CRAIN’S CHICAGO BUSINESS

http://www.chicagobusiness.com/article/20180615/BLOGS02/180619894/roskams-intriguing-immigration-move
(FROM THE ARTICLE: In what some are interpreting as a clear break with the president, embattled west suburban U.S. Rep. Peter Roskam, R-Wheaton, is putting some distance between himself and the Trump administration on the volatile issue of whether to seize and separately hold the children of immigrant parents who are arrested for illegally trying to enter the country. But the size and duration of the distance isn’t quite clear yet. And Roskam’s Democratic re-election foe, Sean Casten, promptly attacked Roskam’s action as inadequate. Roskam’s move came in a statement late yesterday, in which he said that “dragging children away from their parents” should not be a means to securing the U.S. border. “The events unfolding at our nation’s borders are heartbreaking. Being forcibly separated from a child is a parent’s worst nightmare and I cannot fathom the pain these families are enduring,” said Roskam, who already was under pressure from major donors and others to do something to break the immigration standoff. “Every day these children spend apart from their parents, confused, scared, and alone, inflicts additional and unnecessary trauma.” “While I believe we have a responsibility to secure our borders, I also believe that how we treat strangers reflects the moral values this country was founded on. Dragging children away from their parents ought not be a part of the solution,” he continued. “I stand with residents of the 6th District and urge the Department of Justice and Homeland Security to reverse the zero tolerance policy that removes children from their parents at the border.” U.S. Attorney General Jeff Sessions shows no sign of doing so. In a speech yesterday, he even cited a Bible passage—once used to defend slavery—in arguing that God wants citizens to obey the laws of their country. All he’s doing is enforcing a law that Democrats and former President Barack Obama could have changed, Sessions and Trump have said. But Obama didn’t enforce the law in the way Session has, grabbing pre-teen children and holding them in camps and other facilities sometimes thousands of miles away, with little if any contact with their parents. So, what is Roskam going to do to pursue his views and change U.S policy? Roskam’s spokeswoman said he would have supported compromise legislation that House Speaker Paul Ryan is pushing to end family division while giving Trump some things he wants, such as money for the Mexican wall. But Trump today said he wouldn’t sign it, dealing the bill a possibly fatal blow. Given that, what will Roskam do now to turn up pressure on Sessions, Trump and others to back off? Roskam apparently wants to let the dust settle for a few days and see what happens next. Casten is pouncing. “Congress is supposed to be a ‘check’ on the President, not a rubber stamp. It’s clear that neither the Department of Justice nor the Department of Homeland security will act against the president’s wishes,” Casten’s campaign said in a statement. “So we need a Congress with the backbone to pass a law and make this stop. Peter Roskam won’t do it. Sean Casten will. And that’s the fundamental difference in this campaign between an independent Democrat and a Trump Republican who votes with his leader 94 percent of the time.” No word yet on where the Chicago area’s two other GOP congressmen, Randy Hultgren of Plano and Adam Kinzinger of Channahon, stand. But watch for this issue to get increased attention because, even today, TV film of scared kids locked up away from their mom and dad is horrible politics.)

(FROM THE ARTICLE: He was one of the fastest-rising political appointees of the Trump administration, an unpaid campaign intern with no professional experience who soared into a top job with a six-figure salary at the White House’s drug policy office. But on Jan. 14, in the hours after a front-page Washington Post story cast doubt on his résumé and qualifications, 24-year-old Taylor Weyeneth was feeling vulnerable. “Can I ask you what the plan is for me now,” Weyeneth texted the White House official who had promoted him. “You’re fine. No action required,” Sean Doocey, then deputy director of the Office of Presidential Personnel, wrote back. “It is garbage journalism by a garbage newspaper.” Two months later, Weyeneth was gone — demoted, told not to speak publicly and finally fired as the political fallout spread. This is the inside account of a political appointee’s time in Trump’s Washington. It’s the story of a young operative whose central qualification was loyalty and whose responsibilities included furnishing the White House with intelligence about career employees at a time when the administration distrusts the standing bureaucracy to an unusual degree.)

The culture was especially toxic for its employees who were Republican, White, male, older, and/or non-veteran.)
https://hbr.org/2018/05/why-its-so-hard-to-speak-up-against-a-toxic-culture
(FROM THE ARTICLE: One reason people don’t speak up is the significant risk of doing so. Challenging the status quo threatens people’s status and relationships with supervisors and coworkers, research shows. Speaking up can also result in negative performance evaluation, undesirable job assignments, or even termination. Most people are aware of these potential costs; as a result, most stay quiet about bias, injustice, and mistreatment. Then there is the bystander effect: When a person is in trouble, others who are present often fail to intervene, whether because they assume other people will or because they think it’s not their place to act. The more costly intervening would be, the less likely we are to do so.)

WINDY CITY TIMES
— Equality Illinois Urges Gov. Rauner to Extend Non-Discrimination Protections to All Illinois Workplaces (DIERSEN: Have you ever worked for an employer that had 14 or fewer employees? While I worked for employers 1964-1997, I worked for an employer that had 14 or fewer employees for about 2 months in 1966.)
http://www.windycitymediagroup.com/lgbt/EI-Urges-Gov-Rauner-to-Extend-Non-Discrimination-Protections-to-All-Illinois-Workplaces-/63218.html

(FROM THE ARTICLE: Equality Illinois urges Gov. Bruce Rauner to sign legislation that would extend Illinois’ workplace non-discrimination protections to businesses of all sizes in the state and ensure all Illinoisans have access to the legal tools of justice when they experience employment discrimination. Under current law, workers in businesses of 14 and fewer employees outside of Cook County can still be fired for being LGBTQ, a racial minority, a woman, because of their faith, and for other reasons based on their personal identities. The Illinois General Assembly passed the important civil rights measure, House Bill 4572, ending that exclusion and extending protections to thousands more workers, with bipartisan support during the spring session. The bill was delivered to the governor’s office on Thursday.)

GOPUSA ILLINOIS
— PLEASE CONSIDER HELPING SPONSOR WHEATON’S INDEPENDENCE DAY PARADE! So far, $1,550 has been pledged, but $950 more is needed. My Democrat GAO superiors forced me to retire in 1997 when I was 49 years old, gave me unfair performance expectations and appraisals, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, got rid of my mentor in 1987, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take an $19,203 pay cut in today’s dollars to transfer from IRS to GAO in 1980. My Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions in 1978, got rid of my mentor in 1975, and disallowed my partial day per diem claims in 1974. My Firestone Stores boss fired me when I told him that I had accepted a job offer from Oldsmobile in 1971. My critics/opponents, their operatives, and their dupe’s hint/imply/argue/shout that past and present Republican U.S. Senators and Republican U.S. Representatives have thrown me under the bus and flushed me down the toilet.)
https://www.federaltimes.com/federal-oversight/congress/2018/06/13/republicans-to-trump-axe-fed-targeting-executive-orders/
(FROM THE ARTICLE: Members of President Donald Trump’s own party called out recent executive orders targeting federal employee unions, due process and official time use as an attempt to undermine existing law. The executive orders, signed May 25, make it easier for agencies to fire federal employees under investigation for misconduct while calling for the renegotiation of agency contracts with employee unions. They also limit the use of official time, which allows federal employees to conduct union activities such as representing employees in disputes and negotiating contracts with the agency, to no more than 25 percent of an employees work time. “We are concerned that the recent executive orders embark on a path that will undo many of the long-standing principles protected by law, which establish checks and balances not only in the federal workplace but for the American public,” wrote 21 Republican members of the House in a letter to the president. “We believe that the three executive orders undermine existing labor laws and we ask that you rescind them.” The representatives’ open opposition to the executive orders is significant, as House Democrats have already expressed strong opposition to the infringement on the collective bargaining and official time use of federal employees. The new letter marks a solid bipartisan opposition to the new executive orders. Many of the letter’s signers represent federal employee-dense districts and face reelection in November 2018. “As members representing a significant number of hard-working federal employees and retirees, we urge you to uphold the current law and long-standing federal labor statutes that protect America’s civil service from discrimination, unfair treatment and sexual harassment,” the representatives wrote. The legality of the executive orders has already been challenged in court by federal employee unions, and the letter’s assertion that the orders undermine labor laws provides support for that case. J. David Cox Sr., national president of the American Federation of Government Employees, which filed the May 30 suit, applauded the letter, saying: “We are heartened by this showing of support for our members and all federal employees. Everyone benefits when management and bargaining unit employees can work together effectively and efficiently, something President Trump’s executive orders undermine. This administration’s attempt to silence the voice of veterans, law enforcement officers and all hardworking federal employees is not just deplorable, it is illegal. The EOs are a direct rebuke to the checks and balances in our Constitution and comes dangerously close to encroaching on the rights of Congress to legislate.”)

— Debt-Free College for Future Federal Employees – Erich Wagner (DIERSEN: Non-veteran White males who are seeking a job with the federal government should be advised that with only rare exceptions, a) the longer that you are a federal employee, the less likely that private sector employers will hire you, b) your career will be wasted and you will be gotten rid of if you do not make GS-13 (currently $96,403) by age 25, GS-14 (currently $113,920) by age 30, GS-15 (currently $134,000) by age 35, and Senior Executive Service (currently $164,200) by age 40, c) you will be expected to help your superiors and supervisors get rid of their employees who are Republican, White, male, older, and/or non-veteran, and d) virtually everyone despises if not hates federal employees, former federal employees, and federal retirees.)
https://www.govexec.com/pay-benefits/pay-benefits-watch/2018/06/expanding-military-parental-leave-debt-free-college-and-more/148975/

(FROM THE ARTICLE: A Democratic senator introduced a bill last month that would allow students to graduate from college debt-free, provided they enter public service. The Strengthening American Communities Act (S. 2984), introduced in May by Sen. Ben Cardin of Maryland but announced last week, would establish a National Public Service Education Grant program, which would pay a significant portion of students’ tuition, provided that they agree to work for at least three years in public service. The program could remove many students’ reliance on student loans to pay for post-secondary education, and allow graduates to enter the workforce debt free. And those already working in positions eligible for the Public Service Loan Forgiveness program, which offers to erase debt after a decade of work in public service, would see relief after only three years.)

http://www.breitbart.com/2018-elections/2018/06/10/generic-poll-gap-widens-as-gop-donors-ryan-push-amnesty/
(FROM THE ARTICLE: The GOP’s deficit in the generic-ballot poll score has spiked from just 3.2 points to 7.6 points in the last week as business donors and House Speaker Paul Ryan push for a wage-cutting amnesty. The new polls show all of the GOP’s gradual gains since mid-March were suddenly wiped out starting June 1, when the Democrats held a mere 3.2 point advantage in the generic ballot, which records voters’ partisan preference. One week late, on June 8, the gap had jumped to 7.6 percent as the establishment media extensively and favorably covered the discharge-petition push and Ryan’s June 6 public support for an amnesty.)

(FROM THE ARTICLE: In the video, Grossman calls diversity an “un-American” concept, implies that the country was better off before affirmative action and says black Americans would benefit from stronger immigration enforcement. “The whole idea of diversity is a bunch of crap and un-American,” Grossman says. Diversity, he says, is “an excuse by Democrats, communists and socialists, basically, to say that we’re not all created equal, that if some people or somebody is less qualified, they will get a job anyway or they’ll get into college anyway because of what group or what box they fit into.” “Once we say that Republicans want these traditional ways that made America great for all these years, then maybe African-Americans will realize if we enforce our immigration laws, they’ll be more opportunities for Americans of all backgrounds,” he adds. “When we talk about women saying ‘Well we need special care for child care, we need this credit and that credit.’ I say, wait a minute, when America was great, one parent alone earned more than enough money to comfortably support a family.” On Monday, Grossman, a noted supporter of President Trump, told Philly.com that he stands by his comments. Republicans who walked with entries included Ron Almiron, Lori Carlson, Joseph Caruso, Flo Dangelo, Sal Falbo, Chris Heidorn, Pat Hinchey, Marty Keller, Larry LaVanway, Antonio Lollino, Paula McGowen, Ron Menna, David Norck, Thommen Poozhikunnel, Mary Rash, Pat Ryan, and Janet Shaw. Gary Muehlfelt drove the truck that pulled the outstanding MTRCC float. Peter Breen, Mike Connelly, and Jeanne Ives could not participate in the parade because of the Democrats. Peter Roskam participated in a different parade. This year, for the 12th year in a row, “DuPage Republicans” helped sponsor the parade and fireworks. “DuPage Republicans” was the $2,500 “Star” sponsor again sponsored the Wheaton high school bands and the Tunes of Glory Pipes and Drums parade entries. Because of a last minute shortage of banner carriers, I had the honor of helping carry the “Sponsored by DuPage Republicans” banner ahead of the Tunes of Glory Pipes and Drums. Outstandingly, again this year Tim Whelan coordinated Republican use of the “DuPage Republicans” booth at the fireworks. This year again, I delivered flyers to the residences and businesses on the parade route. The flyers listed the Republican entries in the parade and the Republicans who helped sponsor entries. Outstandingly, the flyers were printed courtesy of Alpha Graphics. This year, outstandingly, Roger Claar is a $500 contributor, Chris Nybo is a $250 contributor, Phil Suess is a $150 contributor, and Bob Berlin, Peter Breen, Mike Connelly, Grant Eckhoff, Tim Elliott, Amy Grant, Gwen Henry, Paul Hinds, Jeanne Ives, Marty Keller, Deanne Mazzochi, Paula McGowen, James Mendrick, Peter Roskam, Darlene Ruscitti, and Tim Whelan are $100 contributors. Please thank them for helping sponsor the parade and fireworks. This year was the 10th anniversary of an elephant walking behind Roskam in the parade. For that 2007 parade, I had the honor of raising $2,000 on short notice from DuPage Republicans to sponsor that elephant. – Dave Diersen

Being forced to take early retirement is a major adverse employment action. If you have been forced to take early retirement, you know how devastating it is. Constructively, since 1997, when I was 49 years old, the Democrats who run GAO have had the Civil Service Retirement System pay me $1,076,178 in today’s dollars to not come to work. Prior to that, they gave me unfair performance expectations and appraisals, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, got rid of my mentor in 1987, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take an $19,203 pay cut in today’s dollars to transfer from IRS to GAO in 1980.)

Those in Group A voted for Rauner and those in Group B voted for Ives.)
https://northcooknews.com/stories/511445366-gop-committee-member-says-grassroots-involvement-is-key-to-november-gubernatorial-win
(FROM THE ARTICLE: Elected to represent Illinois’ Ninth Congressional District, Foss-Eggemann is positioning herself as a grassroots volunteer who is intent on providing a conservative voice from her district at the state level. “I will work to unify the Republican Party before we head into another tough gubernatorial election cycle,” she told the North Cook News. “I will also work toward facilitating the development of party volunteers, protecting the conservative planks of the party platform, bolstering our statewide fundraising efforts and improving the quality of our voter data.” But if she is sounding a somewhat conciliatory note, it may be because the party seems to have divided loyalties. Rauner, who won the primary by a scant 22,000-vote margin, faced opposition stirred up from “grassroots anger over [his] more liberal positions,” according to a May 19 piece in the State Journal-Register. However, that same report said that Tim Schneider, a member of Rauner’s camp, had won another term as chairman of the Illinois GOP, an indication that the party’s cracks—if there were any—are healing. “It’s important to note, however, that robust competition and debate is a cornerstone of our party’s principles,” Foss-Eggemann stated. “So I would not characterize a race as ‘division.’” But with a tough battle against Pritzker ahead, Foss-Eggemann is realistic about what it may take to keep the governor’s office in the GOP column. “We need to run with the opportunity and make the most of what we have,” she said. “We must all raise our game to make everyone feel welcome and do even more to engage and train grassroots volunteers. If we do these things, we win.”)

My age cohort was in school during the 1940s. Baby boomers approaching their 70s were in school during the 1950s and early ’60s. Try this question to any one of those 50 million Americans who are 65 or older: Do you recall any discussions about the need to hire armed guards to protect students and teachers against school shootings? Do you remember school policemen patrolling the hallways? How many students were shot to death during the time you were in school? For me and those other Americans 65 or older, when we were in school, a conversation about hiring armed guards and having police patrol hallways would have been seen as lunacy. There was no reason.)

She said one factor cited by students is a workweek of 90 to 100 hours that can be typical in the banking industry. “You can have a lucrative career without those lifestyle costs,” Ms. Schulte said.)

I am a prime target for sexual harassment complaints because of my demographics. SACRAMENTO BEE
— Who is John Cox? Trump-backed Republican faces Newsom in California’s governor race – ALEXEI KOSEFF (DIERSEN: Trump endorsed John Cox. Cox and I served together on the Illinois Center Right Coalition Steering Committee. On July 5, 2003, Cox came with the other four announced candidates for U.S. Senate (Chirinjeev Kathuria, Andy McKenna, Jim Oberweis, and Jack Ryan) to a picnic that I arranged in the Prairie Path Park in my precinct for voters in my precinct, in Jeanne Ive’s precinct to the east, and in Debra Olson’s precinct to the west. The 200 attendees included Randy Hultgren. We can forever ask ourselves, “What if Trump had endorsed Ives?”)
http://www.sacbee.com/news/politics-government/capitol-alert/article212377084.html
(FROM THE ARTICLE: Cox has a long history of failed political campaigns: He ran for a suburban Chicago House seat in 2000 and the U.S. Senate in 2002 and 2004, but never made it out of the primary. He lost a 2004 race for Cook County Record of Deeds and the Illinois Republican Party chairmanship in 2005. The following year, he announced his candidacy for president, but dropped out early. Since moving to California in 2011, Cox has reinvented himself as a crusader against what he considers the legal “corruption” of money’s influence on the political process.)

— Rauner To Consider Bill Applying Human Rights Act To Small Businesses – MAUREEN FOERTSCH MCKINNEY (DIERSEN: Have ever worked for an employer who had 15 or fewer employees? During my entire life, I worked for an employer who had 15 or fewer employees for only about 2 months in 1966.)
http://nprillinois.org/post/rauner-consider-bill-applying-human-rights-act-small-businesses#stream/0
(FROM THE ARTICLE: A measure awaiting Gov. Bruce Rauner’s signature would expand protections in the Human Rights Act to cover workers at businesses with 15 or fewer employees. . . “The deal is that right now in most parts of the state of Illinois discrimination in the workplace is perfectly legal as long as there are 15 employees or fewer in that workplace. — Illinois tamps down ‘pension spiking’ for teachers; educators fear disincentive for hiring – Kevin McDermott (DIERSEN: Have you benefited from a pension spike? My critics/opponents would say that I did. They would say that the only reason why my Democrat GAO superiors promoted me to GS-13 in 1986 and gave step increases in subsequent years was to get my “high 3” salary, and therefore my pension, high enough that I would cave in and take their a) early retirement “offer” in 1997 when I was 49 years old if not b) their $25,000 buyout “offer” in 1993 when I was 45 years old.)

(FROM THE ARTICLE: Currently, the often notoriously low pay of Illinois teachers is offset by an end-of-career perk: In the teachers’ final years of employment, school districts routinely hike their salaries to boost their post-retirement pensions, which are paid mostly by the state. Under current law, districts can offer up to 6 percent per year in raises for the final four years of a teacher’s career without incurring extra pension costs for the district.)

(FROM THE ARTICLE: What Can Feds Do? Federal employees can unify and rally against not only the design but the proposed actions with one dominant and cohesive voice. Contact elected officials as Tom has started doing. Elected officials and political parties’ points of view can be swayed and even transformed by substantial and persistent outcries. NARFE has an impressive resume of fighting for and successfully protecting federal income and benefits over several decades, but their numbers aren’t what they used to be. Federal employees concerned about and wishing to preserve their own personal incomes and benefits may well want to check into joining NARFE and other groups defending them. It appears obvious: take action or take what others decide you deserve. If changes come and Federal Employees do not unite against it, they will have no one to blame but themselves.)

GOPUSA ILLINOIS
— Do you favor or oppose my reporting the names of Republican candidates, elected officials, and party leaders who speak at and/or attend Republican events in Wheaton, in Milton Township, and in DuPage County? If you favor my doing that, please let the following know that:

DuPage County Republican Central Committee (DCRCC) Chairman Brian Krajewski, DCRCC Secretary Paul Hinds, Milton Township Republican Central Committee Chairman Chris LeVan, the eight other Republican township party chairmen in DuPage County, and Republican candidates on November 6, 2018 ballots including Peter Roskam, Bruce Rauner and Evelyn Sanguinetti, Erika Harold, Jason Helland, Darlene Senger, Jim Dodge, Mike Connelly, Chris Nybo, Amy Grant, Peter Breen, Darlene Ruscitti, Dan Cronin, James Mendrick, Paul Hinds, Gwen Henry, Grant Eckhoff, Chris Zaruba, Joseph Cantore, Karen Wilson, and Jeff Mackay.

My critics/opponents have always vehemently opposed my reporting on political events, and especially my reporting who attends them. Should I attend and report on DCRCC’s Lincoln Day Diner with George P. Bush this Wednesday evening in Oak Brook and suffer the punishment that my critics/opponents will heap on me? My critics/opponents do not want me to know about their events or other activities, do not want me to promote their events or other activities, do not want me to attend their events, and do not want me to report on their events or other activities. At best, they paint me as being “too conservative, that is, that I support too many planks in the Illinois Republican Party platform. They focus on destroying those like me who they cannot manipulate/dominate.

https://www.westernjournal.com/facebook-replacing-trending-news-with-pre-approved-publishers/
(FROM THE ARTICLE: In its Friday announcement, Facebook unveiled plans to help users stay informed by testing out a new “Breaking News” label on select news stories. The company has pre-approved 80 “trustworthy and quality” publishers from across the globe to test the feature on their posts in the News Feed. “So we’re exploring new ways to help people stay informed about timely, breaking news that matters to them, while making sure the news they see on Facebook is from trustworthy and quality sources,” Alex Hardiman, Facebook’s head of news products, wrote in the news release. In short, the subtle change will allow news organizations to help users to stay informed about the news they care about most — as long as it’s from one of the organizations Facebook has chosen. While the full list of the 80 publishers currently involved in the test has not been made public, those who have reported their involvement include The Washington Post, ABC News, Recode, The Verge and Vox. In the announcement, Facebook did not disclose the criteria used to choose the 80 publishers, nor did the company reveal whether or not more publishers will be added in the future. “People tell us they want to stay informed about what is happening around them,” Hardiman’s announcement concluded. “We are committed to ensuring the news that people see on Facebook is high quality, and we’re investing in ways to better draw attention to breaking news when it matters most.” Facebook has greatly reduced the distribution of our stories in our readers’ newsfeeds and is instead promoting mainstream media sources. FREEDOM’S JOURNAL

https://freedomsjournalinstitute.org/latest-news/opinion/everyday-racism-2/
(FROM THE ARTICLE: Sometime during the month of April, I was contacted by WGN and asked to be interviewed for a segment they were doing on Everyday Racism. I was told that WGN wanted another point of view. At that point, I should have asked about the point of view to which WGN was seeking an alternative. I might have learned that a particular narrative was being proffered, and anything expressed contrary to that narrative was not going to be fully or fairly treated. I agreed to do the interview not really knowing much about the segment or how long it would be. WGN reporter Gaynor Hall interviewed me for about a half hour. She asked me questions about my background, my politics, and my experiences with racism. I answered all her questions as my wife listened. I also made it clear that I see the world through a biblical worldview. What I mean by that is we are all sinners, and racism is a sin. It is part of our human nature that can’t be legislated away. Racism is an inward thought about the inferiority of other races or harboring negative stereotypes of those races. The overt act, which I said we must be more concerned about, is discrimination. I also mentioned that racism is a secular construct that is not evidenced in Scripture. There is only one race—the human race.)

Because I have always been a Republican, were it not for federal civil service protections, a) the Post Office would NOT have hired me in 1966 or let me work there for almost 3 years, b) IRS would NOT have hired me in 1971 or let me work there for almost 9 years, c) IRS would NOT have promoted me in 1972, 1973, or 1974, d) GAO would NOT have hired me in 1980 or let me work there for almost 18 years, and e) GAO would NOT have promoted me in 1986.)
http://thehill.com/opinion/finance/390358-impartial-advisers-could-help-trump-restore-civil-service-accountability
(FROM THE ARTICLE: Contrary to perceived wisdom about the sanctity of job protection, civil servants did not have tenure until the 1960s. Civil service was designed as a system of neutral hiring; it defanged the spoils system by eliminating political hiring of the rank-and-file. “If the front door [is] properly tended,” as a civil service reformer put it, “the back door [will] take care of itself.” The only protections against termination were a) to guard against politically-motivated firings (the Lloyd-LaFollette Act of 1912) and b) to protect quasi-judicial officers from executive meddling (the 1935 Humphrey’s Executor decision). Otherwise, as the leading Supreme Court decision held, the president had “the exclusive and illimitable power of removal” of executive branch employees. This all changed in 1963 when, as a payback for public union support, President John F. Kennedy in Executive Order 10988 authorized collective bargaining. Congress in 1978 then imposed collective bargaining upon the president as a statutory obligation. The Supreme Court never has been asked to rule on whether Congress had constitutional authority under Article II — which states, “The executive power shall be vested in a President” — to effectively remove executive power over personnel performance. An attorney general’s opinion at the time of original civil service reform stated that Congress could not so restrict the president’s authority. The harm of unaccountable civil service is not lots of shiftless people, but an enervated public culture. No accountability corrodes the spirit of organizations because it eliminates the trust that co-workers will do their share. Energy fades as it becomes clear that it doesn’t matter what you or anyone does. Without accountability, the only other tool for managing personnel is dense rulebooks, so suffocating bureaucracy is layered on top an already-dispirited workplace. By making civil servants “virtually impregnable” to accountability, Congress might as well have put nerve gas into public offices. It didn’t take long for the nerve gas to take effect. A 1989 report by the Volcker Commission on Civil Service found a “quiet crisis” in federal civil service, characterized by “an erosion of performance and morale.” The commission found that seven of 10 federal employees who witnessed fraud, abuse or waste did not even bother to report what they saw. A second Volcker Commission in 2003 found deep resentment at “the protections provided to those poor performers among them who impede their own work and drag down the reputation of all government workers.” The original idea of civil service remains valid — to create a “merit system” where civil servants are hired and retained based of performance. But the current system, as the Partnership for Public Service has concluded, is “a relic of a bygone era.” Attracting good people requires giving them real responsibility, not making them clerks on a bureaucratic assembly line. No one will give officials responsibility, however, unless they can be accountable if they abuse it. Distrust is the main hurdle to reforming civil service. Personnel decisions require judgment, not objective proof. How do you prove who doesn’t work hard, or isn’t cooperative with co-workers, or is mean-spirited? Someone must make those decisions, and Trump’s appointees are unlikely to be trusted. Union officials defend current procedures as being “just a matter of due process.” But due process is an impenetrable barrier because it puts the burden on the supervisor. Can you prove that this person is so much worse than anyone else? In a public service that aspires to A’s, due process protects people who get D’s and F’s. Our quandary is this: No president until Trump has been willing to take on public unions, but Trump lacks the trust to achieve the bold civil service overhaul that’s needed. How do we square this circle?)

https://www.usatoday.com/story/money/2018/06/03/unemployment-can-go-lower/664879002/
(FROM THE ARTICLE: But first, before you get too excited, some perspective. A big reason unemployment dropped last month is the portion of Americans working or looking for jobs dipped to 62.7%. That share, known as the labor force participation rate, generally has been falling for years as Baby Boomers retire. Also, many men ages 25 to 54 remain outside the workforce as a result of the opioid crisis and the loss of manufacturing and construction jobs during and after the recession of 2007-09. In other words, many people aren’t officially considered unemployed because they’re not actively looking, although they really would like jobs. “You’re able to pull (the unemployment rate) down because you don’t have as many people participating,” says Diane Swonk, chief economist of Grant Thornton.)

(FROM THE ARTICLE: A growing percentage of drivers who die in road crashes test positive for drugs, and states need to do a better job of educating the general public and law enforcement on the risks of driving while on marijuana, opioids and other substances, according to a new report. The Governors Highway Safety Association, a national nonprofit safety group, said in a report released Thursday that almost 44 percent of fatally injured drivers tested positive for drugs in 2016, the most recent year available, up from almost 28 percent in 2006. Meanwhile, the percentage of drivers killed in crashes who tested positive for alcohol dropped slightly to 38 percent in 2016 compared with 41 percent in 2006, the study found. Drunken driving has become socially unacceptable, and the same thing needs to happen with other substances, said Jim Hedlund, a former National Highway Traffic Safety Administration official who wrote the report. “The message has been out on drunk driving for 40 years now, and people have paid attention,” Hedlund said. “There’s a real social change that says it’s not acceptable to have two six-packs and go out and drive. The slogan years ago was: ‘Let’s have one for road.’ Now it’s: ‘Who’s the designated driver?’ I’d like to see the same thing for drugs.” A mix of substances were also found among drivers killed in fatal crashes. When test results for both alcohol and drugs were known, 49 percent of alcohol-positive drivers also had drugs in their systems. The report points to the challenges in tackling drug-impaired driving, including a lack of nationally accepted testing methods for drug impairment, the large number of drugs to test for and differences in effects between different drugs and drivers.)

Orders – Dick Morris (DIERSEN: Because my Democrat superiors in the federal government took many adverse actions against me, including forced me to retire, my critics/opponents, their operatives, and their dupes hint/imply/argue/shout that I am much worse than those who “have been caught stealing agency property or running personal businesses from work, and even after they have been arrested for using drugs during lunch breaks.”)
https://www.westernjournal.com/dick-morris-trump-flushes-out-swamp-with-civil-service-exec-orders/
(FROM THE ARTICLE: And most importantly, the standards for dismissing, removing or demoting public employees are going to be changed to make these procedures easier. It now takes between six months and a year to remove a tenured federal employee for poor performance and an additional eight months to handle appeals. That makes tenured federal employees forty-four times less likely to get laid off than workers in the private sector. Under this flawed system, federal employees have stayed on the job after they have been caught stealing agency property or running personal businesses from work, and even after they have been arrested for using drugs during lunch breaks. These people need to go. But there is one more step Trump must take: banning IRS labor unions. We do not permit employees of the FBI, CIA, NSA or other such agencies to form or join unions. IRS employees, however, belong to the all-powerful Treasury Employees Union, whose contract grants them a substantial role in the management of this all-powerful agency.)

— An Update on the Republican State Central Committee Party Leadership Vote – John Biver and David E. Smith
https://illinoisfamilyaction.org/2018/05/an-update-on-the-republican-state-central-committee-party-leadership-vote/
(FROM THE ARTICLE: Republican activists across the state of Illinois are concerned about the way the deal was made behind the proverbial closed doors. Many grassroots leaders have expressed concern about how this arrangement was made and the fact that the Illinois GOP SCC would choose to continue with Schneider at the helm. Moreover, we have been given zero details on how this new position of “co-chairman” would work. . .For those reasons among others, Illinois Family Action, like most conservatives across the state, continues to have no confidence in Schneider, or his sponsor, Governor Bruce Rauner. Last week IFA called for conservatives to attend the SCC meeting that takes place tomorrow. Today, it seems that since the deals have already been made, conservatives are encouraged to attend only if they want to see the spectacle. IFA also encourages grassroots conservatives to contact your state central committee member and let him or her know what think about Schneider’s failed leadership, just as you would any of your other elected officials.)
