(FROM THE ARTICLE: The 61-mile Illinois Prairie Path (aka IPP) is one of the nation’s oldest rail-trails, dating to 1967. Following the right of way of the former Chicago Aurora and Elgin Railroad, the IPP consists of three main branches, each making for a delightful day trip from Chicago. (Wheaton, the central trailhead for all three, is just 30 miles from the Windy City.) Along the more urban Main Branch, Villa Park is worth a stop. Its Historical Museum housed in a reclaimed train depot displays several old train signals outside. Other remnants of the route’s railroad past are found in Wheaton’s Volunteer Park, where a contemporary sculpture was created from spikes, bolts and part of the Roarin’ Elgin’s original third rail. (FROM THE ARTICLE: Written in quill pen (not literally; it was 1965), my master’s thesis was about “Leaderless Politics: The Illinois Republican Party.” Not much has changed. That was an era when party organization mattered. My thesis was that when Republicans lost control of the governorship, the party became leaderless. Not much has changed. Back then, political patronage provided party leaders with influence over elections. My research showed that under GOP Gov. Bill Stratton (1953-60), 83 of the state’s 102 Republican county chairmen held state jobs. Guess who ran the party? Without a governor and jobs, the party was rudderless. First, TV in the 1960s and now billionaire self-funders and donors have replaced political party organizations as the primary conduits to the voters. Patronage is mostly gone, by Supreme Court dictum. Political parties have traditionally had three basic functions: Set forth a platform of values and policies for voters to consider; Recruit attractive candidates, and Work to nominate the candidates in the primary and then get them elected, so they can implement the platform inside government. The Illinois Republican Party does little of this anymore. The role of party platforms has been underappreciated. Party leaders used to wrestle over platform planks at their conventions. The platforms, by a kind of osmosis and over time, provided helpful cues for voters. That is, the GOP favors small business, while the Dems are for the working stiffs. Most of that is gone today, and voters are adrift, captivated yet confused by a Tower of Babel issuing relentlessly from the internet. The Illinois state GOP is a paper tiger. It has no money nor clout over county parties. The county parties are mostly toothless as well. There are exceptions. For example, county GOP chairs Jan Weber in Henry and Aren Hansen in Grundy have in recent years almost singlehandedly turned local offices from Dem to GOP. Mary Brookhart in McDonough County also has a strong county party; her team knows how to get out the vote. The Illinois GOP is at present recruiting a new statewide party chair. Different from a number of states that have large, professional staff and paid chairs, the Illinois party has but one staffer (very sharp Derek Murphy) and a volunteer chair. With megabucks ex-Governor Bruce Rauner gone, the state party has barely two nickels to rub together. The struggle for party control, as if it mattered, is apparently between a Trump-thumping faction versus an “establishment” faction, neither with a clear platform. The old adage that “all politics is local” is no longer true. Successful local candidates in small town and rural Illinois tend to feel they must pay more than lip service to the Trump brand of nativist populism. This effectively leaves lifestyle tolerant, pro-choice, balanced budget, free market, business-friendly folks like me outside the party, or so I feel. What does the future hold for the Illinois GOP? I expect to see Trump 2024 signs soon replacing the thousands of the 2020 versions on lawns and farmyards across mid-America; however, insiders I talk with predict the Trump brand will fade rather quickly, as he likely becomes ensnarled in nasty tax and legal problems. Over the past half century, Republican leaders have also seen their base slip away, literally. Since about 1970, two million or so whites have departed the state in net terms, replaced largely by Latinos and, to a lesser extent, Asian-Americans. When I was a state legislator in 1970, 12% of Illinois residents were of a minority group; today, it is 36%. From 1977 to 2003, the Illinois GOP enjoyed a 26-year, unbroken string of Republican governors. In contrast, this year Joe Biden clobbered Trump in Illinois 57-40 percent, in what pundits call a firmly Blue state. The big prize in 2022 will be the governor’s mansion, not that anyone lives there anymore. Gov. JB Pritzker is considered vulnerable, following his botched, disastrous campaign for increased taxes on high earners, and because of the unenviable role he has in trying to corral COVID-19. In a district on the edges of metropolitan Chicago, GOP Congressman Adam Kinzinger has been critical of Trump while supportive of his policies. He appears to be positioning himself for a run for higher office – governor, close observers report. I also find state Senators Jason Barickman of Bloomington and Sue Rezin of Morris attractive. Both are smart and capable, and might have some appeal in the suburbs. But they and other aspirants from the political ranks must nowadays almost expect outsider megabucks sorts to crash into the GOP’s party. The race will be wide open, and the leaderless state GOP will be but a bystander.)

(FROM THE ARTICLE: In the petition, Grogan says 436 paper ballots cast Election Day in three precincts are invalid because election judges were required to initial the paper ballots, but did not do so. All the precincts voted at a polling place at First Christian Church in Downers Grove. The petition says an examination of those ballots in December shows 259 votes were for White and 177 votes for Grogan. If all those votes were tossed, Grogan would be the winner, according to the petition. It also alleges that election judges failed to initial 240 vote-by-mail paper ballots — 148 for White and 92 for Grogan. The petition also states there were an unexplained additional 1,626 ballots cast, compared to the number of people that voted; and that electronic voting machines favored White. The machines were available for use by people who had disabilities, including visual and hearing impairments. The petition alleges the machines highlighted White’s name, leading people to vote for him. Republicans pointed out the issue with the machines during the early-voting period. The petition says the machines would first highlight the office being voted. But if the voter didn’t select a candidate within 10 seconds, the machine would then highlight the first candidate listed, which were Democrats. The clerk agreed to put stickers on the machines warning people, but by then approximately 120,000 people had voted by machine, according to the petition. “I’m confident that I will prevail in the litigation,” said White, adding that Grogan was pursuing “technicalities” to invalidate votes. During the discovery recount, ballots from 286 of the county’s 930 precincts were recounted. Pat Bond, the county’s election attorney, said the disputed ballots in the three precincts in Downers Grove were initialed electronically in the poll book. I understand that many small businesses have been forced to close as a result of harsh actions by Democrat-run states. Many people are back to work, but my job is not done until everyone is back to work. Fortunately, as a result of my work with Congress in passing the CARES Act earlier this year, we avoided another Great Depression. Under my leadership, Project Warp Speed has been a tremendous success, my Administration and I developed a vaccine many years ahead of wildest expectations, and we are distributing these vaccines, and others soon coming, to millions of people. As President, I have told Congress that I want far less wasteful spending and more money going to the American people in the form of $2,000 checks per adult and $600 per child. As President I am demanding many rescissions under the Impoundment Control Act of 1974. The Act provides that, “whenever the President determines that all or part of any budget authority will not be required to carry out the full objectives or scope of programs for which it is provided, or that such budget authority should be rescinded for fiscal policy or other reasons (including termination of authorized projects or activities for which budget authority has been provided), the President shall transmit to both Houses of Congress a special message” describing the amount to be reserved, the relevant accounts, the reasons for the rescission, and the economic effects of the rescission. 2 U.S.C. § 683. I will sign the Omnibus and Covid package with a strong message that makes clear to Congress that wasteful items need to be removed. I will send back to Congress a redlined version, item by item, accompanied by the formal rescission request to Congress insisting that those funds be removed from the bill. I am signing this bill to restore unemployment benefits, stop evictions, provide rental assistance, add money for PPP, return our airline workers back to work, add substantially more money for vaccine distribution, and much more. On Monday the House will vote to increase payments to individuals from $600 to $2,000. Therefore, a family of four would receive $5,200. Additionally, Congress has promised that Section 230, which so unfairly benefits Big Tech at the expense of the American people, will be reviewed and either be terminated or substantially reformed. Likewise, the House and Senate have agreed to focus strongly on the very substantial voter fraud which took place in the November 3 Presidential election. The Senate will start the process for a vote that increases checks to $2,000, repeals Section 230, and starts an investigation into voter fraud. Big Tech must not get protections of Section 230! Voter Fraud must be fixed! Much more money is coming. I will never give up my fight for the American people!)
