(FROM THE ARTICLE: Illinois Republican Governor Bruce Rauner is a lost cause. He’s made his bed with his proven record of dishonesty, incompetence and betrayal. And he certainly can’t expect President Trump’s help at this point. Rauner isn’t savvy enough to seek it in any case. Republican Primary challenger Jeanne Ives could easily defeat Rauner. Ives’ problem is she hasn’t really earned President Trump’s support or that of his supporters. It’s still not too late but she would have to make significant changes. Right now she doesn’t seem to be truly behind the President or his winning agenda. She’s not a Never-Trumper like Rauner, but her support is lukewarm at best, as evidenced by the way she’s blown her most obvious path to victory thus far. History says that mid-term elections are usually bad for an incoming President’s party. But I don’t think that will be the case this year for Republicans nationally. Trump has saved the GOP from itself. However, Illinois is likely to buck the trend. It certainly wouldn’t be the first time. President Trump should be a huge asset for any Illinois Republican running this year. However, laziness and horrible judgment by the local yokels are squandering the potential. Failure to stand with the President against the Left and its media toadies, coupled with refusal to help educate voters about the winning Trump agenda are turning an asset into a liability. Clearly we’re saddled with a lot of cowards in Illinois politics. That’s not seriously debatable. But one would think even cowards would be smart enough to act in their own self-interest. The Trump agenda represents the only serious plan out there for rebuilding America and the work is well underway. Smart politicians in other states across the country get it. Their states are already reaping positive results from the Trump economy. And they’ll continue to welcome some of the best and brightest from Illinois who decide they can no longer tolerate this state’s incompetence and dysfunction. Illinois Republicans have only one card left to play and that’s the Trump Card. Played well the GOP could restore hope to all Illinoisans from Cairo to Chicago and beyond.)

(FROM THE ARTICLE: On an unusually warm afternoon last fall, residents in Bridgeview opened their doors to a stranger. Arthur Jones was going house to house in the southwest suburb on Oct. 5, rounding up signatures for his primary election petition for Congress. Voters signed it after Jones told them he was hoping to run as a Republican against Democrat Rep. Dan Lipinski in the 3rd Congressional District. What Jones didn’t say is that he’s an avowed anti-Semite, Holocaust denier and the former leader of the New American Nazi Party. “He seemed like a nice guy,” said Michal Bodyziak, whose wife, Anna, signed her name to the petition. Now Jones is the sole GOP candidate in the 3rd District on the primary ballot March 20, which means he is on track to be the Republican Party nominee in the November general election. On a 10-degree evening last week, residents in Bridgeview opened their doors once again to tell a Chicago Sun-Times reporter how Jones went about collecting some of the 603 signatures he needed. Of the six people who agreed to be interviewed, none had heard of Jones until he rang their doorbells. Jones, 70, of Lyons, is now the subject of national and international news after the Sun-Times reported on Feb. 4 that the he was poised to clinch the nomination. In an interview with the Sun-Times, Jones has said he’s in charge of an organization called the American First Committee, whose membership is limited to “any white American citizen of European, non-Jewish descent.” But while he was collecting signatures, Jones didn’t mention any of that. “He just told us he was all about the people,” Michal Bodyziak said. Bodyziak said he and his wife are immigrants from Poland. Jones didn’t say that he denies there was a Holocaust in which 6 million Jews died, many of them in Poland. “No, he said none of that,” Anna Bodyziak said. According to her husband, Jones said he “wanted to help the state make everything better, lower taxes and that. Yes, it was very positive.” When a reporter showed the couple video snippets of Jones’ controversial statements on Jews, they winced. They said they could never support Jones for Congress after seeing that. A neighbor down the block also gave Jones his signature. The man said he’d never heard of Jones, either, but he agreed to sign the petition “because I want people to run for office. If I knew he stood for any of that, I wouldn’t have signed.” About a mile away, Medardo Elizalde was sitting on his couch when his son opened the door to a reporter. The son said his father mostly speaks Spanish and translated for him. He asked his dad if he remembered signing Jones’ petition. Jones had said people wanted to keep him off the ballot, Elizalde recalled. Elizalde said he gave his signature so Jones would go away. Jones managed to collect 834 signatures in Bedford Park, Bridgeview, Chicago Ridge, Countryside, Hickory Hills, Homer Glen, Justice, La Grange, Oak Lawn, Orland Park, Palos Hills, Stickney, Summit and Worth — but none in Chicago. “I waited on the last day, Dec. 4, to file my signatures. I turned them in, fully expecting for an objection or that there would be a candidate that they’re putting up against me,” he has told the Sun-Times. Though GOP officials in his own party have now repudiated Jones and his candidacy, he still thinks he’s got a shot even though the district is overwhelmingly Democratic. None of them has endorsed her, and it may be because she doesn’t spare anyone with her criticism. Take this example where she hit both Rauner and the 15 House Republicans who joined with Democrats last year to pass a state budget and end a long impasse. “You can make deals, but you cannot adjust and continually cave. He caved to pressure on the education bill. He caved to pressure on the budget bill,” Ives said of Rauner. “He made not a single phone call to get Republicans to hold off on that permanent 32 percent tax increase. He owns that tax increase. He caved, as did many of my colleagues. Many of them have been taken control of by lobbyists. It’s frightening down there. Frightening.” The only past or present Republican officeholders I saw at the Ives function were Savoy Mayor Joan Dykstra, Champaign County Board member Jim McGuire, Parkland College Board member Greg Knott and former county board member Scott Tapley, who is coordinating the Ives campaign in Champaign County. Ives also said the “entire Democratic ticket is like a bunch of socialists. They picked out the most extreme in terms of that. We think we have a fighting chance in this state to get out that message.” The most socially conservative candidate for governor since at least 2010, Ives insisted she can win in the fall. “When it comes to November, the reason we win is because my message is universal, and I can back it up with real bills and real action I’ve taken on the most critical issues in the state of Illinois which are property taxes, the tax burden overall and public corruption,” she said. Also, she knows how to pick up free publicity. Ives has spent little money on broadcast television in the Champaign-Decatur-Springfield market (just $13,948 at WCIA, according to records), but she got lots of free coverage earlier this week from her controversial TV ad attacking Rauner for his support of legislation benefiting transgender individuals, undocumented immigrants, abortion rights and funding for Chicago schools. “We’re happy to have them chatter among the media to raise my name i.d.,” she said. “Go ahead. The 26-foot conversion vehicle will be outfitted with a number of features to allow veterinary services to be provided at remote locations, similar to a bookmobile or bloodmobile. “This is going to be a game-changer that allows us to save more animals and better serve the community,” said Dr. Barbara Hanek, administrator veterinarian. With ongoing concerns about pet overpopulation, a mobile spay and neuter vehicle can serve low-income residents who may not have the ability to drive to the animal care facility at the county campus in Wheaton. “Also, our spay and neuter program is free of charge for DuPage residents who qualify,” said Kristie Lecaros, humane initiatives and special projects manager. Valued at $250,000, the van is made possible by a donation from the Brooks McCormick Jr. Trust for Animal Rights Law and Policy, which will be honored at the Feb. 27 county board meeting. “We’re an open admission shelter in the county,” said Brian Krajewski, chairman of the board’s animal care and control committee. “That means we take in every animal and try to find them a home. But we also do education, and this new van will help us to get out to many events, highlight animal rescues, and help us do some medical procedures like feral fixes, where we spay and neuter, microchip and vaccinate for rabies.” Free spay and neutering is available for all pets in DuPage County households where the owner has an Illinois LINK card that indicates low-income assistance. Officials said the van will be delivered in May. One side of it opens to reveal cages that may contain pets available for immediate adoption. Inside, the van will have two surgical tables, countertop work space and veterinary pharmacy supplies. “It’s also going to have a dental unit and an x-ray machine,” Hanek said. “We don’t even have an x-ray machine here at the main building. That’s a $50,000 piece of equipment right there.” The donation of $300,000 and a statement were facilitated by volunteer Amanda Yancey. “The Brooks McCormick Jr. Trust for Animal Rights Law and Policy is a progressive think-tank for national animal welfare,” the donor wrote. “… Amanda has seen the improvements at DuPage County Animal Care & Control. To further the momentum, the exciting possibility of a specialty veterinary vehicle is seen as revolutionary for the animals of DuPage and beyond.” Hanek said veterinary medicine at shelters has shifted from a philosophy of addressing overpopulation with euthanasia “to now using more proactive measures like targeted spaying and neutering. That’s what this new van will help us do.” Hanek met with Kane County animal control officials who demonstrated the use of geo-coding to map locations throughout the county prone to feral and stray animals. “From that data, we can then determine the most effective areas where we can target our spay and neuter van,” Hanek said. “We want to be more proactive to provide our services in the areas where they’re needed.” A veterinary surgeon has been designated for the van, which will travel to a remote location at least once a week, officials said. “We should be able to do up to 30 spays and neuters per day,” Hanek said. “It all depends on the amount of time, whether it’s neutering a male cat versus spaying a large dog.” All pets under treatment are implanted with a microchip to identify the animal and the owner. Walk-ins may obtain microchips for their pets for $30. The goal is for police departments to be able to scan a chip and return the animal to its owner. “We also are very indebted to other rescue groups that have helped us in the past,” Hanek said. “With the new vehicle, we now can come out and do procedures for them. The whole idea is to fill a void for pet owners who can’t afford veterinary care and to lessen the burden on the animal shelter system.” DuPage County Chairman Dan Cronin is an animal enthusiast who has two dogs, two cats and a horse, all spayed and neutered. “I think this is a great idea,” he said. “You’ve got to take the services to the neighborhoods, which is a much more effective way to get to the overpopulation of feral cats and other animals, particularly low-income areas. Roskam, for instance, last August introduced the Free File Permanence Act of 2017, H.R. 3641, which has been referred to the House Ways and Means Committee. The bill would require the U.S. Treasury Department to continue operating the IRS Free File Program and to work with state government agencies and the private sector to expand and enhance the program, which offers free commercial-type online individual income tax preparation and electronic filing services to the lowest 70 percent of taxpayers by income, according to the bill’s summary. “As an added bonus, the program actually saves the federal government an estimated $13 million a year because electronic filings are less expensive for the IRS to process than paper versions,” said Roskam. The bipartisan bill has 123 cosponsors, including subcommittee chairman Jenkins and subcommittee members Bishop, Walorski, LaHood, and Curbelo. Rep. Roskam also introduced the bipartisan Restraining Excessive Seizure of Property through the Exploitation of Civil Asset Forfeiture Tools Act, H.R. 1843, on March 30, 2017, which would limit IRS authority to seize the funds of law-abiding citizens under false pretenses, said Roskam. Multiple incidences uncovered by House Oversight Subcommittee members showed that the IRS has abused its authority “and was stealing legally earned funds solely because the owners ran afoul of structuring laws,” he said. Contrast your views and record with hers. There’s plenty of material to use, if Rauner chooses to do so. For instance, Ives told Crain’s editorial board last week she’d balance the state budget in large part by shifting the tax load to the people of Chicago and suburban Cook County. She’d do so by slashing aid to Chicago Public Schools under the state’s new formula, and by working to end the Obamacare expansion, which shifted to the federal government and, to a lesser degree, the state hundreds of millions of dollars a year in costs for caring for indigent patients at Cook County’s network of hospitals and clinics. Yes, that might mean a local tax hike, she conceded. Are you listening, Governor? Your opponent seems to favor a tax hike in Cook County, which, despite its reputation of being a Democratic stronghold, cast more than a third of the vote statewide in the 2014 GOP primary—a cool 428,345. When pressed if dropping Obamacare might also result in a reduction of health care to people without the funds to pay for it, Ives notes they run a nice voluntary dental clinic in DuPage County. Now, there’s a campaign plank that will sell with moderate voters, not only in Cook County but also in the five suburban collar counties, which provided another quarter of the statewide vote in the 2014 Republican primary. It has a real ring, doesn’t it? “Let ’em go to the free clinic.” Of course, most voters don’t know that Ives said that, because Rauner hasn’t told them. Over at the Tribune, Ives had another budget solution. If employee groups won’t cave with financial concessions, “lay them off,” she said. Right! Start with the state troopers and prison guards, and work your way down to university professors and doctors in the health department. The latter can use their free time to volunteer at the community clinic! Of course, Ives could spark another crisis like the one that left Illinois without a budget for two years. That certainly was a big success. Ives, at the Trib, also bragged about being one of a handful of lawmakers to vote against extending the state’s Edge payroll incentive program to woo jobs. I understand her zeal that lower taxes for everybody is the libertarian gold standard. But in a country in which almost every state offers something like Edge, unilateral disarmament would leave Illinois even worse off. Guv, you might consider communicating Ives’ stance on Edge to people who work for Amazon in Will County, Sears in Hoffman Estates and Ford at the Torrence Avenue plant, all of which received Edge. And you might cc: everyone who hopes to land a job at Amazon’s possible HQ2 here. There’s other material out there, material that could be effective not only in a general election against a Democrat, but in a primary against Ives. Sure, doing so would provoke some conservative voters who might not come home in November. But I suspect most of them already are mad over Rauner’s actions on abortion and so-called sanctuary cities. The question this fall: Would they rather have a liberal—or very liberal—Democrat in office? “I think Rauner’s folks are making a mistake. They need to take her straight on,” says one top party insider, who asks not to be named. In this predominantly blue state, that insider adds, the message ought to be: “A vote for Jeanne Ives is a vote for (Illinois House Speaker) Mike Madigan to draw the new legislative map that will be in place until 2031.” That source is right. You want to keep your job, Governor? It’s time to start acting like you mean it.)

Previously, De León was aiming to provide a dollar-for-dollar reduction in state taxes for those who donated. But tax law experts working on the bill with De León worried that amount could cause the federal Internal Revenue Service to crack down on the plan, and advised that a lower percentage was more legally defensible. “The proposed 85% tax credit … will give Californians the opportunity to fund programs they care deeply about while at the same time shielding them from some of the most egregious elements of Trump’s tax reform plan,” De León said in a statement. De León, who also is running for U.S. Senate, introduced his bill after Trump and the GOP-led Congress passed a federal tax overhaul that capped state and local tax deductions at $10,000, an amount that disproportionately affects high-tax states like California. De León’s measure aims to allow Californians who previously used the state and local tax deduction — primarily single- and joint-filers reporting annual incomes of $100,000 or more — to instead take advantage of the charitable deduction.)

Ives contended Rauner’s signature on legislation that expanded taxpayer-subsidized abortions for women covered by Medicaid and state employee health insurance demonstrated that all the governor accomplished in his first term was a “progressive social agenda.” “He told us he would veto the bill,” she said. He lied to a cardinal,” she said, a reference to Cardinal Blase Cupich. Rauner would not say what he told Cupich about the abortion legislation, but called Ives’ allegations “outrageous.” “There are a lot of politics swirling around the bill,” said Rauner, who repeatedly added that “the simple fact is I support a woman’s right to decide.” The governor said his choice to sign the bill was either to “follow what I believe or do politics.” But Ives said the March 20 primary contest was a referendum on “character and courage” and that by signing the bill, Rauner was following the “agenda” of his wife, Democrat Diana Rauner. “This is more false vicious attacks,” Rauner replied. “Madigan loves everything that you’re saying, everything that you’re doing.” Ives interjected frequently while Rauner answered questions, seeking to make the most of their only scheduled forum. Rauner repeatedly asked Ives to allow him to finish and at one point used one of his favorite condemnations, “such baloney,” to describe one of her attacks. Ives contended Rauner was “responsible” for the state income tax increase that was enacted over his veto and that he now was making “unrealistic promises” by calling for it to be phased out. Rauner said he “sure as heck did” work to block Republicans from ultimately supporting the veto override and said he was “devastated” when it and a state budget were enacted. The governor maintained that he expected federal court victories that would grant him the power to weaken the influence of unions, which are traditionally aligned with Democrats. “I’m not going to wait for Speaker Madigan to do it with me. I’m going to do it unilaterally,” Rauner said of his union-weakening efforts. “You watch us boom when we get the rest of the changes made in the court system, even if Madigan is still in power.” Rauner said if the courts rule against him, “We keep working, we keep changing, we keep fighting.” Ives, who has backed Rauner’s agenda taking on unions in the past, said her answer to dealing with public employee unions has been to fire workers who don’t accept conditions. “If you can’t impose your final best offer because the courts have blocked it, you start laying off people,” Ives said.)

Yet opinion polls show that much of the America public is sympathetic to their plight. So let the Dreamers stay. Those who are in criminal gangs or have violent criminal records have no right to be here. But the others, sure, why not? It would be quite easy to protect the Dreamers and their parents, except for the politics. Democrats want them as votes. Republicans are worried this could tip elections. So why not take the politics out of it? Here’s a possibility to consider: Let Dreamers stay — given permanent work and resident status — but not citizenship and voting rights. Conferring something as precious as citizenship upon people as a reward for their parents’ breaking the law isn’t the right way to go about this. If they want to become American citizens and vote, they’d be free to leave and attempt to re-enter the country as legal immigrants. If protecting Dreamers is the issue, then you’ll agree with me. One bill would create the Illinois Excellence Fund. It would allow taxpayers to donate and receive a tax credit for the exact amount. This shuffling of money back and forth would allow a taxpayer to deduct that amount on their federal taxes, effectively thwarting the $10,000 cap on state and local tax deductions put in place by the tax reform bill passed last month. The state treasurer can then use that money as he sees fit. “[The SALT deduction cap] sort of came out of nowhere,” said state Rep. Jonathan Carroll, D-Northbrook. “This is trying to offer a solution to give tax relief to the middle class.” The bill has a populist tone, appealing to the cries of high property taxes across the state. Nearly all of the current sponsors of the bill are likely to face a challenging re-election effort this November. Carroll said he expects the Internal Revenue Service would object to such a law. “They’re not likely to take it lying down,” he said. The IRS classifies a charitable donation as “voluntary and is made without getting, or expecting to get, anything of equal value.” Being a federal tax deduction as well, the state-bound donation would actually turn into a money maker. In addition to a 100 percent credit from the state, the donor would get up to 37 percent of that donation back in a federal write off. The bill would also allow a county to set up a similar charity, which could cause different issues. Local taxes are devised in reverse compared to state and federal taxes. A taxing district sets percentages based on a target revenue number and then properties are taxed at that percentage of the assessed value of their homes. State Rep. Steven Reick, R-Woodstock, said in an online post that the sponsors would tell counties that “they can set up a fund to accept donations to be used for undefined charitable purposes in exchange for a reduction or elimination of your property tax bill, which will either raise taxes on everybody else or destroy the budgets of every school district and taxing body in the County.”)
