CBS NEWS
— Illinois governor believes David Duke is a racist, spokesman clarifies – AP (DIERSEN: How soon, if not already, will the Democrat news media in Illinois demand that all those on March 20, 2018 Republican primary ballots in Illinois a) identify all those who they believe are racists and b) explain in detail the criteria that they use to deem someone a racist?)
https://www.cbsnews.com/news/illinois-governor-believes-david-duke-is-a-racist-spokesman-clarifies/
(FROM THE ARTICLE: After fumbling the answer to a question about whether a former Ku Klux Klan leader is a racist, the campaign of Republican Bruce Rauner on Tuesday clarified the governor’s opinion of David Duke. During a radio interview on Martin Luther King Jr.’s birthday, Rauner was asked if President Donald Trump was racist following reports he used vulgar language to refer to African nations. Trump allegedly also questioned why America would want to accept more immigrants from Haiti. Rauner repeatedly declined to directly answer, saying “that language has no place in our political conversation.” When WVON-AM host Charles Thomas on Monday asked if Duke is a racist, Rauner would only respond “we have racism in our society.” “We have got to come together to change our system,” Rauner said. On Tuesday, Rauner campaign spokesman Justin Giorgio sought to clarify those comments. In a statement, he said Rauner “believes that David Duke is a racist.” Democrats were quick to seize on what they characterized as Rauner’s attempt to “mince words.” “Instead of having a spine and standing up for what’s right, Rauner dodges even the most basic of questions to avoid giving Illinoisans the answers they deserve,” said Jordan Abudayyeh, spokeswoman for Democratic governor hopeful J.B. Pritzker. Also on Tuesday, Duke spoke about Rauner’s initial failure to call him a racist. “Probably at some point, he’s heard about David Duke, and deep down in his soul, something’s happened inside of him and he knows that I am not really a racist in the sense that I want to oppress and oppose other people,” Duke told the Chicago Tribune. Sen. Kwame Raoul, a Chicago Democrat running for attorney general, cited King when he noted Rauner’s failure to call Duke a racist. “Martin Luther King, Jr. taught us that our lives begin to end the day we become silent about things that matter and Bruce Rauner’s inability to clearly state that David Duke is a racist is pretty damning,” said Raoul, the son of Haitian immigrants.)

ROLL CALL
— Illinois House Primaries Will Be Early Testing Ground for Democrats  Democrats have several pickup opportunities, but they need viable candidates first – Simone Pathé
https://www.rollcall.com/news/politics/illinois-house-primaries-democrats
(FROM THE ARTICLE: Based on 2016 presidential performance, the 6th District looks like Democrats’ best pickup opportunity. Inside Elections with Nathan L. Gonzales rates the race Likely Republican. “It’s one of those districts where we have to perform; it’s a part of our path,” a national Democratic strategist said. Out of the four Illinois seats on the DCCC’s target list, it’s the only one Clinton carried — by 7 points. But voters in this affluent suburban Chicago district also backed incumbent Republican Sen. Mark S. Kirk, who lost statewide, and easily gave Rep. Peter Roskam a sixth term. Democrats plan to hit Roskam on the GOP tax overhaul, which the state’s Republican governor called “punishing” because of its cap on state and local tax deductions. “It’s clear that [Roskam’s] voters wanted a conservative representative who was focused on cutting their taxes — and that’s exactly what Roskam did,” Maddie Anderson, a spokeswoman for the National Republican Congressional Committee, said in an email. “I’m a little confused by the notion that following through on what voters asked for would lead to being voted out of office,” she added. Seven Democrats have filed the requisite signatures to run in the primary, including 2016 nominee Amanda Howland, who lost to Roskam by 18 points. But the DCCC is not in a position to back any of the other candidates because members of the Illinois delegation are split. Many national Democrats see Kelly Mazeski, a former financial adviser and local elected official, as the front-runner. The breast cancer survivor announced her candidacy the day the House voted to repeal the 2010 health care law, which earned her national attention. She raised $163,000 in the fourth quarter of 2017 and loaned herself another $100,000. She ended December with $510,000 in the bank. In addition to support from EMILY’s List, she has endorsements from Illinois Reps. Jan Schakowsky and Cheri Bustos and several of Bustos’ closest female allies in Congress, who have been politically active across the country. But some members of the delegation prefer lawyer Carole Cheney, a former district chief of staff to Rep. Bill Foster. She has the backing of Foster and Rep. Robin Kelly. She had $90,000 at the end of the third quarter.)

https://www.washingtonpost.com/news/powerpost/wp/2018/01/16/trumps-disruption-of-government-could-aid-top-federal-employees-survey-says/
(FROM THE ARTICLE: With President Trump’s first presidential anniversary days away, hundreds of political positions in the federal government still lack nominees. Perhaps some folks don’t want to work for a white supremacist, but that’s another column. While the lack of political appointees can cause myriad problems, there also can be an upside for career staffers — like the opportunity for them to disrupt, which is not the same as resist. In fact, Trump campaigned and has governed with disruption of the established order as a primary goal. A new survey on “Navigating Disruption” sought to determine if government leaders “are being inducted into a new phase of government service, with disruption as its key operating principle.” Think of disruption as bold action upsetting the status quo. That can be good or bad. The survey, conducted by the Association of Government Accountants (AGA) and the Grant Thornton accounting firm, focused on federal chief financial officers (CFOs), but the findings also are relevant to other career government leaders.)

https://www.forbes.com/sites/baldwin/2018/01/16/financial-sinkhole-states-in-the-trump-tax-era/#4b5a4610dd9b
(FROM THE ARTICLE: Now high-income folks who pay the bills for big government in California, Illinois and New York will be even more motivated to decamp for Nevada, Florida or Texas. If they leave, a dwindling group of productive workers will be left to shoulder a rising financial burden. . .Illinois is $361 billion in the hole on state pensions. (That figure doesn’t include Chicago’s $90 billion shortfall.) If Illinois asked workers in the private sector and the federal government to make up the state’s deficit, each maker would have to chip in $68,000. The website — dedicated to helping people with substance abuse — recently conducted a nonscientific, online survey on drugs and church with responses from more than 1,000 people who said they “regularly use drugs.” Among the findings: More than 3 percent of Protestants responding to the survey said they’ve bought “illicit substances at their place of worship.” Roughly one in five Catholics relayed being “high” at mass “at least once.” Catholics and Protestants were found “more likely to have used marijuana” than atheists. But agnostics — those not sure whether there’s a God — reported the most drug use. The stated goal of the survey: raise awareness about the help available for addictions. Another survey is planned on other faiths, including Hinduism, Islam and Judaism.)

There would be a sliding scale to determine how much each baby would receive based on the parents’ wealth. A typical middle-class baby would receive around $20,000. Forget baby showers. There’s a proposal to give every newborn in the United States a “Baby Bond” account with somewhere between $500 to $50,000 in cash. Neither the kids nor their parents would be able to touch the money until the child turned 18. Then the young adult could spend the trust fund on attending college, buying a home or starting a business. The whole point of Baby Bonds would be to dramatically lessen wealth inequality in the United States, according to the economists who came up with the idea, Darrick Hamilton of the New School and William Darity of Duke University.)

But an IRS advisory issued Wednesday appeared to throw a monkey wrench into the works. The directive, which some found confusing, drew a distinction between paying an estimated amount and paying exact amounts on assessments made prior to 2018.)

http://www.chicagobusiness.com/article/20171228/BLOGS02/171229924/the-new-tax-law-maybe-isnt-playing-the-way-the-gop-planned
(FROM THE ARTICLE: More: The rush is on—to pay taxes before cap kicks in I’m not yet in that group, although I’ve been tempted. But I think I can speak for a vast majority of them in saying that this was not how I was expecting to be spending this holiday season. I think I can say something else, too. If the Internal Revenue Service turns thumbs down on this panicky effort to game a system that’s been stacked against average taxpayer here—so far, the IRS has been less than precise—that panic is going to turn to total outrage. All of this was predictable. While there are good things in the tax bill and some changes were needed, it didn’t need to be stacked against relatively high-tax blue states like Illinois just because most Republicans now come from relatively low-tax red states. Yet, every GOP congressman from Illinois voted for this travesty. Randy Hultgren of Plano, Adam Kinzinger of Joliet, Mike Bost of Murphysboro, Rodney Davis of Taylorville, Darin LaHood of Peoria, John Shimkus of Collinsville and, of course, Peter Roskam of Wheaton. Every one of them voted to tax money that already had been paid as taxes, something Republicans used to stand against. In case you don’t know, Roskam was one of the prime authors of the tax plan. He keeps saying it will turn out to be an overall plus. Maybe yes, maybe no. Trump promised everyday Americans a “giant tax cut for Christmas.” But for many, many of Roskam’s constituents here in Illinois, this yuletide season has become time to scramble in hopes minimizing the damage from the GOP’s big tax “cut.” Roskam was in a position to do something about that. He was on the conference committee that produced the final bill. But if he did something to help his state and his district to make sure it was treated the same as other states, he sure kept it quiet. What all those headlines and prepayments tell me is that people are prepared to vote their fears and not their hopes this fall. We’ll see if that’s right. Democrats use Affirmative Action, Diversity, and Inclusion to purge the aforesaid employees. http://www.daily-chronicle.com/2017/12/22/our-view-thumbs-down-to-obstacles-to-letting-the-public-decide-size-of-their-government/a51me3n/
(FROM THE ARTICLE: Thumbs-down: To state Rep. Steve Reick, R-Woodstock. Reick has filed a bill in Springfield that would make it harder for residents to decide the size and scope of their local government. Reick’s proposal, House Bill 4190, would require township trustees to pay an independent contractor for a cost study before they could ask voters about whether to eliminate township road districts. Reick apparently thinks that an independent contractor needs to give the OK before residents can have a voice in shaping their government. That’s nonsense. This proposal is a transparent attempt to make it more difficult to pare down township government, likely at the behest of officials who work in township government and their political allies. Here’s the truth: Those Illinoisans who haven’t already fled this state are tired of paying high property taxes to support the most units of local government of any state in the nation. We need officials to remove the roadblocks and allow us to decide how many people govern us, and what they are paid to do it. Voters will not approve a ballot initiative that they do not believe will benefit them.)

(FROM THE ARTICLE: In the long run, career staff can face consequences for resisting presidential policy. While it’s hard to outright fire a civil servant, congressional Republicans in January gave themselves the ability to reduce the annual pay for any individual federal employee to $1. An administration can also punish bureaucrats through punitive reassignments, designed to make them quit. Joel Clement, a senior policy manager at the Department of Interior, was moved to the accounting office in June — retaliation, he alleged, for speaking out about the risks of climate change.)

— 3 Money Mistakes That Could Ruin Your Retirement If you make this mistake, you face almost a 60% chance of running out of cash during retirement. – Christy Bieber
https://www.fool.com/retirement/2017/12/24/3-money-mistakes-that-could-ruin-your-retirement.aspx

(FROM THE ARTICLE: 3. Retiring too early Because of historically low bond rates and Americans’ longer life spans, many longstanding ideas about retirement — like the assumption that you can withdraw 4% or more from your retirement accounts each year without running out of money — no longer apply. In fact, in 2013 researchers from The American College and Morningstar found that a senior following the 4% rule stood a 57% chance of running out of cash when returns were calculated based on current rates. Retiree spending falls into predictable patterns. Retirees spend more during early retirement, when they’re healthy enough to travel and indulge their hobbies. They spend less during the middle of retirement as their health declines and energy wane, and in the late stage of retirement they spend more as costly health issues arise. This means that if you exhaust your savings, you’re likely to be short on cash at a time when you’re too old to work. To avoid this predicament, it’s imperative you accurately calculate how much you’ll need for retirement and how much you can safely withdraw without putting your future at risk. If your projected withdrawals don’t provide enough money to cover your expected costs, think about working longer or lowering your costs of living.)
