I’m hearing a lot of trouble,” he said. “My friends in Colorado have told me some pretty terrible things about addiction problems and behavior problems, etc. over there in Denver.” To sum it up, Rauner said, “I just believe we’re conducting a massive human experiment as we legalize these drugs.”  One Democrat running for the right to take on Rauner next year endorsed the legislation. “Legalizing recreational marijuana is a social justice issue,” said Ald. Every democracy needs an opposition press. We damn well have one now. Taken together — and suspending judgment on which side is right on any particular issue — it is deeply encouraging that the sinews of institutional resistance to a potentially threatening executive remain quite resilient. James Madison’s genius was to understand that the best bulwark against tyranny was not virtue — virtue helps, but should never be relied upon — but ambition counteracting ambition, faction counteracting faction. You see it even in the confirmation process for Neil Gorsuch, Trump’s supremely qualified and measured Supreme Court nominee. He’s a slam dunk, yet some factions have scraped together a campaign to block him. Their ads are plaintive and pathetic. Yet I find them warmly reassuring. What a country — where even the vacuous have a voice. The anti-Trump opposition flatters itself as “the resistance.” As if this is Vichy France. It’s not. It’s 21st century America. And the good news is that the checks and balances are working just fine.)

Legislation introduced in the House and Senate Wednesday would allow adults 21 and older to purchase marijuana legally from a business licensed by the state. The Senate bill, SB 316, is sponsored by Senate Appropriations Committee Chairwoman Heather Steans (D-Chicago), while the House version, HB 2353, was presented by Rep. Kelly Cassidy (D-Chicago). “Marijuana prohibition is a quagmire that creates far more problems than it prevents,” Cassidy said. “Several states have adopted sensible alternatives to prohibition, and it is time for Illinois to develop its own exit strategy.” Each bill would make it legal to possess, grow, and purchase limited amounts of marijuana. The state would license and regulate businesses to cultivate, process, test, and sell marijuana to adults, and it would create and enforce strict health and safety regulations, such as testing and labeling requirements and restrictions on marketing. “Right now, all the money being spent on marijuana is going into the pockets of criminals and cartels,” Steans said. “In a regulated system, the money would go into the cash registers of licensed, taxpaying businesses. It would generate hundreds of millions of dollars per year in new revenue for our state.”  The bills propose taxing marijuana at a rate of $50 per ounce at the wholesale level, and retail sales would be subject to the state’s standard 6.25% sales tax. Based on current usage rates and the market price of marijuana being sold for adults’ use in Colorado, the Marijuana Policy Project estimates regulated marijuana sales could generate between $349 million and $699 million per year in new revenue for Illinois.)

(FROM THE ARTICLE: Fliers recently hung at the University of Illinois at Chicago declare “Ending White Privilege Starts With Ending Jewish Privilege.”  The fliers use Pew Research Center data in an attempt to validate the statement, including that while Jews make up 2 percent of the population in the United States that “44% of these Jewish Americans are in the top 1%.” “Is the 1% straight, white men? Or is the 1% Jewish?” the flier questions. The university acted swiftly, issuing a statement March 15, the same day the fliers were found on campus. “Such actions do not reflect the values we hold as a community. Acts that invoke hatred or violence toward members of our community will not be tolerated on our campus,” campus officials said. “We strongly encourage all members of our university to exercise their right to free speech in a manner that recognizes these principles and avoids prejudice or stereotypes,” they added. Despite the campuswide statement, more anti-Semitic fliers were found posted on campus over the weekend. One discussed “Jewish privilege” with regard to “the special privilege when it comes to top universities.” Another linked the de-hiring of Professor Steven Salaita with then-Chancellor Phyllis Wise’s meeting with “a wealthy Jewish Donor in Chicago.” A third criticized jail time for those who deny the Holocaust. Still another flier equated Auschwitz with Gaza, claiming the “largest Concentration Camp in the world today is owned and operated by Zionists.” While the fliers did not identify the student or organization responsible, they did include various hashtags: #BlackLivesMatter, #WeAreAllMuslims, #WhitePrivilege and #StandwithPalestine. Student Eva Zeltser, who posted images of the fliers on Facebook, said her “heart is broken.” “While I try to abstain from writing personal narratives on Facebook, enough is enough,” she stated. “If you are against hate crimes against one group, you should be against these acts of violence for ALL groups. Found all over the UIC campus. Things like these posters are actively posted to catalyze anti-Semitism and increase hate toward Jews.” The incident at the University of Illinois at Chicago comes as a strong uptick in anti-Semitic incidents on campuses nationwide has been observed. UIC Levine Hillel Center’s Executive Director Rabbi Seth Winberg condemned the posters in an email to The College Fix, noting they have caused anger and sadness. (FROM THE ARTICLE: The Internal Revenue Service’s targeting of Americans for their political views may have ended with the Obama administration—or even with its exposure in 2013. But it could easily recur. Even now, an internal IRS rule singles out applicants for nonprofit status who might be tied to anything newsworthy. The genesis of the targeting scandal was Section 7.29.3 of the Internal Revenue Manual. As noted in a report my organization is issuing Wednesday, this manual dictates how IRS employees handle everything from customer service to criminal investigations. This particular section tells them to flag for further review any application for tax-exempt status that might “attract media or Congressional attention.” That’s a broad, vague and subjective command that career IRS employees are nevertheless required to follow. Emails between IRS personnel make clear that low-level employees were guided by this rule throughout the targeting scandal. They repeatedly cited “media attention” on the Tea Party as the reason to single out and delay applications from conservative groups. This rule means that IRS enforcement reflects the ideological biases of the media. Aside from a small number of groups related to the Occupy Wall Street movement and the defunct advocacy group Acorn, libertarian and free-market groups were almost exclusively targeted. These provisions of the IRS manual have nothing to do with the merits of a nonprofit application and everything to do with keeping the agency from looking bad. It is inappropriate for a group’s tax-exempt status to be deep-sixed because of negative publicity. In the targeting scandal, this approach allowed partisan concerns to overtake the application process, resulting in the unfair treatment of political viewpoints at odds with the Obama administration. Equal justice under the law demands that the IRS abandon the “newsworthy” criterion. To date, however, the agency has promised only to stop making lists of targeted groups “until further notice.” Even if the halt were permanent, it wouldn’t be enough. IRS officials are still required to follow the manual and pull high-profile applications for enhanced scrutiny. The IRS can change its employee manual today. No new law is required. The simplest explanation for why the agency has not done so lies in the nature of bureaucracies—they refuse to relinquish power even after demonstrated abuse. The procedure for newsworthy applicants provides a convenient cover to shield improper partisan decision-making.)

Essendrop, 19, a student at Providence Baptist College in Elgin running on a similar platform as Holt, said he shared Ward’s perspective. “I can’t believe that we find ourselves in the 21st century still judging people by the color of their skin and not the content of their character,” he said, paraphrasing the Rev. (FROM THE ARTICLE: Just take the best health insurance that is available to Washington’s elites — the senators and representatives and everyone who works for the federal government — and make it available to everyone in America. The Federal Employees Health Benefits, or FEHB, Program basically allows all of Washington’s elites to enroll in any plan they choose — at very favorable rates (which can be negotiated because of the vast size of the federal plan’s membership). So, if that plan is now the plan for all Americans, what about those who cannot afford to pay for coverage at all? Mike always said provisions must be enacted to assure that the poor will have subsidized coverage. And the near-poor and lower middle classes would receive supplemental aid on a sliding need-based scale. But the beauty of this plan is that it can be done without massively restructuring the entire health sector economy. So that’s where it merits bipartisan backing — yes, even here in the political hate-city of Washington. When the ACA was enacted, it required all legislative branch employees (including senators, representatives and their staffs) to purchase coverage through the ACA networks in their states or Washington, D.C. So your senators and reps can’t buy into FEHB anymore. But all executive and judicial branch employees still get their coverage through FEHB. And, as the U.S. Office of Personnel Management website proclaims: “Federal employees, retirees and their survivors enjoy the widest selection of health plans in the country.” That still sounds like a great place to start.)

— Conservative veterans advocacy group is creating a new ad campaign to pressure Congress to enact legislation that would make firing bad VA employees easier – Eric Katz  (DIERSEN: Of course, my critics have always hinted/implied/argued/shouted that I was a BAD federal employee, much BADDER than the BADDIST VA employee.  They stress a) that my Democrat GAO superiors forced me to retire in 1997 when I was 49 years old, did not promote me beyond GS-13, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take an $18,847 pay cut in today’s dollars to transfer from IRS to GAO in 1980; b) that my Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions, and disallowed my partial day per diem claims; and c) that my Democrat Post Office superiors forced me resign in 1969 and disallowed my sick leave requests.)

(FROM THE ARTICLE: Roe and Rubio’s bill would give the VA secretary expedited removal authority, meaning any employee fired by the secretary would be out of a job and off the department’s rolls that day. Any employee facing removal, suspension of at least 14 days or a demotion would receive advance notice of 10 days, and the secretary would have five days in which to rebut any response the employee comes up with in that time. Those employees would maintain appeal rights to the Merit Systems Protection Board and U.S. Court of Federal Claims. The bill would allow VA to reduce employees’ pensions if they are convicted of a felony that affected their job and to recoup bonuses and relocation expenses in some circumstances. Employees facing those penalties would also be entitled to an appeal. The measure would create “new reforms that will hold bad employees accountable and cut undeserved bonuses,” the ad declares. “Reforms that get bad VA employees out — for good.” “The VA Accountability First Act of 2017 would make it easier to fire employees who engage in misconduct and give the new VA secretary the tools he needs to improve the troubled department,” said CVA Director of Policy Dan Caldwell. (FROM THE ARTICLE: H.R. 6278 — Promote Accountability and Government Efficiency Act (or “PAGE” Act)  Summary: Proposed by Rep. Todd Rokita (R-IN), the PAGE Act would change the employment of all future hires by the federal government to “at-will” status, meaning they may be suspended or fired without notice or appeal “for good cause, bad cause [or] no cause at all.” It prohibits all but the most highly-rated federal employees from receiving a pay raise, limits the avenues of appeal and specifies that a grievance filed by a union which results in a higher rating will not result in a pay raise.
