— Newly minted Cook County judge who refused traffic court duty quits bench – Steve Schmadeke  (DIERSEN: GAO audits IRS.  The Democrats who ran GAO’s Chicago office in 1980 did not want me to transfer from IRS to GAO. They thought that their forcing me to take an $18,847 (21%) pay cut to transfer from IRS to GAO would keep me at IRS, but they were wrong. They knew that I wanted to be assigned to audits of IRS so that I could use my knowledge of IRS that I had gained by working for IRS for almost 9 years, the last 5 1/2 years of which at the GS-12 Step 1-5 levels, currently $79,563-$90,173. So to get me to go back to IRS, they succeeded in keeping me off IRS audits until the end of 1985 when the GAO manager who had hired me finally succeeded in a) getting me assigned to audits of IRS and b) promoting me to GS-13, currently $94,610. But then, in 1987, the Democrats who ran GAO’s Chicago office succeeded in forcing him to retire. At the end of 1988,  they threw me off audits of IRS and during 1989, they did everything that they could to get rid of me.  Were it not for Henry Hyde’s intervention, they might very well have succeeded.)

(FROM THE ARTICLE: A new Cook County judge who for months defied orders from his supervisors to work in traffic court has resigned, according to an Illinois Supreme Court spokesman.  Richard Cooke stepped down from his $194,000-a-year post two days after a committee of 17 Cook County presiding judges voted to refer his “non-compliance with reporting to a judicial assignment” to the state agency that investigates allegations of judicial misconduct. The resignation was “effective at the end of business on Tuesday,” Chris Bonjean, a state Supreme Court spokesman, wrote in an email to the Tribune on Friday. The committee acted about a week after the Tribune began asking questions about the judge. On the same day it referred Cooke, the body also assigned Judge Jessica O’Brien, a small-claims court judge who was recently indicted on federal mortgage fraud charges, to administrative duties. His resignation means the Judicial Inquiry Board no longer has any authority over Cooke, 50, who ran unopposed in a Northwest Side subcircuit after lending his campaign an unprecedented $660,000. If the inquiry board had filed charges, Cooke could have been sanctioned or even removed from the bench.)

A 22-year-old Justice Department official named J. Edgar Hoover administered a program that photographed, fingerprinted and interrogated 500,000 suspects. Local newspapers published the names of people who were not buying war bonds or otherwise supporting the war. People were fired or ostracized for insufficient enthusiasm. The Espionage Act of 1917 made it a crime to “collect, record, publish or communicate” information useful to the enemy. In Illinois, Robert Prager, a German-American coal miner suspected of spying, was stripped, marched through the streets and hanged. The Washington Post deplored such “excesses” but applauded the “healthful and wholesome awakening in the interior part of the country.” Josef Hofer and his two brothers were South Dakota Hutterites whose faith forbade any involvement in war, including wearing a military uniform. They were arrested in March 1918, and a week after the armistice they were sent to Fort Leavenworth, Kansas. Arriving at the military prison around midnight, they stood naked for hours in a 17-degree November night. Then they were suspended naked from the bars of their cells, their feet barely touching the ground, refusing to wear the uniforms left in their cells. Fed only bread and water, after two weeks David Hofer was allowed to telegraph Josef’s wife, telling her that her husband was dying. He died the morning after she arrived. Prison guards mocked his corpse by dressing it in a uniform. The U.S. military was the world’s 17th largest in April 1917, smaller (less than 250,000) than Romania’s, and smaller than Britain’s casualties in one battle. America’s military became a melting pot for a nation in which one-third of the population had been born abroad or whose parents had been. Forty-three languages were spoken in one Army division raised in New York.
