Though the new law decriminalizes casual use of marijuana, the panel noted
employers can still maintain policies that prohibit use of marijuana or other
substances to maintain job and workplace safety, and companies that deal with
federal contracts can still adopt no-tolerance policies since the federal
government classifies marijuana as a top-level narcotic. Attorney Ross Molho, a
partner with Clingen Callow & McLean LLC in Lisle, stressed that while
employers cannot restrict marijuana use outside of work, they still have the
right to maintain safe workplaces, which includes establishing policies that
prohibit impairment at work. “Employees have the right to use this
substance, but they don’t have the right to come to work impaired from this
substance,” Molho said. “In some sense, we need to think about it
like tobacco or alcohol.”)

process to appoint a replacement for state Sen. Toi Hutchinson, D-Olympia
Fields, is veiled in secrecy. That’s the way it usually works. Under state law,
local party leaders have the right to fill legislative vacancies. Unlike other
states, no special elections are held. Because Hutchinson is a Democrat, her
party will choose a successor. When asked about it, a local Democratic Party
leader revealed there were four applicants for the position but declined to
identify them. I’m told Hutchinson’s last day is Sunday. After she resigns, the
state party has 30 days to appoint a replacement. Both Democrats and
Republicans typically cloak the entire appointment process in secrecy. However,
Kankakee County Democratic Chairman John Willard said his party will hold a
public meeting, although constituents will be barred from asking questions of
candidates. I’m glad a public meeting is planned, but I think candidates should
field questions from prospective constituents — something like the interview
process for presidential candidates at Kankakee Community College. Why can’t we
hold special elections when legislators resign? Both Democrats and Republicans
warn that such elections cost taxpayers a lot, while private appointment
processes cost practically nothing. That’s an easy argument for them to make
because they’re the ones filling vacancies. But it could be argued the costs of
special elections are worth the benefits to democracy. Most vacancies occur
when legislators resign. The most understandable reason is health. But many
others quit because they find higher-paying jobs, often as lobbyists.
Hutchinson is leaving to take a $220,000-a-year job in Gov. J.B. Pritzker’s
administration. For years, I have suspected that so many legislators resign in
Illinois because party insiders get to appoint replacements. It would be harder
to quit mid-term if they knew that taxpayers would foot the bill for a special
election. I decided to see how Illinois compares against Iowa, which holds
special elections when vacancies occur. I checked on how members of each
state’s senate got into office in the first place.)

EDITOR: President Donald Trump came to Chicago on Monday and told the truth
about our dysfunctional government — and Mayor Lori Lightfoot and the news
media got the vapors, gasping that he insulted Chicago and its wonderful citizens.
Fake news — again! I was with President Trump over lunch, and listened to his
candid and often very humorous assessment of challenges and opportunities for
our nation. He demonstrated a grasp of world events that was remarkable, and he
laid out his strategy and assessments in plain, direct language. He started
with Chicago, “this beautiful place that’s run so poorly.” He recounted his
call to the mayor and offer to work together — and shrugged at the silence
since. He expressed heartbreak at the ongoing violence in too many
neighborhoods, pointing out that it should be inexcusable for some of us not to
be better protected by our government. He pointed out how he supported the
members of the Chicago Police Department as he mocked the showboating by police
Superintendent Eddie Johnson. I witnessed firsthand his rapport with
rank-and-file officers and their support for this president. Everything he said
reflected a concern for the people of Chicago and a love of this great city,
even as he scorned weak leadership. Mere days after the superintendent was
found asleep in his car at a stop sign, must we all extol him despite the
city’s high crime rate and his evident failures of leadership? Chicago is a
wonderful city, but the people of the city and all the amenities it offers, are
separate and distinct from our city government. Chicago is great, but our lousy
government drags it down. For example, during CTU’s 10-plus-day strike,
students languished, once-in-lifetime sporting experiences were missed, as
teachers danced to Michael Jackson tunes. And over what? Mayor Lightfoot and
the functionally insolvent Chicago Public Schools offered teachers $100,000,
along with Cadillac pension and health benefits, for nine months of work each
year — as an opening bid! There’s nothing here that should be criticized? So,
please give it a rest, Mayor Lightfoot: You should embrace the Trump
administration and seek help for our problems. Instead of looking for ways to
fight the president, why not sit with him and share ideas on how to improve our
home? If by working together you improve or save one life, then you’ve made our
great city even better.)

homeownership.) https://www.wsj.com/articles/make-these-tax-moves-for-2019-before-its-too-late-11572600606 (FROM THE ARTICLE: The
most common itemized deductions are for state and local taxes (SALT),
charitable donations and mortgage interest. Now that Congress has limited the
SALT deduction to $10,000 per return both for single and married joint filers,
it’s often easier for singles than couples to benefit from itemizing. For
example, a married couple who deducts the limit of $10,000 of SALT needs more
than $14,400 of other deductions to benefit from itemizing for 2019, because
their standard deduction is $24,400. But a single filer who deducts $10,000 of
SALT only needs other write-offs totaling more than $2,200, because his
standard deduction is $12,200.)

(DIERSEN: Government is nasty. Politics is nasty. Have you been put under an
ethics cloud? In 1974, when I was a 25 year old GS-11 (currently $68,897/year)
IRS employee, I was one of an extremely few IRS employees who was not a
Democrat, minority, female, veteran, non-Protestant, and/or non-German
American. My IRS superiors were under tremendous pressure a) to hire, retain,
and promote young Democrat minorities and young Democrat females and b) to make
way for them by getting rid of their employees who were Republican, White,
male, and/or non-veteran who had not made GS-13 (currently $98,198) by age 25,
GS-14 (currently $116,040) by age 30, GS-15 (currently $136,495) by age 35, and
Senior Executive Service (currently $165,500) by age 40. To get rid of me, and

discrimination and reverse discrimination, my Democrat IRS superiors put me

— DISGUSTING, TRAGIC: In Virginia Suburbs, Republicans Sound a Lot Like
Democrats The off-year state legislative elections next Tuesday will test
whether Republicans can appeal to anti-Trump voters by running on issues that
Democrats usually espouse. – Reid J. Epstein (DIERSEN: Political parties exist

Glenn Davis seeks a fourth term in Virginia’s House of Delegates, he is going
door to door with campaign literature touting his role in expanding Medicaid,
his efforts to address gun violence and his support for L.G.B.T.Q.
anti-discrimination legislation. There’s a photo of him with the state’s
Democratic governor, Ralph Northam. Yet Mr. Davis is a Republican. He voted
with his party to adjourn a special legislative session on gun control that Mr.
Northam called this summer — 90 minutes after it began. When he campaigned for lieutenant
governor in 2017, he said he was “running to do exactly what Donald Trump did
in Washington.” Now, he is among a coterie of Republicans who are campaigning
on issues long identified with Democrats ahead of Tuesday’s elections for the
Virginia legislature, shifting away from a Republican base that in the age of
Trump can no longer win suburban elections on its own. “We have a little bit of

similar networks of questionable local websites in Illinois and Maryland, and
state and local business and legal sites around the country. There’s little
information about these sites. They typically lack mastheads, local addresses
and clear disclosure of their ownership or revenue sources. Voters could easily
become confused about the origins of information from these seemingly innocuous
local-sounding outlets. In 2016, for example, websites in the Illinois network
interviewed Republican candidates favored by a conservative state political
committee, which then paid to mail print newspaper versions of the sites to
voters without identifying them as political advertising.)
