(FROM THE ARTICLE: With unemployment at 3.8 percent, its lowest level in many years, the labor market seems healthy. But that number hides a perplexing anomaly: The percentage of men who are neither working nor looking for work has risen substantially over the past several decades. The issue, in economist’s jargon, is labor force participation. When the Bureau of Labor Statistics surveys households, every adult is put into one of three categories. Those who have a job are employed. Those who are not working but are searching for a job are unemployed. Those who are neither working nor looking for work are counted as out of the labor force. This last group is ignored when calculating the unemployment rate. The presumption is that if a person without a job isn’t looking for one, then he or she doesn’t want one, and the joblessness is not a problem. But is that really accurate? The data show some striking changes over time. Among women, the share out of the labor force has fallen from 66 percent in 1950 to 43 percent today. That is not surprising in light of changing social norms and the greater career opportunities now open to women. Men, however, exhibit the opposite long-term trend. In 1950, 14 percent of men were out of the labor force. Today, that figure stands at 31 percent. Some of this change is easy to explain. People now spend more years in school, delaying their start of work. In addition, as life expectancy rises, people have longer retirements. A man retiring at age 65 in 1950 could expect to live another 13 years. Today, a man retiring at that age has an average retirement of 18 years. Yet schooling and retirement explain only part of what has occurred. Consider prime-age men, those from the ages of 25 to 54. These men are generally well past their schooling and well before their retirement. Yet this group has also been exiting the labor force. In 1950, only 4 percent of prime-age men were not working or looking for work. Today, that figure is 11 percent.)

(FROM THE ARTICLE: When President Donald Trump recently issued three executive orders that made it easier to fire poorly performing government employees, the backlash from public-sector unions was fierce. Union leaders did not like it—one called it an “assault on federal employees.” But a recent poll shows a slight majority of government workers—51 percent—supports the administration’s efforts. Moreover, only 24 percent of federal employees oppose the recent executive orders and another quarter are unsure. The level of support among federal workers for executive orders that will make it easier to fire them is surprising, but only at first glance. In fact, Trump’s executive orders represent modest reforms that will not affect the vast majority of employees and, in fact, likely will improve their working conditions. For instance, one of the new executive orders imposes a 30-day limit on the time an agency can give an employee to improve his poor performance before being fired. These diligent workers must pick up the slack for those who do not do their share, then are sometimes denied opportunities for advancement by the dead weight above them. And, as anyone who has worked in an office environment knows, unmotivated and unruly co-workers can take a heavy toll on morale. (FROM THE ARTICLE: The Pew Research Center is out with a fascinating poll on “news fatigue.” The poll finds: “Almost seven-in-ten Americans (68%) feel worn out by the amount of news there is these days, compared with only three-in-ten who say they like the amount of news they get,” according to the report. “The portion expressing feelings of information overload is in line with how Americans felt during the 2016 presidential election, when a majority expressed feelings of exhaustion from election coverage.” On one hand, this is understandable given the constant drumbeat of scandal and outrage. On the other hand, no one forces Americans to watch or read the news. It is a choice whether to consume it or not, and judging from those stunning poll results (e.g. only 43 percent polled last year could name a single Supreme Court justice), many people do a fine job of being uninformed. Nevertheless, to the degree one attempts to be a diligent citizen, it seems to many that they are drinking out of the proverbial firehose. Looking a little closer, we see an interesting phenomenon. Distaste for President Donald Trump — and perhaps glee at his failures — makes Democrats more eager to ingest as much news as they can. “While majorities of both Republicans and Democrats express news fatigue, Republicans are feeling it more,” according the Pew’s findings. “Roughly three-quarters (77%) of Republicans and Republican-leaning independents feel worn out over how much news there is, compared with about six-in-ten Democrats and Democratic-leaning independents (61%). This elevated fatigue among Republicans tracks with them having less enthusiasm than Democrats for the 2018 elections. The lack of interest in the news and in the election suggests that an outsize segment of Republicans don’t want to hear that much about, or take stock of, the president and Congress they elected. Yes, we can sympathize that it is stressful to see someone you were warned not to vote for display just about every rotten trait you chose to overlook during the campaign (e.g. dishonesty, vulgarity, racism). Ironically, the less-informed people feel the most overwhelmed, even if they don’t actually consume a whole lot of news. (“While a majority of those who follow the news most of the time (62%) are feeling worn out by the news, a substantially higher portion (78%) of those who less frequently get news say they are fatigued by the amount of it that they see.”) There may be a strong segment of the electorate that is trying to hide from the news — but just can’t. The demographic groups that most strongly supported Trump are now the most exhausted by the news. “Some demographic groups — most notably white Americans — are more likely than others to feel exhausted by the news,” the poll finds. “Nearly three-quarters (73%) of white Americans express fatigue with the amount of news, much higher than among both Hispanic (55%) and black Americans (55%). Women are also somewhat more likely than men to feel worn out (71% vs. 64%, respectively).” There is some good news in this for the anti-Trump forces. It seems they are more energized (perhaps by a sense of vindication or by a desire to stop the Trump madness) than Republicans, who, gosh, just don’t seem to want to be reminded of what and whom they voted for. They are not “tired of winning.”)

When video gambling machines went live in Illinois during fall 2012, Cook County prohibited them from unincorporated areas. Under state law, each establishment authorized to operate video gambling is allowed up to five machines. Schneider, who proposed the expansion plan in unincorporated Cook County said the measure would allow businesses with a liquor license to apply for video gambling. There are approximately 60 businesses with liquor licenses in unincorporated Cook, Schneider said. Ninety out of 132 municipalities in the county have allowed video gambling, Schneider said, arguing that the expansion will allow business in unincorporated Cook County to compete with them and “level the playing field.” Currently, electronic gambling devices in Cook County are taxed $1,000 per machine and $200 per year per terminal, according to Edward Nelson, a spokesman for the county’s finance bureau. Gambling revenue from incorporated areas of Cook County is expected to bring in $2.1 million this fiscal year, which is an increase from the year before, Nelson said in an email. There was little debate over the measure inside the county building Wednesday, though commissioner Bridget Gainer, D-Chicago, voted no, saying gambling can “create an undue burden on families.” Schneider said video gambling is “carefully regulated.” Officials from municipalities that have adopted video gambling reported “limited or no problems,” he said. Commissioners voted 9-1 in favor of the plan, with three voting present. Anita Bedell, executive director of the Illinois Church Action on Alcohol and Addiction Problems, called the expansion a “very bad idea.” “More people will gamble,” Bedell said, and it will lead to increased social costs, including addiction and divorce. “The money comes from residents that lose the money,” Bedell said. (FROM THE ARTICLE: Sometime during the month of April, I was contacted by WGN and asked to be interviewed for a segment they were doing on Everyday Racism. I was told that WGN wanted another point of view. At that point, I should have asked about the point of view to which WGN was seeking an alternative. I might have learned that a particular narrative was being proffered, and anything expressed contrary to that narrative was not going to be fully or fairly treated. She asked me questions about my background, my politics, and my experiences with racism. I answered all her questions as my wife listened. I also made it clear that I see the world through a biblical worldview. What I mean by that is we are all sinners, and racism is a sin. It is part of our human nature that can’t be legislated away. Racism is an inward thought about the inferiority of other races or harboring negative stereotypes of those races. The overt act, which I said we must be more concerned about, is discrimination. I also mentioned that racism is a secular construct that is not evidenced in Scripture. There is only one race—the human race.)

(FROM THE ARTICLE: Contrary to perceived wisdom about the sanctity of job protection, civil servants did not have tenure until the 1960s. Civil service was designed as a system of neutral hiring; it defanged the spoils system by eliminating political hiring of the rank-and-file. “If the front door [is] properly tended,” as a civil service reformer put it, “the back door [will] take care of itself.” The only protections against termination were a) to guard against politically-motivated firings (the Lloyd-LaFollette Act of 1912) and b) to protect quasi-judicial officers from executive meddling (the 1935 Humphrey’s Executor decision). Otherwise, as the leading Supreme Court decision held, the president had “the exclusive and illimitable power of removal” of executive branch employees. This all changed in 1963 when, as a payback for public union support, President John F. Kennedy in Executive Order 10988 authorized collective bargaining. Congress in 1978 then imposed collective bargaining upon the president as a statutory obligation. The Supreme Court never has been asked to rule on whether Congress had constitutional authority under Article II — which states, “The executive power shall be vested in a President” — to effectively remove executive power over personnel performance. An attorney general’s opinion at the time of original civil service reform stated that Congress could not so restrict the president’s authority. The harm of unaccountable civil service is not lots of shiftless people, but an enervated public culture. No accountability corrodes the spirit of organizations because it eliminates the trust that co-workers will do their share. Energy fades as it becomes clear that it doesn’t matter what you or anyone does. Without accountability, the only other tool for managing personnel is dense rulebooks, so suffocating bureaucracy is layered on top an already-dispirited workplace. By making civil servants “virtually impregnable” to accountability, Congress might as well have put nerve gas into public offices. It didn’t take long for the nerve gas to take effect. A 1989 report by the Volcker Commission on Civil Service found a “quiet crisis” in federal civil service, characterized by “an erosion of performance and morale.” The commission found that seven of 10 federal employees who witnessed fraud, abuse or waste did not even bother to report what they saw. A second Volcker Commission in 2003 found deep resentment at “the protections provided to those poor performers among them who impede their own work and drag down the reputation of all government workers.” The original idea of civil service remains valid — to create a “merit system” where civil servants are hired and retained based of performance. But the current system, as the Partnership for Public Service has concluded, is “a relic of a bygone era.” Attracting good people requires giving them real responsibility, not making them clerks on a bureaucratic assembly line. No one will give officials responsibility, however, unless they can be accountable if they abuse it. Distrust is the main hurdle to reforming civil service. Personnel decisions require judgment, not objective proof. How do you prove who doesn’t work hard, or isn’t cooperative with co-workers, or is mean-spirited? Someone must make those decisions, and Trump’s appointees are unlikely to be trusted. Union officials defend current procedures as being “just a matter of due process.” But due process is an impenetrable barrier because it puts the burden on the supervisor. Can you prove that this person is so much worse than anyone else? In a public service that aspires to A’s, due process protects people who get D’s and F’s. Our quandary is this: No president until Trump has been willing to take on public unions, but Trump lacks the trust to achieve the bold civil service overhaul that’s needed. How do we square this circle?)
