauner in the GOP primary. Why should anyone believe them after the destruction Rauner has wrought? Or is a ruse designed to help Rauner in this desperate but deep blue state? Suddenly even John Kass is anti-Rauner and he’s pushing his own candidate too. Rauner donated $510,000 to the ACLU in 2012, specifically to fund pro-abortion-related litigation. He named Obama’s former Chief of Staff Bill Daley to his transition team. Since elected, he has continued to fund Planned Parenthood with taxpayer-funded grants.  In 2016, Rauner also signed a bill forcing pro-life doctors and crisis pregnancy groups to promote abortion. He made Illinois a sanctuary state and the day after the bill passed the legislature, Republicans said nothing. Where was the outrage of my fellow conservatives then? Rauner isn’t the liar here. The hacks took his money are. They duped local GOP officials statewide and they duped the voters into supporting Rauner. We need to hold them accountable. I’m relieved local Republican leaders and voters finally know the sad truth about Bruce Rauner. Because Illinois cannot afford for history to repeat itself in 2018 and we cannot afford another Bruce Rauner. We really can’t.)
